Already existing sources considering women and ethnic minorities in Russian Federation point out to the inequity in treating these groups on the Russian labor market. In the face of the COVID-19 pandemic and the recent war between Russia and Ukraine arises question whether situation of previously discriminated groups has changed? Not only this is crucial for considered groups due to the crisis caused by the pandemic but also due to growing needs of the Russian army and another crisis caused by international sanctions. In this paper authors using desk research describe already existing position of women and ethnic minorities on the labor market in Russia and answer the question whether these social groups are treated equally in comparison to other groups existing on the labor market. This article also presents analysis of potential change in the approach to groups considered in the presented research.

Today, ethnic minorities have entered the second wave of emancipation. They are fighting for the right to cultural autonomy, the right to have their own past, history and social memory. The aim of the article is to learn how ethnic minorities “recover” lost social memory in the area of childhood memory and how they work to create ethnic identity again. The text is composed of four parts. The first presents selected aspects of childhood culture. The second is presents Pierre Nora’s concept of memory. The third is presents the results of research on selected ethnic literary texts (Kashubian and Silesian). The author’s conducted semantic and structural analyzes (in the approach of Roland Barthes and Paul Ricoeur). The analyzes allowed us to recognize ethnic childhood as a space of existential suffering and a time of loss of ethnic identity. The answer – in childhood and adulthood – are specific identity strategies. they are aids in constructing a new ethnic identity. The fourth part is Summary and reflection closing the text.

Opis:
Kyrgyzstan is a multi-ethnic state in which representatives of more than 100 different ethnic groups live. Media content of Kyrgyzstan reflects multilingualism and culture of ethnic groups living in the republic. Nowadays, the print media (newspapers, magazines) are presented in the information field of Kyrgyzstan, the main purpose of which is the versatile coverage of the life of a particular ethnic group, its interaction in a multi-ethnic society. If the ethno-thematic materials of these publications are not absolute, they can be predominant, which gives the right to classify them as ethnic media. Their founders are ethnic public associations, sources of financing are ethnic communities, and also in some cases ethnic ancestral home. According to the latest data, about 10 ethnic public associations have their own print media. The state provides broadcasting to ethnic groups in their native language in the Public Broadcasting Corporation (PBC) of the Kyrgyz Republic. The editorial policy of PBC is built in the interests of Kyrgyzstan’s population, taking into account the ethnic, national and cultural diversity of the country. In a television format, all ethnic groups in Kyrgyzstan have the opportunity to participate in special television programs of the PBC that cover the ethnic sphere, such as “Wheel of Life (Колесо жизни)”, “Our country Kyrgyzstan (Мекеним Кыргызстан), as well as in ethnographic programs of other private television channels 1–2 times a year. Radio Dostuk (Friendship) was launched as part of the PBC development strategy for the period 2013–2015, as well as complying with the concept of strengthening the unity of the people and interethnic relations in the Kyrgyz Republic. The main content of the radio is created in close cooperation with the diasporas, as well as with the Assembly of the Peoples of Kyrgyzstan. Today, Tatars, Uighurs, Ukrainians, Poles and other nations can broadcast their programmes on Dostuk Radio. Nowadays, more than ever, it is necessary to develop a culture of interethnic relations, interpersonal dialogue in a multi-ethnic society. Therefore, it is important that the media contribute to the strengthening of statehood and the formation of a common civic identity for Kyrgyz citizens.
Кыргызстан – полиэтническое государство, в котором проживают представители более 100 различных этносов. Контент СМИ Кыргызстана отражает многоязычие и культуру этносов, проживающих на территории республики. Сегодня в информационном поле Кыргызстана представлены печатные СМИ (газеты, журналы), основным предназначением которых является разностороннее освещение жизнедеятельности той или иной этнической группы, её взаимодействие в полиэтническом обществе. Этнотематическая составляющая материалов этих изданий является если не абсолютной, то преобладающей, что дает нам право классифицировать их как этнические СМИ. Их учредителями являются этнические общественные объединения (ЭОО), источниками финансирования – этнические общины, а также в некоторых случаях этнические прародины. По последним данным, свои печатные издания имеют около 10 этнических общественных объединений. Государство обеспечивает вещание этническим группам на родном языке на Общественной телерадиовещательной корпорации (ОТРК) Кыргызской Республики. Редакционная политика ОТРК строится в интересах всего населения Кыргызстана, с учетом этнического, национального и культурного разнообразия страны. В телевизионном формате все этнические группы Кыргызстана имеют возможность 1–2 раза в год участвовать в специальных телепрограммах ОТРК, освещающих этносферу, таких как «Колесо жизни», «Мекеним Кыргызстан», а также в этнопрограммах других частных телеканалов. Радио «Достук» (Дружба) запустилось в рамках стратегии развития ОТРК в период 2013–2015 года, а также в соответствии с концепцией укрепления единства народа и межэтнических отношений в Кыргызской Республике. Оновной контент радио создается в тесном в тесном сотрудничестве с диаспорами, а также с Ассамблеей народов Кыргызстана. На сегодняшний день на радио “Достук” свои программы вещают дунгане, татары, уйгуры, украинцы, поляки и другие. В связи с межэтническими конфликтами (например, с 2010 года) сегодня, как никогда необходимо развитие культуры межэтнических отношений, межличностного диалога в полиэтническом обществе. Поэтому важно, чтобы СМИ способствовали укреплению государственности и формированию общегражданской идентичности кыргызстанцев.

Article is giving the information on basic situation on civic integration in Georgia. Georgia, as multi-ethnic country, is facing the obvious problems with civic integration. The biggest part of the minorities (Azeris and Armenians) are ill-represented and performed in Georgian public. Therefore, Georgian statehood stands against the severe problems of inclusion of minorities in public space. There are number of models of minority accommodation from the international perspectives and experiences. Georgia should choose one of them. However, there is no standard model of such issue. In every case, each country stands vis a vis peculiarities and 100% transplantation of any foreign model on local level is not relevant and adequate. Author, discussing the perspectives of civic integration, is arguing in favor of “integration” model against the “assimilation”, “differentiation” and pure “multiculturalism”. In case of “assimilation”, the country will face the just claims from the minority side about losing their identities. If we adjust the model of “differentiation”, that means to exclude the minorities from public life. Pure “multiculturalism” will stimulate the further fragmentation of the country. “Integration” model with some multicultural element seems more relevant and workable in Georgian realities.
Artykuł dostarcza podstawowych informacji na temat integracji obywatelskiej w Gruzji. Jako kraj wielonarodowościowy Gruzja w sposób oczywisty doświadcza wielu problemów związanych z integracją narodu. Najliczniejsze mniejszości – Azerowie i Ormianie – są w niedostatecznym stopniu obecne i nienależycie reprezentowane w sferze publicznej. Państwo gruzińskie staje więc przed trudnym problemem włączenia mniejszości do tejże sfery. Z perspektywy międzynarodowej wskazać można kilka modeli rozwiązania kwestii mniejszości. Gruzja powinna zdecydować się na jeden z nich. Brakuje jednak uniwersalnego wzorca postępowania w tej materii. Każdy kraj staje przed osobliwymi trudnościami i przeniesienie obcego modelu akomodacyjnego na lokalny grunt w skali jeden do jednego nie będzie ani właściwe, ani adekwatne. Autor, omawiając perspektywy integracji obywateli, opowiada się za modelem „integracyjnym”, a nie „asymilacją”, „dyferencjacją” czy czystym „multikulturalizmem”. W przypadku asymilacji władze kraju spotkają się z zasadnymi zarzutami ze strony mniejszości dotyczącymi zatracania się ich narodowej tożsamości. Model dyferencjacji oznacza wykluczenie mniejszości ze sfery publicznej. Czysty multikulturalizm będzie zaś prowadził do dalszej fragmentacji kraju. W gruzińskiej rzeczywistości bardziej odpowiedni i możliwy do zrealizowania wydaje się więc model integracji wzbogacony o element multikulturalizmu.

In many analysis of contemporary military conflicts, their ethnicity is emphasized. Ethnic dissimilarities are indicated as the main element which causes diversity leading to even very dramatic events. For some people dissimilarity is a possibility of marginalization, for others a possibility of arousing some values which nowadays are very often treated as secondary. Ethnicity has a changeable character resulting from the process of its settling. It cannot be seen according to the rights characteristic for former processes. To what extend does the category change in the contemporary world? Isn’t it used only in order to hide a lack of communication and reluctance to compromises? Isn’t ethnicity manipulated by polititians, very o! en temporarily understanding interest of people communities, who because of very low reasons oppose symbolism of ethnicity to arising processes of modernization? Or maybe ethnicity is another “magic charm” which we use so easily sitting in a “quiet” of a political stability. The process which can be easily placed in universalism and hardly in rationalism.

The new borders and new ideology imposed on Poland in the aftermath of World War II significantly affected the ethnic structure of the state and the approach of its communist authorities towards minority groups. The pre-war Poland was a multi-national state where Poles represented about 69.2% of the population, the remaining 30.8% were the members of minorities – with the biggest communities of Ukrainians, Belarusians, Germans and Jews. According to the first, official, post-war census – the minority groups represented after 1945 already only 2% of the citizens of new Poland.

W artykule porównano konstruowanie tożsamości narodowej przyszłych nauczycieli w Słowacji i Serbii. Pomiaru tożsamości narodowej dokonano przy pomocą skali NAIT (National Identity Scale)1. Badana grupa składała się ze 163 studentów narodowości słowackiej i 163 narodowości serbskiej (N – 326), 12% mężczyzn i 88% kobiet. W obrębie obu badanych grup, poprzez międzykulturowe analizy porównawcze, dokonano ewaluacji parametrów wyniku surowego ankiety. Wyniki badań wskazują, że przyszli nauczyciele w Słowacji prezentują wyższy poziom i większą stałość tożsamości narodowej. Jednocześnie badanie dowodzi, że świadomość narodowa słowackich przyszłych nauczycieli wzmacniana jest poczuciem patriotyzmu, a serbskich studentów – poczuciem nacjonalizmu. Wyniki omówione zostały w kontekście szkolenia przyszłych nauczycieli, z perspektywy tolerancji i międzykulturowości. Konkluzja zawiera szkic koncepcji edukacji międzykulturowej.
The paper is focused on the comparison of the national identity construct between future teachers in Slovakia and Serbia. The National Identity Scale NAIT was used for measuring national identity31. The research sample included 163 students with Slovak nationality and 163 Serbian nationality students (N – 326). The total number included 12% men and 88% women. Within both examined groups, the intercultural comparison analyses evaluated the parameters of the raw score from the questionnair. The research findings indicate that the future Slovak teachers show higher level and consistency of national identity. At the same time, the research proves that future Slovak teachers’ national awareness is encouraged mainly by the feeling of patriotism, Serbian students are more stimulated by the feeling of nationalism. The results are discussed in the context of future teachers´ training from the perspective of tolerance and multiculturalism. The conclusion provides a draft of an intercultural education concept.

This study explored multicultural pedagogy in pre-school education and how it plays an important role in strengthening the social interactions among children. The Multicultural Pedagogy approach in teaching children has established the multi-ethnic (PERPADUAN/Unity) pre-school. It is a qualitative study with data drawn from observation and interview sessions aimed to identify strategies in nurturing social interaction among multi-ethnic children. Through purposive sampling, a teacher with twenty-five children and parents from various ethnicities were selected. This study revealed that practising multicultural pedagogy reflects the diversity of ethnics strengthening social interaction. The teacher exposed the children to the cultures of every ethnic group to ensure they have understood other cultures from different ethnicity. When the children are exposed to the elements of different cultures, a sense of acceptance and tolerance attitude can be fostered. This strategy nurtured national integration, encouraging interactions among multi-ethnic children, stimulating acceptance and tolerance between children and creating a school environment that reflects the diversity of ethnicities. Core multicultural elements have been found in the PERPADUAN/Unity School. Overall findings from the current study provide new evidence illustrating how multicultural pedagogy implemented strengthens social interaction in early childhood education.

This paper is a report of some studies conducted by the author in the Roma community in the Czech Republic and Slovakia. After a brief introduction and characteristics of the surveyed group, the theoretical basis of the research and the methodological approach was presented. The project was supposed to be an attempt to show the difference between the education of Roma and of the dominant community in their country of residence. The research objective of the project was to identify the Roma perception of education and school duty, to identify and understand the relationship between the Roma identity and their relation to education and participation. Three areas were analysed: identities, culture, and education. The identification of their identities, their participation in culture and the education of the culturally dominant group are indicated. The conclusions concern the current situation of the Roma in these areas and possible recommendations or solutions for the future.

Głównym celem tego artykułu jest wyjaśnienie, na czym polega specyfika instytucji wymogu uzyskania terytorialnego rozłożenia głosów w wyborach prezydenckich, istniejącego w: Nigerii od 1979 r., Kenii od 1992 r. i Indonezji od 2001 r., oraz określenie panujących w tych państwach warunków politycznych, które przyczyniły się do jej wprowadzenia i trwania. W końcowej części artykułu, dzięki porównaniu wszystkich trzech kazusów, wskazane zostaną szczegółowe różnice występujące obecnie między nimi. W artykule zostaną również zaprezentowane wnioski dotyczące dotychczasowych doświadczeń związanych z funkcjonowaniem przedmiotowej instytucji. Pozwolą one wstępnie ocenić, czy uprawnione jest stwierdzenie, że jej zastosowanie wpływa na obniżenie znaczenia konfliktowych zachowań w relacjach między grupami etnicznymi i na budowanie międzyetnicznej akomodacji w wymienionych państwach.
The aim of this article is to explain the institution of spatial vote distribution requirement in presidential elections that exists only in three multi-ethnic states: Nigeria (since 1979), Kenya (since 1992), and Indonesia (since 2001). To become a president in any of these states, a candidate who wins majority or plurality of votes in the elections also has to gain their minimal number (e.g. at least 20%) in more than half of their main administrative units. In the article, the main premises and multi-ethnic political context for applying this institution are identifi ed, as well as differences between all three cases indicated in detail. In the final part, the hitherto experience of employing this institution is evaluated.

The article presents a training model aimed at the formation of sociocultural competence in 7-11 years old students from ethnic communities in Bulgaria, based on Geert Hofstede’s (2003) theory of culture. A schematical description of the teaching methodology of the model is offered as well as some results of a study among the trained students conducted according to pre-defined criteria and indicators. The article comprises methodological ideas for the formation of sociocultural competence in 7-11-year-old students in the conditions of digitalization considering the possibilities of the electronic textbooks, which are part of the compulsory educational content. It turns out that these textbooks are necessary for the purposes of training in the digital world, as well as for the COVID-19 pandemic.

This paper explains how multiple identities have been formed in this highly diversified country through a historical and descriptive approach. The main objective of this paper is to probe the depth of the root causes of instability and civil wars in Sudan and examine the major factors of conflicts in the country since its independence from Britain in 1956. It also aims at explaining the dynamics that are interacting in Sudan’s political scene and perpetuating instability. The paper is based on the hypothesis that Ethnic identities and tribal politics – practised by the ruling elite – hinder stabilisation and democratisation. It notes that the failure of the political elite to create a ‘melting pot’ for the diverse society resulted in a crisis of identity and conflicts and jeopardised national unity. The outcome of this is the secession of the South (in 2011) and the continuation of tensions in other “marginalised areas such as Darfur, South Kordofan, and the Blue Nile State. The absence of adequate and sound democracy, a lack of rational governance, and equitable socio-economic development aggravated grievances and led to wars in the country’s south, west, and east. The paper believes that it is not only diversity that matters but that many other factors do – notably the failure of the elite to adopt sound policies for properly managing diversity. The paper suggests some sort of consociationalism along with proportional representation to put an end to military interventions and civil wars.

The ethnic landscape in the Baltic States is dominated by one large ethnic minority: Russians. Lithuania is an exception as here the first biggest ethnic minority are Poles, followed by Russians. The Baltic States have also significant Slavic minorities, such as Belarusians and Ukrainians. There are many barriers for people from different ethnic groups to overcome because the Baltic societies are segregated according to ethnicity across a number of dimensions: language, work and geography. During the Soviet period there were separate language schools, a system that reinforced ethnic separation. Labor market was also split along ethnic lines and a large proportion of ethnic minorities lived spatially segregated from the majority group and was concentrated mostly in urban centers. The impact of communist heritage and the construction of the post-communist state order had a negative impact on the integration process of the Russian minorities in those countries. The ethnic Russians had been heavily marginalized as many of them had no citizenship at all. As a result, they had limited access to labor-market and less social protection. However, the accession of the Baltic States to the European Union (EU) has succeeded in significantly changing policies with respect for and protection of minorities in the three Baltic countries. In the last years the ethnic Russians have in fact been partially accommodated through the consistency of the citizenship laws with the European Union norms, which precisely require the protection of minorities and respect for them. The aim of the study described herein is to investigate the historic roots of ethnic segregation between the native Baltic population and the Russian minority and show how the entry of the Baltic States into the EU has facilitated the process of promoting minority rights, especially from the perspective of granting citizenship right to Russian (and Polish) ethnic persons living in those countries.
