Opis:: The examples mentioned above show, that Turkey on its way to become full member of European Union does not make a clean breast of it. Officially Turkey wants to become a part of EU but unofficially the negotiation process by itself, gave Turkey many positives. So if we look at the obstacles that hamper Turkish accession, and some of them are almost impossible to overcome, we can reach a conclusion that only by the negotiations Turkey profits greatly. Doing balance sheet of profits and looses, we can advance a thesis that Turkey wouldn’t gain much more than already has. So why would Turkey want to join European Union? Isn’t that only an idée fixe for Ankara for over half a decade? It seems that for today, the negotiations with Brussels is kind of double-dealing. Nobody knows how would it affect Turkey, if broke of the negotiations or Ankara became a full EU’s member. So, for now, Ankara prefers to keep status quo with European Union, as long as it benefits. All the cases given above give evidence then, that Turkey performs politics according to the old iron rule of reality of politics in contacts with EU and it is not that obvious that Turkey really wants to totally join European family.

Opis:: The goal of the article it to present the role and meaning of the Western Balkans for the Polish foreign policy on the eve of the Polish Presidency in the EU. It is worth wondering if the fact of running the Presidency causes the change of character of the Polish foreign policy toward the region. The final answer will be possible after its end but some divagations are possible today, after the analysis of initial aims of the Polish Presidency. A question, if there is a necessity of enhancing the Polish activity and Polish presence in this part of Europe, is also legitimate. Experiences of the last years show that the interest of the Polish diplomacy in the region of the Western Balkans was limited and even if we showed some activity, it was the support for realization of the strategic aims of the foreign policy. The turning point in the Polish policy towards the Western Balkans could be a membership in the EU. Then there appeared a possibility of widening the field of influence of the Polish policy on the Balkans with the use of not only the own resources and political instruments but also the instruments at the EU disposal. It is worth considering whether it is not worth to use the moment to dynamize the Polish actions towards the region, especially when the region is very important for the EU and when the EU functions also as a promoter of stabilization, transformation and permanent development of the Western Balkans.

Opis:: The book by Andrzej Antoszewski consists of three parts. The first of them is of a theoretical character. The author analyses the concept of liberal democracy, trying to present the problems connected with this issue. In the second chapter, he discusses the idea of a party as a political institution and presents how the social and cultural changes influence its activity. In a very interesting way, he describes the conditions in which political parties in Central and Eastern Europe were established. He wonders whether the different circumstances in which they were formed have affected the way they operate and their mutual relations.

Opis:: The two European referendums of 1975 and 2016 are examined in their historical, political and constitutional context. The paper provides a short account of United Kingdom’s accession and participation in the European Union. The uneasy relationship with the EU is shown, with reference to political process of negotiating Britain’s position in the Union. Some political, economic and cultural factors that have shaped British attitudes towards European integration are analysed. A legislative framework for both referendums is described and the dynamics of pre-referendum debates and campaigns are discussed. The political implications of ‘Leave’ vote (in favour of Brexit) are indicated. Finally, certain constitutional and legal issues surrounding UK withdraw-al from the EU are considered, also in the context of the doctrine of parliamentary sovereignty.
Referendum w sprawie pozostania lub opuszczenia Unii Europejskiej, przeprowadzone 23 czerwca 2016 r., okazało się być przełomowym momentem w historii brytyjskiego państwa. Po ponad 40 latach członkostwa w instytucjach integracji europejskiej Brytania rozpoczyna zupełnie nowy rozdział zarówno w relacjach ze swoimi europejskimi partnerami, jak też w kształtowaniu własnego porządku prawnego. Artykuł przedstawia kontekst historyczny oraz uwarunkowania polityczno-prawne, które sprawiły, że drugie referendum unijne przyniosło zupełnie inny wynik niż to pierwsze, z 1975 r. Dynamika procesów integracji europejskiej miała kluczowy wpływ na wydarzenia na scenie politycznej Zjednoczonego Królestwa, a te z kolei generowały określone zmiany w systemie ustrojowo-prawnym. Omówione zostały pokrótce przekształcenia legislacyjne, które warunkowały przeprowadzenie obu referendów, kampanie referendalne i towarzyszące im debaty oraz implikacje konstytucyjne wynikające ze specyfiki brytyjskiego ustroju.
