The article delivers the results of systematic literature review of research on smart and sustainable cities. An overview of definitions, dimensions and components of smart city, sustainable city and smart sustainable city was presented. In addition, the identification of existing methods and indicators used for rating smart cities and sustainable cities was performed. Based on analysis of complexity and thoroughness of the identified assessment frameworks, methodologies that can be used for comprehensive evaluation of the smart sustainable city were determined. Finally, the identified research gaps and issues with potential future contribution within analyzed scientific area were indicated.

The article presents the availability of statistical data in the Eurostat database on Smart City, related to cities from Poland. The assessment of cities in the context of Smart City is possible through the construction of relevant rankings. Their construction is necessary to know the variables describing the aspects of the operation of the city. The number of cities and the number of variables transferred from Poland to the European database has been examined. The question we tried to answer was whether the contents of this database will allow for the construction of a ranking for Polish and European cities.
W artykule przedstawiono dostępność danych statystycznych w bazie Eurostat z zakresu Smart City odnoszących się do miast z Polski. Ocena miast w kontekście Smart City jest możliwa poprzez konstrukcję odpowiednich rankingów. Do ich konstrukcji konieczna jest znajomość zmiennych opisujący aspekty funkcjonowania miasta. Zbadano, jak kształtuje się liczba miast oraz liczba zmiennych przekazywanych z Polski do europejskiej bazy danych. Starano się odpowiedzieć, czy zawartość tej bazy danych pozwoli na budowę rankingu dla miast polskich oraz europejskich.

The concept of a modern and sustainable urban development called smart city offers various solutions with the use of the newest ICT techniques and lets people create almost utopian cities. In practice, however, although technically advanced, they seem to pass with the expectation of the most important town actors – their inhabitants, and in the extreme cases, even with the lack thereof. This article is an attempt to point the aspects where the theory of the modern cities construction in the face of the practice fails.

The concentration of population in urban centres and the progressing economic development are the one of the fundamental causes of problems of functioning of contemporary cities. One of these issues is the urban transport causing environmental losses and a lower quality of life. The concept that limits the adverse phenomena may be the smart city, and intelligent solutions in the way of moving the urban community. The purpose of this article is to show how urban transport can influence the shaping of intelligent solutions in cities with the help of various factors and components.
Koncentracja ludności w ośrodkach miejskich oraz postępujący rozwój gospodarczy stanowią jedne z zasadniczych przyczyn problemów funkcjonowania współczesnych miast. Jednym z tych zagadnień jest transport miejski powodujący straty w środowisku naturalnym oraz niższą jakość życia. Koncepcją ograniczającą niekorzystne zjawiska może być smart city, a w tym inteligentne rozwiązania w sposobie przemieszczania się miejskiej społeczności. Celem niniejszego artykułu jest ukazanie jak transport miejski może wpłynąć na kształtowanie inteligentnych rozwiązań w miastach przy pomocy różnych czynników i komponentów.

Introduction/background: The level of residents’ awareness of the Smart City concept and their approach towards the potential of Smart City dimensions requires a more detailed investigation. The research tool prepared in this article may have an interesting impact on the residents of developing cities. The framework will allow researchers to examine the knowledge of residents about the Smart City concept, and may contribute to the identification of new social needs among city’ inhabitants. Aim of the paper: The main objective of this paper is to define the Smart City as a community-driven phenomenon and determine the current trends in case of Smart City dimensions. Authors undertake the task of synthesizing all dimensions mentioned in the literature about the Smart City concept. Additionally, the paper presents a conceptual research framework that may be used as a research tool in order to measure the level of residents’ awareness of the Smart City concept. Materials and methods: A comprehensive desk research was conducted which included iterative analyses of Smart City literature and Smart City models. A research framework, in form of a questionnaire, was prepared in order to gather qualitative and quantitative data about awareness and needs of residents towards a Smart City. The findings concerning the Smart City concept, that were presented in the article, will require further verification – both in terms of empirical research and further literature analysis, due to the dynamic development of this particular issue. Results and conclusions: The Smart City concept has many definitions and domains that are often perceived from the perspective of the investigated issue. This paper synthesizes all the dimensions mentioned in the available literature and adds new ones as well. Moreover, the preliminary research results indicate that the awareness of the Smart City phenomenon among residents of a developing town is quite high. Research results may be of great interest for the authorities of a particular city. Therefore, the presented framework may induce communication between local communities and city authorities.

Purpose: The objective of the article is to present the quality of life in terms of residents in the example of a large city. Design/methodology/approach: Research was carried out remotely using an online questionnaire. A diagnostic survey method was used with the residents. The research topics are related to the quality of life of the residents, based on the current state of life and factors influencing the quality of life. Findings: The study found that the quality of life has a significant impact on the functioning of residents in their private and professional lives regarding living conditions in a large city. The conducted research shows that there are many problems related to the quality of life of the residents and that information on their existence may be valuable information for Municipal Office. Social implications: Social implications of the research were indicated. Attention was paid to the benefits of research for improving the quality of life in the city. Originality/value: The study highlights the need for comprehensive quality of life research conducted among residents. Methods of obtaining data from residents were proposed to Municipal Offices and the conditions for their use for the city's development were defined.

Purpose: The cognitive article purpose was to indicate significance of pro-ecological actions in a city for creation of a city attachment. The research purpose was to define a significance and perception of ecology in a city among different inhabitant groups. Design/methodology/approach: The inquiry sounding method was applied for this research, using a direct or internet questionnaire sent by e-mail, carried out among Sosnowiec city inhabitants. The sample was selected non-random and purposeful. The research was attended by all the people registered in the city, in the age from 18 to 86 years, divided to 5 age-groups. Findings: Majority of respondents declare that the pro-ecological city image is important for them, but they rarely look by themselves for information about ecological actions taken in the city. They notice best the pro-ecological city’s actions in the ecological city’s communication area. Inter-generation differences are visible in case of a city attachment declaration. Weakest city attachment is declared by a group of young people for whom also improvement of environment status has a small importance. Research limitations/implications: Research was carried among inhabitants of one city. Therefore, research conclusions can be generalized to no other interested group or city. Future research may be developed both in direction of larger city number and wider target groups: tourists, business representatives or City Council workers. Practical implications: Research results indicate that the important aspect of city marketing, the authorities should especially take into consideration, is a communication with inhabitants. Majority of respondents don’t look by themselves for information about ecological actions in a city and they cannot evaluate city authority information policy. Originality/value: Green marketing is a quite strongly explored research area in the business subject aspect, while significantly less publications relate to the city’s ecological marketing. This article includes problems relating to a city image, greens affecting its perception or issues relating to attachment to a domicile. This elaboration is directed to all the people interested in ecology problems in the city and to authorities of other cities, responsible for marketing policy, including ecology.

The article addresses issues related to the development of Smart Cities and Smart Sustainable Cities. The authors draw attention to the important role of social capital, emphasising the participation of citizens in the holistic management of modern Smart City. This approach allows one to show the development of cities in a wide context of sustainable development. The authors refer, inter alia, to Agenda 21, The Future We Want, and international programmes, such as the Sustainable Cities Programme of Habitat (UNEP) or Healthy Cities Programme of the WHO. The authors indicate that social capital is an element integrating particular parts of the urban system. They also indicate that the development of modern technologies will lead to the formation of a new type of society 4.0., advancing along with the development of industry 4.0 and artificial intelligence. In order to properly use the opportunities related to the development of modern technologies, society should be properly prepared for using their functionalities.

Purpose: The purpose of the article is to present the assumptions of social media and their values in the communication of local government units on the example of cities in the Lodz region. Design/methodology/approach: The conducted study consisted in analyzing the content of official websites belonging to local governments of individual cities of the Lodz voivodship to see how information about social networking sites used (plug-in location) and the profiles themselves in these media are communicated in order to check what and how is published. The survey was carried out in October 2019. Findings: The study showed that out of the 44 cities analyzed in the Łódź Voivodeship 37 use at least one of the social networking sites. Most often it is Facebook - 36 cities have their profile, then YouTube – 19, Instagram – 7 and Twitter – 6. 9 cities have 3 official profiles on different websites at the same time, and another 13 cities – 2 each. For 7 cities, no profiles were found on social networking sites. Research limitations/implications: The study did not include less popular social networking sites (e.g. TikTok, GoldenLine, Pinterest). The goals of communication activities by the promotion offices of individual cities are unknown. This can be part of further research through in-depth interviews with people responsible for promoting cities. Possible extension of research to cities of other provinces. Practical implications: Based on the author's audit of the communication activity of the cities of the region on social networking sites, this article suggests that the use of social media is an appropriate tactic in promoting cities due to the participative, interactive, open and transparent nature of social media. Originality/value: The publication presents the results of research carried out on the basis of the author's audit of the activity of the cities of the Lodz voivodship in the social media.

Purpose: The main purpose of the work is to present the impact of standardisation methods on the ranking results. The second purpose of the article was to present Warsaw’s position in comparison with the capitals of countries from the Eurozone. Design/methodology/approach: Major European cities were assessed using Eurostat data. The proprietary Smart City Index (SCI) indicator is proposed for the study, referring to six areas of Smart City assessment. Two measures are indicated in each of them. The first is an objective measure, while the second is a subjective measure, based on the opinion of the city’s residents about the situation in the city, or their own situation. Building rankings of the cities, following normalisation methods were used and compared: unitisation, unitisation with zero minimum, normalisation in range [-1, 1], classical standardisation, Weber standardisation and two quotient methods. Findings: The best results were obtained for the classical standardisation. For this method we obtained the smallest number of consistent positions in rankings and the minimal maximum of distance between the positions in rankings. The position of Warsaw as a city in 16th position (20 of all) was confirmed regardless of the standardization method used. Originality/value: There is proposed an original method to assess cities based on Eurostat data. This method allows construction of Smart City ranking. The main value of the work is that the classical standardisation is recommended to transform the original values of individual indicators.

The article is devoted to city branding. The work presents an outline of the concept and a model of city branding, as well as identifies the brand determinants, relevant for the design and examination of the brand. In the concept and the model presented, the impact of stakeholders on city branding and their role in the image building have been highlighted. The subject of the survey, carried out on a sample of the residents of the city of Rzeszów and the neighboring municipalities, concerned the city’s image. Multi-factor analysis was used to analyze the data. The obtained study results allowed for identification of four factors associated with the intangible and the tangible features of the city. The article fills up the gap in the research on the image of Polish cities. It contributes to the understanding of the way, in which city brands are assessed by their stakeholders, and constitutes a guide to the local government practice regarding the orientation of city positioning.

The development potential of cities is increasingly becoming their creative potential. Creative industries in Europe are not only an "addition" to the city's economy, but more and more often an important and profitable element of the economy. European cities increasingly recognize the importance of the potential of broadly understood historical and cultural wealth of a city or region, and it is based on this wealth that they build their brand. It is the places of the atmosphere and memory that most often create a specific, original aura of the city, which determines its attractiveness, which is why cities usually are identified and perceived through these special places that stand out in its physical space and they are "significant symbols", they become the attraction for the city. Lack of care for the so-called The "feature characterizing the city" leads as a result to perceive the city as boring and unattractive. As a result, if the city does not attract creative and entrepreneurial people, in accordance with the principles of sustainable development, this will translate into poor development of other areas of life. The aim of the article is to describe and evaluate the development of a creative "urban space" in the area of the Upper Silesian and Zagłębie Metropolis, and on the example of the capital of the region – Katowice.
Siłą rozwojową miast staje się coraz częściej ich potencjał kreatywny. Przemysły kreatywne w Europie to już nie tylko „dodatek” do gospodarki miasta, ale coraz częściej ważny i dochodowy element tej gospodarki. Miasta europejskie dostrzegają coraz częściej wagę potencjału jakim jest szeroko rozumiane bogactwo historyczno-kulturowe miasta czy regionu i to w oparciu o to bogactwo budują swoją markę. To najczęściej miejsca atmosfery i pamięci tworzą specyficzną, oryginalną aurę miasta, która decyduje o jego atrakcyjności, dlatego miasta zazwyczaj określa się i postrzega poprzez te właśnie szczególne miejsca, które wyróżniają się w jego fizycznej przestrzeni i to one, jako “znaczące jej symbole”, stają się siłą przyciągającą do miasta. Brak dbałości o tzw. “rys charakteryzujący miasta”, prowadzi w rezultacie do postrzegania miasta jako nudnego i nieatrakcyjnego. W rezultacie jeżeli miasto nie przyciągnie ludzi kreatywnych i przedsiębiorczych, w myśl zasad zrównoważonego rozwoju, przełoży się to na słaby rozwój pozostałych dziedzin życia. Celem artykułu jest opis i ocena rozwoju „kreatywnej przestrzeni miejskiej” w obszarze Górnośląsko-Zagłębiowskiej Metropolii oraz na przykładzie stolicy regionu – Katowic.

Introduction/background: In this article, we want to focus on two very important aspects of a Smart City, which is the use of artificial intelligence and Blockchain in the functioning of cities. Aim of the paper: The aim of the article is to assess the possibilities of using those technologies implementation of public tasks and in everyday contacts of the public sector with stakeholders. Materials and methods: The article is theoretical and is based on a review of the literature and examples in the implementation of Artificial Intelligence and Blockchain technology in a smart city. Results and conclusions: Artificial Intelligence and Blockchain have great potential to support the development of smart city. The dissemination of these technologies is indicated by the Gartner curve for Digital Government Technology. AI (Autonomus Vehicles) and Blockchain are the most impact technologies on government organizations over the next 5 to 10 years AI and Blockchain can provide significant benefits to many areas of the city's functioning: it is a huge database for collecting and analyzing. Blockchain consensus methods allow greater transparency and less susceptibility to manipulation, they increase the tendency of stakeholders to participate and intensify social initiatives.

W artykule poruszone zostały kwestie dot. wyzwań związanych z realizacją koncepcji zrównoważonego rozwoju w polskich miastach, ze szczególnym uwzględnieniem procesu poszerzenia terytorialnego miast wojewódzkich. W wyniku przeprowadzonych badań autor dostrzegł, iż projekty zmiany granic były wiązane z ideą zrównoważonego rozwoju. Autor spróbował zbadać, czy jest to jedynie zabieg przynależny do obszaru marketingu politycznego, czy też realizacja koncepcji osadzonej na gruncie zrównoważonego rozwoju i wynikająca z potrzeb społeczności lokalnych.
In the article will discuss development challenges of polish towns related to enlarging their borders. Author in the research observed that an often changing borders projects were identified in space as a PR associated with sustainable development. Author would like to investigate if it is only treatment belonging to the area of political marketing, or implementation of the concept deposited on the basis of sustainable development and consequent the local communities needs.
