In today’s global economy, the local level is an important recipient of the effects of the processes and changes taking place. The goal of the article is to define the basic determinants of the social and economic development of Żórawina commune located in the region of Wrocław. In the first part of the article, the author points to the numerous different approaches to defining social and economic development; they also focus on the understanding of development at local level and determine the conditions constituting the basis for development. Then the general characteristics of the analysed commune are presented. The authors focused their considerations on selected conditions of the social and economic development of the studied area in order to create a detailed analysis of this space in the indicated scope. In the study, research conducted on the basis of literature and documents as well as simple statistical and descriptive methods were used.

Contemporary economy can be characterized by a simultaneous lack of space, growth of international exchange, growing importance of international corporations and internationalization of financial phenomena, which is undoubtedly favoured by the development of IT techniques. At the same time, along with the development of the knowledge-based economy as a new economic paradigm, the importance of the so-called spatial development increases in the development of spatial units, new factors that primarily include the quality of human capital, specific ICT infrastructure and the quality of business environment institutions. Territorial units must behave flexibly and be part of new trends. The article presents loose considerations on contemporary socio-economic conditions affecting the development of local and regional systems.

One of the key challenges of present agriculture and rural areas is the pursuit of sustainable development. Encompassing enormous resources of a natural nature, rural areas should develop in accordance with the principles of sustainable development so that both current and future generations can benefit of them. Implementing the concept of sustainable development in rural areas is conditional on many factors and requires corrective activities, which is connected with the intervention of the state. The paper analyzes programs and instruments to support agricultural development and rural development in line with the concept of sustainable development at national and local level. Particular attention has been paid to “the Strategy of Lower Silesia Voivodship” and “Strategy for sustainable development of rural, agricultural and fisheries for 2012-2020”.

The purpose of this article is to identify potential sources of failure of the development of economics and new institutional economics in solving problems of economic development, and to present arguments that development economists use the simplified concept of institutions. For this reason they recommend economic policies that do not include the complexity of the process of institutional change. The first part of the article is devoted to outline the current state of research on economic development in the new institutional economics. The elements of the institutional theory of economic change are presented here. The second part presents the impact of the new institutional economics on dominant discourse on economic development, and how the development consensus has evolved. The new consensus has strong institutional character, but in fact, this institutional analysis is quite different from the analysis of the new institutional economics. The third part of the article shows how development economists use institutional analysis in their research. Most of them use the simplified concept of institutions. The economics policy, that they recommend, assumes that institutions could be easily changed, if the local specificities were taken into account. Policy makers want clear guidelines that they could use in practice. New institutional economists often indicate that the process of economic development is complex and, therefore, economic policy would probably not be effective. Moreover there is no workable general theory of institutions available to us. Therefore, it seems that in the case of solving problems of economic development, we should devote less attention to the general theory, and focus more on institutional microanalysis. In this way, it may be easier to create guidelines for a successful economic policy.

Since the first decade of the twenty first century Brazil, China, India and South Africa (BASIC countries) have substantially increased their development assistance to developing countries. Now, they are called the main emerging (new) donors. BASIC countries are donors and recipient countries at the same time. They still receive a lot of assistance from developed countries and international organisations. At the same time they provide development assistance to the South. As new donors they both change the rules of providing aid established by traditional donors and reduce the possibility of their impact on the economic policies of developing countries. The aim of the article is the presentation of development aid policies of Brazil, China, India and South Africa. The level of aid is estimated on the reports which are available on the government websites of BASIC countries and data presented by different authors in the literature. However, because of the complexity of the emerging donors’aid system, the figures do not fully show the actual state. Among BASIC countries China is the biggest donor and South Africa offers the lowest amount of aid. India and Brazil provided similar amounts of development assistance to developing countries in the years 2007-2010. The investigation shows that Brazil, China, India nad South Africa instead of providing conditional aid prefer development cooperation. They break with the hierarchical donor-recipient relationship, declare solidarity with Southern countries and respect their national sovereignty and independence. Moreover, they show greater sensitivity to the needs of developing countries and share with them their own experiences in the field of socio-economic development. Their development aid/cooperation is set to obtain mutual benefits and creates conditions for further economic cooperation. For BASIC countries the development aid/cooperation is also an important tool of their foreign policy. They often use aid to achieve political, strategic and economic objectives. However, their aid seems to be more attractive to developing countries and has a greater impact on their economic growth than the development assistance offered by the traditional donors.

The research purpose of the present article was identification of regional differences in population development, and some socioeconomic characteristics at the micro-regional level, wherein the latter are the catchment districts of the municipalities with extended powers (hereinafter referred to as SO ORP). The method applied was the comparison of the population development, education structure, and unemployment in SO ORP, and monitoring of their correlation dependence. The analysis results show that there is rather strong correlation between the migration attractiveness of the microregions, their population growth, and transformation success behind which the growing share of the university graduates in the population and relatively very low unemployment rate are standing. The micro-regions at SO ORP level assist in distinguishing continuous territories with either positive or negative population and socioeconomic development.

Contemporary cities differ in many structural and functional respects. Each of them has its own unique endogenous conditions and various external conditions. For the authors, the starting point was to discuss the common characteristic features and main problems that contemporary cities face. The main aim of the article was to investigate potential regularities between problems/ features of the cities and the implemented city development concepts. To this end, the theoretical concepts of development used by urban centres were analysed and the examples of those implemented. Contemporary cities pursue their goals based on the guidelines resulting, among others, from the following concepts: smart city, green city, accessible city, compact city, resilient city, creative city, 15-minute city. The methods used for the research were literature review and case studies. The analysed cases confirmed the belief that the municipal authorities must identify and firmly decide which of the existing problems in the urban space have the greatest destructive effect on them. As an element that binds all the concepts of development, a common goal should be indicated i.e. the optimisation of the quality of life of residents. The added value of the paper relates to capturing the relation between the development concepts used by cities and their features/identified problems.
Współczesne miasta różnią się pod wieloma względami strukturalnymi i funkcjonalnymi. Każde z nich ma unikatowe uwarunkowania endogeniczne oraz różnorodne uwarunkowania zewnętrzne. Dla autorek punktem wyjścia było omówienie wspólnych cech charakterystycznych i głównych problemów, z jakimi mierzą się współczesne miasta. Celem artykułu było zbadanie potencjalnych prawidłowości między problemami i cechami miast a wdrażanymi koncepcjami rozwojowymi. Przeanalizowano teoretyczne koncepcje rozwojowe miast oraz przykłady tych wdrażanych przez ośrodki miejskie. Współczesne miasta dążą do celu w oparciu o wytyczne wynikające m.in. z takich koncepcji, jak: miasta inteligentne, miasta zielone, miasta dostępne, miasta zwarte, miasta odporne, miasta kreatywne, miasta 15-minutowe. Metody zastosowane do badania to: studia literaturowe oraz analiza studium przypadku. Przeanalizowane przypadki utwierdziły w przekonaniu, że władze miejskie muszą określić i zdecydować, które z występujących problemów w przestrzeni miejskiej w największym stopniu wpływają na nią destrukcyjnie. Jako element spajający wszystkie koncepcje rozwoju należy wskazać wspólny cel – optymalizację jakości życia mieszkańców. Wartość dodana artykułu odnosi się do uchwycenia potencjalnych prawidłowości pomiędzy stosowanymi przez miasta koncepcjami rozwoju a ich cechami/zidentyfikowanymi problemami.

The study discusses problems related to identifying degraded areas and the area targeted for revitalisation in relation to the local government units (cities, municipalities, regions). The core part of the study presents an example of the typology of factors and crisis phenomena in a social, economic, spatial-functional, environmental and technical perspective. The delimitation procedure, based on the application of indicators describing the concentration of phenomena in the system of municipal urban units was discussed. Next the area targeted for revitalisation was characterised as part of the identified degraded areas. This was followed by characterising the degraded areas based on the conducted survey studies. In both cases the delimitation procedure is covered by a civic control scheme. Within the framework of general conclusions it can be adopted that the described procedures or similar ones are most frequently applied in relation to Polish local government units

Rozwój zrównoważony należy do zjawisk złożonych, dlatego porównanie poziomu i ocena postępów regionów Polski we wdrażaniu jego założeń są szczególnie trudne. Autorki w artykule dokonały próby wyznaczenia miary syntetycznej metodą wzorca rozwoju Hellwiga celów 3, 8 i 13 rozwoju zrównoważonego. Cele te obrazują trzy jego komponenty: ekonomiczny, społeczny i środowiskowy, a okresem badawczym były lata 2015-2021. Wyniki przeprowadzonych badań pokazują dokonujący się w regionach Polski stopniowy postęp we wprowadzaniu wybranych celów zrównoważonego rozwoju, chociaż różnią się one nie tylko ze względu na poziom realizacji wybranych celów rozwoju zrównoważonego, ale także na charakter relacji między nimi. Analizując wyniki stopnia zrównoważenia rozwoju w zakresie wszystkich trzech komponentów rozwoju zrównoważonego (społecznego, gospodarczego i środowiskowego) w badanych latach, nie zaobserwowano postępu w zakresie zrównoważenia wszystkich aspektów rozwoju.
Sustainable development is a complex phenomenon, therefore comparing the level and assessing the progress of Polish regions in implementing its assumptions is particularly difficult. In the article, the authors made an attempt to determine a synthetic measure using the Hellwig development model method, goals 3, 8 and 13 of sustainable development. These objectives illustrate three components: economic, social and environmental. The research period was 2015-2021. Results of the conducted research show the gradual progress in the implementation of selected sustainable development goals in the regions of Poland, although they differ not only in terms of the level of implementation of the selected sustainable development goals, but also in the nature of the relationship between them. As far as the implementation of objectives 3 and 8 is concerned, regions in western, southern and central Poland dominate (mainly the Mazowieckie voivodship), while the highest indicators in the area of objective 13 are in the eastern and northern voivodships. When analysing the results of the degree of sustainable development in terms of all three components of sustainable development (social, economic and environmental) in the years under study, it is noted that no such phenomenon occurs.

The article discusses contemporary barriers in strategic governance of local development characteristic for Polish local governments. These barriers were identified by means of using the participant observation method in the period 2000-2015. The core part of the article s devoted to presenting 9 groups of identified barriers, i.e. methodological, legal, social participation, informational, staff, substantive support, cooperation, patterns barriers and also barriers resulting from personal qualities of local authorities. The article is concluded by providing recommendations regarding the continuation of research covering these barriers.

Opis:
Local governments support local development using various instruments. Very often they focus on financial instruments. Thus, they are no longer the base of competitive advantage and local governments have to search for nonfinancial instruments to attract companies to the region. These instruments are of different effectiveness, so it seems to be crucial for local leaders to know which instruments are the most effective. This is especially important as for attracting so-called local development locomotives. In the article the research results have been presented pointing out the level of effectiveness of each instrument used by local office in cooperation with such a local development locomotive.
