    The primary goal of this article is to characterize selected issues relating to the functioning and implementing integrated risk management based on the ERM (enterprise risk management) approach in the public finance sector units on the example of the tax offices. The integrated risk management in the organization, including public sector institutions is based on a mature approach to risk management, namely enterprise risk management (ERM).
    Podstawowym celem artykułu jest charakterystyka wybranych obszarów i zagadnień dotyczących funkcjonowania oraz implementacji podejścia zintegrowanego zarządzania ryzykiem (opierającego się na koncepcji ERM, enterprises risk management) w jednostkach sektora finansów publicznych na przykładzie urzędów skarbowych. Właśnie zintegrowane zarządzanie ryzykiem w organizacji, z włączeniem w to również jednostek sektora finansów publicznych, wykorzystuje takie podejście do zarządzania ryzykiem, które uznaje się za najbardziej dojrzałe procesowo, mianowicie podejście oparte na ERM.

    Ustawa z dnia 27 sierpnia 2009 roku o finansach publicznych wprowadza obowiązek prowadzenia audytu wewnętrznego w jednostkach sektora finansów publicznych. Nacisk kładziony na rozwój zasobów ludzkich w tych jednostkach powoduje, że coraz większego znaczenia nabiera audyt personalny związany z oceną sytuacji kadrowej w danej jednostce. Właściwie przeprowadzona ocena wydajności i efektywności pracowników pełni rolę motywacyjną i komunikacyjną. Jest także źródłem wielu wartościowych informacji o pracownikach, stanowiskach pracy oraz ich wzajemnych relacjach, a co za tym idzie – stanowi podstawę do efektywnego zarządzania zasobami ludzkimi.
    The Act of 27 August 2009 on public finance imposes an obligation to conduct an internal audit in the public sector entities. The emphasis placed on human resource development in these entities increases the significance of the personnel audit related to the evaluation of the human resource situation in the entity. A properly conducted evaluation of performance and efficiency of employees plays a motivation and communication role. It is also the source of a lot of valuable information about employees, jobs and their mutual relations, and thus it provides a basis for effective human resource management.

    Introduction/background: The concept of the public service supply chain has become increasingly popular in the science and practice of public governance. Complex supply chains are formed consisting of many organizations from different sectors. Coordination of such chains is not straightforward and deals with many organizational, social, relational, and situational challenges. This makes safety issues increasingly important. Aim of the paper: This article aims to develop a framework of the public service supply chain safety management. The usefulness of this framework was presented on the example of emergency management. Materials and methods: This article was prepared based on a critical literature review and a structured interview questionnaire conducted with 15 emergency management experts. Results and conclusions: As a result, safety management issues in the public services supply chains were described, the emergency supply chain was characterized, and the framework of the public services supply chain safety management was developed.

    Opis:
    The article contains the results of research conducted in order to identify and analyze disruptions occurring during the conduct of the public procurement procedure at the military branch. State budgetary units are subject to the obligation to perform orders in accordance with the public procurement law, which in the case of the army carries the risk of reduction of combat readiness level. During the tests, disruptions were identified in two stages of the procurement procedure: public procurement procedures and physical delivery, then an analysis was made as to disruption frequency and the impact on the overall process.
    Artykuł zawiera wyniki badań przeprowadzonych w celu zidentyfikowania i przeanalizowania zakłóceń pojawiających się podczas prowadzenia postępowania zamówienia publicznego w oddziale wojskowym. Państwowe jednostki budżetowe są objęte obowiązkiem przeprowadzania zamówień zgodnie z prawem zamówień publicznych, co w przypadku wojska niesie ze sobą zagrożenie utrzymania gotowości bojowej. Podczas badań zidentyfikowano zakłócenia w dwóch etapach procedury zamówienia: postępowania zamówienia publicznego oraz fizycznej realizacji dostawy, następnie dokonano analizy pod kątem częstotliwości ich występowania, a także siły wpływu na całokształt procesu.

    Artykuł jest poświęcony problematyce outsourcingu w obszarze ochrony zdrowia – zarządzania siecią szpitali publicznych. Proces wdrażania outsourcing ma przede wszystkim zapewniać poprawę efektywności, jak również wzrost skuteczności działania podmiotów medycznych funkcjonujących w ramach sieci szpitali publicznych. Podstawą do przygotowania materiału stanowiącego treści niniejszego opracowania była kwerenda literaturowa tematyki omawianego zagadnienia. Ponadto wykorzystano istniejące raporty, wyniki badań rynku outsourcingu oraz analizy danych pochodzących ze innych źródeł na przykład z Głównego Urzędu Statystycznego (GUS).
    The article is devoted to the issue of outsourcing in the area of health care – the management of the network of public hospitals. The implementation process outsourcing is primarily to provide efficiency improvements, as well as increase the effectiveness of medical entities operating within the network of public hospitals. The basis for the preparation of the material constituting the content of this study was a literature review of the subject matter of the discussed issue. In addition, we used existing reports, market research outsourcing and analysis of data from other sources, for example, the Central Statistical Office (GUS).

    Purpose: The nature of contemporary development processes determines the development of the area of public services, which is related to the distribution of these services and is of interest to public sector economics. The state’s key commitment to its citizens is to guarantee adequate availability of public services. It is an important issue that determines the quality of life of the citizens and determines the level of social and economic development of territorial units. The aim of this paper is to analyze and evaluate inequalities in access to selected public services in Poland from a regional perspective. Design/methodology/approach: To assess the level of availability of selected public services in Poland, Hellwig’s synthetic indicator was used, which made it possible to indicate the ranking of voivodeships in terms of availability of public services. The research is complemented by the Ward’s clustering method, which was used to identify clusters of territorial units with a similar level of availability of the analyzed services. The research used data made available by the Statistics Poland (GUS), including the Local Data Bank and statistical studies: Use of information and communication technologies in 2014 (orig. title: Wykorzystanie technologii informacyjno-telekomunikacyjnych w 2014 roku) and Use of information and communication technologies in 2018 (orig. title: Wykorzystanie technologii informacyjno-telekomunikacyjnych w 2018 roku). The analysis concerns the years 2014 and 2018. Findings: Regions of Poland are characterized by a diverse level of availability of public services. The analysis allowed to identify the regions with the highest, high, low and very low level of availability of public services. The distance between the highest and the lowest ranked voivodeships indicates quite significant territorial inequalities in access to public services, although it has slightly decreased throughout the analyzed years. Social implications: The study of availability of public services is an important component of the assessment of the level of social and economic development of territorial units and the standard of living of local communities. Therefore, it is justified to determine the essence of spatial diversity of the level of availability of public services, which play an important role in shaping the level of social and economic development of territorial units and influence the implementation of development priorities of the country and the European Union. The development of public services requires identifying existing barriers in the area of public governance as well as possibilities for their improvement and then proposing a set of instruments to improve the service management process. Originality/value: The results of the research can be used in the process of management of public services by public administration units in the context of increasing the universal availability of these services and improving their quality. The results of the analysis may provide a source of knowledge for both national and regional economic policy actors as well as European Union decision-making bodies in the area of public support to improve the availability of public services in the next development programming perspectives.

    Introduction/background: The last few years have seen an increase in the number of publications that address research questions on public consultations in public governance. However, knowledge on this subject is dispersed, and there is a need for its systematisation. Aim of the paper: This paper aims to identify current and emerging research on public consultations in public governance. Materials and methods: This goal was achieved by conducting the Systematic Literature Review. Results and conclusions: The bibliometric analysis carried out has identified four main thematic clusters around which this research is conducted. These relate to: 1. issues directly related to the conduct of public consultations; 2. issues related to deliberative democracy and accompanying matters; 3. issues related to community involvement in public consultations processes; and 4. issues related to the influence of stakeholders and interest groups on the process of public consultations implementation. In addition, this publication has mapped thematic groups that are drivers for further research on public consultations (issues related to public participation in terms of cultural risk theory and public participation in Chinese version of authoritative deliberation) and niche topics for further development (issues related to stakeholders and interest groups in participatory public policy making).
