Greenland has a special relationship with the European Union due to its link with the Kingdom of Denmark – Greenland’s mother country. It is therefore essential that the EU doesn’t lose the North and keeps strengthening its relationship with Greenland. After having focused its attention on the East and the South, it is high time that the European Union looks further North, notably through a more ambitious Arctic Window in its Northern sphere of influence.

After 10 years in action, the European Neighbourhood Policy is in shambles. The region of ENP, seen in 2004 as a future place of democratic transformation, appears to be in 2015/16 a hotbed of wars, ethnic – religious violence, terror and massive migration. Not a single factor contributed to ENP’s success – bad luck from the start! However, there were also internal clashes within the EU which madeENP less effective: – appeal to common values as a base of cooperation, was politically correct but hardly workable; – “conditionality” method revealed weaknesses while applied without a promise of membership; – process of ENP’s strategy planning was disturbed by transatlantic tensions over Iraq war, what had a negative impact on the quality of ENP’s strategic dimension. Russia counteracted openly, secretly and actively and continues to keep the political/military control over the region. ENP remains an essentialpillar of EU’s security but – definitely – time has come to reset the policy.

The actions indicated above and taken by the United Nations and the European Union (in spite of their different international law status) argue that objectives attributed to international organisations are not only postulates, but a basis for actions taken specifically, both in the legal and actual dimension. Therefore, the main research objective adopted for this study was to bring them closer, with particular emphasis on the UN and the EU joint actions for international security. Due to the complexity and multifaceted nature of the discussed subject matter of these considerations, they will be confined to the T-306/01 Ahmed Ali Yusuf and Al Barakaat International Foundation case recognized by the EU Court of First Instance. In there, as in a lens, interrelationships between the international organisations in questions are concentrated; and not only in terms of international cooperation, but, more importantly, in terms of the principle of the primacy of the United Nations law over other legal regimes.

This article investigates the challenges of the liberal democracy in the new international context, provoked by the emergence of the new great powers (Russia and China), and especially the establishment of the BRICS grouping in the world political scene. Namely, this article ‘clashes’ the both paradigms of BRICS and the EU, in order to conclude their performances in relation to the values of liberal democracy. In that context, especially is stressed the liberal axiological set of the EU, as a postmodern entity, with typical soft power in the international relations. The EU soft power stems from its axiological set, which predominantly is composed by the values of liberal democracy. The new international context is characterised by the establishment of liberal and illiberal actors. The IR theorists treated the USA and the EU as main represents of the liberal democracy, whilst Russia and China, as illiberal democracies, or simply, autocracies. This article concludes the forthcoming challenges of the liberal democracy in the new international context, as well as the place, role and the international political capacity of the EU, in relation to its mission for safeguarding and advancement of the liberal democratic values.

This article aims to examine factors influencing the development of international environmental cooperation and the roles of particular actors participating in environmental cooperation. In general, the majority of international actors agree with the importance of environmental protection but demonstrate different visions in terms of necessary measures. The final result depends on their capability to find common ground. It is assumed that the EU, with its strong environmental policy, realizes the importance of transborder coordination of environmental measures and tries to promote environmental cooperation. Russia was a serious challenge to the EU in terms of environmental security due to its geographic proximity, its severe environmental problems, and its harmful influence over environmental situation in the EU member states. The EU policy towards Russia demonstrates how the EU promotes environmental cooperation and ensures improvement of the environmental situation in the neighboring states. This paper will answer the following research questions: what factors determine the motivation of international actors participating in environmental cooperation; how the EU environmental traditions and decision-making procedures influence its external environmental activities; and how the EU tries to influence Russian environmental policy.

Russian authorities have for years been proclaiming that in order to ensure energy security and to increase their economic presence in North-East Asia their priority is to diversify gas export and to increase cooperation with the Asia-Pacific region. Despite frequent meetings at interstate and business levels, and numerous formal – but no binding – agreements, no tangible progress in this regard has yet been made. This paper argues, from a game-theoretic perspective, that peril for Russian geopolitical and economic interests ensuing from both inception of EU energy policy and evolution of the European gas market has been one of the factors hindering Russian plans of eastbound gas export diversification.

At the beginning of the 21st century, the European Union (EU) has ambitions to play a more important role in international relations. In recent years, it has developed relations with partners across the globe. The EU put stress not only on political and economic cooperation, but it wants to promote some of the values that it considers important. Among these values are democracy, social welfare, human rights and liberalism. One of the key aspects of European foreign policy (EFP) contributed in manifold ways to peace support operations. As regards the European Commission (EC), it has a strong external relations acquis in projecting peace abroad, notably in the form of preventive diplomacy and long-term civilian peacebuilding. In this context, European Commission’s assistance to Nepal dates back to 1977. In June 1996, the EC–Nepal Framework Co-operation Agreement came into force, outlining the general conditions for providing EC technical assistance and co-operation. The principal objectives of this Agreement are to enhance and develop the various aspects of co-operation between the parties. The EC’s assistance to Nepal during the period 2007–2013 has an estimated budget of EUR 120 million and will target the following three areas: education (with human rights, conflict prevention and good governance as cross-cutting issues); stability and peacebuilding; trade facilitation and economic capacity building. To further consolidate its effort, on 8 July 2011 the European Union agreed to provide a grant of EUR 22 million for the implementation of the Support for Stability and Peace Building program. Thus peacebuilding & conflict resolution is one of the key priority areas of the assistance from the European Commission to Nepal. This paper outlines the European Union’s support to Nepal’s conflict resolution initiatives and its implications on the conflict resolution process of Nepal.

Contemporary European Union (EU) and China relations are marked by a simultaneously beneficial, conflictual and competitive partnership. This is aptly evident in the cyber technology realm. This paper contends that the European Union’s gestaltian approach towards China can be understood with the aid of three theoretical positions: (1) an institutional perspective; (2) as a values-based actor; and, (3) a realpolitik dimension. The arguments advanced in the paper, ultimately imply that the EU’s approach towards China can provide various EU domestic and global actors’ space to exploit contradictions, notably when it comes to cyber technology diplomacy. This has the attendant effect of fostering future fissures in the EU’s overall engagement with China.

Artykuł przedstawia genezę Trójkąta Weimarskiego i jego rolę w integracji Europy po zakończeniu zimnej wojny. Na temat Trójkąta Weimarskiego, choć minęło już trzydzieści lat od jego utworzenia w literaturze przedmiotu w Polsce, Niemczech i Francji nadal krążą sprzeczne oceny i opinie. Z jednej strony podkreśla się jego duże znaczenie w procesie akcesji Polski do struktur euroatlantyckich, tj. do NATO i Unii Europejskiej (UE), a z drugiej strony deprecjonuje się jego rolę w reorientacji polityki zagranicznej Polski po 1989 roku podkreślając, że racja stanu Polski została podporządkowana interesom Niemiec i Francji. Zarówno w Polsce, jak i w Niemczech czy Francji Trójkąt Weimarski często był i jest nadal traktowany instrumentalnie, zwłaszcza przez polityków, którzy wykorzystują go do bieżącej polityki międzynarodowej i w relacjach dwustronnych. Tymczasem nie ulega wątpliwości, że odegrał on dużą rolę nie tylko w procesie utworzenia UE, ale również determinował jej poszerzanie i pogłębianie, choć jego potencjał i możliwości nie były w pełni wykorzystane. Można stwierdzić, że odegrał on dużą rolę w integrowaniu Europy po zakończeniu zimnej wojny. Analiza działalności Trójkąta Weimarskiego oraz jego sukcesów i porażek pokazuje, że jest on wciąż niezbędnym podmiotem w stosunkach międzynarodowych i powinien odgrywać istotną rolę w procesach integracji Europy. Nadal też powinien odgrywać zasadniczą rolę w umacnianiu trójstronnej polsko-niemiecko-francuskiej współpracy i umacnianiu pozycji Unii Europejskiej w stosunkach międzynarodowych, której aktywność w ostatnich latach mocno zmalała. Renesans Trójkąta Weimarskiego jest nie tylko możliwy, ale wręcz niezbędny w obecnej sytuacji międzynarodowej w Europie i na świecie, którą determinuje agresja Rosji na Ukrainę oraz groźba wybuchu trzeciej wojny światowej.
The article presents the origins of the Weimar Triangle and its role in the integration of Europe after the end of the Cold War. On the subject of the Weimar Triangle, although thirty years have passed since its creation, the literature on the subject in Poland, Germany and France still contains contradictory opinions and opinions. On the one hand, its great importance in the process of Poland’s accession to the Euro-Atlantic structures, i.e. to NATO and the European Union (EU), is emphasized, and on the other hand, its role in the reorientation of Poland’s foreign policy after 1989 is emphasized, emphasizing that the raison d’etat of Poland has been subordinated to interests of Germany and France. Both in Poland, as well as in Germany and France, the Weimar Triangle has often been and is still treated instrumentally, especially by politicians who use it for current international politics and in bilateral relations. Meanwhile, there is no doubt that it played a large role not only in the process of creating the EU, but also determined its enlargement and deepening, although its potential and possibilities were not fully used. It can be said that it played a large role in integrating Europe after the end of the Cold War. An analysis of the activities of the Weimar Triangle as well as its successes and failures shows that it is still an indispensable entity in international relations and should play an important role in the processes of European integration. It should also continue to play a fundamental role in strengthening the trilateral Polish-German-French cooperation and strengthening the position of the European Union in international relations, the activity of which has decreased significantly in recent years. The renaissance of the Weimar Triangle is not only possible, but even indispensable in the current international situation in Europe and in the world, which is determined by Russia’s aggression against Ukraine and the threat of World War III.

This article is based on the idea that it is necessary to develop a quantitative method to calculate power of international actors, which will enable scholars to analyse international conflicts. The Global Potential Power Distribution Chart, which is calculated based on three main characteristics of international actors, namely population, territory and economic power, shows “potential power of states and international organisations”. It may be called “Durmuş Scale of Power (DSoP)”. The chart is a comprehensive indicator with considerable accuracy and 100 % objectivity. In this article, potential powers of international actors have been calculated for years 1987, 2004 and 2015, which gives a clear overview of the potential power distribution (balance of power) of the World regarding states and as well as international organisations. Potential military powers of some states and international organisation in year 2015 have also been calculated. This research proves by means of a contemporary approach applied and a quantitative method developed that, the World is multipolar since 2004, and China is, potentially, the most powerful state of the World since 2015. The method introduced in this article were sufficient enough to explain the effects of the enlargement of NATO and EU, EU after BREXIT, reform of the Security Council of the United Nations and instrumental enough to provide a peaceful understanding for the self-determination issue of Kosova. There are three conclusions to this research: 1) The method “Durmuş Scale of Power” is calculated is reliable because everybody with a scientific calculator or a computer can easily calculate potential power of a state provided that he or she has reliable data for territory, population and GDP. 2) “Global Potential Power Distribution Chart” is a comprehensive Chart which shows “balance of power” at a specific year. It enables us to compare power of states and international organisations in different years. 3) It is convenient to use “Durmuş Scale of Power” while analysing issues of international relations.

In 2015 the European Union was faced with a huge problem – the migration crisis, which saw more than a million migrants crossing the EU borders. Almost 900,000 came to the EU from Turkey. Migrants travelled from the Turkish Anatolian coast to the nearby Greek islands in the Aegean Sea. The Aegean has for decades seen territorial disputes between Greece and Turkey concerning delimitation of the boundaries of the continental shelf, territorial waters, airspace. Turkey also claims the right to the Greek islands at its shores. Mass migration of Muslims to Greek islands contribute to escalations of tensions between Athens and Ankara. Greece is getting increasingly concerned about the possibility of Turkey using the ‘demographic weapon’.

The 2009 public debt crisis onset triggered a fundamental constitutional transformation of the European Union (EU). What is the link between this transformation and the enlargement policy? The authors of the article seek an answer to this question. The main thesis is that the method of impersonal authoritarianism in dealing with the Eurozone crisis spilled over into the EU enlargement policy. On the one hand, we consider the systemic reasons for turning the enlargement policy into an instrument of geopolitical control of the states on the outer periphery. On the other hand, the problem is considered from the point of view of Serbia’s interest as an EU membership candidate country. The authors conclude that opening space for innovation and flexibility in relations would be in the mutual interest of the EU and candidate countries. The analysis of the new enlargement policy reform proposal examines the readiness of European leaders to open the door for a new type of relations with the candidate countries that would correspond to today’s European reality of the historical interregnum.

W artykule omówiono ewolucję statusu Wspólnoty Europejskiej (WE)/Unii Europejskiej (UE) w Organizacji Narodów Zjednoczonych (ONZ) w perspektywie badań teoretycznych dotyczących stosunków między międzyrządowymi organizacjami międzynarodowymi. W pierwszym podrozdziale dokonano analizy literatury, której celem jest wyjaśnianie ogólnych procesów oraz przesłanek mających wpływ na rozwój stosunków między organizacjami międzynarodowymi i którą można w związku z tym zaliczyć do literatury o charakterze teoretycznym w tym zakresie. W tym kontekście wyróżniono m.in. badania zajmujące się wyjaśnianiem różnych kategorii przesłanek stanowiących przyczynę nawiązywania i późniejszego rozwoju stosunków między organizacjami międzynarodowymi, literaturę wyjaśniającą przesłanki współpracy oraz rywalizacji między organizacjami międzynarodowymi, a także literaturę dotyczącą kwestii stosunków w ramach tzw. sieci międzyorganizacyjnych. W drugim podrozdziale omówiono najważniejsze monografie odnoszące się m.in. do zagadnień istotnych z punktu widzenia badań na temat stosunków UE z innymi organizacjami międzynarodowymi o charakterze międzyrządowym. W podrozdziałach trzecim i czwartym przedstawiono ewolucję statusu UE w ONZ, dokonując analizy uprawnień Europejskiej Wspólnoty Gospodarczej (EWG), a następnie WE oraz UE w ONZ w latach 1974–2011, dalej wskazując najważniejsze zmiany wprowadzone w tym zakresie na podstawie rezolucji 65/276 Zgromadzenia Ogólnego ONZ z 3 maja 2011 r. W ramach konkluzji podjęto próbę oceny wprowadzonych zmian w statusie UE w ONZ m.in. na tle statusu, zabiegów i oczekiwań innych pozapaństwowych uczestników stosunków międzynarodowych, w tym organizacji pozarządowych wobec rozwoju ich stosunków z ONZ.
The article discusses the evolution of the EC/EU’s status in the UN from the perspective of theoretical studies of the relations between intergovernmental international organisations. The first section is dedicated to an analysis of the literature that explains the general processes and determinants affecting the development of relations between international organisations and that, consequently, can be considered relevant theoretical literature in this field. In this context, the author highlights, among others, studies dedicated to the explication of various categories of determinants underlying the establishment and development of relations between international organisations, works explaining the determinants of cooperation and rivalry between international organisations and works explaining the relations in interorganisational networks. In the second section, the author discusses the most important monographs addressing, for example, issues important for research on the relations between the EU and other intergovernmental international organisations. The third and fourth sections are devoted to the evolution of the EU’s status in the UN, including an analysis of the competences of the EEC and then the EC and the EU in the UN between 1974 and 2011, followed by a discussion of the most important changes introduced in this regard under United Nations General Assembly Resolution 65/276 of 3 May 2011. In conclusions, the author seeks to evaluate the changes in the EU’s status in the UN compared to, among others, the status, efforts and expectations of other non-state participants of international relations, including non-governmental organisations, in the context of the development of their relations with the UN.

Celem artykułu jest syntetyczne ukazanie źródeł rosyjskiej polityki zagranicznej, ze szczególnym uwzględnieniem Unii Europejskiej. Zasadniczą tezą jest stwierdzenie, że najważniejszą motywacją polityki zagranicznej Moskwy jest utrzymanie władzy przez obecny rząd. W tym celu Moskwa świadomie kreuje kontrolowany konfl ikt z Zachodem aby wywołać efekt skupienia zagrożonego narodu wobec władzy w celu poprawy jej legitymizacji nadszarpniętej przez trudności gospodarcze.
The main goal of this article is to synthetically depict the sources of Russian foreign policy, especially with regard to the European Union. The central thesis is, that the main driver behind Russian international conduct is the preservation of power by current government. To do so Moscow intentionally orchestrates controlled confl ict with the West to induce the rally-around-the-leaders effect. It is supposed to augment the legitimization of the authorities which has been diminished by the economic hardships.
