The Polish-German border is perceived as a symbolic border in the post-war Polish-Germanrelations. In this paper, a lot of attention is devoted to this border in the crucial moments of the Polish-German-relations, such as the tense situation in Poland and former East Germany, political changes in 1989 and Poland joining the EU and Schengen Zone. My discussion concerning the symbolism of the Polish-German border is not limited only to the analysis of historical facts and events, but it also centers on the mentality of Germans and Poles, their mutual perception, sympathy and aversion. It turns out that the abolishing of the state borders seems to be much easier than the reduction of the mental barriers/borders existing between Poles and Germans.

The discourse on Polish-German relations is redefined after every event which shapes this discourse and makes it spectacular. Undoubtedly, the two events of division and unification of Germany co-create it. The attitude of Poles towards these events, taking into account the permanence of the border on the Oder and the Nysa rivers, had a great influence on the Polish-German relations in the years 1949-1990. This very issue is the major focus of the considerations in the present article.

End of the 1980s and early 1990s brought a complete change of almost all factors influencing the position of both Germany and Poland in the international arena. The two countries – for the first time in history – faced the challenge of regulating their neighborly relations based on democratic values and principles of international law. This situation was an opportunity to create the foundations of “good neighborliness and friendly cooperation”, but at the same time once again brought about the need to confront the past – especially the events dating back about 50 years. As it turned out, the two countries not only have not always been in agreement in the mutual perceptions of their place in the new political reality, but disagreed also in the interpretation of common history. In addition, they differ in their views on the shape of mutual relations and prospects for their development. The formal regulation of Polish-German relations in the form of agreements and treaties were confronted with different real-life practice – mainly because of the lack of political will on both sides, coupled with the weakness in terms of implementation of the above documents, and were not enough to solve a number of contentious issues. Also the constant presence in the discussion of current issues and disputes of the historical legacy and resulting burdens did not facilitate conducting a meaningful, to-the-matter dialogue. The article shows the place and role of the past history in contemporary Polish-German relations, how it is used in the political and social discourse, and how it affects the thinking and outlook of the two nations today.

This article attempts to familiarize the reader with Hans Niekrawietz, a German writer from Upper Silesia who published in the days of the Third Reich. The author discusses the works of Niekrawietz in the context of the literary tradition of the Polish-German borderland and poses the question of the need and usefulness of translating and thus saving from oblivion literary texts potentially involved in political contexts.

Nowadays, migration of people on the territory of the European Union has become one of the factors determining Poland’s foreign policy and determining its bilateral relations due to the scale and dynamics of this phenomenon. Notwithstanding the fact that Poland, unlike other EU Member States directly bearing the costs of mass influx of migrants, is not a target country for migrants, the migration crisis associated with mass influx of people also indirectly affects the Polish reality. Emphasizing the implications of the migration crisis from the point of view of state security consistently strengthens critical opinions in Poland and at the same time determines the reluctance of the Polish society to accept immigrants (mainly from the Middle East and North Africa). The article focuses on the repercussions of the migration crisis from the perspective of Polish-German relations. The basis for this research area is, on the one hand, the role of Germany in the context of the migration crisis and, on the other, the presentation of different positions by Poland and Germany regarding the methods of stopping the inflow of migrants into the EU.

As a result of the end of WorldWar II, Poland was in the new geopolitical situation which conditioned the shape of state borders, i.e., territorial acquisitions in the West and losses in the East. The paper shows how it influenced Polish-German relations. Both Poland and Germany had to get used to the entirely new arrangement of political forces which was created in Europe. In 1949 two German states were formed. The People’s Republic of Poland (PRL) and Eastern Germany (GDR) found themselves under the influence of USSR. Therefore, it was necessary to regulate the relations between PRL and GDR first. This was reflected in the treaty signed by both countries on July the 6th, 1950 in Zgorzelec. Thereby GDR recognized the shape of the Polish-German state border. Normalization of relations between Poland and Western Germany (FRG) was equally important. Favourable conditions for doing so arose only in the early 1970s. On December the 7th, 1970, PRL and FRG signed a treaty about the normalization of mutual relations. The treaty was an undoubted breakthrough in the relations between the two countries. However, it was still a long way to full stabilization. The year 1989 appeared to be a turning point. Geopolitical image of Europe underwent fundamental transformations. The transformation in Poland started the domino effect, which put on the agenda the issue of German reunification. Poland supported the reunification of Germany and soon signed two treaties with already reunified Germany. The first, signed on November the 14th, 1990, confirmed the existing border between the two countries, and the second, dated on June the 17th, 1991, concerned the regulation of mutual relations. In such a way, only 46 years after the end of World War II, Poland normalized the relations with its western neighbour.
W wyniku zakończenia II wojny światowej Polska znalazła się w nowej sytuacji geopolitycznej, która uwarunkowała kształt granic państwowych tzn. nabytki terytorialne na zachodzie i straty na wschodzie. Artykuł ukazuje jak wpłynęło to na stosunki polsko-niemieckie. W zupełnie nowym układzie sił politycznych, jaki ukształtował się w Europie, musiała się odnaleźć nie tylko Polska ale i Niemcy. W 1949 roku powstały dwa państwa niemieckie. Zarówno Polska, jak i Niemcy wschodnie (NRD) znalazły się w strefie wpływów ZSRR. Stąd w pierwszej kolejności musiały zostać uregulowane stosunki między PRL a NRD. Znalazło to wyraz w układzie podpisanym między obu państwami 6 lipca 1950 roku w Zgorzelcu. Tym samym NRD uznała kształt polsko – niemieckiej granicy państwowej. Równie ważna była normalizacja stosunków między PRL a RFN. Sprzyjające ku temu warunki zaistniały dopiero na początku lat 70-tych. Wtedy to 7. grudnia 1970 roku doszło do zawarcia miedzy PRL a RFN układu o normalizacji stosunków wzajemnych. Układ ten stanowił niewątpliwy przełom w stosunkach między obu państwami. Do pełnej stabilizacji było jednak jeszcze daleko. Przełomowy okazał się rok 1989. Geopolityczny obraz Europy uległ wtedy zasadniczym przeobrażeniom. Transformacja w Polsce zapoczątkowała efekt domina, który postawił m.in. na porządku dziennym problem zjednoczenia Niemiec. Polska poparła zjednoczenie Niemiec i wkrótce podpisała ze zjednoczonymi już Niemcami dwa układy. Pierwszy z 14. listopada 1990 roku potwierdzał istniejącą miedzy obu państwami granicę, a drugi z 17. czerwca 1991 roku dotyczył regulacji wzajemnych stosunków. W ten sposób dopiero 46 lat po zakończeniu II wojny światowej Polska unormowała swe stosunki z zachodnim sąsiadem.

The objective of the article is to indicate similarities as well as discrepancies between the Polish and German governments’ stands on the crisis and conflict in Ukraine. The author tries to respond to the question: What will be the implications of the conflict in Ukraine for the “Eastern policy” of Poland and Germany? Will they result in the continuation of their current “Eastern policy”, its evolution or maybe they will bring an essential change to their policy in the region? In author’s opinion, taking into account signifi cant differences between the Polish and German foreign policies towards Russia and Ukraine between 2014 and 2015 as well as before that period, the possibility for enhanced cooperation between the two governments in relation to their foreign policy towards Russia and Ukraine will continue to be remote in the upcoming years.

Simon Askenazy (1865-1935) was one of the most prominent Polish historians of the beginning of the 20th Century. Poland was then divided between Russia, Germany (Prussia) and Austria-Hungary. Askenazy strongly contributed to the popularity of Polish irredenta movement at the outbreak of WW I. His approach toward the Germans should be perceived as an outcome of several factors, namely the changing international situation, the German/Prussian policy towards Polish subjects and the national interest of Poland. Thus the outbreak of the Great War as well as the restoration of Poland as its aftermath proved to have a great impact on Askenazy and his historical writing.

The paper presents how the cross-border cooperation between Poland and German Demo- cratic Republic (GDR) developed. It describes the complicated relations in which Polish - GDR contacts were on the one hand "fraternal" relations of the two socialist countries, but on the other they were a part of Polish fears of "the Germans" and Polish politics based on the dogma of the threat from Federal Republic of Germany (FRG). The visits of German tourists, both from GDR and FRG, were sentimental journeys of the Germans expelled from Polish territory. On the Polish side there were both a fear of West Ger- man espionage and, hidden behind ideological slogans, suspicious attitude towards GDR and East German society. At the same time the network of cross-border interpersonal contacts was created. Polish employees working in GDR companies (workers commuting from Poland) formed a part of the cross-border contacts. They constituted the element of small border traffic that had developed since the sixties.
W tekście pokazane zostanie, jak kształtowała się współpraca przygraniczna między Polską a NRD. Opisany zostanie skomplikowany układ, w którym kontakty polsko-enerodwskie były zarówno „braterskimi” kontaktami dwóch socjalistycznych państw, jak i pozostawały częścią polskich obaw przed „Niemcami” i polskiej polityki, opartej na dogmacie zagrożenia przez RFN. Wizyty turystów z NRD były często podobnie jak z RFN podróżami sentymentalnymi Niemców wysiedlonych z ziem polskich. Po polskiej stronie istniała zarówno obawa przed zachodnioniemieckim szpiegostwem, jak i ukryty za ideologicznymi hasłami podejrzliwy stosunek do NRD i wschodnioniemieckiego społeczeństwa. Równocześnie powstawała sieć przygranicznych interpersonalnych kontaktów. Częściowo w skład kontaktów przygranicznych wchodziła praca polskich pracowników w zakładach enerdowskich, o ile byli to dojeżdżający z polskiej strony pracownicy. Stanowili oni element rozwijającego się od lat sześćdziesiątych małego ruchu przygranicznego.

In this article I focus on the questions of how the social roles of Germans and Poles changed after Międzychód/Birnbaum came back to Poland on January 17, 1920; what were the stages in the process of change the town went through; and, what factors were responsible for this change. I begin with a broader introduction presenting, first, the situation in the early modern times, pointing to what it meant to be ‘Polish’ in a ‘German’-dominated urban society in the Greater Poland region; and, second, the change which occurred during the nineteenth century. With the examples of individual biographies, I show the variety of role perceptions in a mixed Polish-German setting. The main section analyses the ways in which the role reversal was enforced in favour of Międzychód’s Poles in the arena of local politics, which is preceded by a glance at the impact of an international conflict between Germany and Poland on the lot of German ‘optants’ – i.e. those who had opted for keeping the German citizenship and who later on were forced by the Polish authorities, in most cases, to leave Poland. My argument is that the role reversal in Międzychód/Birnbaum was a protracted process, which began with the onset of nationalism and was facilitated by economic and social change.

The paper deals with the causes, preparations, course and results of the expedition of Polish scholars from Poznań in October 1935 with the aim of getting acquainted with the German archaeological excavations on Wolin. The paper is based on so far unused source materials. The expedition is presented within the context of the political and scholarly relations between Poland and Germany.

The paper presents a new view on Polish-German relations, focusing also on Lusatians. The author sheds light on the role of Lusatians in the network of Polish-German relations, pointing out that they are in fact not bilateral, but rather trilateral. It is possible to describe them in this way if the classification is based on ethnic awareness, with Germans, Lusatian Sorbs and Poles facing one another. This trilateral situation may be even more diversified (between the standard German and Polish languages, there is also Kashubian and Lusatian, which can be divided into Lower Sorbian and Upper Sorbian; one must not forget about the Czech influences either). The author focuses particularly on the original, German-Lusatian-Polish triangle, in which the Lusatian Sorbs occupy the central position, as they are linked to both sides, even though they retain a certain independence.

Traditional or Modern? Lubusz Youth at the Beginning of the XXI CenturyWe were interested in fi nding determinants of traditional and modern young Poles’attitudes towards elementary social issues. We wanted to answer the question howproximity to the German border can be treated as a diff erentiating factor consideringattitudes of youth form Lubuskie voivodeship, compared to the attitudes oftheir peers from other regions of the country. Th e analysis of the PGSS and LSS dataallowed us to formulate thesis of modern attitudes towards most of the analyzed dimensionsof social life, beyond the perception of the paternalism. Modern worldviewmanifests itself most strongly in relation to national issues where it can be concludedthat contemporary young people are rational citizens, deprived of strong emotions inthe way of speaking about their country and its activities.It cannot be strongly concluded that the proximity to the border fosters attitudesmore modern, because of the intensity of contacts with Germans. In most of theanalyzed cases we could not fi nd signifi cant diff erences in the opinions of the Polesand the inhabitants of the region of Lubusz. Th ere are, however, individual statements,which revealed signifi cant diff erences between the Poles and Lubusz, whichcan be explained by the multidimensional impact of the border. We claimed thosediff erences with the importance of the fl ow patterns of behavior between Poles andGermans, or the development of trade relations. It should be emphasized that theproximity of the border also generates a negative attitudes of Poles towards Germans.Daily contacts shape attitudes towards patriotism.

Polish-German relations in the first half of 2014 were dominated by the Ukraine crisis. This study is an attempt to answer the question of how Polish and German press assessed the cooperation of both countries in resolving the conflict in Ukraine; to what extent the most widely read magazines associated themselves with the decisions of their politicians and the feelings of their own societies and how much understanding they showed for the arguments of their EU partner. The analysis focuses on the unprecedented mission of the Weimar Triangle foreign ministers to Ukraine in February 2014, which led to an agreement between the Ukrainian opposition and President Viktor Yanukovych. A turning point was the visit paid by Radoslaw Sikorski and Frank-Walter Steinmeier to St. Petersburg in June 2014. The next meetings agreed on by EU partners were held without inviting the Polish partner. In view of the speed of events in the selected time interval, the articles subjected to analysis were taken from the most widely read online editions of national daily newspapers in Poland and Germany.
