In 2006 Dimitry Trenin stated that Russia left the West and began to work on creation of her own sphere on influence. The area of Russian activity in particular was the post-Soviet zone where Moscow wanted to rebuild their dominant position. Sergey Karaganow added: “Moscow has realized that she neither wants to nor she can afford to integrate with the West on the conditions proposed by the West – the type of integration without the right of veto”38. Alexander Dugin, an Euro-Asian ideologist claimed: “We proved that we did not give a damn about NATO and we were not afraid of it. We have the nuclear weapon and we are ready to use it. Russia crossed the line from which she can not withdraw anymore. This is a course for the revival of Russian sovereignty and the position of regional power – in practice, not just in words”39. The above quotations reflect the Russian attitude to the NATO and show the role of this organization for Russia. Undoubtedly, the Alliance is perceived by Russia as a threat and a rival. The reasons of such perception are primarily the Alliance’s claims to play the role of a “guardian” of global peace, attempts to interfere in the area recognized by Russia as her sphere of influence, strengthening the position of NATO in Eastern Europe and project of development new defence technologies such as missile defence. Since the 90s Russia consistently has been trying to undermine the importance of NATO and to put it into the frame of international structures of security governance. In 2010 minister Sergey Lavrov argued that NATO is a relic of a bygone era and should be subjugated to the principles of the UN Security Council.

Both in the Polish and Russian language the term ‘nation’ is understood in a slightly different way than the English word ‘nation’. It is understood not only in cultural but also political terms, and in numerous contexts it is used to denote ‘the people’ or an ‘ethnic nation/ethnos’. Thus, when we use words ‘nation, nationality, narodnost’, sometimes only the context makes it possible to decide whether we mean the nation, nation or ethnos. However, this lack of clear distinction in the colloquial discourse should not make one conclude that there are not fully shaped nations in Poland and Russia. It is just that the colloquial discourse fails to notice these vague distinctions. In the scientific discourse in both countries, these differentiations have been precisely defined and used for a long time.

The geopolitical location between Russia and Germany has historically determined Poland’s foreign policy, in which Ukraine has been given a privileged place. Polish policy-makers have perceived Ukrainian independence as the main barrier preventing the restoration of Russian imperial ambitions. Consequently, Poland has been unwavering in its commitment to supporting the Ukrainians in their resistance to the Russian invasion of Ukraine in February 2022. This attitude was visible in Poland’s Prime Minister Mateusz Morawiecki’s 2023 lecture at the University of Heidelberg. Nevertheless, relations between Ukraine and Poland and the current Russia-Ukraine conflict are far more complex than is mainly acknowledged. Behind Poland’s support, there is an unhealed wound of Ukrainian nationalism, which the current government in Ukraine does not want to unknowledge. The Ukrainian nationalist ideas, based on the slogan “Nation above all,” are very different from those of the Poles. Upon proper recognition of the multifaceted causes of war and the situation’s complexity, a cease-fire and a peaceful settlement of the Russia-Ukraine conflict could be achieved.

The aim of the publication is to analyze Turkey’s reaction to Russia’s aggression towards Ukraine. The research will first identify the following independent variables which determine Turkey’s response to Russia’s aggression against Ukraine: the geostrategic importance of the Black Sea, the multidimensional cooperation between Turkey and Ukraine, the interdependence of Turkey and Russia, and the economic crisis in Turkey. Secondly, the strategy of the analyzed reaction will be discussed together with the justification for its choice. Third, the diplomatic, political, military, and humanitarian actions undertaken by Turkey in response to the war in Ukraine will be analyzed. A methodological assumption has been made, with which Turkey’s reaction to Russia’s aggression against Ukraine (the dependent variable) is conditioned by independent variables functioning simultaneously on two levels: the international system and the domestic system. Four research hypotheses will be verified in the article.
Celem publikacji jest analiza reakcji Turcji na agresję Rosji w Ukrainie. W ramach badań, po pierwsze, zidentyfikowane zostaną następujące zmienne niezależne warunkujące reakcję Turcji na agresję Rosji w Ukrainie: geostrategiczne znaczenie Morza Czarnego, wielowymiarowa współpraca Turcji z Ukrainą, współzależność Turcji i Rosji, kryzys gospodarczy w Turcji. Po drugie, omówiona zostanie strategia owej reakcji wraz z uzasadnieniem jej wyboru. Po trzecie, przeanalizowane zostaną działania dyplomatyczno- polityczne, militarne i humanitarne podejmowane przez Turcję w odpowiedzi na wojnę w Ukrainie. Przyjęto założenie metodologiczne, zgodnie z którym reakcja Turcji na agresję Rosji w Ukrainie (zmienna zależna) warunkowana jest przez zmienne niezależne funkcjonujące jednocześnie na dwóch poziomach: systemu międzynarodowego i wewnątrzpaństwowego. W artykule weryfikacji poddane zostaną cztery hipotezy badawcze.

Experts on information competition between Russia and Western countries are convinced that president Vladimir Putin plans a war against the West as a long-term operation. It is directed on two fronts: internal and the more effective external one. Both can be developed in every country of the World; the opponent may be a compatriot but the ally may be a foreigner. Fortunately, in the West the effectiveness of these operations is lower. Confrontation with the West the Kremlin has many advantages: parental and controlled informational space, technical implements, huge experience based on expert knowledge, likewise a longstanding practice in conducting informational operations. Those actions are strongly concentrated and there are widely used digital platforms and also, they popularise the contents in harmony with Russian Federation politics. Their aim is not only forming internal and external public opinion properly and in line with the Kremlin’s interests, because as the annexation of Crimea has demonstrated that their aim is construction of a new reality of the world. Paradoxically, in the Russian Federation’s policy, media freedom and political pluralism are considered as a weakness of the West. Many communities which have different benefits are sensitive to the Kremlin’ s propaganda.

The subject of the article are the media. The activity of the media was analyzed in the context of their use to achieve the goals of the undemocratic regime. Considerations were also made on the admissibility of limiting the freedom of the media in democratic regimes. The relationship between the activities of the media and state security was adopted as the leading context. Answers were sought to the following questions: is freedom of the media the main value in the state?; can the freedom of the media be limited in a democratic regime?; if we consider that the freedom of the media may be limited, what conditions must be met for this? As a hypothesis, it was assumed that: freedom of the media is an undeniable value of democracy, but it cannot be a superior value over securing the survival of the state. The following methods were mainly used: institutional and legal, comparative and systemic. One of the main conclusions is that: freedom of action of the media can be their privilege only during the normal, i.e. safe functioning of the state, and the actions of the media cannot be contrary to the supreme values of the Nation and threaten the survival of the state.

The aim of the present study was to investigate the attitudes of teachers and school administration towards inclusion. A distinctive feature of this study is the gradual increase in the number of its members as a result of the annual increase in the number of inclusive schools that was also reflected in the qualitative composition of the sample. The study was conducted with the use of a questionnaire distributed among teachers and school administration. The article presents the results of a 3-year study, which made it possible to track changes in their attitudes towards inclusive education. Results show that in general all the participants have a positive attitude towards inclusion. However, there is a difference between the groups of teachers and administrators, as well as the groups of teachers in rural and urban schools.

Russia’s intervention in Syria in 2015 marked the Russian Federation (RF) return as a key player in the Middle East and North Africa. In this context, the relations between Russia and the UAE are of utmost importance for both entities, for the region, and globally. This article seeks to fill a gap in scholarly knowledge by answering questions about the nature of the emerging cooperation between Russia and the UAE. How Russia seeks to use the UAE to expand its sphere of influence in the MENA region and how the UAE uses this cooperation to achieve its foreign policy goals. The article applies protocooperation (an analogy to the ecological relationship) as a model for the Russia-UAE partnership. The RF is strengthening its position in the MENA regarding the UAE as a key partner for regaining its political, economic, and military influence in the MENA region. Russia-UAE’s partnership aims at achieving conjunctural geopolitical interests benefiting from diminished Western, mainly the US, presence in the region.

Economic relations between Russia and China have been growing over the years. Of particular importance in Russia-China economic relations is the gas and oil trade. Russia has the world’s largest natural resources, while China is the world’s largest energy consumer. In 2014, an agreement was reached to build a new gas pipeline and increase gas exports to China. If the planned volume of gas can be exported to China on a stable basis, Russia will be able to supplement some of the economic sanctions imposed by the West. However, there is much uncertainty as to whether China can be a stable export destination for Russia. There is a significant gap in the trade scale between Russia and China and asymmetrical dependence in the relationship between them. In addition, international pipeline projects have substantial financial and time costs, and the two countries; intentions sometimes differ. The purpose of this research is to clarify the current state of trade interdependence between Russia and China and to study whether China can be a stable economic partner for Russia. This paper consists of three main parts, with an introduction and conclusions. The first part explains an overview of trade and asymmetric interdependence between Russia and China. It then analyses the anticipated benefits and vulnerabilities of increased Russian gas exports to China. The third section investigates the uncertainties of China as a gas importer in terms of China’s dependence on Russia.

Russia is a state with a multi-ethnic federal structure inherited from the USSR. Implementing an ethnic policy that would unite and integrate its citizens is one of its most important goals. Among Russia’s federal subjects are also national republics pursuing their own ethno-political concepts, either conciliatory or conflictual. Tatarstan and Chechnya are examples of such republics. With the use of the comparative method, the article is an attempt at demonstrating many factors that have an impact on the shaping and implementing of the ethnic policy through such criteria as the status of the republics, the concept of the nation, and ethnocentrism, historical memory, the role of Islam and its politicization, and the language policy. The article also outlines their consequences and possible future scenarios.

Unrest, conflicts, and wars in various parts of the world have created huge political and business opportunities for private military companies. They can gather intelligence, provide security for rich and powerful political actors, and provide mercenaries to interest groups worldwide. Private Russian military forces with close ties to President Vladimir Putin are used in war zones and continue expanding their presence in many regions worldwide. The Wagner Group is the most famous Russian mercenary unit. It gained notoriety mainly by supporting Russian forces in the conflict in Ukraine in 2014. At that time, it also provided one of the services that the authorities in the Kremlin particularly appreciate in their actions, and that is the lack of attribution for conducting armed conflicts, thanks to which mercenaries play the role of separatist fighters. Since then, the organisation has been deployed in many countries, including Syria, Libya, Mali, the Central African Republic, Sudan, and Venezuela, always to covertly support representatives of regimes favoured by Putin. Like all other mercenary units in Russia, the Wagner Group does not officially exist, because Russian law does not allow mercenary activities. The article has two main objectives: first, to present an analysis of the activities of the Wagner Group, using the currently available information; second, to prove that the concept of hybrid warfare could best explain the Kremlin’s use of Russian mercenaries.

The paper addresses the conditions, objectives, and measures of the foreign policy of the Russian Federation. The first part of the paper presents - both in theoretical and practical terms - foreign policy’s determinants. In particular, it addresses their following types: internal objective, subjective internal, objective external, as well as subjective external ones. The second part of the paper uses the example of Russia to present interests and foreign policy goals constituting an extension of these interests. The author attempts to answer the question how to identify the interests, goals, and values of modern Russia. The final part of the paper presents - again both in theoretical and practical terms - the instruments for achieving the foreign policy objectives.
В статье рассматриваются условия, цели и меры внешней политики Российской Федерации. В первой части статьи представлены - как в теоретическом, так и в практическом плане - внешнеполитические детерминанты. В частности, рассматриваются следующие виды детерминант внешней политики: внутренний объективный, внутренний субъективный, объективный внешний и субъективный внешний. Во второй части на примере России представлены интересы и внешнеполитические цели, являющиеся расширением этих интересов. Автор пытается ответить на вопрос о том, как выявить интересы, цели и ценности современной России. В заключительной части статьи представлены - опять же как в теоретическом, так и в практическом плане - инструменты для достижения поставленных внешнеполитических целей.

Relations between Russia and the European Union are particularly important in the sphere of the production, transmission and use of energy resources as it is in this field where Russia possesses its key strategic assets, and the European Union heavily relies on supplies of oil and natural gas from this country. Russia wants to be perceived as a superpower by the European Union countries and believes that having such a status will contribute to its further progress. In order to accomplish this goal it should take advantage of its superior position in the field of power industry. In the past, both in the times of czarism and the Soviet Union, Imperial Russia built its status as a world power primarily by using its military potential to expand its territory. We compare this tradition to Russia’s present attitude, the latter is undoubtedly less dangerous and it may become the basis for mutually advantageous cooperation.
