Strengthening road safety in the face of the enormous development of the automotive in recent decades is crucial. The safety benefits of automated vehicles are paramount. Automated vehicles have the potential to remove human error in road traffic, which will help protect drivers and passengers, as well as pedestrians and bicyclists. The carried-out forecasts are pioneering for Polish road traffic conditions. In England, studies have been carried out to determine the estimated impact of autonomous vehicles on road safety in simulated traffic conditions on the motorway. In Poland, preliminary forecasts of the reduction in the number of road accidents were made; however, they were based on other assumptions. Therefore, estimating the impact of using autonomous vehicles in order to increase the level of road safety is an innovative activity for Polish road conditions. For the purposes of this article, available statistical data on vehicles registered in Poland, their equipment with advanced driver-assistance systems as well as accident data and their causes were analyzed. A diagnosis of Road Safety in Poland in 2018 (base year for further estimations) was made, taking into account the trend of recent years together with an indication of the most common causes of road accidents. These data were compiled with statistical data from other countries about the influence of driversupport systems on traffic safety. Possible potential for increasing Road Safety in Poland by the year 2030 was estimated. The analyses were prepared assuming different types of processes related to traffic, road safety, and the recent development of the passenger car fleet in Poland. Presented results show four scenarios of road safety change, where the number of accidents is reduced with statistical average of 5000 reduction in the year 2030. These expectations are based on various predictable factors connected with upgrade of car fleet quality and take into account changes in road safety observed in recent years. Based on the current trend of driving automation and rapid development of driver-support systems, the provided estimations were found reliable and likely. The conducted research shows the benefits and the need for the use of driver-assistance systems in vehicles as they can measurably affect the level of road safety.

Analyses of road safety at national level have been run for many years and large number of publications concerning them appeared so far. How interdisciplinary the issue is, has been shown by literature studies done by the author of the paper. It appears that economists, mathematicians, doctors as well as engineers have studied the issue. It is not an easy one, as results of many analyses lead to conflicting conclusions and often fail to provide straightforward answers to questions asked. The administrative actions taken to improve road safety, uniform for the whole country, frequently fail to give expected results, including Poland’s case. Therefore there is a need to analyse what makes some provinces, and not the others, report improvement in road safety. This paper presents part of the work on author’s doctoral thesis, which analyses how regional characteristics may impact road safety in respective regions. However, during collection of data for the purpose of the doctoral thesis it turned out that many variables mentioned in literature as significant had not been collected on regional level in Europe, including Poland. There are, though, available data on respective American states, so the search for the best describing independent variables started from the analyses of US data. The analyses showed the impact of factors such as annual income per capita, transport activity, density of population, seatbelt rates, road and vehicle density, rate of doctors.
Analizy poziomu bezpieczeństwa ruchu drogowego na poziomie krajowym doczekały się już wielu publikacji, gdyż jest to zagadnienie badane od dłuższego czasu. Jak interdyscyplinarny jest to problem dowodzą studia literatury przeprowadzone przez autorkę artykułu. Okazuje się, że badali ten problem ekonomiści, matematycy, lekarze i inżynierowie. Zagadnienie to nie jest łatwe, gdyż wyniki wielu analiz wykazują sprzeczne wnioski i często nie dają jednoznacznej odpowiedzi na zadawane pytania. Podjęte działania administracyjne na rzecz poprawy bezpieczeństwa ruchu drogowego, jednolite dla całego kraju, w wielu przypadkach, np. Polski nie dają oczekiwanych rezultatów. Dlatego konieczna wydaje się analiza, co może powodować, że pewne województwa odnotowują poprawę bezpieczeństwa ruchu drogowego a inne nie. Autorka w swojej pracy doktorskiej, której część przedstawia w tym artykule, postanowiła przeanalizować jak charakterystyki regionalne mogą wpływać na bezpieczeństwo ruchu drogowego w poszczególnych regionach. Jednak podczas zbierania danych na potrzeby doktoratu okazało się, że wiele zmiennych wymienianych w literaturze jako znaczące, nie jest zbieranych na poziomie regionalnym w Europie, w tym w Polsce. Dostępne są one natomiast dla danych o poszczególnych stanach USA i dlatego poszukiwania najlepiej opisujących zmiennych niezależnych zaczęto od analizy danych amerykańskich. Analizy te wykazały wpływ między innymi takich czynników jak roczny dochód w przeliczeniu na mieszkańca, praca przewozowa, gęstość zaludnienia, procent użytkowników pojazdów zapinających pasy, gęstość dróg, gęstość pojazdów, wskaźnik lekarzy.

Mortality caused by road accidents is a significant problem for most countries, including Poland, where approximately 2,900 people die each year, and another 37,359 are injured. Research in this area has been conducted on a large scale. One of the most important elements is the evaluation of factors leading to fatalities in road accidents, which is also the goal of this article. The analysis was based on data on road accidents from the Mazowieckie Voivodeship, which is characterized by one of the highest mortality rates gathered for the period 2016-2018. Owing to the dichotomous form of the studied variable, logistic regression was used. Estimated model parameters and calculated odds ratios allowed to assess the effect of selected factors on road traffic mortality rate. As significant, the type of the perpetrator and the traffic participant, sex and age of the victim, road lighting, and the driver’s experience were selected. It was assessed that pedestrians are the group most exposed to death in a road accident, both as perpetrators and victims. It was also pointed out that the risk of death for women is 1.8 times higher than men. In addition, the effect of driving experience is also important, and the risk of death is 0.64 times lower for drivers with longer practice. It was also assessed that with each subsequent year of life, the risk of death in a road accident increased by 2%. Furthermore, according to incident site lighting, the study demonstrated that the risk of death was greatest when driving at night on an unlit road. The results obtained may support public safety and law enforcement authorities in carrying out preventive actions and also can be helpful in shaping the overall strategy on road safety.

Opis:
The intersection of a public road with a railway line in one level, called a rail-road crossing, is a particularly dangerous place due to the traffic flows crossing it. The regulations give absolute priority to a rail vehicle over a public road user; in addition, significant differences in the masses and speeds of moving vehicles require traffic regulation consisting of adequate passage protection. To this end, the road on which motor vehicles is equipped with road signs informing drivers that they are approaching an intersection with a railway line. The rail-road crossing, depending on the category, is equipped with signaling devices warning of an oncoming train and barriers closing the entire width of the road or part of it, operated or operating automatically. In Poland, the category of rail-road crossing, the associated method and type of security used at the crossing, is determined on the basis of relevant acts and internal regulations of the railway line manager. The paper presents an overview of the state of safety at rail-road crossings in Poland in the years 2008-2018, presents applicable regulations regarding traffic safety at rail-road crossings, and presents methods of protection of rail-road crossings. In addition, a map of concentration of events on rail-road crossings was presented for the area of the Silesian Voivodeship. The effect of the case study for the Silesian Voivodeship is to identify sensitive rail-road crossings with the highest numer of events during the analysis period.

The number of road traffic accidents in the world has been increasing. This is mainly related to the constant increase in road traffic. The aim of this article is to examine the causes of road accidents in Poland in terms of road traffic safety. For this purpose, road incidents that occurred in Poland were analysed. In order to verify the presented statistical data on the state of safety in Poland, a survey was carried out to indicate the factors that most often cause traffic accidents. Possibilities for increasing the efficiency of traffic safety and an evaluation of the level of safety in vehicles were also part of the survey. The results showed that the state of RS, in the opinion of the respondents, is poor. The respondents correctly indicated the most frequent causes of road accidents, which confirms their knowledge in the field of road safety. The survey also showed that the activities of the police nd programmes for increasing safety need improvement. According to the respondents, the actions that should be taken to improve safety are, first of all, the improvement of the technical condition of roads and the modernisation of road infrastructure. In addition, the survey showed that most men are car drivers, while women primarily travel on foot; the results also showed that the knowledge of RS is better among women.

The number of accidents on rural roads still represents a higher percentage of accidents than those occurring on built-up areas and motorways. Many countries are working on the definition and implementation of strategies that relate to the improvement of traffic safety on rural roads. This paper presents an approach to the analysis of traffic safety and the frequency of traffic accidents. The developed model is based on reliability theory and the application of the reliability reallocation model on data concerning traffic accidents that have occurred on rural roads. To test the model, a state road made up of 20 sections of a total length of 255 km was selected. The analysis of traffic safety on the observed road covers the period between the years 2005 and 2013 (this period is divided into two intervals 2005–2009 and 2010–2013). Following the basic analyses of traffic safety that are positioned in a space-time coordinate system, the next step is the reliability analysis and the ranking of the section. In this paper, the reallocation method was observed from the aspect of the reduction in accident frequency by 10% and the application of the ARINC apportionment technique.

Opis:
Interest in Intelligent Transportation Systems comes from the problems caused by traffic congestion, road accidents and air pollution. Traffic congestion continues to grow worldwide as a result of increased motorization, population growth, changes in population density and urbanization. Interest in ITS can also be attributed to reducing road accidents and increasing traffic safety. The most common causes for road accidents are excessive speed, inattentive driving and ignorance of the right-of-way rules. To eliminate these causes, experience, knowledge of traffic regulations and a new car are not enough –vehicle safety systems have to take part as well. Therefore, the European Union issued a directive on the installation of intelligent systems, whose functions are active support during driving, warning the driver in dangerous situations and alerting passengers of the car in case of irregularities in motor function or actions carried out by the driver that may cause danger, such as swerving while falling asleep. These systems help drivers to avoid accidents, and in the event of a collision, an emergency call is automatically made. Furthermore, they can be used to regulate traffic patterns or to reduce engine performance, which would reduce pollution. With these benefits in mind, the EU has indicated to the automotive industry that installation of these new Intelligent Transportation Systems should be mandatory in their new vehicles.
Zainteresowanie Inteligentnymi Systemami Transportowymi (ITS) wynika z problemów spowodowanych przeciążeniem ruchu drogowego, wypadkami drogowymi oraz zanieczyszczeniem powietrza. Przeciążenie ruchu stale wzrasta na całym świecie, jako rezultat wzrostu motoryzacyjnego, zwiększenia liczby ludności, zmiany w gęstości zaludnienia oraz urbanizacji. Zainteresowanie ITS może również być przypisane redukcji wypadków oraz zwiększenie bezpieczeństwa na drogach. Najczęstszymi powodami wypadków drogowych są nadmierna prędkość, nieuważne prowadzenie samochodu oraz ignorowanie zasad ruchu drogowego. By wyeliminować te powody, doświadczenie, wiedza o zasadach ruchu drogowego oraz nowy samochód nie są wystarczające –powinny tu również brać udział systemy bezpieczeństwa pojazdu. Dlatego też Unia Europejska ustanowiła dyrektywę o instalowaniu inteligentnych systemów, których funkcje to aktywne wspieranie podczas jazdy, ostrzeganie kierowcy o sytuacjach niebezpiecznych oraz powiadamianie pasażerów samochodu w razie nieprawidłowości w działaniu silnika lub o działaniach powodowanych przez kierowcę, które mogą powodować niebezpieczeństwo, takie jak zbaczanie z drogi w wyniku zasypiania. Systemy te pomagają kierowcom zapobiec wypadkom oraz w razie kolizji wykonują automatycznie telefon alarmowy. Co więcej, mogą być stosowane do regulowania wzorców ruchu lub redukcji osiągów silnika, co zmniejsza ilość zanieczyszczeń. Mając na uwadze te korzyści, Unia Europejska zaleciła przemysłowi motoryzacyjnemu, instalowanie Inteligentnych Systemów Transportowych w nowych pojazdach.

The article provides an analysis of the global trends in the field of city transport systems’ safety. Currently, the efforts to increase the proportion of trips made by foot or by non-motorized transport are being made. That is why the problem of ensuring safety of the most vulnerable road users is relevant. The statistics of traffic accidents with victims, as well as the factors that cause such accidents, is analysed. Simulation has shown that rational management can reduce the likelihood of road traffic accidents.

The article concentrates on road safety in Poland, which is one of the countries with a high number of fatalities in European Union. As the passenger cars are the mostly involved in traffic accidents with fatalities, this type of vehicles was analyzed to check relationship between age of the vehicle and its involvement in accidents with fatalities. This type of scientific analysis was made for the first time. For carrying out this research, a method of estimating passenger car fleet in motion in Poland was designed, as the official data were not updated and provided wrong information. The updated information on passenger car fleet when compared with that on the age of vehicles involved in road accidents with fatalities showed that the age of a vehicle has influence on the occurrence of road accidents in Poland. Presented data showed that the fact that people involved in accidents are at a higher risk of loss of life depends on the age of a vehicle. The data from analysis conducted between 2014 and 2015 showed that the risk of being killed increases with the age of the vehicle. Chances of the loss of life of people involved in accident participants are three times more in the case of more than 21 year old cars compared to 5 years old cars.

Cyclists are a vulnerable group of road users, especially when no separate infrastructure for cyclists is provided. Then, road factors such as distance and altitude differences can indirectly affect cyclists' safety. Therefore, the authors proposed a procedure based on the geometric characteristics of the road that can determine riding difficulties for cyclists. The proposed procedure can be used both by the public authorities who manage cyclists' safety and as a method of classifying the road network for cycling. The proposed procedure, based on the use of pattern recognition techniques, analyses data from a sample of nine riders who travelled on rural roads within the Municipality of Messina (Italy) to classify the roads according to their cycling difficulty. For each rider, duration, distance, road slope, altitude difference and spent calories have been measured and analysed. The collected data were used for the development of a model capable of predicting the cyclist’s physical effort as a function of the road alignment itself. Knowing the effort required to cycle along a route can contribute to a more complete assessment of road classification, commonly defined according to motor vehicles. Moreover, it may constitute a measure determining the safety of cycling by encouraging cyclists to travel along roads compatible with their physical abilities.

This paper deals with fatal traffic accidents in the period 2017-2019, caused by drivers who have held driving licenses for less than five years. Specifically, it examines an interconnection between these accidents and the driving schools being completed by these drivers. Furthermore, it analyses whether the perpetrators of traffic accidents with short driving experience are graduates of the same driving schools, and thus, whether the occurrence of serious traffic accidents is directly related to the quality of training in specific driving schools.

Opis:
The article is a presentation of the authors‘ research work on determining the impact of countdown timers on traffic conditions, and - in this case - on the level of traffic safety at intersections. Therefore, the scientific aim of the article is to present the methodology used by the authors to carry out research in order to determine the influence of the function of the intersection with countdown timers within an urban transportation network on the level of safety at the intersection. To achieve the scientific objectives, measurements of traffic at three intersections with different functions in a transportation network have been performed.

Opis:
Skip resistance of asphalt is an important parameter that can influence the safety of drivers on roads. Although there is a linear relationship between slipping on road surfaces and accidents, the impacts of pollutants for decreasing friction of roads is clear to researchers. Moisture and temperature influence friction and safety. In this research in SMA samples, three different gradations with the maximum nominal sizes of 19, 12.5 and 9.5, based on international standards were used. For polluting the surface, five materials that are found on roads were used, including fine-grained soil, sand, oil, soot and rubber powder. To measure the skip resistance, the British pendulum tester was used and for analysing macro-texture, the sand patch method was used. The results of this research showed that by increasing the maximum nominal size of aggregates, the depth of macro-texture in surfaces are grown and this is due to the decrease of fine aggregates in larger gradations. Because of the higher flexibility of pure bitumen, the applied compression pressure on rigid aggregates can cause indentations in the substrate and result in declining the roughness height of aggregates in the mixed surface. This leads to declining the hysteresis part of friction by increasing temperature.

Opis:
Despite the rapid and continuous progress in the construction of vehicles and accompanying improving road infrastructure, the road safety issue remains very serious. Especially, it concerns intersections and road junctions where nearly 30% of road accidents take place. The paper is focused on a new intelligent path displaying suport system to be installed on intersections of complex geometry combined with multiphase traffic lights. It consists of optical projection of two different horizontal signs, i.e. strips designating lanes for the green-light directions and perpendicular blocking lines for the red-light directions.
