Opis:: The methods based on the results of the General Model of Critical Infrastructure Accident Consequences and the linear programming are proposed to the optimization of critical infrastructures accident consequences with considering the climate-weather change process influence. The critical infrastructure accident consequences determining the optimal values of limit transient probabilities at the process of environment degradation states that minimize the critical infrastructure accident expected value of the total environment losses impacted by the climate-weather change for the fixed time interval are proposed.

Opis:: In the paper the probabilistic general model of critical infrastructure accident consequences (GMCIAC) including the process of initiating events, the process of environment threats and the process of environment degradation models is proposed. Next, the methods of its parameters statistical identification are presented. Futher, the marine traffic across the world and sea accidents were observed. Their initiating events and environment threats coming from released chemical substances as well as environment degradations in the neighbourhood region of sea accident were analysed. Then, the process of initiating events, the process of environment threats and the process of environment degradation were analysed and their states are distinguised.

Opis:: This article analyses the traffic accident rate on roads and highways and possibilities of risk evaluation related to traffic accident occurrence based on factors that were the causes of accidents. A new term-risk of traffic accident occurrence is a product of probability of accident occurrence and its impacts. The results are presented by way of example that uses selected statistical data of the Czech Republic traffic accident rate between 1993-2001. The article provides a brief methodological procedure of evaluation of the traffic accident rate using the risk of traffic accident occurrence.

Opis:: It should be obvious that we must learn from our mistakes, so all of society, and ourselves, should have progressively safer, less risky systems and behaviors as we learn. Accidents are seemingly random in their occurrence, but in fact, this very apparent randomness is also containing information. The information we have researched and analysed covers nearly 200 years of knowledge from literally millions of multitudinous observations. The failure rate provides the expression for the probability of any outcomes, and the resulting curve is called the Human Bathtub. By quantifying the randomness, the uncertainty and the disorder, we have provided a new objective measure of “safety culture”, “organizational learning” and “engineering resilience”. We have linked individual learning and skill acquisition to the systematic risk reduction observed for entire systems with increasing experience. The results will be of interest to those interested and engaged in risk management, and in the social sciences where risk perception is important.

Opis:: The paper is the first part of the probabilistic general model of critical infrastructure accident consequences including the process of initiating events, the process of environment threats and the process of environment degradation models. Basic notions concerned with the events initiating dangerous for the environment after the critical infrastructure accident or its loss of safety critical level are introduced. The methods and procedures of estimating the process of initiating events unknown basic parameters and identifying the distributions of its conditional sojourn times at its states are proposed. Under these all assumptions from the constructed model and after its unknown parameters identification, the main characteristics of the process of the initiating events are predicted. Finally, the proposed model and methods are applied to modelling, identification and prediction of the process of initial events generated by the critical infrastructure defined as a ship operating in the Baltic Sea basin.

Opis:: Methods of oil spill domains determination are reviewed and a new method based on a probabilistic approach to the solution of this problem is recommended. A semi-Markov model of the process of changing hydro-meteorological conditions is constructed. To describe the oil spill domain central point position a two-dimensional stochastic process is used. Parametric equations of oil spill domain central point drift trend curve for different kinds of hydro-meteorological conditions are determined. The general model of oil spill domain determination for various hydro-meteorological conditions is proposed. Moreover, statistical methods of this general model unknown parameters estimation are proposed. These methods are presented in the form of algorithms giving successive steps which should be done to evaluate these unknown model parameters on the base of statistical data coming from experiments performed at the sea. Moreover, approximate expected stochastic prediction and Monte Carlo Simulation in real time prediction of the oil spill domain movement are proposed.

Its main focus is on the suggestions of the creation and usage of new techniques, procedures and strategies to improve and to optimize safety of real complex infrastructure systems related to the inside dependencies – among their subsystems and components and the outside dependencies – coming from their operation environment and from other dangerous events and natural hazards. The approach tries to create an original and coherent methodology of safety of critical infrastructures useful in ensuring and improving safety of those systems in various industrial sectors by providing an integrated package of solutions consisting of various packages of theoretical and practical tools ready for direct use by safety theoreticians and practitioners dealing with safety of real critical infrastructures.

Opis:: Understanding the safety level of processes in any industry or any sector requires a situational analysis of current and future activities. This analysis includes identifying the hazards and sequence of events that can harm and lead to specific losses. Safety and risk levels are closely related to accident statistics.
