Global Citizenship Education at university has been developed in Spain with the continued support of the Official Development Assistance and collaboration of Non-Gobvernment Organizations. In recent years, this assistance is suffering a drastic decrease in funding. Due to this situation, Spanish nonprofits and the University must enhance their collaboration in order to make a better use of the resources available. This article details a method for determining the collaboration factors in activities of Global Citizenship Education at university through the prioritization of experts’ preferences of collaboration. For this, it uses a quantitative technique called the Analytical Hierarchy Process on a sample of Global Citizenship Education professionals all over Spain. The results provide criteria that may help to establish a most suitable and collaborative action plan for Global Citizenship Education in the university space in the new changing reality.

In reflection summary it can be stated that social policy is both a possibility and a barrier in the development of a new corporate culture-civilization, referred to as globalization. Main forces shaping the new global reality, and the face of social policy are: technical and scientific progress, international laws and education focused on raising awareness of global change. Quick pace of civilization reveals an inability to adapt to a wide range of society the realities of the world of IT and information, and consequently the phenomenon of exclusion and widening of social pathologies. The image shaping social policy sets out the special role of participatory unit. The implementation of the project of European integration reveals a large gap between the assumptions and practice of social life. Standards of social policy remain in the realm of vision, a declaration of hope, the boundaries between the real world and virtual information and disinformation and manipulation. An important role in this regard play the media, which in its action shall submit to the effectiveness of the delivering authentic information about contemporary social realities and social policy pursued in its various structural dimensions.

Food constitutes the basic human need. Changes in the modern world indicate that the problem of food security will steadily grow in importance in the future. The key question is therefore how to provide it, how to governance it in a dynamically changing world under the globalization processes. The article deals with the problem of global governance of food security. Its main assumption is that the globalization processes create the qualitatively new environment of food security global governance. The analysis permits three conclusions. First, as a consequence of the globalization processes, the way food security is perceived has changed while the problem itself becomes complex and multi-dimensional, which increases demand for new forms of its governance. Second, under the influence of the globalization processes, the responsibility for ensuring food security extends over an increasingly large group of actors and requires coordinated actions taking an increasingly broad group of so-called stakeholders into consideration. Third, globalization processes stimulate the formulation and development of paradigms and strategies for food security, offering an ‘infrastructure’ and creating their intellectual foundation as in the case of the free-market model, as well as offering an ‘infrastructure’ and being the point of reference, in opposition to which alternative proposals are developed, such as food self-sufficiency and food sovereignty
Żywność stanowi podstawową potrzebę człowieka. Zachodzące współcześnie zmiany sugerują że problem bezpieczeństwa żywnościowego będzie systematycznie zyskiwał na znaczeniu. Kluczowe pytanie zatem brzmi: jak je zapewnić i w jaki sposób nim zarządzać w obliczu procesów globalizacji? Celem artykułu jest analiza procesów globalizacji jako nowego jakościowo środowiska globalnego zarządzania bezpieczeństwem żywnościowym. W jej efekcie ustalono że, po pierwsze, w wyniku procesów globalizacji zmianie ulega sposób percepcji bezpieczeństwa żywnościowego a sam problem nabiera założonego, wielowymiarowego charakteru co wzmaga zapotrzebowanie na nowe formy zarządzania nim. Po drugie, że pod wpływem procesów globalizacji odpowiedzialność za zapewnienie bezpieczeństwa żywnościowego rozszerza się na coraz większą grupę podmiotów i wymaga skoordynowanych działań z uwzględnieniem coraz szerszej grupy tzw. interesariuszy. Po trzecie, że procesy globalizacji stymulują formułowanie i rozwój paradygmatów i strategii na rzecz bezpieczeństwa żywnościowego, oferując ‘infrastrukturę’ i tworząc ich podbudowę intelektualną, jak w przypadku modelu wolnorynkowego oraz oferując „infrastrukturę” i stanowiąc punkt odniesienia, w opozycji do którego rozwijane są alternatywne propozycje, jak samowystarczalność czy suwerenność żywnościowa.

The relationship between the two countries has been a complex and diverse subject of investigation and contemplation. The interconnection between the two countries can be described by the following central notions, such as economic cooperation, rivalry in terms of status acquisition of global hegemonic power, particularly in the Pacific region and beyond controversy mutual suspicion over each other’s intentions. Therefore, it is clearly justified that each state has elaborated and adopted a specific manner of conduct and attitude regarding each other as a potential adversary but has meanwhile maintained an extremely strong economic partnership. It is fair to state, that the relationship between both countries has been described by multiple world leaders and academics as the world’s most significant bilateral relationship of the 21st century. Due to the fact that Chinese economy has started to develop increasingly fast and PRC has strengthened its positions on the world’s arena, the United States started to perceive the Middle Kingdom as a direct threat to the established world order in its drive for regional hegemony in East Asia now as well as future aspirant for global supremacy. Beijing, by contrast rejects these notions, and continues its assertive policies and its quest for allies.

Wraz z ogłoszeniem przez ONZ „Agendy na rzecz zrównoważonego rozwoju 2030” globalna edukacja obywatelska stała się ważnym narzędziem realizacji Celów Zrównoważonego Rozwoju. Jednym z jej zadań jest w ujęciu UNESCO przygotowanie dzieci, młodzieży i dorosłych do budowy bardziej inkluzywnego świata. Krytycy podkreślają jednak, że wiele działań z zakresu globalnej edukacji obywatelskiej ma charakter pozornie inkluzywny. Problematyczny okazuje się konstrukt globalnego obywatela elitarny, imperialistyczny i paternalistyczny, a także ucieleśniający dyskurs neoliberalny. Celem artykułu jest analiza inkluzywnego potencjału globalnej edukacji obywatelskiej i wskazanie możliwych ścieżek poszerzenia go. Argumentuję, że aby uczynić globalną edukację obywatelską bardziej inkluzywną, warto przeformułować kategorię globalnego obywatelstwa. Odwołując się do prac R. Lister, V. Andreotti, A. Abdiego czy L. Shultz proponuję bardziej elastyczną, pluralistyczną formułę globalnego obywatelstwa, wrażliwego na różnicę, ale nie rezygnującego z uniwersalistycznych obietnic. Nakreślam także wybrane implikacje tej formuły dla globalnej edukacji obywatelskiej.
With the UN “Agenda for Sustainable Development 2030”, global citizenship education has become an important tool for achieving the Sustainable Development Goals. According to UNESCO, its aim is to prepare children, youth and adults to build more inclusive world. Critics, however, emphasise that many activities in the field of global citizenship education are only seemingly inclusive. The construct of a global citizen – elitist, imperialist and paternalistic, as well as embodying the neoliberal discourse – turns out to be problematic. The aim of this article is to analyse the inclusive potential of global citizenship education and to point out some possible ways of expanding it. I argue that to make global citizenship education more inclusive, there is a need to reformulate the concept of global citizenship. Drawing on the works of R. Lister, V. Andreotti, A. Abdi and L. Shultz, I propose a more flexible, pluralistic formula of global citizenship, sensitive to difference but not giving up universalist promises. I also outline the implications of this formula for global citizenship education.

Global warming is a fact. The reason for this can only be a guess. There are hypotheses claiming that the climate changes are consequences of human activities. Other hypotheses say that such occurrences appear regularly every few thousand years. As early as the beginning of the twentieth century some scientists noticed indicators of the growth of the global average temperature. Regardless of the reason global warming is observable mostly in polar areas. Nowadays about four million people live in the Arctic including native inhabitants. Global warming impacts on all of these including indigenous peoples of the Arctic whose cultural identities have always been related to nature. They have always lived in harmony together with nature, they have been a part of it and have never tried to fight against it. A changing climate can make them give up the way their ancestors used to live. Afterwards it can cause the disappearance of their languages and cultures that languages are parts of. Besides for many decades all indigenous people had been thought to be at a lower development level than new arrivals so today almost all languages spoken by indigenous peoples of the Arctic are endangered. All indigenous peoples of the Arctic have common points in their histories like deprivation of lands and suppression of languages and traditions. Most of their ancient customs and religions are forgotten but there are many material marks that are important for future generations. It is very important to preserve the marks and the knowledge of their languages because the value of them is priceless. Today native inhabitants of the Arctic live in countries with various law regulations so their situation is different in each country. Some of them have some autonomy, but others still seek it.

The theory of the state today has developed from a variety of disciplinary perspectives and is subject to a myriad of theoretical approaches. The state has changed with time and in this article the author indicates how the concept of the state in political science has reflected it. The article focuses on the contemporary state theories. The author claims that a “new wave” of theories of the stateis changing our understanding of the state and results in the fundamental re-evaluation of politics, power and the state. The author puts particular emphasis on the cultural turn in the theory of the state and tries to examine how the globalization debate and the emergence of the globalization perspective in social sciences have affected the theory of the state.
Procesy charakterystyczne dla przełomu XX i XXI w., a zwłaszcza proces globalizacji, zmieniają istotę procesów społeczno-politycznych. Era globalizacji oznacza konieczność wykreowania nowego typu dyskursywnych interpretacji i zastosowania nowych sposobów podejścia do współczesności, które stworzą możliwości jej wyjaśniania czy zrozumienia. Dotychczasowe formy rzeczywistości społecznopolitycznej stanowiące przedmiot tradycyjnej refleksji poznawczej ulegają erozji a wraz z nią nasza dotychczasowa wiedza o świecie traci na Z uwagi na zachodzące zmiany w naukach społecznych postuluje się rewizję myślenia i podejść badawczych, tak, aby można było poddać analizie zjawiska związane z tak zwaną późna nowoczesnością. W badaniach politologicznych ważną rolę zawsze odgrywało państwo uznawane za ważny podmiot polityki, który kształtuje w istotnym stopniu określoną rzeczywistość społeczno-polityczną, przeobrażając ją w kierunku zgodnym z własnym interesem i potrzebami. Część badaczy zwraca uwagę, iż obowiązujące we współczesnej nauce pojmowanie państwa zostało ukształtowane w epoce przemysłowej i odnosi się do specyficznego typu organizacji państwowej jakim było nowoczesne państwo narodowe. Zmiany cywilizacyjne powodują, iż dotychczasowe definicje nie są już w stanie adekwatnie oddać rzeczywistej istoty współczesnej organizacji państwowej. Dlatego też postuluje się odejście od dotychczasowych koncepcji i poszukiwanie nowych koncepcji służących do wyjaśniania roli i znaczenia państwa w życiu społecznym. Teoria państwa ewoluuje starając się nadążyć za gwałtownymi przemianami cywilizacyjnymi gdyż zmieniająca się rzeczywistość społeczna domaga się nowej konceptualizacji. Ramy współczesnych dyskusji o przemianach organizacji państwowej wyznaczają prace takich badaczy jak Pierre Bourdieu, Urlich Beck, Manuel Castells, czy John Urry, które są dość odległe od „ortodoksyjnych” sposobów definiowania i rozumienia istoty państwa.

The awareness of the society that it is responsible for what the nature looks like, as well as for developing human relations, results in the popularization of the idea of sustainable development. The aim of thos study is to present an analysis of the literature on the subject focused on the description of the reality and possible directions of changes in education, considering it as global challenges in three aspects of sustainable development: the economic, ecological and social. The greatest challenge today is to create a multidimensional view of a constantly deepening social and environmental crisis. The change that should be made in education should concern the processes that are aimed at combining the three aspects and at balancing their importance. The essence of education for sustainable development was shown in shaping the values, empathy and awareness that are needed to act for society, as well as the environment and the economy on a global scale.

In the geopolitical situation in which Great Britain found itself after its withdrawal from the European Union in 2020, it was necessary to develop a new foreign and security policy strategy. The flagship concept of ‘Global Britain’ assumes the reorientation of the United Kingdom outside Europe and greater involvement in the security architecture of the Indo-Pacific region. The article examines to what extent the intention to strengthen relations with as likeminded partners in the Indo-Pacific region coincides with the assumptions of Australian and New Zealand policies. It has been shown that the former British dominions, which are part of the so-called Anglosphere, have been given a vital role in securing the UK’s position as a world leader. From the perspectives of the national interest of both countries, rebuilding ties with the former empire is considered an important strategic element, although giving it a priority in the current geopolitical realities is not possible. Australia and New Zealand put special emphasis on developing cooperation with the Indo-Pacific countries.

Current trends in global development (migration processes, hybrid wars, global pandemics, multiculturalism) bring new challenges for nation states. The level of international competitiveness and subjectivity of a modern state depends on the successful positioning of its political brand, secured by the choice of adequate tools for achieving the goals and objectives. This research aims at studying the peculiarities of the public diplomacy resource potential and its use in the process of political branding in Germany. The research methodology combines system and axiological approaches, as well as discourse analysis; this helps to reveal the structural relationships within the brand, and their correlation with the peculiarities of national political and economic development and global trends. The content of the political brand is studied through the prism of the interaction of the public (politics, economics, public administration) and national (mentality, culture, traditions) components that correlate with the level of political and economic development. National political leaders, public and political institutions play a leading role in generating the key message of a state. It is proved that public diplomacy expands the possibilities of successful implementation of economic, political, socio-cultural initiatives of the state, based on partnership and cooperation with representatives of the international community. The main tools of public diplomacy include setting the agenda, synchronization of information messages by government agencies, the use of a wide range of communication channels and special events aimed at building trust and lasting relationships between international actors. The article pays special attention to the study of the content of the branding campaign «Land of Ideas». It presents Germany as an active actor in the international political space, focused on the use of brand-new technologies in all spheres of society to ensure sustainable development. The authors prove that the current branding campaign focuses on economic (sustainable development and citizens’ welfare), technological (technological innovation, energy efficiency, environmental safety), and cultural (dialogue, intercultural communication) aspects. The key ideas of the branding strategy are sustainable economic development, manufacturability and digitalization, environmental friendliness and energy efficiency, partnership dialogue and cooperation. German public authorities are actively involved in the process of political branding, which is carried out at the internal and external levels through public diplomacy. The key ideas of the political brand are presented to the domestic public through constant two-way communication on specialized online platforms, meetings of high-ranking officials with representatives of municipalities, and citizens’ potential is actively involved in various innovative projects. The process of state branding in Germany is synchronized with key global trends – environmental security, climate change issues, energy efficiency. In this context, Chancellor A. Merkel and government agencies are actively cooperating with the EU and other international organizations, participating in forums, summits and online discussions. The experience of German political branding is relevant for other countries in the context of its content, synchronization of government and society, and the use of public diplomacy.

After a few decades of transformation China is becoming a major contender for the number two position in the world. Is it really possible? Will China balance the power of the United States? Today the United States supremacy is so great that it seems to be undeniable. The situation was similar at the end of the twentieth century when U.S. domination was obvious and any other reality was hard to imagine. Recently though, more and more often America’s political decisions are criticised. A few decades ago, in Beijing a new idea was developed. The essence of that idea was to transform the People’s Republic of China into a superpower. Since China was very vast and densely populated, but mostly a poor and backward country, it was a very daring vision. Years of consistent and painful reforms changed the way the world is looking at China, even though some of them were not accepted by international opinion.

The aim of the article is to show the tetrad of educational environments, according to Janusz Morbitzer (Morbitzer, 2014, s. 120), which influence young people who exist dichotomously in the real and virtual world. Living „between” the real and digitized world, the global teenager tries to mark his activity and decision-making. On the one hand, he wants to leave his personalized trace in the offline space and on the other hand, he wants to join a uniform digital online community. The growing so-called „axiological shift” towards the domination of material values, social and civilizational entropy contribute to the fact that educational processes are becoming more and more difficult, sometimes even impossible to implement. Lack of understanding of a specific axiological concept prevents its introception, and therefore practical respect and living in accordance with a given axiological category.
Celem artykułu jest ukazanie tetrady (Kłos, 2013, s. 105) środowisk wychowawczych według Janusza Morbitzera (2014, s. 120), które oddziałują na młodzież dychotomicznie egzystującą w świecie realnym i wirtualnym. Żyjąc „pomiędzy” światem rzeczywistym a zdygitalizowanym, globalny nastolatek stara się zaznaczać swoją aktywność i decyzyjność. Z jednej strony pragnie zostawić swój spersonalizowany ślad w przestrzeni offline a drugiej strony dołączyć do zuniformizowanej cyfrowej społeczności online. Narastające, tak zwane „przesunięcie aksjologiczne”, w stronę dominacji wartości materialnych, entropia społeczna i cywilizacyjna przyczynia się do tego, że procesy wychowawcze są coraz trudniejsze, niekiedy wręcz niemożliwe do zrealizowania. Brak zrozumienia konkretnego pojęcia aksjologicznego uniemożliwia jego introcepcję, a więc praktyczne respektowanie i życie zgodne z daną kategorią aksjologiczną.

The COVID-19 pandemic and the conflict in Ukraine have brought to the surface problems of the modern world that the international community has not seriously addressed. These problems appear to be, on the one hand, the management of global public health and, on the other, relations between states on international trade. These situations are linked to circumstances that have altered the power relations of states over the years, challenging the centrality of the West and the already fragile power of UN institutions. This research analyses the international situation of two UN bodies: the WHO and the WTO, addressing the governance crisis on public health and international trade and trying to understand the causes of the decline in the leadership of their institutions. Adopting a thorough literature review, the findings show how faulty leadership within the UN has led to a significant increase in nationalism among emerging nations, distrust and lack of cooperation. The divergent political visions of members have radically shaken the international balance, triggering a cycle of change in the governance of global health and global trade on a new premise, that of ‘multilevel’ global governance.

The study aimed to replicate our research findings of 2019 by comparing the incidence of emotional disorder symptoms and global trait emotional intelligence (EI) and assessing the closeness of relationships of the observed variables in the context of the new COVID-19 pandemic situation. The data were gathered by self-report tests measuring levels of fears (KSAT), anxiety (STAI), depression (CDI) and trait emotional intelligence (TEIQue-ASF) in Slovak adolescents (N 270) aged 18 to 20 years (AM 18.42; SD 0.59) before (N 138) and during (N 132) the COVID-19 pandemic. Results revealed an increased incidence of emotional disorders (situational anxiety, stage fright, fear, and trait anxiety) and also a decreased level of global trait EI in the pandemic of 2019. Strong negative relationships were identified between global trait EI and trait anxiety (r -0.578; p ≤ .001), as well as medium negative relationships with overall fear (r 0.398; p ≤ .01) and stage fright (r 0.398; p ≤ .01). There were weak or no relationships between global trait EI and the other variables. Thus, higher global trait EI is related to a lower incidence of symptoms of specific emotional disorders. Our findings point to the validity of implementing socio-emotional learning elements into secondary school students' education.

The Indian Film Industry is second popular entertainment industry across the globe after Hollywood film industry of the United States of America. Despite of being popular, there are arguments that New Delhi hasn’t utilized the full potential of Indian film industry as an instrument to turn popularity into the (Soft)power. The Indian film industry has tremendous potential to become India’s soft power if its potential is harnessed to the fullest. Therefore, this paper focuses upon how the popularity can be effectively used by examining strengths of industry and future prospects. Additionally, this paper provides relevant policy recommendations to effectively use film industry to enhance soft power as well as brief concluding remarks.
