Tekst jest analizą regulacji kontroli osobistej dokonywanej przez Policję z punktu widzenia konstytucyjnych warunków ograniczenia korzystania z praw i wolności. Wyrok Trybunału Konstytucyjnego doprowadził do zmian w ustawie o Policji. Rozszerzyły one jednak zakres stosowania tej czynności. Artykuł wskazuje elementy tej regulacji, które przesądzają o jej niezgodności z konstytucyjnymi warunkami ograniczenia korzystania z praw i wolności jednostki.
The text is an analysis of the regulation concerning the personal search carried out by the Police from the perspective of constitutional limitation upon the exercise of freedoms and rights. The judgment of the Constitutional Tribunal led to changes in the Police Act. However, they extended the scope of this power. The article indicates the elements of this regulation which determine its non-compliance with the constitutional conditions for limitation upon the exercise of individual rights and freedoms.

In 1933, twelve years aer his Manhood and Humanity came out, Alfred Korzybski (1879-1950), a Polish aristocrat who arrived in the United States during World War I, published his most famous book called Science and Sanity. A former Russian intelligence officer, earlier trained as a chemical engineer at the Polytechnic Institute in Warsaw, Korzybski had a broad-ranging intellectual background, which he employed to work out his theory of general semantics. It is beyond doubt that the theory under discussion can help journalists depict the reality of the world in its multidimensional complexity – and thus make their performance more professional.

The new book by an experienced historian and a diplomat Przemysław Grudzinski, who in this moment is the vice minister of Polish Foreign Affairs, is an interesting effort to answer the key question - what foreign policy is needed by Poles at the beginning of 21th century. The book can be divided into three main parts. First, the author, based on a theory of international relations and history, and his own diplomatic and scholarly experience, tries to find a solution for the Polish foreign policy. Secondly, the theoretical foundation shows the place of Poland in history and an international system since modern era until today. Thirdly, such an approach allows him to consider what kind of policy is needed for Warsaw today.

This publication analyses of Byelorussian and Chinese relations in the years 2010–2013. The paper discusses Byelorussian and Chinese economic cooperation. In Byelorussian politics, China’s role becomes increasingly more important. Chinese loans stabilise the macroeconomic situation of Byelorussia, but at the same time, increase its foreign debt. The increasing Chinese political, economic and military interests in Byelorussia raises Russia’s concern, although the Chinese do not interfere with crucial Russian interests in that area. The conducted research indicates that there is no threat of serious tensions between Moscow and Beijing. The geopolitical location of Byelorussia is a significant asset for China, as it opens to it opportunities for economic expansion to the EU and the Customs Union markets. In Chinese politics, Byelorussia’s role is not significant and the chances of Byelorussia becoming a strategic partner of China are small, although such are expectations of the Byelorussian side.
Статья анализирует белорусско-китайские отношения в 2010–2013 гг. В работе рассматривается белорусско-китайское экономическое сотрудничество. Роль Китая в белорусской политике становится все значительнее. Китайские кредиты стабилизируют макроэкономическую ситуацию Беларуси, но, в то же время, влекут за собой рост ее внешней задолженности. Возрастающая политическая, экономическая и военная активность Китая в Беларуси сталкивается с беспокойством России, хотя Китай и не нарушает ключевых российских интересов на этой территории. Из проведенного анализа можно сделать вывод о том, что возникновения существенных напряжений на линии Москва-Пекин ожидать не следует. Геополитическое положение Беларуси представляет для Китая существенное преимущество, потому что открывает для него возможность экономической экспансии на рынках ЕС и Таможенного союза. В китайской политике Беларусь не играет какой-либо важной роли, и шансы Беларуси стать стратегическим партнером Китая весьма невелики, хотя это и ожидает белорусская сторона.

The article discusses the archivist angle of work, i.e. the acquisition of data and materials necessary to bring together different pieces of occupation-time life of Jakub Laskiera. Jakub Laskier was a Polish assimilated Jew, an educated banker and a Zionist (he spent some time in a kibbutz in Degania Alef, Palestine, and was a member of Aron Gordon’s group). He was in Auschwitz and Sachsenhausen concentration camps during the Holocaust and took part in a secret mission called the “Bernhard’s operation”, the historical value of which is worth recalling.

The manner in which the media presents its recipients with political content has a strong impact on knowledge, attitudes, opinions and electoral behavior. The content of the media cannot be a full reflection of political reality, but the way in which the reality presents it may be closer or more distant from the idea of objectivity and neutrality. The category describing the scale of deviation from the idea of a balanced presentation of content is the media political bias. The aim of this article is to present this concept and determine the specific features of media political bias, its main determinants, elements of the media which make us deal with biased content, and the relationship between the concept of media political bias and other selected theoretical concepts regarding media.
Sposób, w jaki media prezentują swoim odbiorcom treści o charakterze politycznym, ma silny wpływ na wiedzę, postawy, opinie oraz zachowania wyborcze. Zawartość mediów nie może stanowić pełnego odzwierciedlenia rzeczywistości politycznej, jednak sposób, w jaki rzeczywistość tę prezentuje, może być bliższy lub dalszy od idei obiektywizmu i neutralności. Kategorią opisującą skalę odchylenia od idei zbalansowanej prezentacji treści jest medialna stronniczość polityczna. Celem niniejszego artykułu jest przybliżenie tej koncepcji oraz określenie specyficznych cech medialnej stronniczości politycznej, jej głównych uwarunkowań, elementów przekazu medialnego, które sprawiają, że mamy do czynienia z treścią o charakterze stronniczym, a także związku między koncepcją medialnej stronniczości politycznej a innymi wybranymi koncepcjami teoretycznymi dotyczącymi mediów.

In Europe, there we have 12 monarchies, of which 11 are Member States of the Venice Commission (European Commission for Democracy through Law), which is responsible for issuing opinions on constitutional amendments and advising on matters of constitutional law. The article is an attempt to create a synthetic model of monarchy, which is the result of the opinions and comments of experts of the Venice Commission. First of all, on the basis of opinions on constitutional amendments in both: Liechtenstein and Luxembourg, the author is trying to point out what rules standing at the foundation of modern European monarchy are highlighted by the experts of the Commission.

An article devoted to the parliament during the existence of the March Constitution of 1921, and comparing its similarities with the Constitution of 2nd April 1997 in terms of the political system and its functioning. Based on the provisions of both constitutions and the practice, the author has undertaken to comment on the existing analogies and the possible need to amend the currently binding constitution.

The labour market in any field becomes more and more demanding and specialized, professional. For a more efficient absorption of graduates, the professional environment requires both advanced theoretical knowledge and practical abilities. During the study period, based on rational mechanisms, students form a perception related to the probability of finding an adequate job. In this article we model the constructed perceptions through Ordered Logit models. The application regards 88 students from two Romanian universities. The programme they are involved in is called “The Audit and Financial Management of European Funds”. The results obtained are in accordance with the logical mechanisms evidenced in the theoretical part. The explanatory variables that are statistically significant relate both to the scholarly results and to the student’s status on the labour market. The conclusions drawn are not limited only to the evaluated sample. They are easy to generalize, with necessary changes, to any university specialization.

Opis:
The growing body of scholarly literature on Silesians and Upper Silesia requires researchers to make first attempts to systematize the issue. The aim of this article is to demonstrate that in Upper Silesia we can observe unique, distinct political phenomena. The study was carried out as a structured review of scholarly literature which covers research in the field of political science, related to Silesians and Upper Silesia, treated as a specific object of analysis. The study included 25 scientific articles indexed in the Web of Science Core Collection database. The analysis has shown that many political phenomena occurring in Upper Silesia are of a unique character, not encountered in other regions of Poland. It also indicated a number of research problems that still need to be investigated and the problem of lack of data triangulation present in the literature.
Rosnąca liczba prac naukowych na temat Ślązaków i Górnego Śląska wymaga od badaczy zagadnienia pierwszych form systematyzacji. Celem niniejszego artykułu jest wykazanie, że na Górnym Śląsku mamy do czynienia z wyjątkowymi, odrębnymi zjawiskami politycznymi. Badanie przeprowadzono poprzez ustrukturyzowany przegląd literatury naukowej, która obejmuje problematykę badań o naturze politologicznej, związanych ze Ślązakami i Górnym Śląskiem, traktowanymi jako specyficzny przedmiot analizy. Badanie objęło 25 artykułów naukowych indeksowanych w bazie Web of Science Core Collection. Analiza wykazała, że wiele zjawisk politycznych zachodzących na Górnym Śląsku ma charakter wyjątkowy, niespotykany w innych regionach Polski. Wskazano także na szereg problemów badawczych, które wymagają jeszcze zbadania, oraz na obecny w literaturze przedmiotu problem braku triangulacji danych.

A serious disease of the contemporary world is a state of “the loss of being”. We started to see redundance of metaphysics as a result of reduction of reality to a physical dimension that had been made by positivism. There was no place for scientific discipline which subject had undergone destruction. Being was reduced to objects, to objectivity, to things which only appear to man. “is way we have lost the being, only objects have stayed, things which surrounded us (…) the true existence is confront with material existence.” The same vision of contemporary situation can be found among representatives of the “end of philosophy” discourse such as J.-F. Lyotard, G. Vattimo, O. Marquardt, R. Rorty, P. Laslett.

Od odzyskania w 1918 r. niepodległości przez państwo polskie obowiązywało kilka aktów ustrojowych (konstytucji i tzw. małych konstytucji). W każdym z nich zawarte były przepisy określające zakres działania rządu, jego strukturę, mechanizmy powoływania i odwoływania członków gabinetu oraz zasady ponoszenie odpowiedzialności. W artykule zostało przedstawione jak w ponad 100-letniej historii zmieniały się wskazane kwestie i na ile obecnie obowiązujące rozwiązania stanowią kontynuację rozwiązań Konstytucji z 17 marca 1921 r.
Since Poland regained independence in 1918, there have been several constitutional acts in force (constitutions and the so-called “small constitutions”). Each of them contained provisions defining the scope of government activity, its structure, the mechanisms of appointing and dismissing cabinet members, as well as the principles of accountability. The paper outlines the way in which these issues have been developing over the past 100 years and to what extent the current solutions constitute the continuation of the solutions of the Constitution of 17 March 1921.
