    Programy wsparcia, kierowane do gmin w Polsce, dotyczą wielu sfer życia publicznego. Jedną z nich jest aktywność społeczna mieszkańców – czynnik istotny z punktu widzenia mobilizacji endogenicznego kapitału rozwojowego gmin. Aktywność społeczna przejawia się i jest jednocześnie wzmacniana przez organizacje pozarządowe – organizacje tzw. trzeciego sektora. W artykule przedstawiono specyfikę organizacji pozarządowych na obszarach wiejskich województwa łódzkiego oraz zmiany w ich funkcjonowaniu, jakie zaszły dzięki udziałowi gmin w Poakcesyjnym Programie Wsparcia Obszarów Wiejskich (PPWOW). Omówiono także problem współpracy organizacji pozarządowych z władzami samorządowymi oraz kwestię naj-ważniejszych czynników wpływających na działalność organizacji pozarządowych.
    The programmes for the support directed to the municipalities in Poland affect many areas of public life. One of them is social activity of the inhabitants: it is important factor from the point of view of the mobilisation of the municipal endogenous development capital. The social activity manifests itself and is also reinforced by the non-governmental organisations (the third sector organisations). The article presents the characteristics of the non-governmental organisations in the rural areas of Lodz voivodship and the changes in its operations which have been made through the participation in PPWOW (After Accession Programme for the Support of Rural Areas). It describes also the problem of cooperation between NGOs and the local government as well as the issue of the most important factors influencing the activity of the third sector organisations.

    Opis:
    The article is an attempt to assess the effects of the 2018 reform of local electoral law on a medium scale. The main goal is to investigate the consequences of these changes for the model of political rivalry. Through the use of a selection of quantitative methods, the authors verify hypotheses regarding the proportionality of local elections and the mechanical effect of the electoral system. The overall aim is to establish to what extent the new electoral system deforms the voting results when distributing seats among the electoral committees. Apart from the hypotheses, the authors also verify whether Łódź Voivodeship is a suitable case study and representative of national trends.

    The author have presented an assessment of health status and mortality data for the Łódź Voivodeship against these for the whole of Poland and the voivodeships with the highest life expectancy indicators. The analysis draws on decomposition of changes in life expectancy by sex and age group. This method allowed for the identification of those age groups in which changes in mortality had the greatest influence on the eо parameter level. The study is important for the Łódź Voivodeship depopulation problem, observed since many years.
    Praca dotyczy oceny stanu zdrowia i umieralności województwa łódzkiego na tle sytuacji ogólnopolskiej oraz województw o najlepszych wskaźnikach trwania życia. Do analizy wykorzystano metodę dekompozycji różnic w trwaniu życia według płci i grup wieku. Zastosowana metoda pozwoliła na identyfikację grup wieku, w których zmiany w umieralności miały największy wpływ na poziom parametru eо. Podjęte zagadnienie ma istotne znaczenie w świetle obserwowanej od lat depopulacji województwa łódzkiego.

    In the description, the main attention has been placed on the housing spacial characteristics connected with the realization of one of the basic human needs such as living in a house. In the description, the housing spacial characteristics of 43 cities from the Łódź Voivodeship have been presented. To characterize the organization of the housing space, nine measurements have been chosen (of which selection has met the expectations of both substantial and statistical criteria). They let us capture the differentiation of special housing of the analyzed cities based on the available statistics. The results of the analysis is the typology of the housing spacial characteristics of the cities of Łódź Voivodeship. It allows you to make complex comparisons of the situation of the city in relation to other cities from Łódź Voivodeship and indicating desirable directions of the development of residential space within the local area.
    W opracowaniu szczególną uwagę poświęcono charakterystyce przestrzeni mieszkaniowej związanej z realizacją jednej z podstawowych potrzeb człowieka, a mianowicie mieszkania. W opracowaniu przedstawiono charakterystykę przestrzeni mieszkaniowej 43 miast województwa łódzkiego. Do charakterystyki organizacji przestrzeni mieszkaniowej wybrano 9 mierników, których dobór spełniał kryteria merytoryczne i statystyczne. Pozwoliły one uchwycić zróżnicowanie przestrzeni mieszkaniowej analizowanych miast na podstawie dostępnych danych statystycznych. Wynikiem przeprowadzonych analiz jest typologia przestrzeni mieszkaniowej miast województwa łódzkiego. Umożliwia ona dokonywanie kompleksowych porównań sytuacji miasta w stosunku do innych miast województwa łódzkiego oraz wskazania pożądanych kierunków rozwoju przestrzeni mieszkaniowej na lokalnym terenie.

    Celem artykułu jest sprawdzenie, jaką funkcję pełnią rynki średnich miast w województwie łódzkim oraz w jakim stopniu udaje się pogodzić kwestie środowiskowe, potrzeby mieszkańców i ochronę wartości kulturowych. W tym celu przeanalizowano współczesne zagospodarowanie 14 placów miejskich przyporządkowanych do kategorii: zdominowanych przez transport, z przewagą zieleni i z przewagą powierzchni utwardzonych. Otrzymane wyniki wskazują na pilną potrzebę większego uwzględnienia zieleni oraz potrzeb mieszkańców w projektach rynków.
    This paper aims to examine the function of town squares in medium-sized towns in Łódź Voivodship and how they manage to reconcile environmental issues, the needs of the inhabitants, and the protection of cultural values. To this end, an analysis was made of the contemporary arrangement of 14 town squares categorised as transport-dominated, predominantly green and predominantly paved. The results indicate an urgent need to consider greenery and residents' needs in squares design.

    The article presents the most important aspects of tourism development in the Łódź region against the background of the most important periods in the development of this phenomenon in Poland. Particular attention has been focused on the last one hundred years, during which the Łódź Voivodeship has existed within the administrative division of the country. The development of the phenomenon was also periodised, and the distinguished periods were characterised, indicating their cha-racteristic features.

    In this paper, the authors determined the specific features of the construction of budgets in Poland and Norway and showed areas of tourism occurrence in the budget classifications of both countries. Then, thoroughly analysed the expenditures made by municipalities and counties of the Lodz region, booked in the financial accounts which content was strongly connected with tourism. Authors had focused on direct relationship, as well as indirect effects on the development of tourism through promotion, development of culture and sport. The obtained results were compared with corresponding values observed in the Norwegian county of Oppland and its municipalities. It should be emphasized that by completing the research project, authors gained knowledge to identify strengths and weaknesses of the of local budgets in Poland and Norway. Flexibility of classification and the high comparability of local government units\\\' budgets at all levels are the main advantages of Polish budgets. On the other hand, the precise description of budgets and high quality of official statistics are undoubtedly advantages of Norwegian local government budgets. The fact is that the resources available to the Norwegian local authorities, even after taking into account the difference between purchasing power of the Norwegian krone and Polish zloty, are objectively higher. It is worth noting that the amount of funds allocated to finance specific activities, such as those related to the development of tourism, cannot be equated with the efficiency of their spending. However this question was not the subject of research undertaken by the authors. Described research project gives the authors the ability to assess the position of tourism in the Polish and Norwegian budget classification. Although the Polish classification revealed a dedicated account that was directly connected with tourism, at the same time it was diagnosed to have minor importance in planning and constructing local budgets. Therefore, the problem with both Polish and Norwegian budgets is the lack of possibilities to perform simple estimations of the amount of resources assigned to the areas of tourism development. The authors suggest to perform a specific study within this range and develop a diagnosis of individual tasks financed by the government and determine the degree of their impact on the development of tourism in the municipalities or counties. Therefore they hope that this article will be a contribution to make further research on the importance of tourism in local government budgets.

    W pracy zajęto się zagadnieniem zmian ukształtowania terenu województwa łódzkiego w okresie minionych 100 lat. Wobec szczupłości materiałów zaprezentowano jedynie szereg przykładów zmian eolicznych form rzeźby oraz wybranych form występujących na stokach – parowów i innych młodych rozcięć erozyjnych. Przekształcanie rzeźby eolicznej w ostatnim 100-leciu wiązało się zarówno z powstawaniem małych, inicjalnych pagórków eolicznych, jak i przeobrażaniem przez wiatr starszych wydm późnoglacjalnych. Zmiany parowów polegały na szybkiej transformacji kształtów ich zboczy pod wpływem uprawy ziemi i objęły od 2,18 do 51,4% stoków parowów. Podobnie jak w przypadku wydm następowała zarówno transformacja rzeźby wcześniej powstałych parowów neoholoceńskich, jak i tworzyły się na stokach młode i niewielkie, lecz już trwałe formy erozyjne. Analizę zmian rzeźby form eolicznych i form występujących na stokach poprzedzono rozpatrzeniem podatności obszaru województwa łódzkiego na działanie procesów eolicznych i stokowych.
    The paper presents changes in the relief of the Łódź Voivodeship over the past 100 years. In view of a shortage of data, only a few cases of changes to aeolian landforms and to selected forms appearing on the slopes of gullies and other young erosional cuts were described. The transformation of aeolian relief in the last 100 years was associated with the formation of small, initial aeolian hillocks and with the transformation by wind of older late-glacial dunes. The changes to gullies involved rapid transformation of their slope profiles under the influence of soil cultivation and comprised from 2.18 to 51.4% of the gullies’ slopes. As in the case of the dunes, the transformation of the relief both of former Neoholocene gullies, and of young, small, but permanent erosional forms originated on the slopes took place. Relief analysis of aeolian landforms and features occurring on the slopes was preceded by consideration of the vulnerability of the Łódź Voivodeship area to aeolian activity and slope processes.

    Wprowadzanie do szkół ponadgimnazjalnych nowej podstawy programowej z przedmiotu geografia od samego początku budziło opory i było negatywnie oceniane w środowisku nauczycielskim. W artykule zaprezentowano wyniki badań, których celem było poznanie opinii – oceny nauczycieli z województwa łódzkiego na temat nowej podstawy programowej, realizowanej w szkołach ponadgimnazjalnych. Płaszczyzny oceny dotyczyły przede wszystkim doboru i zakresu treści realizowanych na poziomie podstawowym, metod pracy oraz jej efektów. Ważnym aspektem tych badań było określenie wpływu wprowadzonych zmian programowych na rangę geografii jako przedmiotu szkolnego. W pracy zastosowano metodę wywiadu swobodnego ukierunkowanego. Zasadnicze badania przeprowadzono we wrześniu 2013 roku, a w listopadzie 2013 roku przeprowadzono badania uzupełniające, dotyczące spostrzeżeń i doświadczeń nauczycieli wynikających z realizacji programu rozszerzonego geografii. Badaniami tymi objęto głównie nauczycieli geografii z dużym doświadczeniem pedagogicznym – posiadających stopień awansu zawodowego nauczyciela dyplomowanego lub mianowanego.
    The recent implementation of a new secondary school curriculum in Poland which includes geography teaching program, have aroused resistance and has been negatively rated among teachers from the very beginning. This resulted in the need to examine the first consequence of the latest reform. The article aims to present the results of the research investigating teachers’ opinions on the changes in the curriculum. An important part of the research was focused on the changes in the selection and scope of the subject content at the standard level of geography education in secondary school, along with the shift in teaching methods and their effectiveness. Secondly, a fundamental aim of the research was to examine the changes in the position and rank of geography as a school subject. The oriented interview method was applied. The main part of the research was undertaken in September 2013 and a complementary research was conducted in November 2013. The study involved only the teachers with extensive professional experience (certified teachers).

    In recent years, agritourism has become one of the most popular forms of tourism. It is not easy to promote it, so most rural tourism farms are not able to promote their services on their own. This requires special qualifications and financial resources. The solution to this situation seems to be the use of the Internet, thanks to which the owners of agricultural tourism farms have the opportunity to use specialized agritourism portals, where they can publish information about their own services for a small fee. The author of the study decided to look more closely at this form of promotion of agritourism services. The subject of his research was the effectiveness of promotion using Internet agritourism portals in the light of the opinion of their users. The survey covered Internet portals promoting agritourism in the Łódź Voivodeship. Particular emphasis was placed on researching the portals belonging to public organisations dealing with agritourism, including the Agricultural Advisory Centres, agritourism associations, the Regional Tourist Organisation of the Łódź Voivodeship, Local Tourist Organisations, municipalities, poviats, Local Action Groups and other institutions. In order to obtain a fuller picture of the study, these portals were analysed from 3 perspectives: the analysis of the content conducted by the author of the study, opinions of owners of agritourism farms as well as opinions of private persons interested in using the offer of agritourism farms and obtaining information on them using Internet agritourism portals. The study showed that on the Internet there are many non-integrated portals containing offers of agritourism farms from the Łódź voivodeship. The portals vary in functionality and offers presented. There is no single comprehensive portal dedicated to the region of Łódź. This causes confusion among Internet users and makes it difficult to access important information. In addition, the author noted a number of shortcomings regarding the promotion of services on existing agritourism portals. At the same time, it should be emphasized that in the author’s opinion, Internet agritourism portals have much greater potential for promoting agritourism in the Lódź region than is currently used. In connection with the above, the report presents a number of recommendations which, in the author's opinion, could significantly improve the quality of these portals and help in developing a new comprehensive agritourism portal for the region, which in turn will result in attracting new tourists and at the same time promoting the entire Łódź Voivodeship. Prepared recommendations are divided into strategic and operational ones. The first of them are addressed to the institutions responsible for setting the strategy for the Łódź Voivodeship in the scope of tourism development and innovation. This type of institution includes: The Marshal Office of the Łódź Voivodeship and self-government units in the region. The second group of recommendations was addressed directly to economic entities, including institutions responsible for the promotion of agritourism in the region (Agricultural Advisory Centre, agritourism associations, Regional Tourist Organisation of the Łódź Voivodeship, Local Tourist Organisations, Local Action Groups), owners of commercial agritourism portals and owners of agrotourist farms of the Łódź region. Strategic recommendations concern mainly such aspects as increasing the use of new information technologies and innovative solutions for the promotion of agritourism farms and development of a comprehensive agritourism portal for the region. The author draws attention to the need to include these issues in the strategic regional documents (i.e. Development of Tourism in the Łódź Voivodeship Programme, Regional Innovation Strategy and the Regional Operational Programme for the Łódź Voivodeship) and in the promotional strategies of poviats and municipalities, which define the scope of activities of these entities in the field of tourism promotion (agritourism). In addition, the Marshal Office of the Łódź Voivodeship, as a public institution responsible for the promotion of tourism in the region, should strive to build a new comprehensive agriturism portal for the region, integrated with existing tourism/agritourism portals. A comprehensive portal should be understood as a portal which includes 3 main functions: information, booking and communication. In the case of operational recommendations, the author considers that owners of Internet agritourism portals (commercial and those of the institutions responsible for the promotion of agritourism in the region) should aim to develop and improve existing portals because at present they do not present a sufficient level of technological advancement and they do not meet the needs of Internet users looking for agritourism offers. Expansion and improvement refers here to the removal of problems detected during research and adding new functionalities, including the use of innovative IT solutions. Moreover, these portals should enable the owners of agritourism farms to publish the most interesting and extensive offers and their later editing. In addition, the author pays special attention to the needs of organizing trainings, conferences, forums, publishing of articles and conducting research in the field of promotion of agritourism in the Internet. They will allow the owners of agritourism farms to be made aware of the benefits of this form of promotion and thus provide them with knowledge of how to effectively use the promotional tools offered by the Internet. Additionally, based on the results of the study and recommendations presented by the author, a model for the construction of an online agritourism portal was created. The model is based on the principle of benchmarking and draws the best standards, e. g. from the portals which have been tested. Therefore, in the future the model can be used to build a professional and comprehensive agritourism portal for the region of Łódź.

    Structural transformations that have been taking place in Poland since the 1990s triggered important changes in demographic and economic urban structures. Poland’s opening to global processes brought Polish society to the stage of modern demographic development which has produced changes in, among others, vital statistics and spatial mobility of the country’s residents. Systemic and structural transformation of the country at the early stages has significantly undermined its economy, in particular, in urban centres. Very much needed restructuring of urban economies resulted in the closure or bankruptcy of many enterprises. The economic function of towns and cities and their demographic structure have changedprofoundly, exerting a mutual impact on each other. The paper is based on the assumption that there is a relationship between demographic changes in towns and cities and the urban economic base. Its goal is to identify the impact exerted by demographic changes on the economy of investigated towns. The problem is illustrated with cases of towns and cities in Łódź Voivodeship (territorial units with the city status as on 1 January 2018). The research time frame spanned 1995 and 2017.
    Zmiany strukturalne zachodzące w Polsce od lat 90. XX w. wywołały proces istotnych przemian w strukturze demograficznej i gospodarczej miast. Otwarcie Polski na procesy globalne, wprowadziło społeczeństwo polskie w fazę nowoczesnego rozwoju demograficznego, co owocuje zmianami m.in. w ruchu naturalnym i ruchliwości przestrzennej ludności. Transformacja ustrojowa i strukturalna kraju we wczesnym etapie spowodowała znaczne osłabienie jego gospodarki, w tym zwłaszcza ośrodków miejskich. Konieczna restrukturyzacja gospodarek miejskich przyczyniła się do likwidacji bądź upadku wielu przedsiębiorstw. Zmianie uległa funkcja ekonomiczna miast, co bez wątpienia wpłynęło na ich strukturę demograficzną i odwrotnie. W pracy przyjęto, że istnieje zależność pomiędzy zmianami demograficznymi miast a ich bazą ekonomiczną. Celem pracy jest określenie wpływu przemian demograficznych na gospodarkę badanych miast. Do prezentacji przedstawionego problemu posłużyły autorce miasta województwa łódzkiego (jednostki posiadające prawa miejskie 1 stycznia 2018 r.). Zakres czasowy badania objął lata 1995–2017.

    Along with the development of technology and changes in the needs of current map users, digital maps available on the Internet start to play a significant role. Such maps become an attractive tourist product of many regions. The article was aimed at investigating the use of digital tourist maps in rural areas of Łódź Voivodeship. An attempt was made to analyze such maps of communes of Łódź Voivodeship which are available on the Internet. The nationwide, provincial and local websites have been characterized. Both functionality and content of all interactive tourist maps were discussed. Maps of communes presented on their own websites were analyzed in detail, and the results of the query were shown on the maps. Apart from interactive tourist maps offered by nationwide and provincial websites, only 2 percent of all communes in Łódź Voivodeship share such maps on their websites. Other digital maps: tourist as well as all remaining ones presented on the websites of these communes are also not very popular, since only every third rural commune possesses them. What is an important issue is also the quantity and quality of data presented on these maps, which are few and most of which need updating and extending.
    Wraz z postępem technologicznym i zmianami potrzeb obecnych użytkowników map duże znaczenie zaczynają odgrywać cyfrowe mapy umieszczane w Internecie. Tego typu mapy stają się atrakcyjnym produktem turystycznym wielu regionów. Artykuł miał na celu sprawdzenie wykorzystania cyfrowych map turystycznych na terenach wiejskich województwa łódzkiego. Została podjęta próba analizy cyfrowych map turystycznych gmin wiejskich województwa łódzkiego umieszczonych w Internecie. Scharakteryzowano serwisy o zasięgu ogólnopolskim, wojewódzkim oraz lokalnym. Szczegółowo zbadano mapy gmin umieszczone na ich własnych stronach internetowych, a wyniki kwerendy przedstawiono na mapach.
