The superior role of local authorities in the development process of towns and administrative rural communes is commonly recognized and often underlined. It is also sanctioned by appropriate regulations. The present system of planning and managing the development of towns and rural communes is considered to be not sufficiently effective. Thus there should be taken into account possibilities of better application by local authorities of the exiating tools of management, and provision of new tools. Of great importance in this respects is proper allocation of investment outlays for implementation of development programmes as well as poasibilities of local authorities in the area of accumulating financial means and their uae in line with the requirements of a given area. This article is an attempt at estimation of the present system of financing investment projects from the viewpoint of needs of local authorities. It aims at formulating such solutions which might allow the authorities to utilize the financing system of investments in a way promoting increased effectiveness of steering the deyelopment of settlement structures. The methodological scheme of this work was based on simultaneous conducting of researches in two directions, of which one was of a more general character, and of theoretical type, while the other one was largely empirical. The theoretical studies encompassed problems of development of settlement structures and the present financinig system of investment projects. On the other hand, the empirical analysis aimed at determining the subjects and financing sources of the development of a definite settlement structure. The reaults provided by researches conducted in these two directions allowed to perform an assessment of the present situation in the field of financing the development of seetlement structures. Against this background, there wers formulated propositions of changes in the present role played by local authorities in this area, and thus - of changes in the present system of financing investment projects. In the author's opinion they should pave the way for more effective steering of the development of towns and rural administrative communes by local authorities.

Local governments of the basic tier have to fulfill a big variety of tasks important for the people and business on their areas. To do that properly, they need sufficient money. There are many national acts which regulate the local government finance: they range from The Constitution down to particular instructions issued by the Ministry of Finance and other members of the Central Government. The paper analyses one kind of acts devoted specially to the local government revenue sources valid during the last fourteen years. It proves that the general structure of income, i.e. own revenues, general and specific grants remained unchanged; the same refers to the list of particular sources. Some amendments had to be done due to different reasons; the mosUy affected being the general grant system. Paper ends with a comparison of the current solutions with those provided by the previous acts on local government revenue. The general issue is that time and expected experience do not necessarily result in better solutions.

In such a complex system as town each change brings about a chain of successive changes in the other elements of a system. The results of these changes may be negative, including direct diseconomies, or they may bring about the necessity of counteractions which need further costs. It ie therefore necessary to take into account not only direct costs, but also other costs and diseconomies borne by other actors, i.e. social costs. In the face of the growing urbanization acceptation of such a wide definition of town development costs would result in including in this cathegory majority of costs borne by population and economic units. Therefore, there is a problem of delimitation of these costs. Complexity of costs spent on town development i.e. their different forms, time spent, subject and object differentiation makes their concise evaluation impossible. At the same time, there is a danger of treating some of the costs as a total their number, which must lead to prlmitiveness in evaluation and wrong conclusions. The above reasons resulted in an attempt to show different forms of town development costs. Following factors were taken into account: investment costs, town activity costs (i.e. their differences resulting from development), alternative costs of choice and environment costs including natural and socio-economic environment. Second part of this article is devoted to the factors influencing differentiation of town development costs i.e. characteristic features of building land, size and spatial structure of town, its functions and programme of development, threshold of development, time factor and local taxation. In the final part of the study problem of measure and evaluation of costs spent on town development Is dealt with.
