Opis:
The article deals with the prosodic competence of learners of German, and more precisely with prosodic units. It is not always easy for learners to correctly determine these units and consequently to set correct sentence accents. Lack of correspondence between prosodic and syntactic units leads sometimes to prosodic errors. The article tries to analyze these discrepancies between prosodic units and syntactic phrases in order to determine certain regularities.

Opis:
Applying various standardization transformations for the set of characteristics we receive various ordering of spatial units. In the paper for the purpose of ordering we used the nonstandard method in two variants: of the mean and of the median from the modules of transformed sample standardization values. The results of research on ordering were illustrated on the numerical material concerning the communes of the Podkarpackie Province for the year 2001.
Przekształcenia standaryzacyjne są powszechnie stosowane w analizie zjawisk społeczno-gospodarczych porządkowania jednostek przestrzennych. Ich podstawowym celem jest sprowadzenie cech o różnych mianach do bezpośredniej porównywalności. Są to przekształcenia typu (x−a)/b, gdzie a, b należą do zbiorów charakterystyk liczbowych, odpowiednio położenia i zmienności. Istnieje wiele propozycji stosowania takich przekształceń w zależności od doboru charakterystyk a i b. Wśród nich korzysta się także z charakterystyk odpornych. W praktyce najczęściej stosowane jest przekształcenie standaryzacyjne. (…) Stosując różne przekształcenia standaryzacyjne do zbioru cech, otrzymuje się różne uporządkowanie jednostek przestrzennych. W pracy do porządkowania użyto metodę bezwzorcową w dwóch wariantach: średniej i mediany z modułów przekształconych próbkowych wartości standaryzacyjnych. Wyniki badań porządkowania zilustrowano na materiale liczbowym dotyczącym gmin woj. podkarpackiego za rok 2001.

Opis:
Movement of insurgent parties played an significant role during the January Uprising, in connection with the guerrilla nature of the fighting and the overwhelming predominance of Russian troops. Much depends on the skills and creativity of the departmental commanders. Marches were held in accordance with established rules, in case there was no threat from the enemy, but always with proper security of the marching column. However, most insurgent parties had to hide and march at night for hours and often days, running away from the pursuing Russians. The insurgents used a variety of masking and misleading activities during marches. The negative consequence of this forced mobility was nearly wandering lives of the insurgents. The insurgents were returning home, but troubles of the guerrilla fights, including the constant movement, remained in their memory for years. This is clearly indicated by the analysis of many memoirs.
Podczas powstania styczniowego ze względu na partyzancki charakter walk i przygniatającą przewagę wojsk rosyjskich niezmiernie istotną rolę odgrywało przemieszczanie się partii powstańczych. Wiele zależało w tym względzie od umiejętności i inwencji dowódców poszczególnych oddziałów powstańczych. W sytuacji, kiedy nie było zagrożenia ze strony nieprzyjaciela, marsze odbywały się według ustalonych zasad, zawsze jednak z odpowiednim ubezpieczeniem kolumny marszowej. Jednak najczęściej partie powstańcze musiały się ukrywać i maszerować nocami lub przez wiele godzin, a nawet dni, uciekać przed ścigającymi je Rosjanami. Podczas marszów powstańcy stosowali wiele różnych działań maskujących i wprowadzających wroga w błąd. Negatywną konsekwencją tej wymuszonej mobilności był niemal tułaczy tryb życia, jaki wiedli insurgenci styczniowi. Powstańcy wracali do domów, jednak trudy partyzanckiego charakteru walki, a w tym nieustanne przemieszczanie się partii powstańczych, pozostawały w ich pamięci na długie lata, na co wyraźnie wskazuje analiza niejednego pamiętnika.

The purpose of this paper is to characterise formally and semantically the metaphorical word combination Coś jest kobietą, which has not been registered in phraseological dictionaries yet. The author presents contexts in which this phraseme has been attested, establishes its fixed form, as well as the most important elements of the global meaning.

The article gives a critical review of previous views on the origin of komitats as administrative units in the Early Medieval Bulgarian State. Among the Bulgarian researchers, the opinion of their Byzantine origin prevailed, while the only Western researcher dealing with the problem, T. Wasilewski, advocated the thesis of their relationship with Western Europe, suggesting some of the conclusions of I. Venedikov. It is concluded that at the beginning of the 9th century, when Bulgaria expanded its territory almost doubled, its population is multiethnic and already has direct neighbors in the face of Byzantium and the Frankish state needed a new administrative division. The administrative division of the two countries is decided in two fundamentally different ways. In search of ways to solve the problem, the Byzantine themae system and the marks of the Frankish state are presented. Between komitats and the themae system the similarities are only formal, whereas the comparison with the marks proved to be much more efficient. In this case, similarities are found with regard to their location, their way of setting up, the powers and the way of appointing their governors, as well as the names and powers of the governors. The presence of komitats on the northern and western borders of the Early Medieval Bulgarian state was established, but not in the direction of Constantinople. These parts are directly subordinate to the central government, and this division of ‘inside’ and ‘out’ is characteristic of both early-medieval Bulgaria and the Frankish state of that period. It is pointed out the possibility that the Boritarkans are an intermediary between the central authority and the komitats, and on the basis of the source data the possibility is presented that they are directly subordinated to the komiti.

In 2009 and 2010 Poland and Germany are celebrating some important anniversaries - 20 years of the first free elections and the fall of the Berlin Wall. These jubilees inspire research aiming at taking stock of developments having unfolded over this time. Since the economic cohesion is high on the EU agenda, examining international and interregional differences seems an important research task. This article aims at evaluating and comparing σ-convergence (diminishing discrepancies of GDP p.c.) in Poland (1995-2005) and Germany (1992-2006) on three NUTS levels. Preliminary results point to inequalities regularly diminishing in Germany, however, growing in Poland. A tentative reasoning suggests that increasing values of regional differences observed in Poland might be a temporary phenomenon.

Opis:
The aim of the paper is to present problems which may occur in translation of phraseological units. On discussed examples the author analyses how the attempt to preserve by the translator an internal figurativeness of idioms influences to the choice of equivalent. To explain decisions and consequences were used cognitive approach.
В статье рассматриваются проблемы, с которыми сталкивается переводчик в процессе перевода фразеологических единиц. Анализируя примеры переводческих соответствий, автор пытается показать, каким образом стремление сохранить внутреннюю форму фразеологизма влияет на выбор соответствия. Для оценки и объяснения переводческих решений используются элементы когнитивного метода.

Opis:
The aim of this paper is to present the „Polish Deal” program in the context of its influence on budget management of local government units. The paper puts forward a thesis that changes in the tax system, as specified in the „Polish Deal” programme, will have a negative impact on the finances of local government units. The study was based on selected literature, documents on the financial perspective for 2021–2027, the „Polish Deal” programme, financial information on the state of finances of local government units in 2018–2020 and opinions of the Union of Polish Metropolises and the Association of Polish Cities to the draft Polish Deal programme. The period of the SARS-CoV-2 pandemic coincided with the beginning of the next financial perspective in the European Union for the years 2021–2027. EU institutions have prepared a number of instruments relevant to the post-pandemic era, including the Next Generation EU. At the same time, they imposed on Member States the obligation to prepare their own post-pandemic plans. Poland prepared the National Recovery Plan. This was followed by the government’s presentation of the „Polish Deal” program, which is a promise of socio-economic reforms. The projects included in the „Polish Deal”, in many areas will require the activity and involvement of local authorities. The effects of these activities will be not only financial but also organizational, which will translate into increased spending. Changes in the tax system, especially in the personal income tax, will considerably affect revenues from PIT shares, which will disturb the stability of territorial self-government units’ financial system. Therefore, it is necessary that the government and self-government representatives jointly work out solutions, which will guarantee the compensation of losses for the self-governments in a long-term, and a stable way to restore the principle of adequacy.

The article analyzes and evaluates the judgment issued by the Supreme AdministrativeCourt on November 17 2014, which referred to the possibility of including tax costs by the heirof expenses for the acquisition of units incurred by the testator. Although the beneficial ruling fortaxpayers deserves approval, it can not be accepted that the general principles of tax succession wereomitted, as the court focused only on the material provision.
W artykule dokonano analizy i oceny wydanego przez NSA 17 listopada 2014 r. wyroku, który odnosił się do możliwości zaliczania do kosztów podatkowych przez spadkobiercę wydatków na nabycie jednostek uczestnictwa poniesionych przez spadkodawcę. Choć na aprobatę zasługuje korzystne dla podatników rozstrzygnięcie, to nie można zgodzić się z zasadnością całkowitego pominięcia odwołania się do ogólnych zasad sukcesji podatkowej skupiając się jedynie na przepisie materialnym.

In the years before Israel’s establishment, later during the War of Independent (first Arab-Israeli war 1948), women fought with men in the paramilitary units (Haganh, Irgun). In 1949 Knesset passed the Security Service Law. In this document women service was determined to non combat rules. The paper analyzes women position in the Israeli army, rules of conscription to the army, breakthrough in the army related to Alice Miller case (1995) and then new challenged to the IDF-women in combat units.
W okresie poprzedzającym powstanie Izraela, a także w czasie Wojny o Niepodległość (pierwszej wojny arabsko-izraelskiej z 1948 r.), kobiety walczyły razem z mężczyznami w jednostkach o charakterze paramilitarnym. Kneset w 1949 r. uchwalił Ustawę o służbie obronnej. W tym dokumencie służba kobiet została ograniczona do służby nieliniowej. W artykule przedstawiono miejsce kobiet w izraelskiej armii, zasady poboru, zmiany związane ze sprawą Alice Miller (1995) i nowe wyzwania wynikające z obecności kobiet w jednostkach bojowych.

In this article we consider and analyze the principles of codification of lexical units in educational lexicography. Further theoretical and practical work in the field of projecting and compiling of educational dictionaries is impossible without preliminary collection and analysis of the main principles of codification of lexical units. The aim of the article is to make up a list of principles of codification of lexical units in educational dictionaries. As a result, we have found 16 principles of educational lexicography. Following these principles allows lexicographers to improve the qualitative characteristics while projecting and compiling the dictionaries.
В статье представлены принципы кодификации лексических единиц в учебной лексикографии. Без предварительного сбора и анализа основных принципов кодификации лексических единиц невозможна дальнейшая теоретическая и практическая работа в области проектирования и составления словарей учебной направленности. Целью статьи явилось составление списка принципов кодификации лексических единиц в учебных словарях. В результате выявлено 16 принципов. Следование этим принципам позволяет лексикографам при проектировании и составлении учебных словарей улучшить их (словарей) качественные характеристики.

Opis:
The business activity of medical units is assessed on the basis of economic resources that could allow to assess the effectiveness of the examined business entity. The set of analytical measures and indicators is helpful in assessing the financial condition of the medical institution. The article aims to assess the utility of measures of the financial position of medical units in three selected voivodships: podkarpackie, małopolskie and lubelskie in 2014-2016. In order to achieve the goal, sources necessary for the analysis of the institutions’ indicators were used. The work contains an overview of popular Polish models of discriminant analysis in the field of forecasting the bankruptcy of medical units. Changes in the business environment affect the current financial condition and the ability to continue operations. The accuracy of bankruptcy forecasts depends to a large extent on the rapidly changing external environment. The conclusion from the above considerations may be the statement that in the process of forecasting bankruptcy, one can not rely only on financial indicators from the past, and they can be modified with time variables indicating the condition of the economic situation.
Działalność biznesowa jednostek medycznych oceniana jest na podstawie zasobów ekonomicznych, które pozwalają na dokonanie oceny efektywności badanego podmiotu gospodarczego. Zestaw miar i wskaźników analitycznych jest pomocny w ocenie kondycji finansowej badanej instytucji medycznej. Artykuł ma na celu dokonanie oceny użyteczności mierników kondycji finansowej jednostek medycznych w trzech wybranych województwach: podkarpackim, małopolskim i lubelskim w latach 2014-2016. Aby móc osiągnąć cel, zastosowano źródła niezbędne w analizie wskaźników instytucji. Praca zawiera przegląd popularnych polskich modeli analizy dyskryminacyjnej w zakresie prognozowania bankructwa jednostek medycznych. Zmiany otoczenia gospodarczego wpływają na bieżącą kondycję finansową i zdolność do kontynuowania działalności. Trafność prognoz bankructwa w znacznym stopniu zależy od szybko zmieniającego się otoczenia zewnętrznego. Wnioskiem z przeprowadzonych rozważań może być stwierdzenie, że w procesie prognozowania bankructwa nie można opierać się tylko na wskaźnikach finansowych z przeszłości, można je modyfikować zmiennymi czasowymi wskazującymi na stan koniunktury.

Opis:
The article presents the results of the parametric assessment of research units in the field of pedagogical research carried out in 2017. It outlines the principles and parameters of the assessment and its conditions. This area is covered by science metrics – a new field of comparative research in scientific communication. The article further presents new indicators for the analysis of source documents and proposes a conclusion that is relevant for the modernization of the state scientific policy and the policy of particular organizational units of universities and research institutes.
W artykule przedstawiono wyniki oceny parametrycznej jednostek naukowych z obszaru badań pedagogicznych z roku 2017. Przybliżono zasady i parametry oceny i jej uwarunkowania. Tą problematyką zajmuje się naukometria – nowa dziedzina badań porównawczych w obszarze komunikacji naukowej. Ukazano nowe wskaźniki analizy dokumentów źródłowych. Zwieńczeniem analizy są wnioski istotne do modernizacji praktyki z zakresu polityki naukowej państwa oraz polityki poszczególnych jednostek organizacyjnych uczelni jak też instytutów badawczych.

В статье рассматривается семантическое пространство лексемы «дом» в близкородственных языках. Анализ осуществляется на основе сравнения словарных статей в русском и польском языках. Прослеживается заполнение этого пространства с учетом различных манифестаций понятия «дом» в паремиологических и фразеологических изречениях.
In the paper the semiotic field of the lexem «home» in closely related languages is discussed. The analysis is based on the comparison of dictionary entries in Russian and Polish languages. Different manifestations of the term in question of paremiological and phraseological structures are observed.
