Political cooperation between Poland and Germany has not been running smoothly lately. It has been a long time since those relations had such bad press. The idea of the Center Against Expulsions, the matter of war reparations or discussions concerning the shape of the European Constitution are the issues which have made our relations colder. However, there is a area of co-operation, the military sphere, where co-operation runs exemplary. In this article I would like to draw attention to a few issues connected with this matter.

Organizational preparations to the Polish Presidency are in progress at full steam. We began accomplishment of some tasks in 2007 starting from the analysis of experiences of other countries. In 2008, the Government Plenipotentiary for the Polish Presidency in the EU was appointed and in January 2009 the Polish government passed a comprehensive program of preparations to this historical event. Moreover in 2009 the financial resources for organization were provided, logistic preparations as well as trainings for Polish officials and first promo and information activities were undertaken. On July 1, 2011 Poland will assume the Presidency of the EU Council. It is not only a great challenge requiring strategic planning, full political and organizational activity on domestic and European level but also, what the representatives of the current government emphasize, a big opportunity for Poland in shaping the EU. According to them, the Presidency gives a possibility of a bigger and real influence on decisions taken in the EU. To the public opinion, they send messages that we will have an opportunity to present in the EU arena the priorities of Polish policy, emphasize the most important area, submit our own ideas and initiatives. Only few emphasize the fact that the Presidency is mainly the continuation of previous activities of the EU, providing its coherent functioning and guaranteeing the vote in the worldwide important matters.

In this paper, I wish to present the complexity of Jewish-Polish relations from the 19th century until the interwar period, with emphasis on sociolinguistic issues. I will illustrate the circumstances of the contact between the Polish and Hebrew languages. Poles and Jews, who lived side by side, developed successful relationships, but mainly in the criminal underworld. That was reflected in a sociolect – a dialect of criminals that constituted a mixture of Polish, Yiddish, Russian, and several other languages, including quite a few Hebrew words, which with time adopted new meanings. Moreover, I will provide some examples of Hebrew words used in Polish criminal jargon, as well as those which have been coined in every-day Polish. Then I will refer to some Hebrew words that are not connected with a world of crime and are still in use in spoken Polish.

In the face of the current progressive opacity and complexity of the global situation, which not only makes it impossible to carry out the policy of isolationism, but also significantly reduces the effects of bilateral policy, an increase in the role of this plane has become increasingly evident in many contexts Polish-Swiss relations.

It is not without reason that we reflect more and more on the causes of the current state of political thinking in Polish society. Indeed, in modern times, difficult and uncertain, and turbulent times of great transformation, human thought is clearly not keeping pace. Given the rapidly changing external circumstances we have become increasingly confused and inept. We do not really know how to deal with the emerging threats and challenges of modern times, described by the eminent sociologist and philosopher Zygmunt Bauman as the era of “liquid modernity”. It is noticeable that our perception and image of social reality and our role in it, including its political dimension, is quite imperfect and restricted, and that our ideological life is in deep crisis or has perhaps even disappeared.

The European Council summit took place on 14 and 15 December 2001 in Laeken. The conference participants unanimously confirmed their readiness to close the accession negotiations before the end of 2002. In Declaration on the Future of the European Union the chiefs of states and heads of governments of the member states established the European Convention. It was also stated that the Convention’s task would be to prepare and lead a discussion on the future of the European Union and organize an Intergovernmental Conference in 2004. During the summit anagreement was reached according to which without institutional reforms the EU would not be able to fully use the enlargement profits. As Joschka Fischer adequately pointed “the enlargement process is a suitable opportunity for carrying out the reforms”.

For centuries there has been Polish-language education in Lithuania which results from the centuries-long presence and tradition of the Polish national minority in this country. Polish education in Lithuania has its successes, but also problems that arise from the political and cultural specificity of the issue. On the one hand, it should be noted that in no other country (except Poland) there are as many state-run schools with Polish language of instruction as in Lithuania, on the other – it must be said that currently Polish-language education in Lithuania has become the source of many tensions in Poland and Lithuania inter-state relations. Polish education in Lithuania was a problem for the communist authorities of Soviet Lithuania, and now – for the authorities of independent Lithuania, which undertake both assimilation and integration activities concerning several thousand students and teachers of these schools. The first part of the article presents the situation of Polish-language education in the period of Soviet Lithuania between 1945 and 1990, marking the desperate struggle of parents and teachers to maintain the Polish language of teaching in these schools. The second chapter analyses the issue during the years of independent Lithuania – between 1990 and 2017, emphasizing the revival of Polish education in 1990–2000 and the persistent pursuit of the Polish minority society in Lithuania of ensuring education in Polish and maintain the existing state. The third chapter examines the indicator of higher education of the Polish minority in Lithuania against a national background, signifying that it was twice lower than the national average throughout the whole period. Moreover, it presents the funding of universities by ‘student basket’ model and proportion of school graduates with Polish language of instruction in this model and assesses the prospect of solving the problem.

The proclamation of independence of Kosovo, although expected, had a destabilizing impact on the international situation. International community had various opinions on the decision of Kosovo authorities. Numerous conditions in "uenced the positions of individual countries. Countries acknowledging independence of Kosovo, that is some EU countries and the United States, recognized the proclamation of independence of Kosovo as a final stage of the Yugoslavia’s break-up with the basis for peaceful cooperation on the Balkans. Whereas, countries opposing the secession of Kosovo found it against the international law. They perceived this act as an example of western countries’ dominance and feared that it would form a dangerous precedent threatening international stability and security.

The goal of the article it to present the role and meaning of the Western Balkans for the Polish foreign policy on the eve of the Polish Presidency in the EU. It is worth wondering if the fact of running the Presidency causes the change of character of the Polish foreign policy toward the region. The final answer will be possible after its end but some divagations are possible today, after the analysis of initial aims of the Polish Presidency. A question, if there is a necessity of enhancing the Polish activity and Polish presence in this part of Europe, is also legitimate. Experiences of the last years show that the interest of the Polish diplomacy in the region of the Western Balkans was limited and even if we showed some activity, it was the support for realization of the strategic aims of the foreign policy. The turning point in the Polish policy towards the Western Balkans could be a membership in the EU. Then there appeared a possibility of widening the field of influence of the Polish policy on the Balkans with the use of not only the own resources and political instruments but also the instruments at the EU disposal. It is worth considering whether it is not worth to use the moment to dynamize the Polish actions towards the region, especially when the region is very important for the EU and when the EU functions also as a promoter of stabilization, transformation and permanent development of the Western Balkans.

The migrations of population are considered to be one of fundamental values in the life of cultures and civilisations . They are regarded as a force that generates social and economic progress, political aspirations, a “school” of attitudes, behaviour, tolerance, entrepreneurship, criticism. At the same time it is pointed out that they should not be a spontaneous phenomena and process. It is essential to prepare oneself for functioning in an immigration reality, for various barriers reveal themselves in it and are overcome by immigrants only with effort. The psychological factor is important in this respect. A number of people encounter difficulties to adapt to a new cultural reality because of their personality (e.g. because of neuroticism, distrust towards the outside world, introvertism).

The Warsaw Uprising of August to October 1944 is a most appropriate subject given the impending 60th anniversary observance of this heroic and tragic occurrence. Our panel affords us with the opportunity to discuss and to reflect on this event, which in many ways embodies so much of the larger story of modern Poland. Our discussion occurs also at a time when we recall many other events of 1944, a climactic year in World War II. June 6 marks the 60th anniversary of the successful and massive Allied military invasion of France in Normandy. This victory was the decisive military achievement of the United States of America and its allies against Nazi Germany on the western front.

These seminars are an effect of the cooperation of Polish Senate, including the Senate Legislative Committee run by Senator Doctor Piotr Zientarski and the Embassy of the Republic of Kazakhstan in Poland headed by Ambassador Yerik Utembayev. These seminars serve the purpose of mutual closing and getting to know of the representatives of both countries’ parliamentary, scientific and cultural environments.

The formation of the global civil community causes the effacing of division into “the natives” and “the strangers” within the framework of individual states. Integration and unification processes give a new dimension to such notions as: emigration, diaspora and national identity. Emigration is more and more often comprehended as civilization phenomenon. Its positive economic, political and cultural advantages are the focus of attention; the countries that receive emigrants very often reap the economical benefits and the emigrants themselves solve the problems of unemployment in their own countries; migrational movements, on the other hand, help solve political and social problems, make the global integration, and mixing of cultural and civilization norms easier. Emigration itself helps to achieve cultural compromises, get used to mutual dissimilarities and accept differences.

Jan Tomasz Gross in the article published on the German „Die Welt” daily’s website and also in the interview he gave in February 2016 for the German broadcast station Deutschlandfunk (DLF), stated that during WW2 the Polish killed between 25.000 – 30.000 Germans and many times more Jews, since only 40.000 survived on the Polish territory. Gross is not a historian, but a sociologist, he writes his own historic essays instead of dissertations based on documents. Hence, he airs erroneous information. The scientific studies show, that during WW2 the Polish killed between 60 to 80 thousand German soldiers, police officers and officials who had exerted terror and repression. On the other hand, about 100 thousand Jews survived Holocaust on the territory of Poland only thanks to the aid of the people. In the historic evaluation of Polish-Jewish relations, Jan Tomasz Gross by airing erroneous information went beyond a border of confabulation. Such actions performed by Gross can only be compared to the ahistorical and false terms “Polish death camps”, which have been used in the German press and other mass media, and Gross “conformed” to the German model of evaluation of the Polish nation. But the WW2 executioner, that is Germany, are not entitled to use such a term towards their victim, that is Poland. Therefore, the Germans, having murdered about 6 million Polish citizens, are the last ones who should instruct us on the issue of accepting Muslim refugees, as they have no moral right to it.
