Opis:
While much discussion centres on China’s engagement with Central and Eastern European countries, few studies investigate the role of subnational actors in the relations between the two sides. This paper brings China’s cooperation with Central and Eastern European (CEECs) countries, centred around what is popularly known as the “16 + 1” mechanism. It aims to unravel the link between local governments and the “16 + 1” cooperation mechanism. Local governments’ external cooperation is a new attempt in China’s diplomatic layout. It argues that the exchanges between local governments are a useful supplement to the in-depth cooperation between the two sides, and the cooperation between the two sides has formed a relatively stable pattern. At present, it has entered the stage of an in-depth integration focusing on optimization and upgrading. The further development of local cooperation mainly depends on whether it can play a sufficient leading role in the economic development of China and the countries of Central and Eastern Europe.

Greenland has a special relationship with the European Union due to its link with the Kingdom of Denmark – Greenland’s mother country. As a result, Greenland shares some parts of the EU’s internal market via association agreements. Greenland, has become a meeting place of American, European and Asian interests in the Arctic. It is therefore essential that the EU doesn’t lose the North and keeps strengthening its relationship with Greenland. After having focused its attention on the East and the South, it is high time that the European Union looks further North, notably through a more ambitious Arctic Window in its Northern sphere of influence.

This study used stochastic dominance tests for ranking alternatives under ambiguity, to build an efficient set of assets for a different class of investors. We propose a two-step procedure: first test for multivalued stochastic dominance and next calculate the value of preference relations.
W artykule wykorzystano testy stochastycznej dominacji dla rangowanych hipotez alternatywnych w warunkach dwoistości w celu zbudowania efektywnego zbioru aktywów dla różnych klas inwestorów. Zaproponowano procedurę składającą się z dwóch kroków. Pierwszym jest test dla wielowartościowej dominacji stochastycznej. W następnym kroku obliczona jest wartość dla powiązań preferowanych.

The “facts” of international politics constitute the first-order representations of political life and can be reflected in popular entertainment as second-order or fictional representations. This article demonstrates that discourses of popular culture are powerful and implicated in International Relations (IR) studies. The article makes two correlated claims: the first is that the humanist and anthropological methodology often used to analyse pop culture could also be used to analyse international issues, if appropriately contextualized; the second claim is that a nation can manifest its ‘discourse’ in international politics via its popular culture, as soft power.

Relations between Australia and the United States have developed for long time notably during World War II. Over the following decades, cooperation has become more intense as Australians adopt many cultural patterns from the Americans. Australia declared and supported US presidents in military operations, which is why some have called Australia, America’s sheriff for working to stabilize this part of the world. One cannot overlook the personal arrangements between leaders that help shape the dynamic of deepening the mutual relations these two nations. Donald Trump’s personal interactions’ with the Prime Ministers of Australia play a significant role in this regard.

The author’s aim is to conduct an ethical analysis of degradation and regeneration processes in tourism space, using the example of Havana, Cuba. This is in the context of social relations between tourists and local inhabitants, as well as assessing the significance of regular patterns in these processes and their impact. As a result of the analysis, the author identified the causes of the ruinisation of tourism space in Havana, the exogenous and endogenous factors which influence this process, two types of regeneration undertaken as remedial action, as well as establishing the relationships between local inhabitants and tourists. The research results are followed by commentary indicating those elements of social relations which should be taken into consideration when starting a process of the urban regeneration of tourism space, in order to relieve present and potential conflicts between the inhabitants and tourists.

The German problem dominated among the priorities of the Polish diplomacy after 1960. The stalemate was broken by the visit of the Prime Minister Józef Cyrankiewicz in Vienna in September 1965. Józef Cyrankiewicz’s visit in Austria highlighted new possibilities in Austrian-Polish relations. The old policy of Minister Adam Rapacki had been conceived in a difficult period and had no impact on the international environment. The article aims to characterises of the conditions for developing Polish-Austrian relations in the late 60s. The articles poses several questions: how far policy towards Germany stimulated relations with Austria and how Polish authorities saw the possibilities of economic cooperation with Vienna and finally how they prepared for this cooperation. The difficult economic situation in Poland required resuming cooperation with the West. The meeting in Vienna developed further bilateral relations in a very positive way. The Minister Bruno Kreisky recognized in the Polish government both a partner and a neighbour to cooperate. Cyrankiewicz’s visit launched the ratification processes of many bilateral agreements which developed trade in the Eastern Europe.

Opis:
In this article the nature of religious violence is discussed with particular reference to the work and deeds of a Polish court preacher, Piotr Skarga. The author tries to place the aforementioned phenomenon in a wider cultural context. Drawing from a wide range of sociological and anthropological studies and proposing to understand violence not merely as an act of physical aggression, but also as a process of dehumanizing the enemy and thus making him/her liable to physical harm. The author argues that violence is intrinsic to the world of divided religious communities and can be considered by its perpetrators as an act of piety and doing God’s work. In the Polish context Piotr Skarga was one of the main representatives of this attitude.

The aim of this article is to analyse the new forms of militarism as well as the position and the role of the armed forces in Latin American political systems in the twenty-first century. The first part analyses two selected forms of military participation in politics: the participation of former servicemembers in presidential elections and their performance as presidents, and the militarisation of political parties. The second part of the article focuses on the issue of contemporary civil-military relations in Latin America, discussing the problems associated with the establishment of democratic control over the armed forces, the reform of the Ministries of Defense and the redefinition of the functions of the army.

The article analyzes the process of modification of Japan’s foreign policy after Donald Trump’s election as US president. As short- and middle-range aims of Japan’s diplomatic strategy were outlined with expectation of victory of Hillary Clinton, Tokyo was forced to abruptly change its policy. Relying on the neoclassical realist theory, the article examines the complex interaction between the external factors, such as security threats from North Korea or China, and domestic factors both in Japan and the US, that is personal, institutional, societal and economic determinants. It is argued that while it was strategic convergence between Tokyo and Washington that enabled relatively smooth cooperation between Prime Minister Abe and President Trump, internal factors, such as right-wing credentials of both decision makers, distorted and to some extent facilitated this process.

Rodzina jako podstawowa komórka społeczna, pierwsze środowisko życia ludzkiego odgrywa podstawową rolę w zabezpieczeniu potrzeb, przenoszeniu wzorców społecznych i ochrony jej członków. Biorąc pod uwagę różne modele rodzinne istniejące we współczesnym świecie, oprócz tradycyjnych i zrekonstruowanych rodzin, rozróżniamy również rodziny dysfunkcyjne, co nie oznacza od razu, że są to rodziny patologiczne. Prawidłowe wypełnianie funkcji rodzicielskich jest jednym z najważniejszych zadań rodziny. To rodzina tworzy środowisko edukacyjne, opiekuńcze i socjalizacyjne dla dziecka, gdzie rozwijają się cechy jego osobowości i tożsamości, a także przyswajane są normy społeczne i związane z nimi sankcje. Rodzaj i model rodziny może mieć znaczący wpływ na pojawienie się zachowań przestępczych w dorosłości. Badania autorki przeprowadzone w latach 2007–2011 pokazują, że stosunki rodzinne są najbardziej znaczącym czynnikiem w biografiach więźniów. Ponadto wykazano, że rozpoczęcie działalności przestępczej i kolejne powroty do tego rodzaju aktywności, korelują z problemami edukacyjnymi i licznymi uzależnieniami w rodzinie (od alkoholu, narkotyków, substancji psychoaktywnych, hazardu, itp.). Dysfunkcje, które powstają w wyniku procesu socjalizacji i budowania codziennych relacji, mogą być związane z wejściem na drogę przestępczą młodego mężczyzny, a tym samym sprzyjać w przyszłościpowrotowi do negatywnych nawyków i recydywizmowi. Artykuł ma na celu pokazać relację między wychowaniem w dysfunkcyjnej rodzinie a wejściem na ścieżkę przestępczą, co w konsekwencji może być też uważane za jedną z przyczyn późniejszego recydywizmu jednostek.
The family as a basic social cell, the first human life environment, plays a fundamental role in securing needs, transferring social patterns and protecting its members. Taking into account the different family models that exist in the modern world, apart from traditional and reconstructed families, we also distinguish dysfunctional families, which does not immediately mean that they are pathological ones. Properly populating parental functions is one of the most important tasks of the family. It is a family that creates educational, caring and socializing environment for a child, where the characteristics of its personality and identity are evolving, as well as social norms are assimilated and associated with adequate sanctions. Family type and model can have a significant impact on the emergence of criminal behavior in adulthood. The author’s studies in the years 2007–2011 show that family relationships are the most significant factor in the biographies of prisoners. Besides, it has been shown that to start criminal activities and subsequent returns to such activities, they correlate with educational problems and numerous addictions in the family (from alcohol, drugs, psychoactive substances, gambling, etc.). The dysfunctions that arise as a result of the socialization process and the building of daily relationships can be linked to the entry into the criminal way of a young man, and thus foster a return to negative habits and recidivism in the future. The article aims to show the relationship between the being brought up in the dysfunctional family and the entrance to a criminal path, which may also be regarded as one of the causes of later recidivism of individuals.

Starting from the notions of q-entailment and p-entailment, a two-dimensional notion of entailment is developed with respect to certain generalized q-matrices referred to as B-matrices. After showing that every purely monotonic singleconclusion consequence relation is characterized by a class of B-matrices with respect to q-entailment as well as with respect to p-entailment, it is observed that, as a result, every such consequence relation has an inferentially four-valued characterization. Next, the canonical form of B-entailment, a two-dimensional multiple-conclusion notion of entailment based on B-matrices, is introduced, providing a uniform framework for studying several different notions of entailment based on designation, antidesignation, and their complements. Moreover, the two-dimensional concept of a B-consequence relation is defined, and an abstract characterization of such relations by classes of B-matrices is obtained. Finally, a contribution to the study of inferential many-valuedness is made by generalizing Suszko’s Thesis and the corresponding reduction to show that any B-consequence relation is, in general, inferentially four-valued.

This paper historically traces the purposive domestication of pigeons in order to examine the dialectical relationship between nature and culture. It is demonstrated that each instance of the domestication of the pigeon for a new function (i.e., food, messenger) also entailed the construction of a role of the bird in human society, replete with symbolic representations and moral valuations. Yet it is also argued that, though animals are repositories for social meaning, and culture is literally inscribed into the physical structure of domesticated animals, such meanings are patterned and constrained according to the biological features of the animal itself. The ubiquitous and unwanted “street pigeon” now found around the globe is the descendent of escaped domestic pigeons, occupying the unique and ambiguous category of “feral”- neither truly wild nor domestic. Ironically, the very traits that were once so desirous and that were naturally selected for are now what make the feral pigeon so hard to get rid of and so loathsome.
