    This document presents the report of the Commissioner of the Government for the Jewish population in Poland, which includes the period from the establishment of the Office 8 August 1946 to 22 June 1947. The task of the Government Commissioner was to help in the reconstruction of the Jewish population in postwar Poland. The Commissioner was responsible for repatriation of the Jewish people assistance in gaining employment and qualifications. He also undertook activities connected with social welfare, education, as well as emigration. In his report he also referred to a wide diversity of Jewish population in terms of political and organizational issues. This document also contains information about the organization of the Commission Government Office, and its cooperation with the authorities of the State administration and the Jewish organizations in Poland.

    The paper reveals modern problems of limiting, ensuring, and realizing human rights during crisis events in Ukraine. The unsatisfactory state of the social protection system of Ukraine in the pre-crisis period is revealed (including problems of unstructured legislation, excessive financial burden, etc.). The article analyzes the existing guarantees and standards of human rights during the pandemic (included in the selected international documents and the Constitution of Ukraine). Several negative factors faced by the most vulnerable social groups during the crisis were addressed (for IDPs – problems of displacement, residence, job search; for the older population – problems of social security, treatment of chronic diseases, movement restrictions, and relevant age-based discrimination; for the homeless – absolute insecurity from all manifestations of the COVIDfueled crisis; for the detained and imprisoned – problems of penitentiary medical care, postponement of amnesty and subsequent rehabilitation). The paper assesses the relevant normative documents regulating social relations during the pandemic in terms of their positive and negative impact on the above risk groups (facilitated with the analysis of additional financial aid and payments, legal restrictions, the impact of the increasing financial burden on state and local budgets due to quarantine, the unconstitutionality of certain provisions and the lack of adequate legal response from the Constitutional Court of Ukraine). Conclusions were drawn based on the analysis of the officially established strategy to combat COVID-19, supplemented by a prognosis of the long-term consequences of its implementation (the pros and cons of the selected strategy of simultaneous “hard” and “soft” quarantine measures, the lack of long-term care policy, unpreparedness for vaccination and the restoration of the pre-pandemic way of everyday life).

    The ageing of the population and the reduction of the caring potential of families result in an increased demand for caring services provided by institutions of the social assistance sector for elderly dependent persons. The article aims to present and evaluate constitutional regulations, supplemented by statutory regulations on the protection of rights of the elderly, especially in the area of institutional support, i.e. social welfare homes, and to identify barriers that prevent obtaining individual benefits. The article analyses legal acts, jurisprudence and statistical data concerning the provision of care services in the community and stationary form. Although the discussed political regulations secure the rights of the elderly in the field of social assistance, there is a noticeable lack of precise regulations, which were included in acts of a lower rank.
    Starzenie się populacji oraz zmniejszenie potencjału opiekuńczego rodzin wpływa na zwiększone zapotrzebowanie na świadczenia opiekuńcze realizowane przez instytucje sektora pomocy społecznej na rzecz niesamodzielnych osób starszych. Celem artykułu jest przedstawienie i ocena regulacji konstytucyjnych, uzupełnionych regulacjami ustawowymi w zakresie ochrony praw osób starszych w obszarze wsparcia instytucjonalnego, tj. domów pomocy społecznej i wskazanie barier uniemożliwiających uzyskanie wybranych świadczeń. W artykule analizie poddane zostały akty prawne, orzecznictwo oraz dane statystyczne dotyczące realizacji świadczeń opiekuńczych w formie środowiskowej i stacjonarnej. Omówione regulacje ustrojowe wprawdzie zabezpieczają prawa osób starszych w zakresie pomocy społecznej, ale zauważalny jest brak doprecyzowana przepisów, które zostały zawarte w aktach niższej rangi.

    The undeniable fact is that various social sciences and other disciplines constitute the research perspective which relates to the practice of a multidimensional phenomenon. The welfare state is an excellent example of such notion, which in its nature unifies many theoretical and practical positions. It seems, however, that the economic and political dimensions of the welfare state (as conceptual or pro-social proposals) are disproportionately exposed both on the basis of scientific reflection and pragmatic approaches used by the institutions of the state. This tendency to think in economic and political terms, which incidentally is maintained for several decades, represents: (a) only one side of a complex nature of social welfare, and (b) a significant reductionism, leading to the elimination of sociological, cultural, educational, and psychological consequences of the functioning of the welfare state. This article is designed to reverse the trend of the dominant perception of the construct of the welfare state in economic and political terms, and replace it with the highlight of the mainly sociological dimension of this phenomenon (the welfare state sociology). However, it does not mean abandonment of the economic and political dimensions in general, as they are an integral part of the issue.

    The co-creation/co-production paradigm received significant attention in the last decades from Public Administration managers, officials, and scholars as a viable tool to overcome the limits of the New Public Management framework. Some scholars recognise that co-creation can be the basis for building an alternative administration model called New Public Governance. Other research found that co-creation is an innovative practice in the social investment policy frame. A more recent EU research project examines the idea and practice of co-creation in public services informed by lived experience pilots in 10 European countries. This paper presents the Italian case as an example of an institutional configuration open to the citizens’ participation in the co-design of public services. The paper is organised as follows. In the first paragraph, we illustrate the recent development of the legislation concerning the participation of citizens and civil society organisations in designing and delivering public services and/or management of common goods. The second paragraph deals with a deep analysis of “grey material” and scientific publications concerning the history, evolution and future perspectives of the “Shared Administration” procedures. The third paragraph presents a case study of collaboration between citizens, Third Sector/Civil Society Organisations (TSO/CSO) and public administration at the local level (Municipality of Bologna). The conclusive paragraph summarises the key findings of our study.

    Looming crisis, public discontent with privatization, and widening inequalities are factors which have historically set the electorate in favour of social democratic welfare policies. Today, however, these concerns rather appear to support new right-wing populist countermovements, even in the traditionally progressive Nordic countries. This article asks why there is not more explicit support of progressive policies, despite the presence of socio-economic factors which would normally favour such a policy shift, at least not just yet. In response to this query, the article first analyses the comparisons between the present crisis and the crisis of the 1930s with regard to alleged political inertia. It then reinterprets the contemporary political consequences of crisis by revisiting three classical social theorists who took pains at analysing the political responses to the economic crisis of the 1930s: Karl Popper, Gunnar Myrdal, and Karl Polanyi. On the basis of this revisitation of these three classics, the article argues that the combined effects of distrust in politics and the persistence of admittedly rolled-back welfare systems mutes the progressive reform potential of the present crisis.

    The article examines the essence of the concept of a “service-oriented state” in the context of digitalization in Western Europe and identifies the peculiarities of its implementation in Ukraine. The concept of a service-oriented state involves a change in the approach to public sector management and transformation of the principles of relations between public authorities and citizens. The service approach in public administration primarily involves the introduction of information management technologies aimed at improving the quality of public services, enhancing social protection of the population and, ultimately, creating effective social security. The priority task of the state is to create conditions for self-realization of individuals, ensure their individual freedom and rights, and provide public services that would meet the needs of citizens. Modern digital technologies are significantly changing our lives, namely the way we produce products and services, methods and forms of education, and affect the social structure of society, the economy, politics, and the development of socio-cultural institutions. Ukraine’s priority task is to create a service-oriented state in which digital technologies would create conditions for self-realization of individuals, their individual freedom and rights, provision of quality public services, and effective social security.

    According to Anthony Giddens, the state of social investment was to be the third way between neoliberalism and the post-war welfare state, the quintessence of a future-oriented approach in which the state becomes an entrepreneur. In this concept, state expenditures are perceived as a form of investment in human capital and understood as positive prosperity. The implementation of the state of social investment entails the phenomenon of citizenship of responsible risk recipients. In the literature on social investments, the reflection is repeated that this model is the result of the need to respond to the radically changed economic and social order, including the challenges of a globalized knowledge-based economy. The model encourages active participation in the search for solutions for social structural changes, such as aging population, changing the family model or the labour market. Despite the fact that the social investment model is based on the free market perceived as the most suitable for the organisation of societies, this is no longer the so-called inexorable market. It emphasizes the need for government intervention and targeting market forces to improve both economic and social performance. The aim of the article is to verify the thesis about the investment paradigm of social policy between free-market mechanisms and the welfare state, two extremely different interpretations of contemporary socioeconomic reality.
    Według Anthony’ego Giddensa państwo inwestycji społecznych miało być trzecią drogą między neoliberalizmem a powojennym państwem opiekuńczym, kwintesencją podejścia zorientowanego na przyszłość, w którym państwo staje się przedsiębiorcą. Wydatki państwa są w tej koncepcji postrzegane jako forma inwestycji w kapitał ludzki i rozumiane jako dobrobyt pozytywny. Implementacja państwa inwestycji społecznych pociąga za sobą zjawisko obywatelstwa odpowiedzialnych odbiorców ryzyka. W literaturze dotyczącej inwestycji społecznych powtarza się refleksja, że model ten jest wynikiem potrzeby reagowania na radykalnie zmieniony porządek gospodarczy i społeczny, w tym wyzwania zglobalizowanej gospodarki opartej na wiedzy. Model zachęca do aktywnego uczestnictwa w poszukiwaniu rozwiązań dla społecznych zmian strukturalnych, takich jak: starzenie się społeczeństwa, zmiana modelu rodziny czy rynku pracy. Pomimo faktu, że model inwestycji społecznych oparty jest na wolnym rynku, postrzeganym jako najbardziej odpowiedni dla organizacji społeczeństw, to nie jest to już tak zwany nieubłagany rynek. Podkreśla się bowiem potrzebę interwencji rządu i ukierunkowania sił rynkowych w celu poprawy zarówno wyników gospodarczych, jak i społecznych. Celem artykułu jest weryfikacja tezy o usytuowaniu paradygmatu inwestycyjnej polityki społecznej pomiędzy mechanizmami wolnorynkowymi a państwem dobrobytu, dwiema skrajnie różnymi interpretacjami współczesnej rzeczywistości społeczno-gospodarczej.

    Artykuł opisuje dwa przypadki rozwoju państwa opiekuńczego (welfare state): polski i izraelski. W obu przykładach mieliśmy do czynienia z przejściem z etatystycznego państwa opiekuńczego do modelu neoliberalnego charakterystycznego dla państw anglosaskich. W przypadku Polski dokonało się to częściowo, w przypadku Izraela w stopniu znacznie większym. Analizując rozwój welfare state na wskazanych przykładach, spróbowano także odpowiedzieć na pytanie o przyczynę kierunku tych przemian.
    The paper describes two cases of the development of the welfare state: Polish and Israeli. In both examples, there has been a change from a socialist welfare state to a neoliberal model characteristic of Anglo-Saxon countries. In the case of Poland, this has happened partially, in the case of Israel to a much greater extent. Analyzing the development of the welfare state on these examples, we also tried to find answers about the reasons for these changes.

    Since the 40’s of the nineteenth century the term “social justice” has played an increasing role in political reflection. The main subject of this paper is a meaning ascribed to the idea of “social justice” in the face of goals of welfare state. From this point of view very important are various senses of the notion. It can be distinguished in this area at least two related aspects. The first refers to characteristic of the justice itself. It can be described as a virtue, norm or right. The second one applies to the particular type of justice identified with social justice. In this respect relevant are: legal, distributive and retributive (or commutative) justice. Aside from that, social justice is also treated as an idea of equality or solidarity in social environment.
    Począwszy od lat 40. XIX w. w refleksji o polityce coraz większej wagi nabiera termin sprawiedliwości społecznej. Podstawowa funkcja państwa, jaką jest zaprowadzanie sprawiedliwości, czyni rozumienie tego terminu rzeczą kluczową. W niniejszym tekście głównym przedmiotem zainteresowania jest znaczenie nadawane sprawiedliwości społecznej w perspektywie celów wyznaczanych państwu opiekuńczemu. Z tego względu obiektem badania będą sensy nadawane pojęciu sprawiedliwości społecznej. W tej dziedzinie można wyróżnić przynajmniej dwa nakładające się na siebie aspekty. Pierwszy dotyczy charakteryzowania samej sprawiedliwości. Da się ją bowiem ujmować jako cnotę, normę lub uprawnienie. Drugi aspekt odnosi się do odmiany sprawiedliwości utożsamianej ze sprawiedliwością społeczną. W tym przypadku w grę wchodzą takie jak: sprawiedliwość ogólna (prawna), rozdzielcza, wyrównawcza. Oprócz ujmowania sprawiedliwości społecznej jako identycznej z którymś z powyższych rodzajów sprawiedliwości bywa ona też traktowana jako idea zaprowadzania równości bądź solidarności w środowisku społecznym.
