In the era of the market-driven media, the digital transition and the ‘new media’ reign we should consider what will be the future of local broadcasting. First of all, we should look at the broadcasting legislation process – especially changes connected with the rules and privileges given to the local and community broadcasters. Second point worth consideration is the case of the traditional local TV and radio stations in Norway. A few questions should be asked, for example: if the local TV/radio fulfils the local medium function; which is the dominant function for the local broadcasters; what will be the future of local TV/radio station; if web TV/radio replace traditional ones; what is the local programmes content etc. Third point which should be analyzed is the role of local TV and radio in creating local identity and local democracy. We should look at the local communication level from the wide perspective: relation global–local; globalization–glocalization.

Opis:
In current research on the subject, three dominant functions of advertising can be pointed out. These are: to inform, to persuade or to remind a recipient about the product. However, watching modern commercials in the media evokes a question about this typology being sufficient enough to cover the full spectrum of the commercial industry. The main goal of the article is to test the attitudes towards commercials in students in their junior year of the Journalism and Social Communication degree at the University of Łodź. This probe is exceptionally valuable, since many of these people in years to come will become involved in creating this type of broadcast by graduating with a “Advertising, Design and Visual Communication” major at our university. The experiment has been divided into three tiers, showing different types of TV spots in two of them. Doing this has enabled us to answer the question if watching these types of broadcasts can influence the attitude towards commercials and its functions on viewers.

While media coverage of the 2008 South Ossetia War in Ukraine has been explored a little, the domestication of it has not yet become an object of research. Th e concept of news domestication is relatively new and underdeveloped in Ukrainian media studies. Previous research of media coverage of the 2008 South Ossetia War was either limited to the period of the war or was devoted only to its press coverage. Current research intends to fi ll the gap in the study of media discourse in Ukraine and to present an insight in the 2008 South Ossetia War TV coverage and its domestication.

The state plays supervising rather than regulative role on the Russian TV market, being an acting force per se on this market. The state takes care of the ideological and moral health of citizens as a missionary. In this respect the Russian State TV cannot be classified as public TV – as the social order could not be formed by society. Instead the order is dropped down from power structures, imposing state ideas of social development and providing reproduction of power elite.

Opis:
Televised political advertising appears in very different national political communication contexts. Sweden is an interesting case study. For many years, political ads on TV were not allowed at all. However, with the transition from analog to digital terrestrial television the public service obligations of the “hybrid” channel TV4 were dismantled. In the 2010 national election campaign, all Swedish parliamentary parties bought advertising time on TV4. This article intends to shed new light on political TV ads as a new campaign feature in a rapidly transforming political communication environment. The study relates to the concept of hybridization of election campaigns and intends to increase knowledge about hybridization processes by focusing on a critical case where one of the most adopted campaign practices worldwide is finally implemented within a specific national context and deviating political culture.

World news coverage is an important source of information about the worlds of “the others” for television audiences. Its production is connected with the hidden logic in the selection of issues, geographical areas, and actors. International news fl ows are infl uenced by news values, cultural and geographical contexts, and historical backgrounds. Th is article presents a study of foreign aff airs coverage in Czech television news programs based on a quantitative content analysis. It deals with questions such as: which countries or continents are included in the television news agendas? What is the frequency of their coverage? This article examines how audiences engage with popular culture in ways that forge political awareness and civic engagement. Through exploring the various levels of engagement of Hungarian women with the 2017–2020 television adaptation of The Handmaid’s Tale, this study answers questions such as: How do Hungarian female audiences engage with topics raised in The Handmaid’s Tale? How does their engagement with the show encourage cultural citizenship? Based on in-depth interviews with twenty-two Hungarian women, this qualitative empirical research sheds light on the role of television drama series in facilitating the manifestation of cultural citizenship as an arena of identity-construction and community-formation.

While much of the scholarship on populist political communication focuses on its content and a verbal style, less is known about the nonverbal cues accompanying populist messages. This paper aims in filling that gap by providing findings of the study on characteristics of nonverbal communication of two Polish presidential candidates: Bronisław Komorowski and Andrzej Duda, traced during two debates broadcast on television before the second round of the presidential elections in 2015. The results revealed that both candidates employed nonverbal cues such as appearance, eye contact, facial expressions, or gestures that emphasized their references towards the people or negative attitudes towards elites expressed in their verbal messages. The study also proved that the methods used previously in research on nonverbal content on television observational protocols and analysis of facial expressions may be successfully employed in studies on nonverbal components of the populist style of communication.

The Lithuanian Radio and Television (the LRT 1 ) has been performing the functions of the public service broadcaster for two decades. Its mission is defined by the law; the former state subordination was replaced by the public administration (the LRT Council). The LRT is facing problems that are characteristic of the participants of the European audiovisual sector of the competitive era as well as specific problems of the post-communist states’ development. There were no traditions of public service in Lithuania, the reorganization of the audiovisual sector coincided with dramatic changes in public, political and economic life of Lithuania. Although formally the LRT meets the requirements set for the European public service broadcasting, from time to time, the question of independence of public service arises. The possibility of political power to interfere in the matters of LRT is revealed in the article through the particular case – through the analysis of the so-called Diarchy Case when due to the influence on the LRT the interests of the former and new political majorities clashed. The case reveals that it is possible to make political impact on the public service by announcing aspirations of full depoliticization. It is possible to pursue political goals of the governing majority through financial levels as well. After the idea of subscription fee has remained unrealized we see how difficult it is to find alternative funding sources for the public service broadcaster.

The phenomenon of media pluralism and content diversity has been unceasingly a central issue of the European policy making. Media pluralism is usually linked to the democratic perform- ances of society. The concept of pluralism can be defined both in terms of its function and in terms of its objective. Concerning television, media pluralism can be assessed through the number and types of channels, the number and structure of their owners, the editorial content of the broadcasts, and the access of different societal groups to the programming. Th e text investigates how well the traditional television system with its main social pillars, such as plurality and diversity, fits into the newly devel- oped digitized media environment.

The article presents an analysis of the news broadcast on Czech public television during the first wave of the COVID-19 pandemic in March 2020. Based on the concept of post-politics, the analysis illustrates how Czech Television created consensus, naturalized the measures adopted by the government, and transformed a potentially political space into one that privileged instrumental and technical solutions. The author argues that the later emergence of protest movements in Czechia may also be related to the first wave of the pandemic being presented in a consensual, post-political form in public service media. This activity prevented society from recognizing the socially unequal impact of the pandemic and the measures aimed at reducing its impact. Dealing with the question of how to represent a world that went through a rapid change, because of a pandemic, the article ends with a plea for agonistic media pluralism.

This research essay offers analysis of the digitalisation switchover in Slovakia. It specifi - cally focuses on the political economy of the process, how the state regulators were able to protect and more importantly to strengthen the free competition and lessen the barriers for the entrance of new players because of the pressure of the current media players. It states how the public service broad- caster Slovak Televison was lagging behind in the process (even as it started the first digital channel already in the summer of 2008) and how the current players are trying to cement the position of Fell- ner’s “competition among the few.” Th is paper is foremost a case study of Slovakia and how its regula- tory framework is influenced by the European Union’s regulatory activities in the area of terrestrial digital video broadcasting. It particularly focuses on the political-economic aspects of media owner- ship and mentions the situation in the Czech Republic as well.
