    The report presents results of the experimental study on relationships between arousal of emotions and commitment, and an effectiveness of the government’s remembrance policy. In measurements, the team manipulated emotions inspired in a narrative (neutral vs. positive vs. negative) and participants’ commitment to popularization of a narrative (no commitment vs. low commitment), and it observed how different conditions influenced independent variables: memorization of information, attitude change and real-life behavior. Besides presentation of collected data, the report also includes brief introduction to the theoretical background of the study (especially theoretical hypotheses which verification was project’s objective) and a short discussion of final results.
    W raporcie zostały zaprezentowane wyniki badań eksperymentalnych nad związkiem między wzbudzeniem emocji i zaangażowania a skutecznością polityki historycznej rządu. Przeprowadzone pomiary pozwoliły zespołowi manipulować emocjami inspirowanymi w narracji (neutralne – pozytywne – negatywne) i stopniem zaangażowania uczestników w popularyzację opowieści (brak zaangażowania – niskie zaangażowanie), a także umożliwiły obserwację różnic między warunkami w wynikach dla zmiennych niezależnych: zapamiętywania informacji, zmiany postaw i zachowania. Oprócz przedstawienia zgromadzonych danych raport zawiera zwięzły wstęp teoretyczny do badań (zwłaszcza hipotez teoretycznych weryfikowanych w projekcie) i krótką dyskusję wyników końcowych.

    Remembrance is a powerful instrument of social mobilisation, identity construction and political competition. Its impact on individual and shared beliefs or attitudes makes it an object of government’s interest, because remembrance can be used to legitimise ideologies or policies. Theoretical considerations of a government’s role as a narrator lead us to the general definition of the government’s remembrance policy, which we understand as a complex of narratives and interpretations presented to influence citizens’ attitudes, behaviours, beliefs and identities. The paper develops the definition with five theoretical hypotheses on the effectiveness of remembrance narratives. It argues that the government’s remembrance policy is myth-motoric, non-scientific, emotional, based on commitment and that it is a type of social influence. The study is an initial verification of theoretical approach, and I believe that my arguments will motivate other researchers to investigate different aspects of a government’s desire to narrate past events.

    The paper presents results of the experimental study on the government’s remembrance policy, attitudes towards it, and the influence of remembrance narratives. It discusses individual differences of participants on three different grounds: (1) interest in history or politics, and level of historical knowledge, (2) features of cognitive motivation measured by the need for closure questionnaire: preference of order, desire for predictability, discomfort with ambiguity, closed mindedness and decisiveness, and (3) response to the presented narrative, including inspired emotions and an assessment of a story. Collected data and research observations offer an interesting and valuable insight into relationships between various factors and citizen’s support for the remembrance policy. They also lead the team to formulate three conclusions which may be used to develop theoretical understandings of this aspect of politics within political science and related disciplines.

    Ustanowienie od 1999 r. województwa, jako jednostki samorządu terytorialnego w Polsce miało przełomowe znaczenie w procesie decentralizacji państwa. Województwo uzyskało nie tylko klasyczne atrybuty samorządu terytorialnego, ale wyraźnie ewoluuje w kierunku instytucji regionu. Proces ten uległ intensyfikacji wraz z wstąpieniem Polski do Unii Europejskiej. Szczególne znaczenie w tym procesie mają zarządy województw, którym ustawa z 6 grudnia 2006 r. o zasadach prowadzenia polityki rozwoju powierza szereg istotnych zadań w zakresie rozwoju regionalnego. Zadania te, realizowane w okresie recepcji środków europejskich tj. w latach 2007–2013 (2015) oraz w latach w latach 2014–2020 w zasadniczy sposób wpływają na dynamiczny rozwój społeczno-gospodarczy wspólnot lokalnych, ale przede wszystkim stymulują przekształcanie się samorządu województwa w region europejski.
    The establishment of voivodeship in 1999, as the unit of local government, had a break- through role in the process of decentralization of the state. Voivodeship has gained not only the traditional attributes of the local government, but is clearly evolving in the direction of the institution of the region. This process has intensified because of the accession to the European Union. The voivodeship board has got major importance in this process on the basis of The Act of Regional Development, which ensures the voivodeship board a lot of undertakings in the area of regional development. These undertakings, performed during the reception of EU funds in the years 2007–2013 (2015) and in the years between 2014–2020 have significantly affected the dynamic socio-economic development of local communities, but above all have stimulated the transformation of the self-government of the voivodeship into the European region.

    During the late twentieth century, the question of gender equality became an important issue on the global agenda. Despite the fact that there has been a drastic substantial progress in favor of gender equality, there are still a lot of issues connected with the subject of gender in the world. The feminist foreign policy is not an established political concept. Sweden was the first country to pursue a feminist foreign policy in 2014. This approach was part of the world’s first ‘feminist government’. The goal is to achieve equality in all spheres of society, as well as to guarantee equal conditions for women and men in society and in their personal lives. I consider this topic of research to be a great opportunity to explore how the feminist foreign policy works and how it influences the international relations.

    The COVID-19 pandemic affected the elderly in a special way. On the one hand, it contributed to the increase in health deficits and those related to social isolation. On the other hand, it also had a significant impact on the level and methods of support provided to seniors. The pandemic situation turned out to be a particular challenge for local governments and non-governmental organisations operating in various areas of senior policy. The general aim of the article was to analyse the state’s initiatives aimed at counteracting the effects of the COVID-19 pandemic addressed to seniors and examples of activities of the local government and the civil sector cooperating with it for the benefit of this group of people. In turn, the specific objective was to identify and understand the greatest difficulties that seniors had during the pandemic and the role played by the non-governmental organisation (both during the pandemic and as an entity of potential support in the future, which was particularly interesting given the European Union promoting services provided in the local environment). In connection with the specific objective, qualitative research was carried out using the in-depth interview method. The interviews were based on scripts that concerned four areas: problems and experiences of the elderly during the pandemic, help and support, communication, health, and well-being.

    The article is part of a series of publications on the activities of youth councils in local selfgovernment communities. It focuses on describing the functions performed by such entities and attempts to answer the question about which of the functions performed by youth councils is of key importance in the opinion of councillors. The article is based on empirical research (quantitative research) conducted using a questionnaire. The research was carried out in 18 voivodship cities in Poland, and its aim is to expand the discussion on the functioning of youth councils as structured entities within local self-government units.
    Artykuł stanowi część cyklu publikacji poświęconych działalności rad młodzieżowych w lokalnych wspólnotach samorządowych. W niniejszej pracy skoncentrowano się na przedstawieniu funkcji pełnionych przez tego typu podmioty oraz próbie odpowiedzi na pytanie, która z funkcji realizowanych przez rady młodzieżowe, w opinii radnych, pełni kluczowe znaczenie. Artykuł został opracowany na podstawie badań empirycznych (badań ilościowych) z wykorzystaniem kwestionariusza ankiety. Badania zrealizowano w 18 miastach wojewódzkich w Polsce, a ich celem jest poszerzenie dyskusji na temat funkcjonowania rad młodzieżowych jako podmiotów ustrukturyzowanych przy jednostkach samorządu terytorialnego.

    Poland has insufficient natural gas resources to satisfy its needs. That is why it has been dependent on the imports of that raw material. One of the challenges facing the Polish government is limiting Poland’s dependency on Russian gas. The objective of the paper is to present the directions of the Polish government’s energy security policy in terms of natural gas in the years of 2015-2018. Particular attention was paid to the assumptions and the implementation of the government’s gas policy in terms of the situation in the European Union gas market. An attempt was made to answer the question: To what extent have the assumptions of policy of the government of the Law and Justice party regarding Poland’s gas security been realized? In an attempt to answer the question so formulated, the following methods were used in the study: a decision-making method, formal-legal method, statistical and comparative methods. On the grounds of the conducted research, it needs to be concluded that after 2015, as a result of the government’s policy, the imports of natural gas from the east to Poland were reduced with a simultaneous diversification of the direction from which this raw material was delivered. The resignation from the deliveries of Russian gas to Poland after 2022 will be possible thanks to putting Baltic Pipe gas pipeline into operation and raising the flow capacity of Świnoujście LNG terminal. The implementation of these investments will have a positive impact on the improvement of Poland’s gas security. Failure to launch the investments and an increase of gas consumption in Poland will make it necessary to conclude a short-term Polish-Russian agreement for imports of that fuel to Poland.

    The article provides a scientific analysis of the financial independence of territorial communities, which is aimed at strengthening the implementation of decentralization measures in Ukraine. Indicated that problems of financial support of the local government powers are the focus of Ukrainian scientists, experts in local budget management and finance. Independence in the aspect of local self-government should be considered within the norms established by the Constitution of Ukraine, the European Charter of Local Self-Government, and other legislative acts. Performed theoretical and applied identification of the “financial independence of the territorial community”. Analyzed the key provisions of the Ukrainian legislation on financial support of territorial communities, which were transformed in the process of decentralization during 2014–2020. Highlighted the state policy components of ensuring the financial independence of territorial communities, based on the principles of the European Charter of Local Self-Government. Measures of state policy to ensure the financial independence of territorial communities can be systematized into two groups: 1) direct participation of the state in the formation of financial resources of communities and territories; 2) indirect participation of the state in the formation of financial resources of communities and territories and their disposal. Noted that consolidation of revenue sources in local budgets of Ukraine is characterized by instability. Summarized the results of the sociological study of the financial support of territorial communities in terms of their financial independence. Emphasized the lack of legal opportunity for local governments to independently keep records of personal income tax and other national taxes in terms of their payers. Proposed the measures to improve the administration of taxes, which are a source of revenue to local budgets: organization of a digital information network on the payment of taxes and other mandatory payments by individuals and ensuring access to it by local government officials; establishing interaction of territorial bodies of the State Tax Service of Ukraine with local self- -government bodies on issues of control over the correctness and timeliness of tax payments and other obligatory payments by individuals and legal entities, etc.

    The aim of the article is to undertake a reflection concerning the conditions (possibilities and limitations) of the realization by state subjects of the historical policy in a diversified society - in conditions of liberal democracy. A task designed in this way needs above all to point at the creators and the semantic field of the term “historical policy” and also possible (accessible) means by which it can be realized. Due to the volume of the article, it will be just an attempt to signalize some essential problems, for the authors, in a discussion of that issue which may become a contribution to further research.

    The right to information and the degree to which citizens are informed about the activities of public authorities is of great importance for the quality of public life. The article analyzes the results of research on the manner of conducting information policy by voivodeship self-governments in Poland. They focus on the approach of self-government representatives to the information policy, as well as the communication tools used, which have an impact on the level of informing citizens about the activities of voivodeship self-government.
    Prawo do informacji i stopień poinformowania obywateli o działalności władz publicznych ma duże znaczenie dla jakości życia publicznego. W artykule poddano analizie wyniki badań dotyczące sposobu prowadzenia polityki informacyjnej przez samorządy wojewódzkie w Polsce. Skoncentrowano się w nich na podejściu przedstawicieli samorządów do polityki informacyjnej, a także wykorzystywanych narzędziach komunikacji, co ma wpływ na poziom poinformowania obywateli o działalności samorządów wojewódzkich.

    The article is devoted to the study of the issue of subjects of municipal legal policy. The author made a thorough analysis of approaches to the definition of legal policy, municipal legal policy and gives his own vision on this issue, based on scientific literature and the provisions of Ukrainian and foreign legislation. The article considers two approaches (activity and institutional) to the understanding of the concept of «legal policy» in the scientific literature and analyzes the approaches to the definition of «legal policy». Thus, the paper presents the scientific developments of the representatives of the activity approach, in which the main subject of legal policy is the state bodies, it is concluded that such an approach narrows the understanding of the subjects of legal policy. The opinions of the representatives of the institutional approach are studied and it is noted that their understanding of legal policy without the allocation of subjects is quite controversial. The paper singles out the scientific approach, according to which the subjects are understood as state and municipal bodies, it is said that such an approach also narrows the understanding of the subjects. The author concludes that the subjects of legal policy can include government agencies and non-governmental organizations (political parties, NGOs, citizens, the scientific community). Regarding the definition of subjects of municipal legal policy, the author analyzes the approach to which the subjects are public authorities, local governments and the local community. It is noted that this definition of subjects in terms of separate allocation of the local community is fully consistent with the provisions of Art. 140 of the Constitution of Ukraine. The approach to the selection of subjects of municipal legal policy, according to which the subject is local government, is studied. The author believes that this position should be criticized because the municipal legal policy is formed and implemented not only at the local but also at the national level. The results of the study conclude that the allocation of state and non-state structures as subjects is the most balanced position in the scientific literature. The author concludes that the subjects of municipal legal policy should be understood as state and non-state (political parties, public organizations, etc.) structures, as well as individual citizens, scientists. The separation of state and non-state structures as groups of subjects of municipal legal policy is substantiated, as well as their division into a number of smaller subgroups.
    Стаття присвячена дослідженню питання суб’єктів муніципально-правової політики. На основі наукових досліджень та положень вітчизняного та зарубіжного законодавства автором здійснено ґрунтовний аналіз підходів до визначення суб’єктів правової політики, муніципально-правової політики та наведено власне бачення з цього питання. У статті розглядається два підходи (діяльнісний та інституційний) до розуміння поняття «правова політика» у науковій літературі та на основі проведеного розподілу аналізуються підходи до визначення суб’єктів правової політики. Так, у роботі наведено наукові розробки представників діяльнісного підходу, у яких основним суб’єктом правової політики вважаються органи держави, висновується, що такий підхід звужує розуміння суб’єктів правової політики. Досліджуються думки представників інституційного підходу та зазначається, що їх розуміння правової політики без виділення суб’єктів є досить спірним. У роботі окремо виділено науковий підхід, за яким під суб’єктами розуміються державні та муніципальні органи, сказано, що такий підхід звужує розуміння суб’єктів. На підставі проведеного аналізу автор робить висновок, що до суб’єктів правової політики можна віднести органи держави та недержавні утворення (політичні партії, громадські організації, громадяни, наукове співтовариство). Звертаючись до визначення суб’єктів муніципально-правової політики автор аналізує підхід, за яким суб’єктами є органи державної влади, місцевого самоврядування та місцева громада (власне населення). Зазначається, що таке визначення суб’єктів в аспекті окремого виділення місцевої громади повністю відповідає положенням ст. 140 Конституції України. Досліджується підхід до виділення суб’єктів муніципально-правової політики, за яким суб’єктом є органи місцевого самоврядування. Автор вважає, що до такої позиції слід ставитися критично через те, що муніципально-правова політика формується та реалізується не лише на місцевому, а й на загальнодержавному рівні. За результатами проведеного дослідження висновується, що виділення державних та недержавних структур як суб’єктів є найбільш виваженою позицією у науковій літературі. На підставі проведеного аналізу наукової літератури та законодавчих актів автор доходить висновків, що під суб’єктами муніципально-правової політики необхідно розуміти державні і недержавні (політичні партії, громадські організації тощо) структури, а також окремих громадян, учених. Обґрунтовується виділення державних та недержавних структур як окремих груп суб’єктів муніципально-правової політики, а також їх поділ на низку менших підгруп.
