Described were IBMER (Institute for Buildings Mechanization and Electrification of Agriculture (IBMER)) activities aimed at the development and verification of research procedures used for the assessment of commercial family farm activities and for evaluation of progress in their technological and ecological modernization. Current assessment of agricultural farm activities has been conducted using an appropriate IBMER procedure [Wójcicki 2008], which comprises tables for parametric (numerical) description of commercial farm equipment and activities in 2008.Development family farm is modernized on the basis of the project of its organization and mechanization in the nearest 5-7 years (e.g. until 2015). Such project may be developed using new IBMER technological and balance sheet procedure (methods), which has been currently (2009) elaborated and verified. A comparison of the recent activities with the accepted organizational project allows to determine the level of progress in the sphere of technical and ecological modernization of the analysed farm and its infrastructure. Both research procedures contain a number of common methodical bases, the part of which was synthetically compiled in tables concerning the assessment of modernization of a sample farm with farm area 40 ha AL, specializing in potato, milk and beef cattle production.

The current study presents status and the need for improvement of the land distribution of family agricultural holdings in Poland. The assessment of the distribution of farm lands in the area between 1 and 300 ha has been made according to the 2013 data and provided by the Polish Agency for Restructuring and Modernisation of Agriculture (ARMA). Our analysis included totally app. 750,000 of family agricultural holdings. The evaluation of land consolidation was based on the two regional criteria proposed by the Regional Offices of Geodesy and Agricultural Areas, i.e. the plot size and the number of plots within individual family farms. The family agricultural holdings, that are included to the Polish system of agricultural support, have an average land area of around 16.0 ha, and this refers to around 6 cadastral plots with an average acreage of app. 3.0 ha. The need of land consolidation was estimated to be at the level of app. 7.1 million ha (this corresponds to 69.14% of total agricultural area land in Poland). The problem occurs in the entire country, but the worst situation is in the southern, south-eastern and central Poland. The implementation of the land consolidation and farmland exchange procedures within the Programme RDP (Rural Development Programme) in the period 2007-2013 stood at the level of 13,600 ha annually, thus the area of unfavourable land distribution was not reduced significantly. According to our evaluations the land consolidation should involve at least 50,000 ha annually to improve in real terms the distribution of agricultural plots in Poland.

The study deals with barriers to be overcome by agritourist farm owners who choose to invest in renewable energy sources. Research was done in order to check whether before undertaking the investment they raised their qualifications and used financial means offered by the government. In order to obtain information on the possibilities of ecological technologies development in rural areas, also farmers who do not use ecological energy media were interviewed. Both farmer groups were surveyed for information on development prospects of small technologies in rural areas. Farmers involved in agritourist activity were asked whether undertaking the risk of purchasing ‘green equipment’ provided them with measurable benefits.

Opis:
When compared to other states of the EU, Poland is a country in which rural areas play special role. 38.1 % of the population live in the country and rural areas cover 93.4 % of the country's territory. People employed in agriculture make more than 20% of the whole workforce, so a few times more when compared to the EU. Simultaneously, farms are significantly smaller than in the old membership countries. A historical feature of the Common Agricultural Policy (CAP) of the EU has been presented in this work. The scope of the CAP reforms, as well as their influence on formation of the agricultural policy in Poland have been discussed. Both sources and the level of subsidy costs to agriculture have been presented. Aid programmes for farms have been analysed, both the already executed and those which undergo implementation. The considerations were based on analysis of the most recent documents and articles related to the above-mentioned issues.

Since the half of the 1990's, the development of rural areas was directed into a multifunctional form. Apart from main agricultural functions, dominating in the central steering period, different forms of non-agriculture activity started to develop in rural areas. In new conceptions of rural areas development, of important meaning was tourism, including agrotourism. The main aim of this paper is an attempt to discuss the role of tourism in multi-functional development of rural areas, especially in the Świętokrzyskie voi-vodship. In the Świętokrzyskie voivodship, a considerable development of agrotourist farms, with that of cooperating institutions, like agrotourist associations, con-sultative teams and agrotourist chambers is recently observed. The agrotourism is very important function of this area. First agrotourist farms were organized in 1993. Most of them are small and are not profitable, thus most of their owners became part-time farmers. The income outside the agriculture can be for them just the agrotourism. At present the Świętokrzyskie voivodship is visited by many tourists from various part of Poland. Agrotourism is a real chance for the Świętokrzyskie voivodship farmers, to ameliorate their difficult economic situation.

Agrotourism plays a huge role in the activation of rural areas. Its position and market power affects a number of external components and mechanisms. And although its positive impact on the economic and social development rural areas is noticeable, it also reveals a number of barriers related. An important aspect is to strengthen awareness of local communities concerning benefits resulting from the development of this non-agricultural source of income. Only then it will trigger a multiplier effect that will eventually lead to reduction of unemployment, job creation in sectors serving tourists, revenue growth and will improve both living standard and working conditions of the population actively involved. Improving the visibility of rural values, processing, traditional crafts, rural buildings can become a powerful magnet for tourists, tourists looking for new unconventional forms of recreation. Benefits of the development of rural tourism can become real if there is visible involvement and close cooperation between both - service providers and local authorities (government).
