The latest Eurostat projections show that both population and labour force ageing change employment profiles by age in the European Union countries even in case of an increase in labour force participation and employment (The 2012 Ageing Report). My research question is how basic individual (such as age, education, household position, place of residence) and contextual characteristics (such as the business cycle and the regional labour market situation) influence on employment opportunities in Poland. I test whether the impact of different factors varies with age, which has been categorized to reflect different stages of the life course: youth and young adults (15–29 years old), prime aged (30–54 years old), and older workers (for women: 55–59, for men: 55–64). To answer the research question three types of multilevel logistic models were applied: (a) general models with age as one of the basic determinants, (b) models for each age group for non-agriculture and agriculture. The data used come from the Polish Labour Force Survey (BAEL) of the years 1998–2008 and regional labour market data. The analysis reveals that there are differences in influence of individual and context variables on employment odd ratios between age groups, sex and employment sectors.

Opis:
The purpose of this paper is to demonstrate the employment costs and advantages of employing a foreign labour force. The analysis was made based on the dual labour market theory, whereas employers were divided into employers of foreigners in occupations from the primary and secondary labour market. The analysis was based on 263 semi-structured interviews with employers from the Opolskie Voivodeship (Poland). The respondents were contacted in several ways. Firstly, the CAWI (Computer-Assisted Web Interview) and then PAPI (Paper & Pen Personal Interview) methods were used. The study showed that there is a significant statistical relationship between the labour market segment in which an employer hires a foreign employee, and the advantages gained by the employer. On the other hand, the study demonstrated no statistical relations between the labour market segment and the barriers for employing foreigners and their evaluation made by employers.

Selected results of the qualitative research about social and individual consequences of non – typical forms of employment are presented. The research was carried out in the Lubuskie voivodship in 2011. They seem to show that the inhabitants of this province are aware of advantages and disadvantages of the flexible labour market. For some people flexible job contracts offer a chance to create self-made careers. Some people declare flexible jobs as a substitute under a lack of full-time jobs in searching for job. They understand that flexible jobs counteract unemployment and guarantee any income. However, they complain about uncertainty related the contract duration, income, and irregular work intensity. There are also opinions that when combined with a stable contract non-typical forms of employment offer opportunities to stabilize a financial situation.

The paper presents results of estimation of Cox proportional hazard model developed in order to identify the importance of employment for a first and a second childbirth for Polish women born in 1960 and after. The analysis is based on data from the first wave of the Generations and Gender Survey GGS-PL. The results show: a) positive and statistically significant effect of employment on the risk of having a first and a second child, b) negative, although weak impact of the length of statutory maternity leave on the risk of having a second child. The results cast in doubt the effectiveness of the new reform that introduces the possibility of taking longer maternity leaves in order to boost fertility.

This paper is based on a study on the effects of unauthorized migration on Latino children and youth’s access to education, healthcare, and livelihoods. The research project aimed at improving understanding of the many nuanced effects of undocumented status on employment and livelihood prospects of Latino youth. Research involved ethnographic fieldwork in three neighborhoods in the larger Washington, DC metropolitan area: Chirilagua, VA, a neighborhood on the border of Alexandria and Arlington in northern Virginia; Langley Park, MD; and Columbia Heights, in DC. In this article we attempt to explore the circumstances faced by Latino youth as they transition into adulthood and analyze the effects of unauthorized status of the young person or other family members on incentives to work and access to the labor market. We argue that while these youth are often pressured to choose waged employment over education in order to contribute to the family’s income, their lack of legal immigration status is an incentive to stay in school for the relatively safe legal environment it affords. Once the decision to work has been made, or graduation from high school has forced them out of the safety net, the limited options for work available to these youth create difficult decisions wherein some seek work in safe environments for less compensation while others choose more formal, higher-paying positions that come with exposure and high risk.

The aim of this paper is to examine individual social remittances in the sphere of employment, against the background of the changing employment patterns and flexibilisation of work. Through an analysis of life stories of post-accession return migrants from the UK to Poland, it investigates the way in which returnees’ work experience gathered abroad impacts on their perception of employment standards in general. The revealed differences are understood as ‘potential social remittances’, i.e. the discrepancies acknowledged by returnees between the realities experienced during emigration and after their return (in this case to Poland). It is argued that the actualisation of the ‘potential social remittances’ depends on return migrants’ coping strategies as well as on the institutional and structural settings in returnees’ home country. The four main distinguished strategies are: re-emigration, activism, adaptation and entrepreneurship.

Młodzież jest jedną z grup defaworyzowanych na rynku pracy, zarówno w Polsce, jak i w innych krajach Europy. Wysoki wskaźnik bezrobocia wśród ludzi młodych i społeczne oraz ekonomiczne skutki tej sytuacji spowodowały, że Komisja Europejska i rządy państw członkowskich, które borykają się z tym problemem, wypracowały wspólne działania na rzecz poprawy sytuacji młodzieży na rynku pracy. Opracowano m.in. „Pakiet na rzecz zatrudnienia młodzieży” (Youth Employment Package), w ramach którego podjęto inicjatywę ustanowienia „Gwarancji dla młodzieży” (Youth Guarantee). Odpowiedzią Polski na te dokumenty KE był „Plan realizacji Gwarancji dla młodzieży w Polsce” opracowany przez Ministerstwo Pracy i Polityki Społecznej z wykorzystaniem „Inicjatywy na rzecz zatrudnienia ludzi młodych”, którego celem ma być praktyczna realizacja działań na rzecz jak najszybszego odwrócenia negatywnej tendencji w zatrudnieniu młodzieży. Realizacja „Gwarancji dla młodzieży” zakłada m.in., że wszyscy młodzi ludzie poniżej 25. roku życia – niezależnie od tego, czy zarejestrują się w urzędzie pracy czy też nie – uzyskają dobrej jakości ofertę w ciągu czterech miesięcy od zgłoszenia się do programu. Oferta ta powinna być dostosowana do indywidualnych potrzeb i sytuacji. Przewidywane jest też wprowadzenie nowych narzędzi, takich jak system bonów stażowych, zatrudnieniowych, na przesiedlenie oraz pożyczka na podjęcie działalności gospodarczej czy zwolnienie pracodawców z obowiązku opłacania składek na Fundusz Pracy oraz Fundusz Gwarantowanych Świadczeń Pracowniczych za zatrudnionego bezrobotnego w wieku do 30 lat. Plan realizacji „Gwarancji dla młodzieży” wychodzi naprzeciw potrzebie stworzenia kompleksowej oferty wsparcia dla młodych osób i jest uzupełnieniem oraz wzmocnieniem dotychczasowych działań.
The youth is one of the most vulnerable groups at the labour market in Poland as well as in other European countries. A high unemployment rate among young people as well as social and economic consequences of this situation made the European Commission and the governments of the member states affected by this problem to work out common actions in order to solve the problem. The measures include Youth Employment Package with an initiative to establish the Youth Guarantee Programme. In response to the documents of the European Commission, the Polish Ministry of Labour and Social Policy developed a plan of implementation of Youth Guarantee with the application of ‘the Initiative on employment of young people in Poland’ which aims at performing actions in order to reverse the negative trend in the youth employment. According to the principles of Youth Guarantee, all young people up to the age of 25, regardless of registration at the job centre, will be given a good quality job offer no later than for months after the completing formal education or a job loss. The job offer should be adjusted to individual needs and conditions. There are supposed to be new system tools implemented: apprenticeship or employment or relocation vouchers, as well as loans for undertaking a business activity, or exempting employers from the subscription to Labour Fund and Employment Fund Contribution if the employee is up to the age of 30. The implementation plan of Youth Guarantee attempts to create an extensive offer to support young people, as well as to strengthen and complement the current actions, and provide a system of monitoring the changes.

Between 2014 and 2016 the number of foreigners on the Polish labour market increased by over 300 per cent. They were mainly Ukrainian citizens taking up seasonal employment on the basis of the so-called ‘simplified system’. According to the literature, such a large increase in labour immigration in a short period of time may be an important factor in the growth of unemployment and the reduction of the employment rate of natives. The main purpose of this text is to show the correlation between the increase in the employment of foreigners in Poland and to determine whether or not this has had an impact on the deterioration of the state of the labour market. For this purpose, data from the Central Statistical Office and the Polish Ministry of Family, Labour and Social Policy were collected. As a result of our analysis, it was found that the significant increase in the presence of foreigners on the Polish labour market, which the country has faced in recent years, was not correlated with the rise in unemployment, the increase in the rate of economic inactivity and the availability of seasonal jobs. On this basis, we can state that the increase in the supply of foreigners on the Polish labour market, compared to other factors influencing it, was weak enough for the negative effects of the increased employment of foreigners to not occur.

The paper presents a review of selected definitional issues and theoretical concepts related to the phenomenon of immigrant self-employment. A chronological analysis of the developments of the academic discourse on the topic allows detecting the interconnections between various approaches and understanding their growing complexity. The inquiry is complemented with a review of most recent empirical studies, what enables an assessment of the applicability and usefulness of long-established concepts for framing contemporary studies. Based on the appraisal of gathered material this paper also points to the limitations and possible areas of development of future research in the field.

W artykule dokonano analizy polityki rynku pracy w III RP. Przedstawiono genezę i rozwój oraz zasadnicze zmiany, jakie zaszły w polskiej polityce rynku pracy w ciągu minionych 25 lat. Swoje rozważania autorka oparła na analizie literatury przedmiotu, aktów prawnych, dostępnych danych statystycznych. Scharakteryzowała i oceniła poszczególne etapy rozwoju polskiej polityki rynku pracy, zwracając uwagę na przyczyny, kierunki i zakres oraz konsekwencje dokonywanych zmian. Wskazała czynniki i bariery utrudniające realizację zadań polityki rynku pracy w III RP. Analizowała działania podejmowane przez państwo w celu poprawy istniejącej sytuacji. W kolejnych częściach artykułu przedstawiła zadania i zakres polskiej polityki rynku pracy, zmianę jej priorytetów polegającą na odchodzeniu od działań osłonowych w kierunku wzmacniania programów aktywizacji zawodowej bezrobotnych, przekształcenia modelu instytucjonalnej obsługi rynku pracy, skalę i strukturę finansowania polityki rynku pracy.
The paper analyses the Polish labour market policy between 1989 and 2014 (the so-called III Polish Republic). It starts with its origin and development, which is followed by the most important changes of the last 25 years. The analysis is based on academic literature, legal acts as well as available statistical data. The author characterises and assesses specific development stages of the Polish labour market policy stressing causes, directions, the scope and consequences of these changes. Factors and barriers that made the realization of this policy difficult and the actions taken by the Polish government to improve the existing situation are pointed out. In the following parts, the author presents the aims and scope of the Polish labour market policy as well as changes of its priorities reflected in the withdrawal from protectionist measures in favour of supporting re-employment programmes. The author discusses changes in the institutional model of labour market policy implementation in Poland and the scope and structure of its financing.

This article is dedicated to the issues pertinent to transnational families found in children’s narratives. We seek to shed light on the under-researched area of transnational research on ‘doing family’, which is vital due to the growing number of Polish families settling abroad, deciding on ‘being together’ and choosing a family reunification strategy in their mobility projects. Embedding an entire family in the destination society has profound implications for building and maintaining family ties, also across borders, as well as for changing the shape of the everyday experience of familiality among children of immigrants. We draw a sociological portrait of the migration family, depicting the typical issues of work patterns among the parents (mothers’ and fathers’ jobs), the division of household and care labour, leisure patterns and maintenance of ties with family in Poland. Honing in on these issues facilitates the understanding of how social roles are fulfilled, and how social statuses are attained, both seen through the gender lens. Empirically, the paper is based on the Transfam project’s sub-study entitled Children’s experience of growing up transnationally. This qualitative and participatory inquiry consisted of interviews with children aged 6 to 13, born in Poland and living permanently in Norway. The methodological approach facilitated understanding children as active actors, who perceive and define their social worlds. Children were encouraged and asked to recall their migration experiences, as well as express their views on the work type, meanings, commitments and schedules of their parents.

In contrast to the usual integration of migrant workers in the ‘bottom jobs’ on the labour market, the employment of Ukrainian workers in Hungarian electronics plants seems to take place in a more beneficial way. With the active mediation of temporary (temp) agencies, Ukrainian migrant workers are offered regular blue-collar assembly work, together with the same social rights and benefits as their local Hungarian colleagues. Relying, in our analysis, on the literature on industrial sociology, migration research and global value chains, we are developing a critical perspective in which migration and employment are not seen as separate spheres but as mutually reinforcing each other. We combine bottom-up empirical research based on interviews with workers and a sectoral inquiry on industrial and employment relations in the temp agency sector supplying multinational corporations. Our main argument is that complex contracting also means subtle controlling. Such contracting is not the cheapest form but it creates a different, efficient employment regime with dependent, controllable, flexibly available, ‘fluid’ employees. Employee respondents described their position as dependent, ‘out of control’ and a temporary earning opportunity. Devoid of clear mechanisms for controlling their work conditions or growth within the job, all respondents turned to a more instrumental approach, in which they invested in building up social capital through friendships, networks and personal relationships. Obtaining Hungarian citizenship and learning the language were two other main strategies for dealing with insecurity. Their efforts correspond with and reinforce a more globally integrated but ethnically motivated immigration regime, characteristic of post-socialist Hungary.

Labour migration is discussed here in the context of the transformation of the Russian labour market. Particular attention is paid to the analysis of changes in the labour market and to the way these changes affect the structure of employment for migrant workers, their inclusion in local labour markets, and the prevalence of illegal and informal employment. Of central importance is the analysis of migrants’ vertical occupational mobility. It is concluded that the education, qualifications, and professional knowledge of migrants are not in demand in the Russian labour market; the typical path of migrants in the labour market is downward labour mobility – occupying a position that is worse than the one they previously held in their home country. Upward labour mobility is extremely rare and characteristic almost exclusively of unskilled workers.

Ukrainian citizens can work in Poland based on a work permit or a registered employer’s declaration to entrust work to a foreigner. Based on the Regulation (EU) 2017/850 of the European Parliament and of the Council of 17 May 2017, they were exempted from the requirement to have a visa when crossing the external borders of the European Union. This regulation came into force on June 11, 2017 and applies to short-term stays of up to 90 days over a period of 180 days. According to some representatives of employers’ organizations, this resolution is unfavourable to Polish enterprises. It may lead to Ukrainian citizens choosing to look for a join other European Union countries in which they can get higher compensation for their work than in Poland. The purpose of this article is to determine whether the visa waiver for Ukrainian citizens has influenced their decision of working in Poland within the 6 months of introducing the new regulations, i.e. from June to December 2017. The conducted research using the natural experiment method suggests that in the short term the lifting of the visa requirement for Ukrainian citizens had a slight negative impact on their employment in Poland.
Obywatele Ukrainy mogą podejmować pracę w Polsce na podstawie zezwolenia na pracę lub zarejestrowanego oświadczenia pracodawcy o powierzeniu wykonywania pracy cudzo- ziemcowi. Rozporządzeniem Parlamentu Europejskiego i Rady (UE) 2017/850 zbdnia 17b maja 2017 r. zostali oni zwolnieni z wymogu posiadania wizy przy przekraczaniu zewnętrznych granic Unii Europejskiej. Rozporządzenie to weszło w życie 11 czerwca 2017 r. i dotyczy pobytów krótkoterminowych, trwających do 90 dni w okresie 180 dni. Według niektórych przedstawicieli organizacji pracodawców przepisy o ruchu bezwizowym są niekorzystne dla polskich przedsiębiorstw, gdyż obywatele Ukrainy zamiast poszukiwać pracy w Polsce będą wybierać inne kraje Unii Europejskiej, w których mogą uzyskać wyższe wynagrodzenia za pracę. Celem tego artykułu jest ustalenie czy zniesienie obowiązku wizowego wobec obywateli Ukrainy wpłynęło na podejmowanie przez nich pracy w Polsce w ciągu 6 miesięcy od wprowadzenia nowych przepisów, tj. od czerwca do grudnia 2017 r. Badania przeprowadzone metodą eksperymentu naturalnego sugerują, że w krótkim okresie zniesienie obowiązku wizowego wobec obywateli Ukrainy miało niewielki negatywny wpływ na podejmowanie przez nich pracy w Polsce.

The paper presents estimation results of a logistic regression developed in order to explore such predictors of employment of mothers with children up to 14 years old in Poland as maternal attitudes towards cultural gender roles, a parental family of a working mother and sharing household and childcare duties between parents. The analysis was based on the data from the first wave of the Generations and Gender Survey (GGS-PL1). It was found that the family pattern of a working mother significantly increased the chances of employment of her daughter having her own offspring. Egalitarian attitudes towards gender roles have not proved to be a significant predictor of maternal employment. However, the stronger mother’s approval of the statement that “a small child suffers when his/her mother works” was, the lower the likelihood was of her employment. A larger number of children turned out to be a stimulus for maternal employment when the division of responsibilities between partners and the extent of informal childcare use were controlled for in the model.
