In this time, the national identity grew into a political programme of regaining independence and building a national culture.

The objective of this article is to present migration flows from Poland to Norway. It begins with the short description of Norway as an immigration country. Next, it discusses the growth of Polish community and its social and demographic characteristics. Poles are the largest immigrant group in Norway, standing at more than 100,000 people. A special attention is given to the unfavourable working conditions for Poles in the Norwegian labour market. The article concludes with a summary referring to the main findings and an attempt to outline potential directions for future research.

This article, through the prism of immigration policy models proposed by Stephen Castles (1995), Steven Weldon (2005) and Liah Greenfeld (1998), discusses those aspects of Norwegian immigration policy that refer directly to children. Areas such as employment, education, housing and health care influence the situation of an immigrant family, which in turn affects the wellbeing of a child. However, it is the education system and the work of Child Welfare Services that most directly influence a child’s position. Analysis presented in this article is based on the White Paper to the Norwegian Parliament, and data that were obtained in expert interviews and ethnographic observation in Akershus and Buskerud area in Norway, conducted between 2012 and 2014. The article raises the question whether the tools of immigration policy used by social workers and teachers lead to integration understood as an outcome of a pluralist or individualistic-civic model of immigration policy or are rather aimed at assimilation into Norwegian society, attempting to impose the effect of assimilation or the collectivistic-civic policy model.

Based on participant observation and ethnographic interviews with Polish women working in kindergartens in Norway, this article studies the migrant women’s employment trajectories, including adaptation processes in the workplace and integration into the wider Norwegian society. In this paper, I aim at answering the following questions: How do Polish migrant women go about seek-ing employment in Norwegian kindergartens? How do they adapt to the new work environment? How do they deal with cross-cultural differences in childcare? How did they learn new norms and values within the institutional context of kindergartens? The research indicates that employment in kindergartens was not merely a way to provide for one’s livelihood, but was also a mechanism to establish and develop a closer relationship with members of the Norwegian society, a tool facilitating meaningful connections with the new country.

Norway was the first country in the world to fix a carbon dioxide target. Norway was also one of the first countries to implement taxes to increase incentives to reduce greenhouse gas emissions. The aim of the paper is to analyse the role of environmental taxes in Norwegian climate policy. The author also examines the differences between the climate change policy measures in Norway and in the European Union countries, especially Poland.The first part of the paper contains an analysis of data on greenhouse gas emissions in Norway in the years 1990-2011. In the further sections of the paper the discussion is focused on the characteristics of Norwegian tax system and design of taxes used in Norway as instruments for addressing climate change. Particular attention is paid to the carbon tax, in force since 1991. The tax is responsible for large CO2 emission reductions. The paper is largely based on review of various reports, literature and websites on climate change policy, energy policy and transport policy in Norway.

Punktem wyjścia analiz podejmowanych w artykule jest pytanie o charakter polityki Norwegii na Obszarach Północy (norw. nordområdepolitiken, ang. High North), w szczególności, czy hasło jej oparcia na ideale współpracy jest politycznym kamuflażem, czy tez jest to polityka, która rzeczywiście zmierza do realizacji tego ideału. Wyjaśnienie genezy i treści norweskiej polityki na Obszarach Północy, w tym relacji norwesko-rosyjskich, prowadzi do wniosku, że jest to polityka, którą cechuje stabilność, ciągłość rozwoju, silna dynamika rozwojowa i trwałe powiązanie z interesami narodowymi w ramach polityki wewnętrznej. Te cechy pozwalają sądzić, że omawiana polityka rzeczywiście opiera się na ideałach współpracy miedzy państwami.
The starting point of the analysis in the article is the notion of Norway’s High North policy (nordområdepolitiken) and the profile of it. What is under investigation is the question, whether this policy is founded on the ideals of cooperation or whether it is rather to be conceived as a disguise. The explanation of the sources and essence of the policy, including Norwegian-Russian relations, suggest that it is characterized by stability, continuity, dynamism and strong ties with Norway’s interests in the domain of domestic policy. These qualities justify the conclusion that Norway’s policy in the High North is really based on the ideals of cooperation between the states.

This timely issue of Central and Eastern European Migration Review addresses the clear urgency of promoting empirical research focused on the realm of transnational experiences of family migrants from Poland. The main strength of the volume is a presentation of the four main pillars of the mobility processes, showcasing two crucial receiving countries of Polish contemporary family settlement abroad. More specifically, the qualitative studies gathered here are rooted in a multi-perspective approach with regard to the actors that they examine and cover both the relatively well-researched destination of the United Kingdom and the more ‘novel’ or ‘recent’ example of Norway as the receiving state, with the latter marked by family reunification mobility and considerable visibility of Poles in the ethnicised public discourses. The four main elements of the ‘mobility maze’ that the papers can help navigate reflect the subjects, handlers and agents of the Polish mobility. They are constituted by two generations of family migrants – parents and children – as well as schools/teachers and peer groups representing specific politics and practices of integration with the host society.

The aim of the development of modern Norway is to combine the ideas of environmentalism, awareness of climate change, sustainable development guidelines along with the idea of community activity, and universal health care for citizens. The National Insurance Scheme is the main element of the Norwegian ’’welfare state”. The Scheme secures people’s finance when they are sick, disabled, unemployed or old, or when they have no one to support them and are unable to support themselves. The National Insurance Scheme is the most fundamental cornerstone of the structure represented by the ’’welfare state”. The Scheme consists of long-term benefits; pensions and transitional allowances; short-term benefits; daily allowances for the sick, and daily cash benefits for the unemployed and benefits in kind; and expenditure for health care and rehabilitation.

The purpose of this article is an attempt to prove that it is very unlikely that the development gap between Poland and Norway will be significantly reduced in the coming years. This thesis has been verified by identifying position of both countries in the field of sustainable development - to be more precise: in the context of the ten dimensions of development (SDI theme) included in the EU Sustainable Development Strategy (socioeconomic development, sustainable consumption and production, social inclusion, demographic changes, public health, climate change and energy, sustainable transport, natural resources, global partnership, good governance). As a result the distance between Norway and Poland in the field of sustainable development has been indicated. The study was based on information obtained from the database of Eurostat and the OECD. Generally speaking the sustainable development indicators were presented in relation to the 2004 and 2013 years.

The article provides a sociological analysis of national identities of Polish children growing up in Norway. The research results presented are unique in the sense that the portrayals of national identifications constructed in the process of migration are shown through direct experiences of children. The analysis is based on semi-structured interviews with children, observation in the research situation (children’s rooms) and Sentence Completion Method. Adopting Antonina Kłoskowska’s analytical framework of national identity and her terminology of the so called ‘cultural valence’ (adoption of culture), we argue that identities are processual and constructed, a result of the fact that mobility took place at a certain moment in time and in a specific geographical space. In addition, we see identities as conditioned by a plethora of identifiable objective and subjective reasons. The intensified mobility of children due to labour migrations of their parents leads to multiple challenges within the (re)constructions of children’s identities in their new place of settlement.

The aim of the article is to discuss the Norwegian Model of hydrocarbon management and its impact on building a just and equal society. Since 1972, the model has been based on the separation of policy, commercial, and regulatory functions. Within each area there is state-controlled institution with its own distinct role. This model of separation of duties is however combined with other unique features which cannot be easily copied by other counties. These include a long tradition and high level of democratic co-operation, intergovernmental checks and balances, socio-democratic traditions of strong public involvement, mature institutional capacity (mainly a competent bureaucracy) and highly developed model of co-operation between government, business and research institutions.

Celem artykułu jest analiza polityki bezpieczeństwa Norwegii, jej priorytetów, uwarunkowań i zagrożeń w związku z szybko zmieniającą się sytuacją międzynarodową w obszarze euroatlantyckim. Autor stawia kwestię jakie są implikacje sąsiedztwa Norwegii z Rosją i jak interesy gospodarcze Norwegii w Arktyce są zdeterminowane względami jej polityki bezpieczeństwa. Ważną kwestią jest, jaką rolę Norwegia odgrywa w polityce USA na północnej flance Sojuszu. Punktem wyjścia analizy międzynarodowej pozycji Norwegii i jej roli w obszarze bezpieczeństwa jest wybór Jensa Stoltenberga na sekretarza generalnego NATO. Autor ocenia politykę arktyczną Norwegii i wskazuje, że Arktyka jest i może być miejscem współpracy, konkurencji i konfliktu interesów. W jego opinii, wpływ Norwegii na politykę międzynarodową wynika także z jej pozycji jako eksportera na rynku energetycznym i z jej przynależności do ekskluzywnego klubu państw przybrzeżnych Arktyki. Autor wysuwa wniosek, że pozycja Norwegii w NATO będzie wzrastać przede wszystkim z powodu wzrostu ekonomicznego i politycznego znaczenia Arktyki, jak też ze względu na jej pozycję jako państwa flankowego Sojuszu, posiadającego wspólną granicę lądową z Rosją.
The aim of the article is to analyse the security policy of Norway, its priorities, conditions and threats against the rapidly changing international situation in the Euro-Atlantic area. The author raises the questions of what implications there are regarding Norway’s proximity to Russia and how Norwegian economic interests in the Arctic are determined by its considerations of security policy. An important issue is the role that Norway plays in US policy on the north flank of the Alliance. The starting point for the analysis of Norway’s international position and its role in the area of security was the selection of Jens Stoltenberg as NATO Secretary General. The author assesses the Norwegian Arctic policy and indicates that the Arctic is and can be an even greater area of cooperation, competition and conflict. According to his opinion, the influence of Norway in international politics is also defined by its position as an exporter on the energy market and by Norway’s membership in the exclusive club of shoreline Arctic countries. The author concludes that Norway’s influence in NATO will continue to increase, primarily due to the increase in economic and political importance of the Arctic, mainly because of its common land border with Russia as well as its position as a NATO flank state.

Paper conducts a comparative analysis of two different national approaches to national resilience in an attempt to identify useful considerations and recommendations for Poland: two models chosen were the Norwegian Total Defence Concept (TDC) and Australia’s National Disaster Response and Resilience approach. They were selected due to their different areas of focus: the Norwegian model is centred on societal mobilisation and its military enablement with the primary purpose of national defence against conventional military and hybrid threats, while the Australian approach is still focused on enhancing national resilience in order to respond to major natural calamities. By examining both models and extrapolating their strengths while noting their vulnerabilities, the basis for a well-rounded national resilience strategy can be identified. While the TDC appears to best suit Poland’s current security challenges, the country would benefit from enhancing its comprehensive local engagement, perhaps through its Territorial Defence Forces. Caution should be exercised with regards to over-committing the Polish military in its support to disaster response at a time when the nation’s eastern flank is once again highly volatile.
