Opis:
USA-China commercial relations can be dated as early as the beginning of the independence of the United States and had been started with so called Old China Trade. In the second half of 19th Century, USA were still kept interest in China, however their principal commitment in East Asia was emphasized on Philippines. Such approach has been changed as the result of Japanese military policy during 1920's and 1930's, when China started to be seen as potential, major ally of the United States and counterpoise to Japanese expansion in the region and foreseen candidate for principal ally in the time of Second World War and right after it. The complicated political situation on Mainland China after the seizure of the power by Communists, Taiwanese question and the period of the Cold War resulted with factual freezing of Sino-American relations. Political opening of USA at China at the beginning of 1970's as well as more liberal reforms introduced in 1978 by new political Chinese leadership with Deng Xiaoping had created necessary conditions to restore trading relations between the two nations. This paper is concentrated on development of U.S.-China trade relations in 1990's as well as at the beginning of 21C, and some predictions concerning prognosis up to 2020. The paper is also presenting how the collapse of USSR and changes in Central-East Europe have reflected on transferring of the stress in Chinese trade relations with the other countries, and particularly by turning them into global dimension specially to cooperate with EU and USA since WTO accession by China in 2001. What caused such rapid development? What is the main mutual attraction; U.S. market for China and at smaller scale Chinese market for USA? China by the all predictions may become in 2020 the only nation, which will be able to challenge USA at least on trade, and in broader sense, on economic level.

From the very beginning of the Cambodian conflict China was exerting profound influence on its course. China also to large extent decided upon forms of its resolution. The Chinese policy towards Cambodia was rational in the sense that it was coherent with the most important segments of the Chinese international political strategy, namely bilateral relations with the great powers (US, USSR) and the strengthening of China's own military and political presence in the region, and that ideological factors played a minor role in formulating that policy. During the US war with Vietnam China developed amicable relations with Cambodia despite its monarchical form of government, since it wanted the government in Phnom Penh to allow Vietnamese troops to use Cambodian territory as a convenient transportation route linking southern and northern parts of Vietnam. Beijing sup- ported the ultra-left government of Pol Pot not because of any ideological affinity between two governments but rather because the Khmer Rouge government by opposing Vietnamese communists could check for some time expansionist aspirations of Vietnamese and their close allies from the Soviet Union. The same reasons stood behind the Chinese policy in the 80s. Under the aegis of China new anti-Vietnamese Cambodian government in exile was established. China lent military support to the Khmer Rouge resistance forces and secured their key role in the process of reaching political accommodation of the conflict. After the restoration of Cambodian monarchy in 1993 with the strength of Khmer Rouge dwindling and the post-communists Cambodian People's Party becoming more powerful China changed its political sympathies in favour of CPP. Close and friendly Sino-Cambodian relationships may now positively contribute to Chinese efforts of securing its key transportation links and reinforcing its military presence in the Straits of Malacca and the Gulf of Thailand.

The reform of the United Nations Security Council is the core of the overall UN reform because of the Council s main responsibility for maintaining international peace and security that is the major goal of the UN activity. Countries shall especially focus on strengthening the Council s status, authority and enhancing its capacity towards new threats and challenges that increased in international relations (mainly counter-terrorism, non-proliferation of the weapons of mass destruction, combating transnational crimes and human rights violations and mitigating local conflicts). So far, almost all of the recommendations of the Security Council s reform have been focused on one problem - the enlargement of this UN body. The only proposal concerning the working and voting manner, is project presented by the S-5 Group, which shows, that the priorities of the reform presented by countries aren’t in accordance with the High-level Panel and Koffi Annan’s suggestions. According to the opinion of China, first of all, the reform has to be multidimensional and covering not only Security Council s enlargement by new countries, but also shall base on improvement of its working methods and transparency. Secondly, the Security Council enlargement should assure the representation of developing countries (especially African countries) which constitute over 2/3 of the overall number of members of the UN. Thirdly, the enlargement must be connected with ensuring small and medium-sized countries possibilities to participate in process of decision-making in Security Council. Moreover, the membership enlargement should be negotiated within regional groups, then discussed on the United Nations forum. Furthermore, the new composition must reflect fair representation of different cultures and regions and uphold geographical balance. The reform should be carried out in a democratic way and be based on mutual consultations in order to achieve consensus and have gradual character. The People s Republic of China rejects time- frame to make common decisions, because the member states of the UN may not reach common agreement and they would be enforced to take decisions, which have not been discussed yet. So far, neither did China present its own draft of the UN Security Council membership enlargement and voting manner after the reform, nor join the proposals of the above groups of countries. They only prepared a general plan of the reform.

Opis:
The article presents the political aspect of relations between European Union and China. It focuses on the following issues: human rights, European embargo on arms' sales, environment, technology transfer and external dimension of their partnership (concerning USA and Africa). Those political aspects are gaining on importance since the economic ties between the two partners are getting stronger every year. Famous Chinese boom has made it one of the most important trade partners of the EU. Since 1978 (date of signature of commercial agreement), trade value have been multiplied by 60, reaching in 2006, more than 254 billion euro. Aware of this evolution, the European Commission has given the first impulse for developing closer relations. Its policy paper on China entitled „A long term policy for China Europe relations" published in 1995, is considered as a first European strategy towards this country. Since then, it has been completed by many other documents, giving a wide panorama of EU objectives towards China. The „leitmotiv" is engaging China into the international community, which means acting by positive means like development programs, technology transfers, and cultural exchanges. On the other hand it means fewer restrictions on the most sensitive issues, like human rights. In this field the traditional instrument of policy towards China: sanctions, has been replaced by dialogue, which is held on regular basis between EU and Chinese diplomats. The critical view on this matter is presented in this article. The Chinese side has soon welcomed the growing interest from the European side, since its fits very well its international strategy. The Chinese ambition is to become „the first league" player on the international scene and the European support seems to be precious for China. In 2003, Chinese Ministry of Foreign Affairs published its first policy paper ever. Not surprisingly, it concerned relations with European Union. The Chinese vision is focused on "multilateralism" as the objective to reach in international relations. This implies that relations with EU are regarded in a wider perspective. The aspect concerning the United States has to be therefore taken into consideration. An important phase of EU-China relations will be marked by signing the new multicultural agreement, which was announced to be negotiated in January 2007.
