National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

The European Economic Community/European Union was born as an economy-oriented organization, which was to facilitate rebuilding of the Old Continent after WWII through extensive cooperation, particularly in trade. However, the appetites of the state leaders were growing along the progress of the integration processes; the economic success was an argument for further integration of the European countries. Due to this, the organization was given the ability to make decisions and influence decision-makers at the national level in subsequent spheres that earlier were the sole prerogative of states. Still, for many years EU members determinedly guarded their competences regarding broadly understood security, predominantly defence. Successive attempts to accelerate integration in this area were not effective enough to develop a real common defence policy. One of the last initiatives, Permanent Structured Cooperation (PESCO), is supposed to help change this situation. It is therefore necessary to pose several questions: What is PESCO? What is EU members’ attitude towards developing this form of cooperation? What does this cooperation look like at the early implementation stages? What factors determine the involvement of the ‘old’ and ‘new’ EU member states? This article is an attempt to answer these questions.
Wspólnota Europejska/Unia Europejska zrodziła się jako organizacja ekonomiczna, która poprzez pogłębioną współpracę, zwłaszcza handlową, pozwolić miała na szybką odbudowę Starego Kontynentu ze zgliszczy wojennych. Apetyty przywódców państw europejskich rosły jednak w miarę postępujących procesów integracyjnych – sukces ekonomiczny napędzał wolę dalszej pogłębionej integracji państw. Ten stan rzeczy pozwolił wyposażyć organizację w możliwość decydowania i wpływania na decydentów krajowych w kolejnych sferach dotąd wyłącznej aktywności państw. Niemniej na przestrzeni lat państwa unijne zazdrośnie i z wielką determinacją strzegły kompetencji dotyczących szeroko pojmowanego bezpieczeństwa, w tym nade wszystko obronności. Kolejne próby przyspieszenia integracji w tej materii okazywały się nie na tyle skuteczne, by można było mówić o realnej wspólnej polityce obronnej. Jedna z ostatnich inicjatyw – PESCO – ma pomóc odmienić tę sytuację. Konieczne staje się zatem udzielenie odpowiedzi na pytania: Czym ono jest? Jak państwa UE zapatrują się na rozwijanie tej koncepcji współpracy? Jak ta współpraca wygląda na wczesnym etapie jej wdrażania? Jakie wreszcie czynniki determinują zaangażowanie państw „starej” i „nowej” UE? Niniejszy tekst to próba udzielenia odpowiedzi na te właśnie pytania.

The study attempts to forecast military expenditure in Saudi Arabia for 2020. The research began with a comparative analysis of military expenditure in Saudi Arabia and Russia between 2000–2019. For this purpose, bar charts were used on which the calculated values of the dynamics indices with a fixed (2000) and movable (previous year) base of the considered primary data were outlined. The study was preceded by constructing a multiple regression model to evaluate the impact of the increase in military expenditure in Russia on Saudi Arabia. This model shows that as military spending in Russia increases by one million dollars, military spending in Saudi Arabia increases by $ 0.085 million. Then, data on the expenditure incurred by both analyzed countries in 2020, obtained from various internet sources, was outlined. Their analysis made it possible to select only qualitative methods in the form of expert opinions for the forecast. Saudi Arabia's military expenditure forecast was $ 57 500 million.

The study concerns forecasting the number of soldiers in the Saudi Arabian army based on information obtained from the website: https://data.worldbank.org (The World Bank, 9.03.2020). The research began with a comparative analysis of the number of soldiers in the armies of Saudi Arabia and Russia. The idea for a comparative analysis of the number of armies of Saudi Arabia and the Russian Federation arises from Russian policy in the region of the Middle East countries, including the impact on world oil prices. The comparative analysis showed the similarities and differences in the dynamics of changes in the number of both armies dynamically. Subsequently, the primary time series data analysis on the number of Saudi Arabian troops was performed. The study selected methods for predicting raw data: Holt’s exponential smoothing and Klein’s model for the future. The next stage of the research was forecasting and the analysis and evaluation of the obtained forecasts. Klein’s model was the best forecasting model. The forecast of the number of soldiers in the Saudi Arabian army for 2020 is 251454, and for 2021, it has increased to 251006. The study ends with a summary and conclusions.

The author of the article has conducted a comprehensive theoretical and legal research of the principles for reforming national security in the domestic jurisprudence. The author has defined the priorities and directions of the reform in the national security sector, and more important – its theoretical and methodological basis. It has been outlined that theory of national security is currently undergoing a stage of active formation and dynamic development. The search for reliable theoretical principles for the organization of the strategic planning system in the national security sector requires its consideration in terms of the application of the most general political and legal methods and tools of the state’s activities, built on the basic principles of complex and systematic nature and aimed at achieving the highest level of the national security. It has been concluded that the formation and implementation of state national security policy in Ukraine is one of the main problems of effective management of a transforming society. Ukrainian political practice indicates that the technology of implementing the doctrines, strategies, concepts and programs of the state policy in the national security sector should objectively integrate all components of political activity of the state and should be based on sound theoretical principles and historical experience. It has been determined that the main purpose of the national security reform is such a quality improvement of legislation and governance in the national security sector, which can provide quality strengthening the protection of key national interests from external and internal, real and potential threats, in accordance with еру current and future needs of society. It may provide the creation or substantial renewal of the activities of existing entities that ensure the national security, a significant change (“reformatting”, “resetting”) of the national security sector in accordance with existing social needs.

The contemporary world is full of threats. Their scale, variety and dynamics make single countries, especially those smaller and less wealthy, unable to prevent them. Also former leaders of world politics such as France and Great Britain find this harder and harder. That is why, among integrating European countries there appeared the idea of Common Security and Defence Policy. Its assumption was strenghtening cooperation in these spheres, coordination of positions or the creation of rapid reaction forces, which may lead to common defence. Bearing in mind the events happening just outside the EU (North Africa, Middle East, Ukraine) and inside the EU (Paris terrorist attacks in 2015) there is a question what assumptions have been accomplished? What can the EU do to protect its citizens? These are the issues the article deals with.

European Union’s Common Security and Defence Policy (CSDP) is a fundamental example of comprehensive approach used by the EU to achieve its goals. Though CSDP the EU is able to carry out civil missions and military operations not only in Europe, but also away from it, in the farthest regions. Since 2003 CSDP’s missions and operations have been taking place on three continents: Africa, Asia and Europe. EU’s presence on continents other than Europe allows it to be perceived as a global player responsible for security on the international arena. Each of the continents is important for EU’s policies. It contributes to each of them as well as has benefits from each of them. The Union plays a certain role on each of the continents, which contributes to its position on the international arena. Focusing the actions of European Security and Defence Policy’s (ESDP) (at that time) on Asia was a crucial step towards the status of a global player and also meant a beginning of a new dimension for the relations between the EU and Asia in the area of security. Missions in Indonesia and Afghanistan proves too, that the Asian continent is particularly important for the EU when it comes to security.

Civilian management and democratic control over the army do not only consist in establishing organs and mechanisms of control and optimising their activity. It is significant to determine and respect the role of the armed forces in the society, which would allow making the army a politically neutral instrument of legally functioning forces as well as appropriate organisational structures with strictly defined protection measures allocated to carry out the undertakings of the state and the nation. The position and function of the army in society should be based on the fact that it reflects the features of the society it comes from. In order to facilitate the effective progression of the process, the following aspects should be taken into account: in what manner the army reacts to the decisions and actions of civilian society; whether there are intermediary bodies between these spheres; to what extent the armed forces represent the interests of the society; and whether a soldier-citizen exists or if the two notions should be treated separately

This article aims to present military innovations in secondary schools in Poland and the possibilities for their use in processes strengthening national security. The Constitution of the Republic of Poland in Art. 5 and 26 impose an obligation on the authorities to ensure the security of the state and its citizens and to defend the state’s borders and the integrity of its territory. Therefore, it is important in this context to properly train and educate students in military secondary schools. The basis for reaching the conclusions presented here were the results of empirical research conducted among secondary school students enrolled in military classes in Poland. The type of statistical analysis used, segmentation, allowed subgroups of respondents to be identified with their percentage share in the total population and the characteristics that define them. Analysis of the research results makes it possible to distinguish categories of the defense potential of students of military classes such as their mobilization, social and individual potential. The content of the article also indicates the possibilities and needs for the development of the potential of students of military classes.
Celem artykułu jest przedstawienie wojskowych innowacji w szkołach średnich w Polsce i możliwości ich wykorzystania w procesach wzmacniających bezpieczeństwo państwa. Konstytucja RP w art. 5 oraz 26 nakłada na władzę obowiązek zapewnienia bezpieczeństwa państwa i jego obywateli oraz obronę granic państwa i niepodzielności jej terytorium. Dlatego też istotne jest w tym kontekście właściwe szkolenie i kształcenie uczniów już w szkołach średnich o profilu wojskowym. Podstawą formułowania przedstawionych wniosków były wyniki badań empirycznych przeprowadzonych wśród uczniów klas wojskowych w Polsce. Rodzaj analizy statystycznej, zwanej segmentacją, pozwolił na wyłonienie podgrup respondentów z ich udziałem procentowym w stosunku do całej badanej populacji oraz cechy, które je konstytuują. Analiza wyników badań pozwoliła na wyodrębnienie takich kategorii potencjału obronnego uczniów klas wojskowych, jak potencjał: mobilizacyjny, społeczny i indywidualny. Treść artykułu wskazuje ponadto na możliwości i potrzeby zagospodarowania scharakteryzowanego potencjału uczniów klas wojskowych.

In December 2017 and January 2018, the Sejm and Senate, thanks to the votes of the deputies of ruling party Law and Justice, passed hugely controversial law amending inter alia Polish Electoral Code. Its adoption was opposed by the parliamentary opposition, by the electoral administration bodies and by many experts, however unsuccessfully. The enactment of this law destabilises the electoral system without a clear or evident need and treats the electoral code as a political instrument. Secondly, it does not provide the sufficient time for adaptation (vacatio legis), which may jeopardise free and fair local elections and the stability of the political system. Thirdly, the bill contains numerous unclear provisions and is in many parts written in a careless and contradictory way. Such amendments do not correspond with the European standards, described in the Venice Commission’s Code of Good Practice in Electoral Matters.

Privatisation of security did not appear in the process of revolution. Under conditions of deepening international relations, as well as integration and globalisation processes, security of the state, as well as other entities, is subject to a number of dependencies. The article casts some doubt on how much states are prepared to take such actions, while not losing the attribute of monopoly on violence. Moreover, the article presents doubts about the ranks of modern armed forces. Private Military Firms (PMFs) are new actors the actions of which affect the security. The contemporary image of the PMF functioning is a phenomenon on a global scale. In the twenty-first century, small businesses can have a huge impact on the reality and international affairs. Leaving military firms without state control proves that they do not understand the dynamics, range, risks and challenges posed by cooperation with entities that are allowed to use force. Furthermore, despite devastating consequences that occurred during the state stabilisation operations, these firms continued to outsource services to contractors, while not creating any legal control over them.

Bezpieczeństwo jest dziś słowem-kluczem. Bez jego zagwarantowania nie może być mowy o rozwoju społeczno-gospodarczym państw czy organizacji. Bez niego żaden podmiot nie będzie w stanie sprostać pojawiającym się co chwilę wyzwaniom. I choć świat ulega dynamicznym przeobrażeniom, to jednak wciąż w cenie jest posiadanie realnej siły i zdolności odstraszania potencjalnych nieprzyjaciół. Poprawne lub nawet świetne kontakty gospodarcze nie zastąpią więc sił zbrojnych, silnych przemysłów obronnych czy paktów militarnych. Dlatego państwa Starego Kontynentu, wszystkie bez wyjątku, zdać muszą sobie wreszcie sprawę, że trwające od lat redukowanie wydatków wojskowych i wykorzystywanie USA jako gwaranta europejskiego bezpieczeństwa musi się zakończyć. Czas, by Europa wzięła większą odpowiedzialność za siebie i świat. A potencjał ku temu jest wystarczający.
Security has become the key word nowadays. Without the guarantee of security there is no social or economic development of countries or organisations. Without it no subject will be able to face ongoing challenges. Even though the world is evolving dynamically, it is still essential to have real power and the ability to deter potential enemies. Satisfactory or even excellent economic relations will not replace military power, strong defense industries or military pacts. Therefore, the countries of the Old Continent, without exceptions, must finally realise the fact that decrease in military expanses and treating the USA as a guarantee of European security must come to an end. It is high time Europe took greater responsibility for itself and the world. The potential to achieve this goal is big enough.

Article characterizes relations between most powerful military pact – Northern Atlantic Pact and neutral state – Sweden. In this article is analyzing cooperation on military ground, non-military ground and it is also analyzing aspects of cooperation involving neutral status of Sweden, Crimea annexation and growing danger from Russia. Studies connected to main theme of article were based on official documents od NATO, press notes or official releases. Main reason of article is to answer on question if neutral state can cooperate with NATO and can we say that between NATO and Sweden exists partnership relation. Except of above issues, in this article I will try to define neutrality, neutral policy and partnership. After made analysis of available documents, emphatically we can agree that partnership between NATO and Sweden exists.
Artykuł charakteryzuje relacje pomiędzy największym na świecie paktem militarnym- Sojuszem Północnoatlantyckim i krajem neutralnym- Szwecją. Analizie poddane zostało partnerstwo oparte na płaszczyźnie stricte militarnej, pozawojskowej oraz aspekty dotyczące współpracy tychże podmiotów, jak choćby sprawa neutralności czy też wydarzenia związane z aneksją Krymu i rosnącym zagrożeniem ze strony Rosji. Badania związane z tematem artykułu zostały oparte na analizie oficjalnych dokumentów NATO, notatek prasowych czy oficjalnych doniesień związanych z konkretnymi wydarzeniami. Celem artykułu jest odpowiedź na pytanie czy kraj neutralny może współpracować z NATO oraz czy faktycznie między NATO i Szwecją zachodzi relacja partnerska. Oprócz powyższych zagadnień, w artykule podjęto się próby zdefiniowania pojęć: neutralność, polityka neutralności oraz partnerstwo. Po analizie dostępnych treści z całą stanowczością można stwierdzić, że na linii NATO-Szwecja zachodzi więź partnerstwa.

It is an integral part of EU’s comprehensive approach towards crisis management, drawing on civilian and military assets. EU Battle Groups remain important for CSDP as the only military capabilities on standby for possible EU operations and as they are helping to reinforce the effectiveness Member States’ of military forces. EU Battle Groups are multinational, military units and form an integral part of the EU’s military rapid reaction capacity to respond to emerging crises and conflicts around the world. Therefore, Polish diplomacy actively acts in various forums (the Visegrad Group, the Weimar Triangle) to bolster the CSDP. Poland actively involved in the implementation of the CSDP through participation in EU Battle Groups.

The article presents the Baltic-Black Sea region in the military-political dimension, as well as explores the potential benefits of this cooperation for European security. The study offers some important insights into the historical preconditions for the formation of the Union according to the Baltic-Black Sea Arc. This paper attempts to show the importance of international political and security potential of Ukraine and its influence on the formation of the Baltic-Black Sea Union. The Baltic-Black Sea Union is seen as an effective counterweight to Russia’s expansion into the West, whereby Ukraine could serve as a guarantor of European stability. The article analyzes opinions of international experts on the implementation of the Baltic-Black Sea Union, as well as compares the military power of potential members of the union with the military forces of advanced countries. This study provides an important opportunity to advance the understanding of the benefits for Union members and European countries and how the United States can help implement the idea of project. The analysis emphasizes the functions of the Baltic-Black Sea Union, potential NATO assistance and how the Union will ensure the stability of its forces in Europe. It is summarized why the countries of the Baltic-Black Sea arc can act as a guarantor of protection against Russian aggression.
