    The aim of this paper is to present some remarks on the problems of the European Union as a system of 27 member states. It may be useful to deal with these problems on the grounds of a simple scheme based on the systems theory. This scheme requires to analyse the system of the European Union in association with its natural and artificial environment. European Union is in fact a multifunctional tool for several particular centres of power. It would be difficult to describe the European Union as ‘controllable’. One must not forget that there is some opposition with regard to the European Union. Numerous problems are generated within the member states. It seems to be reasonable to expect that the structure of the European Commission should be compatible with the real problems of the European Union and its member states. These matters require further research.

    Each enlargement of the European Communities (EC) and later the European Union (EU) has had an indisputable in! uence on inner cohesion of the organization itself. The participants of the integration processes have included the countries deviating from the previous Member States by the level of the economic development, the structures of their economies, macroeconomic conditions, etc. This differentiation has taken its toll especially on the functioning and the expenses of common policies (mainly transfer ones) as well as the execution of the integration reinforcement plans such as the European Economic and Monetary Union. In this aspect the most serious consequences were caused by the admission of countries that were much weaker economically, especially Ireland, Greece, Spain and Portugal. These countries had to go through a long way of reforms in order to become rightful members of the organization and for their integration with the Communities to become a mutual success. A big part of the expenses connected with these reforms was financed by the common budget thanks to the structural funds and the Common Agricultural Policy.

    The problem of the opportunity to place advertisement in mass media has been analysed both by Polish courts and the European Court of Human Rights only with regard to the content of said advertisement and its reference to current legal advertising bans. However, there occurred a significant problem not only from the point of view of the freedom of press, but also civil liberties, namely that of presenting advertisement undesired by newspaper editors. Cases tried by Polish courts, one being subject to analysis of the European Court of Human Rights, prove that within the scope of placing advertisement the voice of publishers and editors is decisive. Any citizen referring to the freedom of speech stands no chance that the content of advertisement presented by them will be published. Free press is to be free to choose advertisement, and what’s crucial here is the economic freedom of contract. tantamount to conceding that this norm ceases to exist, but only affirms that it cannot be applied.

    Emergence of parties and party systems in Central and Eastern Europe after the fall of Communism, in comparison with the emergence of parties and party systems in Western Europe, was different in at least two ways. First, they were forming up in the time of crisis of political parties in general. Western political parties, as Martin Seymour Lipset and Stein Rokkan indicated were a result of sociolopolitical cleavages (Lipset, Rokkan 1967), which enabled them to formulate their programmes and define their electorates. However, since the late 1960’ there have been many changes, due to new socio-political context. Relations between parties and their electorates started to diminish as a result of new sociopolitical differences and the parties themselves started to look for new supporters (tried, with the help of media, to become catch all parties). Parallel to this, ideologies stopped playing the main, defining role in the process of voting for the party. But still, as Lipset claims in an article describing party systems in postcommunist Europe, parties must have steady voter alignments based on sociopolitical divisions in order to successfully take part in consecutive general elections, until then they are unstable.

    Europeanization acted at all stages of society development in Slovakia, with varying degrees of intensity and in various forms, since the signing of the association agreement with the European Union. A significant impact was already in the stage of transition, when the consistent implementation of the Copenhagen criteria insist by the EC/EU help to return to the path of democratic development in Slovakia. However, it wasn’t just about the application of the generally accepted principles of parliamentary democracy, but also on the active impact of the EC/EU institutions within the existing opportunities provided by the signing of the Association Agreement. A qualitatively new stage began after completion of the Copenhagen criteria and the opening of negotiations, which was to implement acquis communautaire into the internal legal order of the country. At this stage, clearly dominated the process of Europeanization “top-down”, i.e. the adoption of standards, laws of the European Union, to make country compatible with other countries of the EU. After the entry of the Slovakia into the EU, a two-sided process of Europeanization: “up-down” and “bottom-up” has started.
    Europeizacja oddziaływała na wszystkich etapach rozwoju społecznego na Słowacji – z różnym natężeniem i w różnych formach – od momentu podpisania przez Słowację umowy stowarzyszeniowej z Unią Europejską. Znaczący wpływ dało się zauważyć już na etapie tranzycji, kiedy to konsekwentna implementacja wymaganych przez KE/UE kryteriów kopenhaskich pomogła Słowacji wrócić na ścieżkę demokratycznego rozwoju. Nie chodziło li tylko o wprowadzanie w życie powszechnie akceptowanych zasad demokracji parlamentarnej, ale także o aktywne oddziaływanie instytucji KE/UE w ramach możliwości stworzonych przez podpisanie umowy stowarzyszeniowej. Spełnienie kryteriów kopenhaskich i rozpoczęcie negocjacji otworzyło zupełnie nowy etap, polegający na wcielaniu acquis communautaire (porządku prawnego Unii Europejskiej) do wewnętrznego porządku prawnego kraju. W tej fazie zdecydowanie dominował model europeizacji przebiegającej unilateralnie, w płaszczyźnie „góra–dół”, a więc przyjęcie standardów i praw Unii Europejskiej, uczynienie kraju kompatybilnym z innymi państwami członkowskimi Unii. Po wejściu Słowacji do UE rozpoczyna się dwuwektorowy proces europeizacji, przebiegający zarówno w kierunku „góra–dół”, jak i „dół–góra”.

    The article is focused on the political relations between Poland and Germany in last three decades. In first part of the article it was introduced the evolution of the most important political events before the entry of Poland to the European Union. Underlined a major part of the German partner stayed in achieving the membership of Poland of this organization. In second part of the article it was described a new level relationship between them after the accession of Poland to the EU. Apart from many postivie aspects of the development of mutual relations quoted problems which influence for worsening them remaind. A few principal conclusions were introduced in the end of the article.

    It is not surprising that subsidiarity is very often discussed with autonomy and federation (equally multidimensional concepts, similarly discussed in science). It is clearly evident taking into account, for example, results of analysis of the key words (tags) in scientific publications. The European Union has significantly contributed in popularizing of the concept so it is no surprise that strongly linked with EU's problems has become a central point of the discussion of its organizational structure and internal relationships between forming elements. It is difficult to imagine analysis of the conditions for implementing of subsidiarity in Germany without prior presentation of the state political system's solutions. Studying the structure and functioning of public administration enables to identify the place and role of the local government, to measure degree of independence of the local authority as a central point of discussion in relation to the subsidiarity.

    The aim of the article was to present the electoral strategy of the Freedom Union and The Democratic Party demokraci.pl. Strategies that were used during the parliamentary and the government elections were analyzed. In the first case a way of expressing major purposes that both the UW and the PD wanted to achieve by gaining parliamentary representation was discussed. In the second case the way of conducting self-government campaign, which was carried out usin slightly different electoral strategies was discussed. It involved the possibility of joining electoral coalition and gaining seats in local provinces, districts councils, municipal councils and offices of mayors and presidents of cities. The thing that was characteristic of the UW and the PD in the electoral strategies was inefficiency in terms of activities.
    Celem artykułu było przedstawienie strategii wyborczych Unii Wolności oraz Partii Demokratycznej demokraci pl. Analizie poddano te strategie, które wykorzystywano w trakcie wyborów parlamentarnych oraz samorządowych. W pierwszym przypadku mieliśmy do czynienia z przedstawieniem sposobów artykułowania głównych celów, które zarówno UW i PD chciały osiągnąć poprzez zdobycie parlamentarnej reprezentacji. Natomiast w drugim omówiono sposoby prowadzenia kampanii samorządowych, za pomocą których realizowano nieco odmienne strategie wyborcze. Złożyły się na nie możliwość zawarcia koalicji wyborczej i zdobycia mandatów w sejmikach województw, radach powiatów, radach gmin oraz urzędów wójtów, burmistrzów i prezydentów miast. To, co charakteryzowało UW i PD w zakresie realizowanych strategii wyborczych była nieefektywność w zakresie prowadzonych działań.

    The aim of this paper is to seek a theoretical framework for explaining the sources of legitimacy of EU political power. The research problem concerns the establishing of the sources of legitimacy of the EU political system, depending on the implemented theories of European integration. The research process uses selected theories of European integration: intergovernmental theory, neo-functionalism and constructivism, which point to diverse sources of legitimacy of supranational political power. These include: the will and interests of sovereign states, the high efficiency and effectiveness of supranational political power in achieving the goals of various interest groups, and social norms and values. The analysis carried out enabled a positive verification of the research hypothesis on the diverse origins of the legitimacy of EU supranational power, justified within the framework of selected theories of European integration.
    Celem artykułu jest poszukiwanie teoretycznych ram wyjaśnienia źródeł legitymizacji władzy politycznej UE. Problem badawczy dotyczy ustalenia źródeł legitymizacji unijnego systemu politycznego w zależności od implementowanych teorii integracji europejskiej. W procesie badawczym wykorzystane zostały wybrane teorie integracji europejskiej: teoria międzyrządowa, neofunkcjonalizm oraz konstruktywizm, które wskazują na zróżnicowane źródła legitymizacji ponadnarodowej władzy politycznej. Wśród nich należy wymienić: wolę i interesy suwerennych państw, wysoką efektywność i skuteczność działań ponadnarodowej władzy politycznej w osiąganiu celów różnych grup interesu oraz normy i wartości społeczne. Przeprowadzona analiza umożliwiła pozytywną weryfikację hipotezy badawczej o zróżnicowanym pochodzeniu legitymizacji władzy ponadnarodowej UE, uzasadnianym w ramach wybranych teorii integracji europejskiej.

    W prezentowanym artykule omówiona została ewolucja ideowo-polityczna Stowarzyszenia PAX w pierwszych miesiącach tzw. „festiwalu Solidarności” (sierpień–grudzień 1980). Przedstawiono podstawowe założenia ideologii i programu ruchu katolików postępowych w okresie, gdy kierował nim nieprzerwanie do zakończenia II wojny światowej Bolesław Piasecki, i ich rewizję po jego śmierci. Skoncentrowano się zwłaszcza na lansowanych przez stowarzyszenie koncepcjach „socjalizmu całego narodu”, samorządności, demokratyzacji, poszerzenia „bazy rządzenia”, wypracowania płaszczyzn do porozumienia narodowego (od Ruchu Porozumienia Narodowego do Wielkiej Koalicji). Analizie poddano również relacje pomiędzy PAX a niezależnymi związkami zawodowymi (NSZZ „Solidarność) oraz aparatem partyjno-rządowym. W programie PAX „Solidarność” nie była typowym związkiem zawodowym, ale społecznym (ogólnonarodowym) ruchem rewindykacji praw obywatelskich, dlatego przewidywano, że powinien on uczestniczyć jako podmiot w podejmowaniu decyzji państwowych, tworząc nową „oś pionową” struktur państwowych. W okresie „festiwali Solidarności” z niezależnymi związkami zawodowymi związało się wielu członków PAX. Stowarzyszenie włączyło się czynnie w pomoc przy zakładaniu struktur związkowych.
    This paper presents political and ideological evolution of PAX Association in the early months of the so-called “Carnival of Solidarność [Solidarity]” (August–December 1980). It concentrates on basic assumptions of ideology and program of progressive Catholics’ movement under continuous leadership of Bolesław Piasecki until the end of World War II and on their modifications after his death. It also focuses on the concept of “socialism of the whole nation”, promoted by the Association, self-government, democratization, widening of the so-called “government base”, and development of common ground for national consensus (from the National Agreement Movement to the Great Coalition). It analyses relationships between PAX Association, independent trade unions (NSZZ “Solidarność”) and government apparatus. According to PAX’s program, “Solidarność” was not just a typical trade union, but a social, nation-wide movement for reclaiming of civil laws. Therefore it was supposed to participate in decision making at government level as an independent being, this creating a new “vertical axis” of state structures. During the period of “Carnival of Solidarność” many PAX members joined independent trade unions. The Association contributed significantly to establishment of trade union structures.

    The current study assumes that the notion of sustainable development, typical for the discourse on environmental protection, can be also applied to political research and indicates that institutions play a very important role in the process of creating and maintaining the balance of the political system, the aim of which is to build sustainable relations between different participants in its space. The European Union, which seems to feature characteristics of a hybrid organization and displays strong tendency to increase complexity, is examined. The EU institutions have a very important and often difficult role to play in sustaining intergovernmental and supranational influence and therefore often find themselves in contradictory situations. The intersecting efforts to deepen integration and at the same time the need to protect sovereignty do not allow for straightforward achievement of sustainable development of the integration system. Therefore, a distinctive feature of this system is the maintaining of sustainability rather than the actual achievement of sustainable development.
    W niniejszym artykule przyjęto, iż pojęcie zrównoważonego rozwoju poza dyskursem związanym z ochroną środowiska może znaleźć także zastosowanie w badaniach politologicznych. Pojęcie to wskazuje, że instytucje odgrywają bardzo istotną rolę w procesie kreowania i utrzymywania równowagi systemu politycznego, którego celem jest budowanie zrównoważonych relacji pomiędzy różnymi uczestnikami jego przestrzeni. Badaną płaszczyzną systemową jest Unia Europejska, nosząca cechy organizacji hybrydowej i przejawiająca tendencje do zwiększania złożoności swojej natury. Instytucje UE mają do spełnienia bardzo ważną, a nierzadko trudną rolę równoważenia wpływów międzyrządowych i ponadnarodowych oddziaływań, co często stawia je w sytuacji sprzeczności. Przecinające się wysiłki na rzecz pogłębiania integracji, a jednocześnie potrzeba ochrony suwerenności nie pozwalają na proste osiąganie zrównoważonego rozwoju systemu integracyjnego. Dlatego też cechą charakteryzującą ten system jest raczej proces równoważenia niż jego realne osiągnięcie.

    The article presents the problem of the functioning of factions within the European Parliament and the formation of coalitions between individual political groups basing on the Rules of Procedure and data from the seventh term of the EP. The article involves an analysis of the principles for forming factions as specified in the Rules of Procedure of the EP and the consequences for the cooperation of national parties in the Parliament arising from these regulations. In the second part of the article, matters concerning coalition formation between political groups within the EP are discussed together with the phenomenon of ‘grand coalitions’, related definitional problems and the functioning of the entire political system of the EU in this context.
    Artykuł przedstawia problem funkcjonowania frakcji w Parlamencie Europejskim i tworzenia koalicji między poszczególnymi grupami politycznymi na podstawie Regulaminu i danych z siódmej kadencji PE. W artykule analizie zostały poddane zasady tworzenia frakcji określone w Regulaminie PE oraz wynikające z tych przepisów konsekwencje dla współpracy partii narodowych na forum Parlamentu. W drugiej części artykułu przedstawione zostały kwestie związane z tworzeniem koalicji między grupami politycznymi w PE, fenomen „wielkich koalicji” oraz problemy definicyjne związane zarówno z tym zagadnieniem, jak i funkcjonowaniem całego systemu politycznego UE w tym kontekście.

    Opis:
    Topic of the article, which consists of two parts, is the picture of Polish-Russian relations in the latest historiography. In the first part, the author discusses the works of Polish scholars concerning the war expeditions of the Republic of Poland to Moscow (the so-called “Dymitriady”) at the beginning of the 17th century, which left in Russian historical memory permanent negative traces, as well as the invasions of the Eastern neighbor on the Polish lands in the 18th and 19th centuries, especially in times of partitions. The second part, a much more extensive, contains an analysis of the fundamental work by Adam Rotfeld and Anatolij Torkunow under the title Białe plamy – czarne plamy. Sprawy trudne w relacjach polsko-rosyjskich (1918–2008) [White patches – black spots. The difficult cases in Polish-Russian relations (1918–2008)], Warsaw 2010, p. 907. It is composed of 16 chapters, each of which contains two articles on the same subject, one by Polish researcher, the second is Russian. They cover the interwar period, World War II and the time after 1945, among others, the Katyn massacre, the Polish October of 1956 and martial law. The author particularly carefully treats issues causing controversy and comes to the conclusion that this valuable work is a huge contribution to the description of topics overlooked, ignored or deformed by propaganda. Draws attention to the objectivity of Russian authors to Polish affaires and a deep understanding of those matters. It can be showed mainly on the example of their relation to the events in Poland in the years 1980–1981. The work was published simultaneously in two languages-Russian and Polish.
    Статья, состоящая из двух частей, посвящена картине польско-российских отношений в новейшей историографии. В первой части автор обсуждает научные труды польских исследователей, касающиеся военных походов Речи Посполитой на Москву (т.наз. „Димитриады”) в начале XVII века, которые оставили в русской исторической памяти прочный отрицательный след, равно как и нападения восточного соседа на польские земли в XVIII и XIX вв., особенно во время разделов. Вторая часть, намного обширнее первой, включает анализ основательного труда под ред. А. Ротфельда и А. Торкунова под заглавием Белые пятна − черные пятна. Сложные вопросы в российско-польских отношениях (1918–2008), Варшава 2010, с. 907. Данная книга состоит из 16 глав, в каждую из которых входят две статьи, посвященные одной и той же проблеме, автором одной является польский исследователь, второй − русский. Статьи касаются межвоенного периода, Второй мировой войны и периода после 1945 г., между прочим, катынской трагедии, Польского Октября 1956 г., а также военного положения. Автор с особой внимательностью относится к вопросам, всегда вызывающим споры, и приходит к выводу, что ценный труд вносит огромный вклад в очищение от лжи тем, обходимых молчанием или засоренных пропагандой. Обращает внимание на объективизм российских авторов при подходе к польским делам и глубокое понимание этой проблематики. Показывает это прежде всего на примере их отношения к событиям, происшедшим в Польше в 1980–1981 гг. Обсуждаемый труд был опубликован одновременно в двух языковых вариантах − на польском и на русском языках.

    Opis:
    The main thesis of article is the analyse of the socio-economic and national-politic situation of contemporary Ukraine, especially after it declared independence. The economy in the time 1991–2016 collapsed especially in the comparison to the Soviet time. It’s demonstrates by the deep fall of the industrial and agricultural production, high rate of deindustralization, the growth of unemployment and the emigration to west countries and Russia. The Ukrainian state and economy are in the deep crisis and their can’t to solve the basic internal and international problems and contradictions of the country. On the east border to Russia was broke the half open war, Crimea declared independence and joined to Russian Federation, Donetsk and Lugansk declared secession. The leading Ukrainian compradors wait the support from USA, NATO, UE, but the situation of Ukrainian state is dramatical and it’s near the category failure state, the perspective of the accession of Ukraine to EU is very long.
    В статье поддаётся анализу общественно-экономические и политически-нацональные проблемы современной Украины. Анализу предшествует описание состояния экономики за последних 25 лет а тоже сравнение со временами СССР. Это развитие, кроме нескольких первых лет, характеризуеся глубоким падением промышленной и сельскохозяйственной продукции, поступает деиндустриализация, растёт безработица. Нарастающие явления – безработица и эмиграция не только на запад, но тоже в Россию и в Канаду. Государство находится в глубоком кризисе и не умеет решить основные национальные проблемы, углублённые этнически-национальными и международными противоречиями, особенно с Россией. Настоящие политические элиты ищут помощи в Евросоюзе, США и НАТО, но они сдержанные по отношению к этому. Украина кажется государством пришедшим в упадок и перспектива её вступления в Евросоюз и НАТО весьма отдалённая.
