    Opis:
    The conception of sustainable development means such a course of economic and infrastructure growth in a given territory, a growth that does not essentially interfere with the natural environment. It is assume here that the resources and values of nature are optimally used, they do not essentially or irreversibly change man's environment. The necessity to conduct economic activity in respect with nature is stressed here. Therefore sustainable development is not only a concrete economic activity, or a practical protection of the natural environment, but it is also the quality of organised society. Once the principles of sustainable development are put into practice in the ecological policy of the state they will ensure the following: changes in the system of education, changes in the model of production and consumption, application of the best available techniques and good practices in economy, and then traditional actions (among other things, purification plants, neutralisation of wastes etc.) The issues connected with sustainable development should therefore be obligatory on the list of sector policies in all domains of economy, and also in the strategies and programmes of development at a national, local, and local levels. Obviously, the strategies accepted by local governments and the programmes of sustainable development should be realised in a complex manner, taking into consideration all sector of economic activity and inhabitants' activity.

    Opis:
    W artykule przeanalizowano uwarunkowania, jakie wystąpiły w Polsce w procesie tworzenia podmiotów rozwoju lokalnego. Artykuł składa się z trzech części. W pierwszej i drugiej przeanalizowano determinanty warunkujące funkcjonowanie odpowiednio gmin i powiatów w zakresie kształtowania polityk rozwoju lokalnego. W ostatniej części scharakteryzowano pozostałe podmioty rozwoju lokalnego. W artykule podkreślono, że rozwój lokalny warunkowany jest z jednej strony zmianą wartości dóbr i usług wytwarzaną przez sektor prywatny oraz infrastrukturą tworzoną przez sektor publiczny, z drugiej zaś rozwojem kapitału społecznego. Ważnym elementem kreowania i wdrażania polityk rozwoju lokalnego jest zintegrowane podejście podmiotowe, angażujące wszystkich aktorów życia lokalnego i ponadlokalnego w układach pionowych i poziomych. Istotne jest również, aby polityki rozwoju lokalnego tworzono i wdrażano na zasadzie konsensusu pomiędzy podmiotami lokalnymi, a także żeby były uwzględniane (a nie tylko dostosowywane) do rozwojowych polityk ponadlokalnych.
    The article analyses the conditions that occurred in Poland in the process of the creation of local development entities. The article consists of three parts. The first and the second analyse determinants conditioning the functioning of municipalities and counties respectively in shaping local development policies. In the last part, other local development actors were characterised. The article emphasises that local development is conditioned, on the one hand, by the change in the value of goods and services produced by the private sector and the infrastructure created by the public sector, and on the other hand by the development of social capital. An important element of the creation and implementation of local development policies is the integrated, subjective approach involving all actors of local and supra-local life in vertical and horizontal systems. It is also essential that local development policies are created and implemented on the basis of a consensus between local actors and that they are taken into account in (and not just adapted to) developmental supra-local policies.

    Opis:
    In the face of problems and phenomena that go beyond national boundaries there is a need for joint initiatives, sharing ideas, cross-border approaches and solutions. To meet these new problems, the European Union forwarded to each Member State, their regional and local authorities the legal instruments allowing for more efficient resolution of cross-border problems by using the potential of cooperation within the European Grouping of Territorial Cooperation. The EGTC regulation is a major step forward in providing integration possibilities between regions of different Member States as it gives a solid and simplified frame for cooperation activities. The interested parties-members of an EGTC from different Member States can work on joint initiatives without having to sign international agreements. EGTC members can independently select the subject of its activity in cooperation, as well as determine the decisionmaking process and internal rules of conduct. Notably, they can respond directly to the notice of competition in the EU policy concerning the reporting of project proposals and present them as an organizational entity, without the need to involve government agencies of the entities participating in an EGTC. European Groupings of Territorial Cooperation are finally a clear and strong political signal of the European Council and Parliament that the cooperation with partners from other EU Member States is important and is supported at the highest political level in the European Union. For a positive assessment of the idea of an EGTC is not without significance that wellfunctioning EGTC can contribute to achieving the objective of territorial cohesion, multi-level governance in Europe, the development of macro-regions and the European Neighbourhood Policy.

    Participation of self-government in shaping a democratic order in organising the Polish society of the 1990's shows significant correlation with the conception of the Christian social order. In the territorial self-government an institution is seen that assumes respect for the human person and his freedom. Together with these values, self-government is on principle subsidiary. In the article the attention of the reader was also drawn to the role of localism and regionalism in social life and it was stated that these areas of reality are turned to at the times of impairment of the state's subjectivity.
