    Głównym celem artykułu jest identyfikacja i analiza czynników sukcesu we wdrażaniu elektronicznej administracji na szczeblu regionalnym w Polsce. Pomimo że administracja nie szczędzi środków na rozwój publicznych usług elektronicznych, ich poziom ciągle jest niezadowalający. Dlatego autorzy podjęli próbę znalezienia odpowiedzi na następujące pytania: Jakie czynniki wpływają na rozwój e-administracji na szczeblu samorządu lokalnego? Jaki jest modelowy (wzorcowy) układ tych czynników? Jaki jest poziom rozwoju e-administracji w badanych gminach w ujęciu regionalnym? W tym celu zaproponowano i obliczono wskaźniki opisu i oceny rozwiązań informatycznych polskiej administracji samorządowej.
    Main goal of this article is identification and analysis of successes factors in implementing of electronic administration on the regional level in Poland. In spite of the fact, that administration spares no expense to do the development of electronic public services their level is continually insufficient. There is an attempt inside the article to answer the following questions: What factors have an impact on the development of e-administration on the level of local government? What is the module system of these factors? What is the level of development of e-administration in surveyed communes in the regional spin? To that end offered and computed the rations descriptions and evaluations of informatics solutions of Polish local government administration.

    Celem artykułu jest wskazanie czynników kształtujących poziom akceptacji systemów informatycznych przez społeczeństwo informacyjne na podstawie analizy literaturowej i oceny efektywności wdrożeń systemów e-Administracji, a także wskazanie czynników wpływających na poziom dojrzałości systemów informatycznych realizujących usługi w e-Administracji. W artykule scharakteryzowano rolę e-Administracji w społeczeństwie informacyjnym, przedstawiono poziomy dojrzałości usług elektronicznych systemów e-Administracji. Zwrócono uwagę na rozwój społeczeństwa informacyjnego w odniesieniu do roli państwa jako jednostki inicjującej powstanie i rozwój społeczeństwa informacyjnego, państwa odpowiedzialnego za dostosowywanie polskiej gospodarki do standardów europejskich, jak również na dążenie do pełnej zintegrowanej informatyzacji polskich urzędów i instytucji oraz wykorzystania najnowszych technologii komunikacyjnych, usprawniających komunikację ze wszystkimi instytucjami, urzędami i interesantami. Istotną rolę odgrywa również samo społeczeństwo, jego przygotowanie do korzystania z elektronicznej administracji, co przyczynia się do rozwoju e-Administracji.
    This article aims to identify the factors influencing the level of acceptance of information systems by the information society on the basis of the literature and assess the effectiveness of implementation of e-Government, as well as an indication of the factors affecting the level of maturity of information systems operating services in e-Government. The article describes the role of e-Government in the information society, it shows the maturity levels of electronic services of e-Government. Attention was paid to the development of the information society in relation to the role of the state as the originator emergence and development of the information society, which is responsible for adapting Polish economy to the European standards, the pursuit of a full integrated computerization of Polish offices and institutions, and use of the latest communications technology to streamline communication with all institutions, offices and enquirers. The important role rests also on the society, its preparation for the use of e-Government and thus contributing to the development of e-Government.

    Cloud Computing (CC) is a technology that is the result of the evolution of information technology. She became very popular after 2010. Although historically speaking the elements CC you can see in the 70's-80's. An example would be e-mail, which was and is implemented on the server-wide access. Users utilize software resources coupled angular and hard disk space to store the information. The development of technology has contributed to the fact that the experience of the use of electronic mail are transferred to other uses not only non-commercial, but commercial. The various segments of the economy, you can see the technology implemented CC. They include public administration. Because of their specific operating and construction - from the local to the central - the use of economically and organizational causing that induces a lot of emotion. However, these positive emotions should be verified by the environment, which sees information resources as a source of obtaining illegal profit or as an element of revenge on the organization. But it is not only the negative aspects of CC. The problem may be the service provider, who may perceive the technology of CC as a quick source of enrichment. Therefore it is important to the safety of this technology in the processing of information. To date, there are no legal arrangements at the macro level as seen from the point of legal responsibility of service providers. Some solutions that we can see today are of a local nature. This article will discuss some aspects of security of information processing using CC technology in public administration.

    The aim of this article is to present a proposition of using a cloud computing to realization the services of information systems designed to support the implementation of the tasks imposed by law to Social Assistance Centers. The first part of article presents a characteristics of cloud computing efficiency. Next, the problem of low usability of information systems recently using by Centers is presented. The final part of article describes possibility of using the cloud computing to rise the usability of these systems.

    Efficient public management in the knowledge society requires common implementation of information technology (IT). This situation increases the need for an interdisciplinary attitude to the public administration as a discipline integrating administrative law, informatics, economy, and political sciences. Access to a broadband Internet, development of e-administration, as well as education become key issues both in Poland and Europe. Polish results are not very satisfying in this range, so acceleration of development in the areas mentioned above seems to be indispensable.

    The article presents comparative analysis focused on the use of Information Communication Technology in public administration units in Silesian voivodeship and remaining 15 Polish voivodeships. It concentrates on the systems offering to public administration customers public e-services (i.e. front-office systems) and systems accompanying internal processes in public administration units (i.e. back-office systems). It is pointed how these systems can be integrated in order to improve quality of support service for internal processes in public administration units.
    Artykuł przedstawia analizę porównawczą, dotyczącą wykorzystania technologii informacyjno-komunikacyjnych (ICT) w jednostkach administracji publicznej w województwie śląskim i pozostałych piętnastu województwach. Uwagę skoncentrowano na systemach oferujących klientom administracji publicznej e-usługi publiczne (tzw. systemy front-office) oraz systemy wspomagające procesy wewnętrzne w jednostkach administracji publicznej (tzw. systemy back-office). Wskazano również, w jaki sposób systemy te mogą zostać ze sobą zintegrowane w celu poprawy jakości obsługi procesów wewnątrz jednostek administracji publicznej.

    Priorytetem dla administracji celnych jest bezpieczeństwo międzynarodowych łańcuchów dostaw przy jednoczesnym zachowaniu systemu uproszczeń i ułatwień w obsługi celnej ładunków. Rozwój transgranicznego handlu internetowego i nowoczesnych modeli logistycznych przekłada się na formułowanie coraz większych oczekiwań wobec administracji celnej oraz konieczność wypracowania nowego schematu obsługi celnej. Celem artykułu jest wskazanie na skutki rozwoju handlu internetowego. W artykule przeprzowadzono analizę przyjętych na forum światowym wytycznych dla obsługi celnej e-commerce oraz przyjętych rozwiązań w zakresie: uproszczeń w handlu, bezpieczeństwa, naliczania i poboru należności celnych oraz opracowywania statystyki. W artykule zastosowano: analizę literatury naukowej i dokumentów urzędowych, wtórną analizę statystyczna i syntezę informacji.
    The priority for customs administrations is to ensure the safety and security of international supply chains while introducing a simplification and facilitation system for customs services. The development of cross-border e-commerce leads to increasingly high expectations formulated for customs administrations. The goal of this article is to point out the effects of e-commerce development, the analysis of e-commerce customs guidelines and the evaluation of customs solutions, including: trade facilitation and simplification, safety and security, revenue collection, measurement and analysis. The following research methods were used: analysis of scientific literature and official documents, secondary statistical analysis and synthesis of information.

    W artykule opisano technologie informacyjno-komunikacyjne (ICT) i ich zastosowanie w administracji publicznej. Podjęto próbę zdefiniowania terminu e-Government, ukazując sposoby pomiaru jego efektywności oraz dokonując oceny poziomu rozwoju takich wdrożeń w Polsce. Przedstawiono cele, korzyści i bariery związane z wdrażaniem i użytkowaniem tego typu rozwiązań. Następnie skupiono się na ich wykorzystaniu w jednostkach samorządu terytorialnego. Celem artykułu jest zwrócenie uwagi na możliwość zastosowania technologii ICT w jednostkach administracji publicznej oraz ukazanie korzyści, jakie z takich wdrożeń wynikają. Przeprowadzony przegląd literatury oraz analiza danych statystycznych pozwoliły na ocenę dostępnej wiedzy oraz poziomu rozwoju opisywanego zjawiska w Polsce na tle innych krajów członkowskich Unii Europejskiej.
    The paper discusses possibilities offered by information and communication technologies (ICT) and their use in public administration. It defines the “e-Government” term and shows ways of measuring its efficiency, attempting to analyse its development in Poland at the same time. Then it presents purposes, advantages and barriers associated with e-Government implementations. In the last part of this paper, the author focuses on usage of the ICT in local government units. The main objective of the paper is to emphasize possibility of applying ICT in public administration units and advantages which result from this kind of implementations. The review of literature enables assessment of the existing knowledge. Statistical data analysis let the author evaluate the level of development of described phenomenon in Poland against the background of other EU member countries.
