Using works based on these there has been an attempt to indicate the theoretical basis of tourism growth as a factor of regional development.

Large scale timber construction has been on the upswing for some time in many European countries. Besides the building cluster, also regions and cities have taken advantage of the ongoing timber boom in their economic and spatial development. In this article the focus is on the South Ostrobothnia region and the city of Seinäjoki in Western Finland, where the potential of the business is quite weakly exploited regardless of favourable preconditions. By studying the key actors of the innovation network we are able to better understand the premises of the local development platform that should aim at boosting timber construction.

This paper aims to review the evidence demonstrating the role of universities in the knowledge diffusion function for Smart Specialisation strategies. It is not new if many experts question whether Smart Specialisation will apply equally in all regions, plus the reason that the study of the role of universities in Smart Specialisation still needs much attention. Through this evidence-based literature review, I have identified three main points that support the role of universities for Smart Specialisation in less developed regions of Europe, including resources in regional innovation systems, public sector investment support for RandD, and strong bonds of the Triple Helix actors.

This article discusses the claim of a new paradigm in the knowledge production and diffusion process, and the need to assess the regional and local implications of this modal shift. After introductory remarks included in the first part of the paper, its next section introduces the theme of localisation of knowledge as a source of regional development; section three examines the lessons we can extract from the US university system (with a particular regard to the case of Johns Hopkins University and the recent project for a biotech park in the city of Baltimore); in section four an illustration of the Italian University system leads to a description of the current evolution of the University of Bologna toward a new entrepreneurial role. The last part of the paper discusses the embedded role of universities in the light of the two cases presented in the previous sections and draws the conclusions in terms of regional policy.

As spatial diversity of economic development is one of the main problems of modern economies, researchers have attempted to define the conditions and factors influencing this phenomenon. Among others, two intangible factors are suggested: human capital and social capital (Herbst ed. 2007). The primary objective of this work is a spatial and spatio-temporal analysis of the diversification of human and social capital within the Polish NUTS 3 subregions. The two detailed targets are constructing composite indicator of both of the mentioned types of capital as well as examining spatial interactions between human capital, social capital and the GNP level per capita. The large diversification of human and social capital in the Polish subregions has been confirmed. Clusters of regions with low levels of human capital have been indicated, whereas in the case of social capital a grouping of its high values was observed. The research also confirmed the positive correlation between GNP per capita and human capital, with high values of both variables in the larget cities. Additionally, there are some subregions with high levels of economic development surrounded by low levels of human and social capital (Łódź, Szczecin, Wrocław). It is possible that high level of GNPpc in these regions was the incentive causing the relocation of human capital from the neighbouring regions. The correlation between GNPpc and social capital, where significant, is of the low-high type. These subregions are located in the east and south of Poland.

The six founders of the European Economic Community, later the European Union, did not differ substantially in terms of an economic level. Therefore the issue of policy and the problems connected with a regional development started to be discussed along with the development of the economic integration and the enlargement of Communities with another countries, which were much different economically from the founders. The European Regional Development Fund (ERDF ) was established at the Copenhagen summit in 1975 and the resources were distributed into member states. The subsequent enlargement of the Community in 1986 with Spain and Portugal contributed to signing the Single European Act (SEA), which created the basis for a new structural policy and its reform in 1988, and the binding rules were additionally enlarged in the European Union Treaty from Maastricht. The EU Treaty signed on 07.02.1992 in Maastricht in the Netherlands established the European Union and came into force on 01.11.1993. Poland, after entering the European Union on 01.05.2004, taking into consideration the experience from the absorption of the pre-accession funds for ten years, i.e. since 1994, since the first days after the accession used well the EU resources and the Lubuskie Voivodship led the way within this range in Poland. Therefore the regional development was supported by the structural funds orientated first of all to infrastructure and the protection of natural environment. The assistance programme of the European Union for the countries of Central and Eastern Europe – Phare had its edition since 1994 in the Lubuskie Voivodship as Phare Cross Border Cooperation CBC – the Programme of Poland – Germany Cross Border Cooperation was mainly used for the implementation of investment projects on the Polish-German borderland. This experience was implemented in the effective use of the support within the Integrated Operational Programme of Regional Development in 2004–2006. Over 80 million euros granted for the Lubuskie Voivodship were orientated mainly to road, council and social infrastructure and the cross border cooperation was financed by the Community Initiative Interreg III A, whose objective was to support the integrated and sustainable development in the economic, social and cultural area on the Polish-German borderland.

Since coming to power in 1994 successive ANC-governments have engaged in a series of attempts at national spatial development planning in South Africa. These engagements have received scant treatment in the planning literature. In this paper a broad overview of these initiatives is provided, with an emphasis on the different instruments; the context in which they were developed; the institutions that were proposed and/or created in support of the instruments; and the extent to which the instruments were implemented and what their levels of success were. The paper concludes with a call for comparative research, including South Africa, in this arena.

This article contains an analysis of the relationships between companies belonging to clusters in the Świętokrzyskie scientific community. These relationships are the subject of research, both in terms of geographic reach (regional and beyond), and in terms of forms of cooperation. The findings presented in this paper form the basis for conclusions about the significance of cooperation between both the economic and scientific spheres, in: shaping clusters, the development of companies within them, as well as regional development as a whole.
Artykuł zawiera analizę relacji między przedsiębiorstwami zlokalizowanymi w klastrach województwa świętokrzyskiego a otoczeniem naukowym. Relacje te są przedmiotem badania zarówno w odniesieniu do zasięgu przestrzennego (regionalnego i ponadregionalnego), jak i form współpracy. Prezentowane w artykule wyniki badań są podstawą do formułowania wniosków w odniesieniu do znaczenia współpracy między obiema sferami (gospodarczej i naukowej) dla rozwoju klastrów, przedsiębiorstw w nich zlokalizowanych, jak i rozwoju regionalnego.

Opis:
North Macedonia can improve its economic growth by addressing the infrastructure gap by at least full capital budget utilisation. The outturn/execution of capital budget expenditures is low and in relative terms decreasing. The planned public finances for regional balanced development are also low and non-compliant with the legally set levels. A test of several hypothetical scenarios of full capital budget utilisation it is expected to positively contribute to the economic growth immediately and in the period to follow. Even if total debt increases in nominal terms, in relative terms the debt-to-GDP on a longer-run reduces through generating additional economic output.

The Egnatia Motorway, located in the northern part of Greece, constitutes one of the most important, as well as ambitious, projects of the Trans-European Transport Networks programme (TETN) funded by the European Commission. It is expected to greatly influence the spatial economic relationships of several regions across the country. The motorway crosses all administrative regions of Northern Greece, and the expectations currently sustained by the public as regards its contribution to regional development are exceptionally great. As numerous empirical studies have already shown, the most important changes in regional economy induced by interregional transportation infrastructure are associated with trade flows between different regions. This paper analyses the major determinants of interregional trade in Greece and estimates the changes in interregional trade flows which the construction of the Egnatia Motorway is capable of generating.

The aim of the article is to indicate differences in demographic changes between small cities located nearby and away from the metropolis on the example of the Małopolska Voivodeship. There was a hypothesis that demographic growth in cities is slower than in rural areas of municipalities, in particular in the case of cities constituing the Krakow Metropolitan Area (KMA). Statistical analysis of data retrieved from Central Statistical Office (GUS) supports the hypothesis. Small towns in KMA are developing noticeably slower than rural areas, which results in a falling share of inhabitants of these cities in the total population of the municipality. Apart from KMA, rural development was also observed, most often associated with a decrease in the number of inhabitants of small cities.
Celem badania jest wskazanie różnic w przemianach demograficznych pomiędzy małymi miastami położonymi w pobliżu i z dala od metropolii na przykładzie województwa małopolskiego. Postawiono hipotezę, że zmiany demograficzne w małych miastach są mniej korzystne niż na terenach wiejskich ich gmin, w szczególności w przypadku miast zaliczanych do Krakowskiego Obszaru Metropolitalnego (KOM). W wyniku analizy danych statystycznych udało się pozytywnie zweryfikować hipotezę. Małe miasta w KOM rozwijają się zauważalnie wolniej od obszarów wiejskich, co skutkuje spadającym udziałem mieszkańców tych miast w ludności gminy ogółem. Również poza KOM zaobserwowano rozwój obszarów wiejskich, połączony najczęściej ze spadkiem liczby ludności małych miast.

This methodological, policy-focused paper firstly defines the concept of “sustainable territorial innovation” and its operationalisation according to the strategic objectives of Europe 2020. Statistical processing was based on 26 indicators, which helped to perform a multivariate analysis and allowed to identify ten groups of municipalities characterised in terms of the territorial sustainable innovation idea. Their GIS spatial distribution has led authors to combine them with the set of indicators proposed by the Italian Government in the UE Cohesion Policy 2014–2020 perspective. The paper also addresses the constraints and opportunities for urban and peri-urban policies within new scenarios.

The European Union identifies the regional level as the ideal spatial scale for resources’ redistribution, in so doing turning European regions into key spatial development players. This raises challenges due to the heterogeneity of the EU in terms of administrative configurations, and spatial governance and planning systems. The contribution of this article draws on the results of three interlinked ESPON research projects to shed light on the matter. Building on an overview of the institutional variables that may influence successful regional development, it proposes a typology of multi-level regional development governance in the EU and reflects upon the potentials for delivering economic, social, and territorial cohesion.
