Opis:
The article outlines the evolution of the tertiary education system in Poland since 1990. The discussion focuses on four areas: 1) determinants of educational policy and the related stereotypes, 2) ways of presenting the functions of tertiary education, 3) characteristics of the Polish tertiary education system based on the numerical data, 4) requests for limiting further growth of the tertiary education sector in Poland. The discussion starts with the stereotypes underlying Poland's policy governing the development of the tertiary education sector. Particular factors that can be used for formulating relevant strategies are named and characterised. This introductory section provides grounds for presenting data illustrating the expansion of the Polish tertiary education sector, mainly the numbers of colleges, students and academic faculty members between 1990 and 2009. The situation is additionally clarified with student-to-teacher ratios and enrolment ratios. All this information serves as a backdrop against which certain elements of the new tertiary education law of 2011 are presented to show the goals to be pursued by the Polish tertiary education policy. The last section of the article points to the basic factors that must be taken into account, if higher education is to fulfil needs other than market needs.

Opis:
This paper enclose an analyze of the relation between intellectual capital and development of the system of higher education. The measurement was executed for the set of 16 UE countries, including Poland. Applied approach into the measurement of intellectual capital was regarded as the extension of the proposals presented by author in the Report of Intellectual Capital of Poland (www.innowacyjnosc.gpw.pl/kip). The paper focuses on crucial features of the higher education system which had been extracted in the procedure of principal components. A main advantage of applying the method of principal components was to merge chosen indicators of higher education system into three main factors. The first factor refers to system's potential shaping its competiveness on R&D international market. The second factor refers to the range of the system and the third refers to adequacy of the system to the improvement of know-how. Using these components a comparison analysis of Polish higher education system was examined and compared with systems of other UE countries. The study examined also the influence of these crucial factors on the level of intellectual capital. A regression model describing dependence of intellectual capital on these core components was estimated. The results show a big disproportion between quality and range of the Polish higher education system. That means that the prevalent development of Polish higher education system focuses on the scale of functioning but with extensive development does not follow development of quality. However, the model of the relation estimated for a set of UE countries showed that the qualitative features of the higher education system play crucial role in shaping level of intellectual capital.
