The aim of this study is to demonstrate the validity of the thesis that in Indonesia one can find institutions that characterize two power-sharing models which are considered opposites of one another in political theory – centripetalism and consociationalism. In consequence, the Indonesian power-sharing system should be viewed as a hybrid, or mixed, system, and not a typically centripetal system as is usually the case in the literature. At the beginning of this article, a short analysis of Indonesia's political situation is given for the purpose of defining the factors which determined the introduction of inter-segmental power-sharing solutions in that country. This is followed by a description of the specificity of consociationalism and centripetalism. The article goes on to discuss specific institutions of both power-sharing models which exist in Indonesia and ends with some concluding remarks on the thesis advanced at the outset.

The aim of the presented research was to answer the question whether people working as teachers differ from other professionals in terms of the sense of and need for power and directiveness. The study group consisted of 198 teachers, while the control group included 156 people from other occupations. The research procedure included: the SPS Sense of Power Scale (Anderson, John, & Keltner, 2012), the Index of Personal Reactions (Bennett, 1988), the SD Direc- tiveness Scale (Ray, 1976) and an extended metric. Teachers had significantly higher results in terms of directiveness, sense of power in the family, sense of power towards colleagues, sense of power towards the supervisor, need for power and resistance to submission. Teachers had significantly lower results in the area of need for influence.

This work presents the methodology of the Russian impact on Latvia after 1991. It defines and specifies the scope of methods concerning both the hard and soft power in international relations in the 21st century, particularly the ones used to implement the Russian Federation’s foreign policy. The implemented strategies and impact models are described. The work is also focused on certain indicators used in global rankings by experts worldwide. In the 21st century, it is no longer enough to employ the hard power methods as it is advisable to use the soft power ones, which may bring about much better results than the hard ones.

Opis:
James S. Coleman proposed the power of a collectivity to act as a measure of the ease with which the individual interests of one member can be transformed into the collective action of a voting body, or into decisions being undertaken by that body which go against the interests of the voters. It was also to be applied in simple voting games, for which the vote threshold was set at a lower level than the majority of votes. Coleman based his model for determining the power of a collectivity to act on the classical definition of probability. In practice, the index is calculated as a quotient of the number of winning coalitions and of all possible coalitions which can be formed by the players – under the existing voting rule. The central hypothesis of the article has as its premise that in proper, simple nperson voting games the Coleman index does not determine passage probability, but only the probability of drawing a winning coalition from the set of all possible combinations of members of the voting body. A new index has also been proposed which should serve to determine a collectivity’s power to act.

The changing political system of the XXI century has brought many shifts not only in the global balance of power but also in various regional balances scattered across the globe. The rise of national power in countries beforehand classified as small powers or other equivalents has forced to once again place these states in the newly created balances of power. Amongst these states is Poland, whose national power has grown substantially in the last decade. Hence, it is necessary to analyze how Poland compares to other states in the international system, on a global and regional level, and through this evaluate what Poland’s international position is. The article aims at assessing Polish national power and roles in regional initiatives to examine how Poland is placed in the global and regional balance of power.

This article is based on the idea that it is necessary to develop a quantitative method to calculate power of international actors, which will enable scholars to analyse international conflicts. The Global Potential Power Distribution Chart, which is calculated based on three main characteristics of international actors, namely population, territory and economic power, shows “potential power of states and international organisations”. It may be called “Durmuş Scale of Power (DSoP)”. The chart is a comprehensive indicator with considerable accuracy and 100 % objectivity. In this article, potential powers of international actors have been calculated for years 1987, 2004 and 2015, which gives a clear overview of the potential power distribution (balance of power) of the World regarding states and as well as international organisations. Potential military powers of some states and international organisation in year 2015 have also been calculated. This research proves by means of a contemporary approach applied and a quantitative method developed that, the World is multipolar since 2004, and China is, potentially, the most powerful state of the World since 2015. The method introduced in this article were sufficient enough to explain the effects of the enlargement of NATO and EU, EU after BREXIT, reform of the Security Council of the United Nations and instrumental enough to provide a peaceful understanding for the self-determination issue of Kosova. There are three conclusions to this research: 1) The method “Durmuş Scale of Power” is calculated is reliable because everybody with a scientific calculator or a computer can easily calculate potential power of a state provided that he or she has reliable data for territory, population and GDP. 2) “Global Potential Power Distribution Chart” is a comprehensive Chart which shows “balance of power” at a specific year. It enables us to compare power of states and international organisations in different years. 3) It is convenient to use “Durmuş Scale of Power” while analysing issues of international relations.

The modern power of China is based on its traditional sources: the size of the territory and demographics, the scale of the economy, strong army and soft power (culture, values, foreign policy, public diplomacy). China, by building its hegemony, showed that only a state with significant resources is able to be a leader in the modern world. The basic condition is the balanced development of individual power resources, because only then can long-term hegemony in the modern world be achieved and maintained. It is important for the world whether China will gain hegemony by overthrowing the existing world order, or whether it will try to maintain the existing order by building its leadership on its basis.
Współczesna potęga Chin opiera się na tradycyjnych źródłach: wielkości terytorium i demografii, skali gospodarki, sprawnej armii oraz czynnikach soft power (kulturze, polityce zagranicznej, wartościach, dyplomacji publicznej). Budując swą hegemonię, Chiny pokazały, że tylko państwo, które ma znaczne zasoby, jest w stanie zyskać przywództwo we współczesnym świecie. Warunkiem podstawowym takiej pozycji jest jednak zrównoważony rozwój poszczególnych zasobów energetycznych, gdyż dopiero wówczas można uzyskać i utrzymać długotrwałą światową hegemonię. Dla świata istotne jest zaś, czy Chiny uzyskają hegemonię poprzez obalenie istniejącego porządku, czy też będą starały się utrzymać istniejący ład, budując przywództwo na jego bazie.

The analysis in this article provides an overview of the research on the current relations among countries of the South China Sea basin. For this purpose, I have decided to apply the geopolitical research workshop, focusing on its contemporary approach. On the one hand, this work uses the available indicators and index to gauge the level of development, economic and demographic potential, and military expenditure of these states. On the other hand, an effort was made to analyze and measure power, taking into account the changing geopolitical status of countries in this sub-region. Contemporary geopolitics in this context allows to verify the scale of the impact on permanent environmental and geographic factors (e.g. publicized investments carried out by the People’s Republic of China in Mischief Reef, Fiery Cross, Subi Reef and Woody Island) and the elaboration of proposals going beyond the classical, geopolitical framework (morphological, political and military factors). Therefore, this article also includes the use of geopolitical codes to assess the current strategies of these countries and to describe potential scenarios of actors’ behaviour in the sub-region.

This paper aims to evaluate the sources of Russia’s soft power as a tool which should enable it to integrate Belarus more closely with Russia. The research question is as follows: what are Russia’s main sources of attractiveness, and what kind of instruments of soft power is the Russian government applying to achieve that aim? To what extent was this soft policy successful? The author applied a qualitative research method. It is inductive and allows the researcher to explore meanings and insights into Russia’s notion of “soft power” in its foreign policy toward Belarus. The basis of it lies in the interpretive approach to the present reality of Russia – Belarus political and economic relations and in the evaluation of Russian efforts to integrate its closest neighbour by using only non-military means.

A common knowledge shapes our perception of the world and forms our understanding of political phenomena. And almost everyone could agree with the argument that circumstances influence politics. The ebbs and flows in influence, power, prerogatives, performance, and activity of many political actors are an effect of changes in the world outside of them. But one may reasonably argue: what is the cause and what is the result? Is it really true the circumstances evidently, clearly have an effect on e.g. US presidential prerogatives? Or, quite contrary, is the actual, current politics as active as the presidents used their power? The article is about how the two worlds influence each other, what are the mutual connections between politics and political actors’ powers.

In recent years, nation branding attracts interest of scholars and academic environment. In the era of globalisation, the need to care for propoer image and perception of a state in international environment becomes even more apparent. Soft power resources are a vital element in creating a strong nation brand. The aim of the article is to verify hipothesis stating that civil society can be perceived as a soft power resource used in building the brand. Therefore, the proposed research is conducted by analysing most significant branding rankings with respect to the positions reached by Sweden, used as a model state with strong civil society.
W ostatnich latach branding narodowy cieszy się coraz większym zainteresowaniem wśród środowisk akademickich. W dobie globalizacji dostrzega się coraz wyraźniej konieczność dbania o odpowiedni wizerunek i postrzeganie państw na arenie międzynarodowej. Istotnym elementem w budowaniu wizerunków państw są zasoby miękkiej siły, jakimi dysponują państwa. Celem artykułu jest weryfikacja hipotezy, zgodnie z którą społeczeństwo obywatelskie może zostać uznane za jeden z cennych zasobów wpływających pozytywnie na budowanie silnej marki państwa. W tym celu analizie poddane zostały najistotniejsze rankingi brandingowe z uwzględnieniem pozycji uzyskiwanej przez Szwecję, służącą jako państwo modelowe o silnym i rozbudowanym społeczeństwie obywatelskim.
