Celem artykułu jest przedstawienie roli i miejsca Policji w czasie stanu wojennego, tj. w warunkach zewnętrznego zagrożenia bezpieczeństwa państwa, zbrojnej napaści na terytorium RP lub w czasie wspólnych, wynikających z umowy międzynarodowej, działań obronnych przeciwko agresji, w oparciu o doświadczenia Policji Państwowej i Milicji Obywatelskiej. Można stwierdzić, że w wymienionych okolicznościach Policja będzie realizowała zadania określone w ustawie o Policji, jak również zadania wynikające z innych ustaw, dotyczące m.in. wsparcia sił zbrojnych własnych i sojuszniczych, obrony cywilnej oraz administracji publicznej.
The purpose of the article is to present the role and place of the Police during martial law, i.e. in conditions of external threat to national security, armed attack on the territory of the Republic of Poland or during joint defense activities against aggression Resulting from an international agreement, based on the experience of the State Police and Militia Civic. It can be stated that in these circumstances the Police will carry out tasks specified in the Police Act, as well as tasks arising from other acts, including support for own and allied armed forces, civil defense and public administration.

This article contains the specificity of the Polish police's work against terrorism, taking into account security, which is the most important human value. It is described basic definitions connected to main topic at the beginning of the article. In addition, there is pre-sented police actions aimed at demonstrating the widely defined fight against terrorism by this armed formation. Article also presented the location of the police in the anti-terrorist system of Poland.

Opierając się na doświadczeniach z Covid-19, wystąpienie choroby zakaźnej zarówno wywołuje zagrożenie dla życia czy zdrowia ludzkiego, ale także może wywołać zagrożenie dla bezpieczeństwa i porządku publicznego, np. w przypadku „sprzeciwu społecznego” przeciwko wprowadzanym obostrzeniom, co jednocześnie może powodować konieczność angażowania do działania pododdziałów zwartych Policji oraz policjantów innych rodzajów służb, jak np. służby kryminalnej. Mając powyższe na uwadze, jak również zakres zadań nałożonych na Policję w czasie stanu epidemii wprowadzonego w związku z rozprzestrzenianiem się choroby zakaźnej Covid-19, za zasadne należałoby uznać realizację policyjnych działań na rzecz zapobiegania i zwalczania choroby zakaźnej w ramach operacji policyjnej o zasięgu krajowym. Zarządzenie operacji z pewnością wpłynęłoby na sprawność w zakresie koordynacji policyjnych działań, zarówno w wymiarze krajowym, jak i międzyinstytucjonalnym.
Based on the experience with Covid-19, the occurrence of an infectious disease both poses a threat to human life or health, but also may pose a threat to public safety and order, e.g. in the case of "social opposition" against the introduced restrictions, which at the same time may require the involvement of for the operation of compact units of the Police and policemen of other types of services, such as the criminal service. Bearing in mind the above, as well as the scope of tasks imposed on the Police during the epidemic introduced in connection with the spread of the Covid-19 infectious disease, it would be reasonable to implement police actions to prevent and combat an infectious disease as part of a national police operation. The ordering of the operation would certainly have an impact on the efficiency of police coordination, both at the national and inter-institutional levels.

The Police officer stay in employment relationship of special character, defined as service relationship. Typical for this profession is high risk level. In this case appears the problem of Police officer's liability during performing the service duties. According to current law regulations exist three types of Police officer's liability related to performing the service duties such as criminal liability, disciplinary liability and civil liability. Beyond this liabilities the Police officer could be suspension in performing the service duties. All this types of responsibility brings a lot of economic consequences not only for Police unit or state budget, but mainly for Police officer. It justify the necessity of perform an deeper analysis of this problem.

The aim of the article is to discuss the issues related to the implementation of artetherapy elements for the preventive tasks carried out by the Police. In particular, innovative educational and preventive actions have been analyzed. They are addressed to young people and deal with the subject of obeying the law, avoiding risky behavior and teaching young people assertiveness. The whole discussion was set up within the framework of the practice based on preventive measures implemented by the Command of District Police in Garwolin.

The article discusses the methods of cooperation with the media from the point of view of representatives of the press services in the Police. In addition, practical comments on building the utterances for police and press officers create ready instruction on how to cooperate with the media on a daily basis. The article presents also the basic errors made by representatives of the press services in the Police. The author consciously uses examples from a few years ago to to discuss the mistakes of policemen who are no longer working in this profession.

Od wielu lat demografowie zwracają uwagę na niekorzystny trend, jakim jest depopulacja. Zjawisko to nie dotyczy jedynie Polski, ale i też prawie całej Europy. Należy zdać sobie sprawę, że kryzys demograficzny będzie miał wpływ na wiele dziedzin naszego życia, takich jak na przykład ekonomiczne, społeczne, medyczne, kulturowe i co będzie tematem poniższego artykułu – szeroko pojęte bezpieczeństwo. Niekorzystne wskaźniki demograficzne mogą skutkować wyludnianiem się obszarów mniej zurbanizowanych, migracją ludzi z mniejszych ośrodków do większych, emigracją zarobkową, ograniczonym dostępem do edukacji itp. Każde państwo w ramach stworzonego systemu bezpieczeństwa wykorzystuje zasoby ludzkie, jednak co będzie w przypadku, gdy zacznie brakować ludzi chcących podjąć służbę w Policji, Państwowej Straży Pożarnej, Straży Granicznej? Jakie kroki należy przedsięwziąć już teraz, aby te służby były przygotowane na reakcję, w przypadku gdy diagnoza demografów potwierdzi się? Tego typu zagadnienie powinno zainteresować badaczy zajmujących się bezpieczeństwem.
For years now demographers have been drawing attention to the adverse trend of depopulation. This phenomenon does not only concern Poland but also almost all of Europe. It should be recognised that the demographic crisis will affect many areas of our life, such as, for example, economic, social, medical and cultural aspects along with broadly understood security, which is the subject of this article. Adverse demographic indicators may cause the depopulation of less urbanized areas, migration of people from smaller centres to larger ones, labour emigration, limited access to education etc. Each country makes use of human resources as part of the established security system, yet what would happen if a shortage of people willing to serve in the police, the fire brigade or border guards happens? What activities could possibly be undertaken now so that these services are prepared for appropriate actions should the diagnosis of demographers prove to be right? This type of issue should be of interest to security researchers.

Policja jest jedną ze służb powołanych przez społeczeństwo dla zapewnienia bezpieczeństwa i porządku publicznego, wyposażoną w szczególne kompetencje, w tym w prawo do użycia siły. Przedstawiciele tej formacji winni zatem unikać zachowań, które mogłyby pozbawić ją wiarygodności i podważyć jej autorytet w oczach opinii publicznej, zwłaszcza, że wiele uprawnień przyznanych Policji pozwala na ingerowanie w sferę obywatelskich wolności i praw. Prawo obywateli do składania skarg na działanie funkcjonariuszy Policji ma przede wszystkim na celu umożliwienie im sprawowania swoistej kontroli nad tymi decyzjami policjantów, które w ocenie społecznej wymagają weryfikacji. Celem artykułu jest przybliżenie tematyki związanej z procedurą składnia i rozpoznawania skarg na zachowanie funkcjonariuszy Policji. W pracy dokonano omówienia problematyki skargowości dokonano analizy obowiązujących w tym zakresie przepisów prawnych oraz wytycznych służbowych. Obywatele stawiają Policji wysokie wymagania w zakresie podejmowania działań mających na celu zapewnienie im bezpieczeństwa. Egzekwując realizację tego obowiązku, narzucają Policji konieczność wnikliwej analizy wszystkich aspektów tej problematyki. Najistotniejsze jest to, aby działalność funkcjonariuszy Policji była zbieżna z oczekiwaniami społeczeństwa.
The Police is one of the services established by society to ensure security and public order, equipped with specific competences including the right to use force. Therefore, representatives of this formation should avoid behaviour that could deprive it of its credibility and undermine its authority in the eyes of the public opinion, especially since many powers granted to the Police allow it to interfere with the sphere of civic freedoms and rights. The right of citizens to submit complaints about actions of the Police officers is primarily aimed at enabling them to exercise specific control over those decisions of the Police officers which, in the opinion of the public, require verification. The aim of the article is to present the topics related to the procedure of submitting and examining complaints against decisions of the Police officers. In order to discuss the issue of complaints, applicable legal provisions, official guidelines and scientific literature were analysed. Citizens place high demands on the Police in taking action aimed at ensuring their safety. By enforcing the implementation of this obligation, they impose on the Police the need for a thorough analysis of all aspects of this issue. The most important thing is for the activities of the Police officers to be consistent with the expectations of the society.

Celem artykułu jest opisanie najbardziej dyskusyjnego elementu strukturalnych przekształceń Milicji Obywatelskiej i sformowania Policji, tj. likwidacji pionu do walki z przestępstwami gospodarczymi. W dyskursie publicznym jest to emblematyczny przykład słabości państwa w ściganiu aferowej przestępczości gospodarczej i nieuczciwego bogacenia się w okresie zmian ustrojowo-ekonomicznych. W tekście kompleksowo opisano tę transformację – począwszy od utworzenia w sierpniu 1989 r. ulokowanego w strukturach Służby Bezpieczeństwa Departamentu Ochrony Gospodarki Ministerstwa Spraw Wewnętrznych, który miał odgrywać pierwszoplanową rolę w sprawach gospodarczych. Z kolei w okresie październik 1989 – luty 1990 r. w MSW i Komendzie Głównej MO zaplanowano integrację Biura do Walki z PG i Biura Kryminalnego KGMO, uzgodniono ją i formalnie jej dokonano, czego efektem było powołanie Departamentu Kryminalnego MSW. Faktycznie jednak do połączenia nie doszło, a oba piony funkcjonowały odrębnie do końca istnienia MO. Scalono je w trakcie powoływania Policji w połowie 1990 r. – sformowano wówczas Biuro Operacyjno-Rozpoznawcze Komendy Głównej Policji oraz wydziały operacyjno-rozpoznawcze w komendach wojewódzkich. Jest bezsporne, że w czasie tworzenia Policji zniesiono organizacyjne wyodrębnienie pionu PG. W artykule przytoczono szeroką dyskusję naukową i polityczną w tym zakresie.
The aim of this article is to describe the most debatable element of the structural transformation of the Citizens’ Militia and the formation of the Police, specifically the liquidation of the economic crime division. In public discourse, it is an emblematic example of the state’s weakness in prosecuting fraud crimes and fraudulent enrichment during a period of political and economic change. The text comprehensively describes this transformation – starting with the establishment in August 1989 of the Department of Economic Protection of the Ministry of the Interior, located within the structures of the Security Service, which was to play a leading role in economic affairs. Meanwhile, in the period from October 1989 to February 1990, the integration of the Office for Combating Economic Crimes and the Criminal Bureau of the Citizens’ Militia Headquarters was planned, agreed on and officially implemented, resulting in the establishment of the Criminal Department of the Ministry of the Interior. However, the merger did not actually take place and the two divisions functioned separately until the end of the Citizens’ Militia. They were merged during the establishment of the Police in mid-1990. At that time, the Operational and Exploratory Office of the Police Headquarters and Operational and Exploratory Departments in the Provincial Police Headquarters were formed. It is indisputable that the organisational separation of the Economic Crime Division was abolished at the time of the establishment of the Police. The article cites a wide-ranging academic and political discussion in this regard.

Artykuł ma na celu ukazanie zagadnień związanych z zapobieganiem i zwalczaniem handlu ludźmi. Naukowej refleksji poddaje się dwie formacje: Straż Graniczną oraz Policję, które poprzez swoje ustawowe zadania, samodzielnie oraz współpracując z innymi podmiotami, stoją na straży bezpieczeństwa Rzeczypospolitej Polskiej. Handel ludźmi jest problemem na skalę światową, który obejmuje również Polskę. Niniejszy artykuł składa się kilku części: ujęcia definicyjnego przestępstwa handlu ludźmi, unormowanego w polskim prawie karnym, form handlu ludźmi, które występują na terytorium Polski, wymienionych zadań i kompetencji Policji i Straży Granicznej w zapobieganiu i przeciwdziałaniu handlowi ludźmi oraz ujęcia statystycznego z tych dwóch formacji dotyczącego przestępstwa handlu ludźmi. Artykuł, poprzez podjętą próbę analizy przedstawionych zagadnień, stanowi próbę realizacji celu postawionego przez autora.
The article aims to show issues related to the prevention and combating of human trafficking. Two formations are subjected to scientific reflection: the Border Guard and the Police, which, through their statutory tasks, independently and in cooperation with other entities, stand on the guard over the security of the Republic of Poland. Human trafficking is a global problem that also includes Poland. This article consists of several parts: definition of a crime of human trafficking, regulated in Polish criminal law, forms of human trafficking that occur on the territory of Poland, tasks and competences of the Police and the Border Guard in preventing and combating human trafficking, and statistical recognition of these two formations on the crime of human trafficking. The article, by attempting to analyze the presented issues, is an attempt to achieve the goal set by the author.

Opis:
The aim of the study was to establish whether police officers, i.e. individuals who experience a lot of aggression from other people, react emotionally to aggressive stimuli differently than students, i.e. individuals that would not have such an experience. The introduction presents a review of contemporary theories of aggression that explain the mechanisms of responses to aggressive stimuli and provocation to aggression. The main hypotheses to be studied were based on the theory of emotional desensitisation. According to this theory, those who have been more exposed in their life to aggression and have experienced aggression react less emotionally to aggressive stimuli, including scenes of cruelty. Thus the police officers should respond with weaker emotional responses to the observed cruelty than the students. Secondly, it was hypothesised that a richer experience with aggression in the past is related to a lower emotional arousal, feeling weaker negative emotions (anxiety, fear, sadness, disgust and anger), less negative evaluations of cruelty, and lower cruelty disapproval. The 134 police officers (aged 24-49 years) exposed to aggression and 125 students (aged 21-32 years) from medical studies and the humanities were examined individually. The questionnaires in use were: STAXI to measure anxiety-traits, BPAQ to measure aggression-traits, anger-traits and hostility, NOBAGGS to measure normative beliefs about aggression, an adapted questionnaire about serious physical aggression, the adapted proactive/reactive aggression scale, and the modified “scale of exposure to violence and violence use by police on the job” by Kowalczyk. The subjects’ reactivity level and emotional arousal in response to the viewed scenes of cruelty were measured by UFI 2071 (to measure skin conductance levels) and self-evaluations at the 7-point rating scales. The subjects marked the levels they felt positive and negative emotions (amusement, joy, relief, anxiety, fear, sadness, anger, and disgust) while watching scenes of cruelty and their evaluations of the observed cruelty (violent, unpleasant, liked, and justified) on a 7-point rating scale. Short excerpts from movies depicting acts of beatings, torture, or murder served as the scenes of cruelty (aggressive stimuli). The research showed that: (1) the policemen were generally less prone to aggression, but they had more experiences with it than the students; (2) the policemen’s emotional reactions to observed cruelty were weaker and less negative than the students’ ones (lower emotional arousal, weaker anxiety, fear, sadness and disgust); (3) the policemen and students did not vary on their evaluations of brutality and justification for cruelty in the observed scenes; their evaluations are negative; (4) a richer experience with aggression is related to a lower emotional response to cruelty (a lower emotional arousal, weaker emotions of anxiety and fear and fewer negative assessments of cruelty, i.e. its brutality and disapproval in both groups examined); (5) the aggression experienced by police officers at work is related to less emotional resistance to the scenes of cruelty: the policemen respond with stronger fear that victimises them and may contribute to the development of trauma; (6) a richer experience of coercive measures at work are related to a weaker emotional response to the observed cruelty (a lower emotional arousal, weaker negative emotions and less negative evaluations of the observed cruelty). The hypotheses formulated on the basis of the theory of desensitisation that the emotional responses of police officers to observed cruelty are dependent on previous experience with aggression, has been confirmed by the findings of the study. The police officer’s emotional reactions to cruelty are weaker as compared to the students’ responses. The results are discussed from the point of view of work demands and the importance of efficiency in police work. The factor lowering the policemen’s emotional resistance to cruelty is their experience of victimisation with aggression. The factor increasing their emotional resistance to cruelty is prior experience of the use of aggression, i.e. situations in which they had the opportunity to use coercive measures reasonably and without the negative influence of increased emotional arousal.

The article presented below refers to a crisis situation connected with a threat to public order in a public utility facility, such as an airport. The article presents the role and tasks of the police in releasing such a facility occupied by unauthorized people. An attempt to explain the basic concepts related to this issue has been made and the procedure, conditions and legal basis of the police intervention in conducting such an operation have been presented.

He ransom abductions give rise to many emotions among Polish society. They usually cause opposition and indignation, especially when the child becomes a victim. Increasing crime and threats to internal security indicate how important it is to protect and defend the individual’s right to freedom. This study shows what are the legal grounds for prosecution and detection of perpetrators of offenses and elements of the work of the police in the detection process after abduction for ransom or forcing a particular behavior.
