The right of access to public information is one of the fundamental constitutional civil rights in the Polish legal system. Its rules on practical implementation regulate the law of access to public information. With the increase of civic awareness among citizens there also follows a growth in applications for access to public information. This has caused a range of problems and doubts in interpretation, which local government bodies haveto contend with when dealing with submitted applications. In this article the author presents the most common problems which local government bodies must face in practice.

Opis:
Nowadays, the Internet has become one of the fundamental elements of functioning in society, also for pupils and students. Using the Internet requires specific skills related to obtaining and processing information. These are known as information literacy. They imply not only the ability to find the necessary information, but also to select reliable information that will meet the information needs of an individual. The article presents the results of research aimed at analyzing the process of using network information resources in the opinion of students. The results of the research made it possible to initially recognize and assess selected aspects of information competences in the studied group. Despite the perceived benefits and not imagining functioning without the Internet, the students showed a quite critical attitude in assessing the reliability of information obtained from the Internet.

Luciano Floridi and Nick Srnicek claims that with a decline in manufacturing profitability, capitalism has turned to data as one way to maintain economic growth in the face of a slow production sector. In the twenty-first century data have become central to firms and their relations with workers and customers (Floridi, 2013; Srnicek 2017). The platform has emerged as a new model, capable of extracting and controlling immense amounts of data, and with this shift we have seen the rise of monopolistic firms. We are told that today we are living in an age of massive transformation. Platforms, big data, additive manufacturing, advanced robotics, machine learning, and the internet of things – create our current living environment. In the presented text I am going to ask what is the place of the university in such a new digital constellation? What are universities for in the time of platform capitalism? My main line of reasoning follows to idea of “entrepreneurial state”. An innovative university is understood as an analogue of an “entrepreneurial state”. Mariana Mazzucato has convincingly demonstrated that developments like railways, the internet, computing, supersonic flight, space travel, satellites, pharmaceuticals, voice-recognition software, nanotechnology, touchscreensand clean energy have all been nurtured and guided by states, not corporations. During the golden postwar era of research and development, two-thirds of research and development was publicly funded. High-risk inventions and new technologies are too risky for private capitalists to invest in (Mazzucato, 2014; Srnicek, Williams, 2015). Socializing of the risk and privatization of profits – this is the main climate of “non-innovative capitalism”.

Modern business is connected with the Internet, and—on the background of the prototypic corporate Web sites—the pages of doctors’ offices constitute a separate category as the advertising of medical services in Poland is regulated by law. Because of that, doctors—being the owners of private surgeries—are confronted with significant limitations in this area. According to the Act of the Supreme Medical Council (Pol. Naczelna Rada Lekarska) of December 16, 2011 doctors are not allowed to advertise the health services they provide. It is permitted to publish only the information including, among others, the professional title, specialization, the name and surname, days and hours of admission, with the reservation that such information may not possess the attributes of an advertisement. Practically, it is very hard to discern the difference between information and advertisement. The survey of the Web sites of dental offices indicates the presence of communicative elements fulfilling the persuasive function. More careful reading allows one to notice also the evaluating lexis. The compiled research material allows the author to suggest a hypothesis that the studied texts represent persuasive acts of speech.

The article deals with the development of students’ information proficiency in the Polish Republic and Ukraine. The article is devoted to the implications brought into the process of teachers training by the impact of key competencies and information technologies. Special attention is paid to information proficiency and future teachers’ skills that are the most important for their training and perspective career. Monitoring of future teachers’ information proficiency forming at Polish establishments of higher education has been carried out which resulted in developing methodology recommendations for raising the level of the students’ information pro ciency at Ukrainian pedagogical higher educational establishments. Level of scienti fic development of the issue of future teachers’ information pro ciency forming has been described. Competence approach to training teachers for information society has been paid attention to. Peculiarities and structure of future teachers’ information pro ciency have been characterized. Standards and criteria of Polish teachers have been systematized, contents of future teachers’ information proficiency forming at Polish establishments of higher education have been analysed; projects and programmes as means for future teachers’ information proficiency forming have been characterized.

In its judgment of 29 January 2021, ref. II SA/Ke 1068/20, the Provincial Adminis- trative Court in Kielce held that a request submitted by a councillor under Article 24(2) of the Act on Municipal Self-Government for access to information and materi- als cannot be treated as a request for access to public information, and that a refusal or failure to act in this respect is not subject to an administrative court review. It is impossible to agree with this position. The information and materials referred to in Art. 24 Clause 2 of the Act on Municipal Self-Government may constitute public information, although this is not necessarily the case. This is clearly supported by their subject matter. Failure to make information and materials available to a coun- cillor under Art. 24 Clause 2 of the Act on Municipal Self-Government may then be subject to judicial review. If the subject matter is public information, inaction   in this respect may be challenged by filing a complaint for inaction, as provided for in Art. 3 § 2 Item 8 of the Administrative Court Proceedings Act. In other cases, this may be done by filing a complaint, as provided for in Article 101a of the Act on Municipal Self-Government.

The French of information science is a variant of a lively general language submitted to constant changes. In order to bring closer, better understand and get acqainted with the technical terms either names of equipment, programmes, or situations peculiar to computer reality, the user refers to everyday life (e.g. passerelle, English gateway; souris, English mouse) or to universal or mythological concepts (e.g. argonautes - internautes) thanks to the phenomenon of metaphor. It sometimes happens that the original concept, which served as a basis for the creation of a metaphor, is obliterated memory and computer users apply a new term being unaware of its origin. Just in this way during metaphoric operations totally new words are formed and they influence the specific character of the language of information science.

Can we say we live in a post-digital condition? It depends. This paper sets out to distinguish between the current mass digital culture and an authentic post-digital culture. If we mean “post-digital” as the full internalization and awareness of the result of the so-called digital revolution, then it is necessary a philosophical work to discuss related problems, identify the causes and propose solutions. An authentic philosophy of digital will, however, have to start from a clarification of the terms and basic objects of its investigation. Here media theory is inserted as an analytical tool: the purpose of this essay is to outline a road map for a good media theory that interfaces with questions of definition of digital, also in light of the notions of space, time, and matter. As will be seen, the description given here for a “good media theory” does, in fact, coincide with an already existing – and inserted in the contemporary debate – school. In conclusion we will try to delineate the field of philosophical inquiry opened by the clarification brought by the previous analysis, and to suggest a general framework within which philosophy will have to move in order to finally reach the authentic post-digital condition.

The following paper deals with the issues of doctor’s image in the doctor-patient relationship in the Internet era and the influence of Internet on patient’s compliance. Both positive and negative standpoints have been discussed briefly, followed by a description of a research model proposed by Laugesen, Hassanein and Yufei (2015) applicable for this type of study. The study examines the impact of patients’ use of Internet health information on various elements of patient-doctor relation (including compliance) through a theoretical model based on principal-agent theory as well as the information asymmetry perspective. A pilot survey and interview study performed on one Polish doctor and a group of his patients, a specialist in Family Medicine has been described. The study carried out by three coworkers: Laugesen, Hassanein and Yufei (2015) revealed that patient-doctor concordance and perceived information asymmetry have relevant effects on patient’s compliance while patient-doctor concordance reveals a stronger relationship. The final conclusions were such that only doctor’s quality had a significant influence on the information asymmetry; the Internet health information gathered by a patient had no impact on perceived information asymmetry; the pilot study performed on the Polish physician confirms the theses presented in this paper but further investigations concerning the formerly discussed issues should be done.

The article focuses on studying the definitions of “information technologies” and aims to elaborate on the proposal concerning its legislative consolidation. The analysis of actual regulations in Ukraine, which determine the public relations in the sphere of information, as well as the state of research on this problem by other scholars, have shown the following: (1) currently, there is no unambiguous interpretation of this definition at the legislative level, which creates the preconditions for ambiguous interpretation and practical application of this concept in the legal field; (2) for several reasons, there exists a noticeable lack of a unanimous approach to unifying the definitions of “information resources.” This study offers to rely on an approach according to which the definition of “information resources” is considered in the context of a particular area of social activities. Based on this approach, it is offered to amend the basic normative legal document that defines public relations in the information sphere in Ukraine, i.e., the Law of Ukraine “On Information,” as well as the main legal instrument that regulates information activities in the National Police of Ukraine, that is the Law of Ukraine “On the National Police.”
Artykuł poświęcony jest badaniu definicji „zasobów informacyjnych” oraz opracowywaniu propozycji ich konsolidacji legislacyjnej. Analiza aktualnych przepisów Ukrainy regulujących public relations w sferze informacyjnej oraz wyniki badań na ten temat naukowców z różnych dziedzin wiedzy wykazały, że obecnie na poziomie legislacyjnym brak jest jednoznacznej interpretacji tej definicji, co stwarza przesłanki do niejasności interpretacyjnych i praktycznego zastosowania. Z wielu powodów brakuje jednomyślności w podejściu do sformułowania ujednoliconej definicji „zasobów informacyjnych” należy rozpatrywać w kontekście określonego obszaru działalności publicznej. W oparciu o to podejście proponuje się nowelizację podstawowego dokumentu normatywnego określającego public relations w sferze informacyjnej na Ukrainie – ustawy ukraińskiej „O informacji”, a także głównego dokumentu normatywnego regulującego działalność informacyjną w Policji Państwowej – ustawy Ukrainy „O policji narodowej”.

The issue of access to information and documents concerning the functioning of European Union institutions is extensive and complex. It encompasses all activities to promote or pro- vide citizens with information on the operation of European Union institutions, and in particu- lar the access to European Union materials, which is regulated by numerous separate provisions. The most important ones involve the principles behind the publishing of EU mate- rials and legal regulations on access to documents that have not been published and those sent to the archives. Consequently, there are separate regulations on information policy and the right to access documents. The author counterpoints the legal foundations for access to EU documents with the practical execution of this right and fulfillment of the provisions of EU in- formation policy.

While misinformation and propaganda have existed since ancient times, their importance and influence nowadays – in the age of social media – is still not clear. Recent social and political events, such as the controversial Brexit referendum in the United Kingdom and the narrow win of Donald Trump in the U.S. presidential election of 2016, have led to a wave of interest in the phenomenon of “fake news” – described usually as a piece of fabricated information that disseminates deceptive content or distorts actual news reports, shared on social media. Despite being a new term, “fake news” has also evolved very quickly and rapidly. The present article attempts to analyze how the term “fake news” is being developed in recent years. The article characterizes this relevant social phenomenon linked to cheating, misinformation and manipulation and also proposes its classification and definition.

The dynamically developing global IT infrastructure and the increasing importance of modern information technologies represent a huge challenge in the process of socialization and education of children and young people. Undoubtedly, it is extremely important to prepare current and future generations for a skillful use of modern technologies. Therefore, it is essential to implement new technologies in the teaching process at all levels of education as well as during preventive and therapeutic activities. This study analyzes the functioning of three institutions that use modern information technology within educational, preventive and therapeutic interventions. These institutions have been selected to be environmentally diverse, show the international context and demonstrate a different potential for ICT use. The main objective of the research was to identify innovative ways of using modern technologies in supporting educational and compensatory activities undertaken by selected institutions.
