Opis:: Organizacja miejskiego transportu zbiorowego to jedno z zadań własnych gminy, które może być realizowane w różnych formach: samodzielnie w ramach posiadanych przez gminę zasobów lub przez podmioty zewnętrzne, którym zadanie to zlecane jest bezpośrednio bądź też w drodze przetargu konkurencyjnego. Ostatnia dekada XX w. to okres zmian w organizacji miejskiego transportu zbiorowego w Polsce. W największych miastach rozdzielono organizację od wykonawstwa przewozów i powołano zarządy transportu miejskiego. W artykule zidentyfikowano oraz scharakteryzowano czynniki wpływające na decyzję rozdzielenia organizacji i wykonywania przewozów. Omówiono również wady i zalety różnych form organizacyjno-prawnych zarządów transportu miejskiego, a także zaprezentowano przykłady zarządów funkcjonujących w Polsce.
Organizing local passenger transport is one of the own tasks of the municipality, which may be realized in various forms: by the municipality itself, within its resources or by external providers, who are ordered to complete these tasks directly or in the tender process. The last decade of the twentieth century was the time of changes in the organization of public transport in Poland. In the largest cities there was a separation between the functions of transport organizing and service providing and the boards of public transport were established. The factors, which influence on the decision to separate these two functions, were identified and characterized in the article. The article discuss also the advantages and disadvantages of various organizational and legal forms of public transport boards, and presents the examples of public transport boards operating in Poland.

Opis:: Transport accessibility can be considered as one of the assessment measure of transport. It should be stressed that its measurement is based on the analysis of transport infrastructure. The general thesis can be accepted which assumes that improving accessibility is conditioned by the development, expansion or modernization of transport infrastructure. In the analysis associated with the transport accessibility is the concept of accessibility of transport services and communication accessibility. It must be admitted that the analysis of these concepts is not as widely regarded in the literature as the general problem of transport accessibility. Accessibility of transport services is conditioned by an area of gravity, cohesion, transport system, number of transport points, transport suprastructure and organization of the carriage process.

Opis:: The main goal of this article is to verify the functioning in practice the policy of public transport development in selected cities in Poland, through the strategic documents such as Integrated Public Transport Development Plan. The author carried out comparative analysis of documents for the selected cities in Poland, referring them to the present functioning and organization of public transport in these cities. These documents should indicate ways to integrate the various modes of transport, define measures of efficiency of the realization of transport services and the organization and functioning of public transport in cities. Moreover, they should function as strategic assumptions for the individual cities. It is important, from the point of view of the author, to examine the basic assumptions as well as the measures of efficiency of transport functioning which are based on the above plans and consequently the answer to the question- Are Integrated Public Transport Development Plans real determinant of transport policy in Polish cities?

Opis:: Over the past decade the traffic stream structure has evolved largely, in particular in the urbanised areas. The essence of the change has been that private passenger car traffic has increased to the significant detriment of public transportation. As the congestion effect is increasing significantly, the tendency described above needs to be reversed. The achievable pace of the changes is dependent on the perception of the public transportation by the society. This may be affected by the proper mobility management, creating a new mobility culture. Transformations of the transport systems due to deployment of the information technologies make changes in recognition of such systems by the environment. The article deals with an economical approach to the studies of the influence of the development of telematics on the development of the transport systems. Consideration on the creating, using and recognizing of the value potential of the transport systems is the quality tool of such research.

Opis:: Dynamiczny rozwój miast oparty na znaczeniu samochodu w zaspokajaniu potrzeb przewozowych prowadzi do ograniczania mobilności, wzrastają także koszty zewnętrzne generowane przez system transportowy. W rozwiązaniu tego problemu pomaga koncepcja zrównoważonej mobilności, w której potrzeby przewozowe ograniczane są na etapie planowania rozwoju przestrzennego, a następnie zaspokajane przez transport zbiorowy oraz rowery i przejścia piesze. Równoważenie mobilności wymaga podejścia systemowego i stosowania różnych instrumentów. Jednym z nich jest cena usług publicznego transportu zbiorowego, w tym bezpłatny transport zbiorowy (taryfa zerowa) w miastach. Celem artykułu jest ocena wpływu wprowadzenia taryf zerowych na zachowania komunikacyjne, a w szczególności racjonalności hipotezy, że instrument ten działa silnie bodźcowo na równoważenie mobilności. Artykuł przygotowano na podstawie przeglądu literatury oraz analizy przypadku Żor, gdzie wprowadzono bezpłatny transport miejski.
The dynamic development of cities based on the role of the car in addressing transport needs leads to a reduction of mobility, as well as to an increase of external costs generated by the transport system. This problem can be solved thanks to the sustainable mobility concept, in which transport needs are limited at the stage of planning spatial development, and then covered by public transport, as well as by cycle and pedestrian journeys. Sustainable mobility requires a systematic approach and application of various instruments. One of them is the price of public transport services, including the keenly discussed proposal of introducing free-fare public transport in the cities. However, the effects of making such decisions are multidirectional and long-term, whereas the arguments justifying the efficiency of free-fare urban transport in sustaining mobility are not unambiguously confirmed by scientific research. The main purpose of this article is the impact of free fare public transport (FFPT) on communication behaviors and in particular on balancing mobility.

Opis:: The conditions of the regulations concerning the functioning of the non-governmental organizations, as well as the regulators deriving from the mass transport act, determine the place and the role of the non-governmental organizations by defining their regulations liberty area and in this way determining the self-regulatory conditions. The self-regulation of the non-governmental organizations results from the essence of their activity, which is to fulfill the role of the socially useful institution, whereas the self-regulatory conditions result from the form and the character of the activity, as well as the possibility to affect among other things the organs which plan and run the mass transport. In this connection, it can be affirmed that the essence of the self-regulatory functions of the non-governmental organizations is to search such a state of the organization in which the realized actions result from the financial viability and human organizations, at the same time fitting into the areas essential from the social point of view. Referring to the financial, human and social areas, it must be stated that the essence of the self-regulation, as for the general principle that establishes the rules for the aim achievement in the conditions set by the regulation, is the separate treatment of every area. It comes down to the formation of the mechanism for achieving the main aim by achieving the partial aims in this area. Therefore, the self-regulation processes can be analyzed on the financial, social and community level. The last area is acquiring special meaning within the confines of the mass communication.

Opis:: Ostatnia dekada to czas intensywnego rozwoju elektronicznych systemów płatności za usługi miejskie (w tym transport zbiorowy) w Polsce. Celem artykułu jest scharakteryzowanie funkcjonujących w polskich miastach systemów elektronicznych płatności za usługi transportu miejskiego, a także zbadanie poziomu wykorzystania nowoczesnych technologii (Internet oraz aplikacje mobilne) do zakupu biletów na publiczny transport zbiorowy w miastach. Młodzi konsumenci to grupa swobodnie i powszechnie korzystająca z nowoczesnych technologii informacyjno-komunikacyjnych w codziennym życiu. Jednak jak wykazały wyniki przeprowadzonych badań, pomimo częstego wykorzystania Internetu i rzadszego aplikacji mobilnych do planowania podróży, młodzi konsumenci stosunkowo niechętnie wykorzystują te technologie do zakupu biletów na miejski transport zbiorowy. Pozwala to postawić pytanie o przyczyny tego stanu i wskazać kierunek przyszłych badań w tym obszarze.
Last decade is a time of intensive development of urban services electronic payment systems in Poland; this includes public transportation. The goal of this paper is to characterize urban public transport electronic payment systems operating in Polish cities, along with analysing the level of modern technologies (Internet and mobile applications) usage in process of buying tickets for the public transport system. Young consumers are a group that freely and eagerly uses modern information and communication technologies in their lives. Still, as the research suggests, despite common use of Internet and slightly rarer use of mobile applications to plan their travels, young consumers are relatively reluctant to use the aforementioned technologies to purchase tickets. This allows to ask questions for the reason of this situation and point out future research directions in the area.
