The paper presents the results of monitoring of the forestry services sector in Poland which was carried out in the years 1993, 1996, 1999, 2003 and 2006. There were evaluated: characteristics of the owners of private forestry companies, company employment rate as well as financial status and equipment stock. Forms of financial assistance paid to the sector before and after Poland’s accession to the European Union were reviewed. Based on the results of monitoring conducted just about every three years the phases of development of the private sector of forestry services were determined.

Opis:
The study was undertaken in the region of the Białowieża Primeval Forest (Białowieża, Browsk, and Hajnówka Forest Districts – FDs), which has a total area of 52 thousand hectares and is situated in the agricultural zone of north-eastern Poland. The study used an input-output (I-O) analysis to explore: 1) the type and strength of relationships between forest management and its socio-economic environment, and 2) the role and significance of forestry in the development of the region. The forest sector (FDs) employed 452 people, with salaries totalling USD 1.6 million/yr. FDs supplied the socio-economic environment with the generated cash flows (taxes and dues) amounting to USD 4.8 million/yr, enabling creation of 413 jobs outside forestry. FDs supplied goods and services for the amount of USD 5.2 million/yr, mainly revenues from the sale of 120,000 m3 of harvested wood. The wood-processing industry employed 1,111 people, and was also a source of taxes and dues amounting to USD 1.7 million/yr. Fifteen jobs were created per 1,000 m3 of harvested, sold, and processed wood: 2 in FDs, 4 in the firms providing goods and services, and 9 in the recipients of goods and services. Simultaneously, this was a source of taxes amounting to USD 26.0/yr, of which USD 11.0 thousand/yr was paid by FDs, USD 1.4 thousand/yr by the environment of suppliers, and USD 13.6 thousand/yr by the environment of recipients.
Celem badań było ustalenie rodzaju i siły powiązań gospodarki leśnej z otoczeniem społeczno-gospodarczym oraz konsekwencji dla miejscowych gmin i ich mieszkańców w kontekście planowanego powiększenia obszaru Białowieskiego Parku Narodowego (BPN) o trzy nadleśnictwa (Białowieża, Browsk, Hajnowka). Badania przeprowadzono za pomocą metody analizy przepływów między sekcyjnych (input‑ output analysis). Dotyczyły one rynkowych powiązań gospodarki leśnej (trzech nadleśnictw) z otoczeniem społeczno-gospodarczym. W badaniach pominięto natomiast powiązania nadleśnictw z otoczeniem związane ze świadczeniem pozaprodukcyjnych funkcji gospodarki leśnej, ktore nie są rejestrowane w dokumentach finansowo-księgowych. Uzyskane wyniki badań wskazują na liczne powiązania gospodarki leśnej z otoczeniem społeczno-gospodarczym oraz na duże znaczenie leśnictwa w rozwoju obszarów wiejskich tego regionu. Świadczą o tym m.in. następujące wskaźniki: Nadleśnictwa, zakłady usług leśnych i zakłady przerobu drewna stworzyły bezpośrednio i pośrednio ogółem 1976 miejsc pracy. 1. Każdy 1 tys. m3 pozyskanego surowca drzewnego w nadleśnictwach BPN tworzy 15 miejsc pracy. 2. W ujęciu wartościowym, pozyskany surowiec drzewny o wartości 2 714 USD generuje jedno miejsce pracy. 3. W przeciętnej cenie 34 USD/m3 drewna pozyskanego w nadleśnictwach BPN opłaty i podatki na rzecz budżetu państwa i gmin stanowią 33%, tj. 11 USD. 4. 1 m3 drewna pozyskanego i przerobionego w BPN, którego przeciętna wartość w gotowym produkcie wyniosła 97 USD obciążony jest opłatami i podatkami w wysokości 26 USD (27%) wartości produktu finalnego, w której: – 21 USD/m3 stanowią opłaty i podatki odprowadzone do budżetu państwa, – 5 USD/m3 opłaty i podatki trafiające do budżetów gmin. Przedstawione wskaźniki syntetyczne obrazują istotne znaczenie lasu i gospodarki leśnej dla rozwoju gmin w otoczeniu BPN i lokalnej społeczności. Włączenie nadleśnictw do parku ograniczyłoby wpływ leśnictwa na rozwój obszarów wiejskich. Ocena skutków gospodarczych i społecznych tego przedsięwzięcia wymaga dalszych badań.

The quality of 39 Japanese larch stands, mainly in north-western Poland, was characterized. On the basis of the presented results it can be concluded that properly managed forest stands of Japanese larch can compete in trees quality with stands of native larches. The alien species is more susceptible to a lower stand density and exposure to strong winds. This is no correlation between forest stand quality and growth dynamics.

The conception of sustainable development has been implemented into practice in numerous economic sectors, including forestry. Forest ecosystems are extremely important in the global ecological system, therefore maintenance and appropriate management of forest resources according to sustainable development principles have engaged a great deal of attention. The concept of sustainable forest management (SFM) encompasses three dimensions: ecological, economic and social. A powerful tool to promote SFM are criteria and indicators. The aim of the article was evaluation of SFM in Poland, using one of the methods proposed by the Food and Agriculture Organization (FAO). According to data available, Polish forestry has a number of advantages: Poland has avoided the problem of deforestation, forest area has been permanently increasing, there has been observed improvement of forest health and vitality as well as a significant share of forests has carried out protective functions with no impact on timber production. Poland’s model of SFM is an adaptive process of balancing the ever-changing set of economic, environmental and social expectations. Such a complicated undertaking requires constant assessing and adjusting forest practices, in response to new circumstances, scientific advances and societal input.

Opis:
Forests are playing an important role especially for inhabitants of small towns and rural communities. The goal of the research was characterization of the actual means and directions of the use of forest resources by small communities, with emphasis on the importance of women. The objective of the research was to determine most important ways of use of forests in rural areas and their role in social development of families. This paper discusses achievements of survey done in Poland. Data were collected through quantitative questionnaires. A total of more than 1000 female inhabitants responses are statistically worked out and partly presented in this paper.

In Poland, the public believes that the main objective of urban forests is rather to conduct forest management focused on the recreational needs of residents than to produce timber. Considering this belief, it becomes reasonable to distinct the principles of forest management in urban forests from those related to the forests of the State Forests National Forest Holding. Because of the permanent presence of people in the city woods, the managing authorities of such areas should also educate the residents, while forest management should be subordinated to social functions, especially the recreational one. However, Poland lacks the unified system of managing the urban forests, not only at the national scale (there is no central independent organizational unit), but also at the level of individual cities, where various municipal units manage urban woodlands. In practice, each city has its own, individual solutions in this regard. The governing bodies of urban forests face with many problems in their activity. These problems are associated with a strong process of urbanization and human pressure on forest areas, while on the other hand there are no formal legal basis (laws, regulations, instructions) relating the municipal forests. The paper reviews the literature on urban forestry and urban forests worldwide to present the existing legislative frameworks and to propose some changes, based on the current Act on Forest. It was stated that urban forestry in Poland is located in its ‘narrow' definition, based on the traditional forestry, giving priority to the multiple social functions. The proposed changes in forest legislation are part of the discussion on municipal forests and urban forestry in Poland, aiming once again to draw attention to the fact that they are almost ignored in the Polish legislation. The indicated areas for improvements and supplements suggest issues the most important and urgent to solve, but they are not a comprehensive solution on this subject. In order to strengthen the supervision of urban forests in Poland, it is essential to consider the restoration of central supervision, coor− dinating activities of urban foresters by the development and implementation to the practice unified legal regulations, as well as to give wide autonomy to cities.

Opis:
A group of 150 persons living in the Lublin province of eastern Poland and occupationally exposed to tick bite were examined by the immunoenzymatic ELISA test for the presence of antibodies against tick-borne Spotted Fever Group (SFG) rickettsiae. The group consisted of 75 forestry workers employed in 3 forest inspectorates and 75 agricultural workers living in 2 villages. As a control group, 43 urban dwellers living in the city of Lublin and not occupationally exposed to tick bite were examined. Among 150 persons occupationally exposed to tick bite, the presence of antibodies against SFG rickettsiae was found in 54 (36.0% of the total). In the control group, the frequency of positive findings was only 4.7%, being significantly smaller compared to the exposed group (p=0.0001). Within the exposed group, the percentage of positive results in forestry workers (50.7%) was greater than in agricultural workers (21.3%); the difference was statistically significant (p=0.0002). Also within this group, the frequency of positive findings in males(46.5%) was significantly greater than in females (21.9%) (p=0.0029). In the exposed group, the positive results tended to increase with the age of the examined persons. However, a significant relationship between age and positive findings was found only in forestry workers (c2=14.207, p=0.00264), but not in agricultural workers and total exposed workers. The frequencies of positive results in forestry workers varied significantly depending on place of work (c2=11.271, p=0.00357). Similarly, the difference between the positive reactions in agricultural workers living in 2 villages proved to be significant (34.2% vs. 8.1%; p=0.0074). The obtained results indicate that people occupationally exposed to tick bite and living in the area of eastern Poland where over half of Dermacentor reticulatus ticks harbour SFG rickettsiae, are under significantly increased risk of infection with these rickettsiae.

The development and the decline of forest railway networks in Poland are still poorly investigated by scientists. Unfortunately, the availability of data is limited, therefore paper is focused on the period after the Second World War. In this time almost 40 forest railways were exploited. A synthetic review of the history of the most of them is carried out on the regional basis. The main reasons of the forest railway networks development includes massive harvest done in the forests by the occupants and the lack of paved roads in forest areas. The reasons of the decline of the network were similar as in the case of sugar beet railways: exploitation of the rolling stock and infrastructure, supply problems and the development of alternative means of transport, as well as the outflow of workforce and declining availability of wood sources near the railway tracks, which resulted in increasing costs of haulage. In some regions of Poland the restrictions in use of forest railways are also caused by the preservation of the natural environment.

The article offers an assessment of spatial differences in the structure of payment granting decisions under the EU Common Agricultural Policy. The analysis was conducted for individual EU assistance measures divided into two groups: 1) intensifying measures, intended to step up production and improve the competitiveness of agriculture and 2) extensifying measures, intended to improve the environment and to help rural areas to diversify into non-agricultural activities. It was demonstrated that payments of group 2 prevailed in numerical terms, which was largely a result of the high participation of agricultural holdings in the agri-environmental programme.
