W artykule zasygnalizowano wysiłki biskupów wschodnich i zachodnich zmierzające do zachowania wiary wyrażonej w symbolu nicejskim. Dramatycznie przebiegł synod w Rimini  (359). Biskupi łacińscy oburzeni próbą narzucenia im koncepcji ariańskiej opowiedzieli się za nicejskim wyznaniem wiary, w kanonach ogłosili depozycje biskupów o nastawieniu ariańskim i skierowali list do cesarza Konstantyna. Gdy cesarz nie zaaprobował ich postawy, pod naciskiem jego wysłanników zmienili zdanie i zaakceptowali wyznanie wiary o charakterze pro-ariańskim. Tendencje pro-ariańskie zwyciężyły również na synodzie w Seleucji (359). Zdecydowanie ariańska opcja zwyciężyła na synodzie w Konstantynopolu (360). Tymczasem synod zorganizowany przez Hilarego z Poitiers w Paryżu (361) zdecydowanie odrzucił poglądy ariańskie i opowiedział się na nicejskim wyznaniem wiary. W ten sposób, podobnie jak na synodzie w Sardyce (343-344), zarysował się podział według strefy językowej: biskupi greccy przechylali się w kierunku arianizmu, natomiast biskupi łacińscy opowiadali się na credo z Nicei. Na definitywne rozstrzygniecie tej kwestii należało poczekać do Soboru w Konstantynopolu (381), gdzie postanowiono powrócić do koncepcji nicejskiej, według której Syn jest współistotny Ojcu.
The paper explains how both Eastern and Western bishops attempted to preserve the doctrine expressed in the Nicene Creed. At the Synod (Council) of Rimini (359) the Latin bishops rejected the Arian concept and accepted the Nicene Creed, they canonically removed the Arian-minded bishops and wrote a letter to the Emperor Constantius. After the Emperor did not approve their attitude, under pressure from his envoys, they changed their mind and adopted a pro-Arian profession of faith. Pro-Arian tendencies also won at the Synod (Council) of Seleucia (359). The staunchly Arian option won at the Synod (Council) of Constantinople (360). However, the Synod (Council) convoked in Paris by Hilary of Poitiers (361) decidedly rejected the Arian views and approved the Nicene Creed. Consequently, and similarly to the Synod of Sardica (343-344), a split according to language zones became evident: the Greek bishops were in favour of Arianism, and the Latin ones were in favour of the Nicene Creed. It was only at the Council of Constantinople (381) that a definitive settlement was achieved – the Nicene concept was adopted according to which the Son is consubstantial with the Father.

Article briefly discusses the history, or rather “pre-history”, of the First Ecumenical Council of Constantinople (381), highlighting all those people who have made an outstanding contribution to his calling and have an impact on the course of its deliberations, as well as to develop and solemn announcement dogma concerning the deity of the Holy Spirit. Thus, the article focuses on the diplomatic and theological activities of Cappadocian Fathers as such, but primarily focuses on the person of the bishop of Caesarea in Cappadocia – St. Basil the Great.
Artykuł krótko omawia dzieje, czy raczej „prehistorię”, pierwszego soboru powszechnego w Konstantynopolu z 381 r., uwypuklając te wszystkie postacie, które w sposób szczególny przyczyniły się do jego zwołania i miały wpływ na przebieg jego obrad, a zatem także na wypracowanie i uroczyste ogłoszenie dogmatu dotyczącego bóstwa Ducha Świętego. Tak więc, artykuł skupia się na działalności dyplomatyczno-teologicznej Ojców Kapadockich, a wśród nich przede wszystkim na osobie biskupa Cezarei Kapadockiej – św. Bazylego Wielkiego.

The article presents the Council of Chalcedon; its theological and historical context and its consequences. The author starts with the theological context of this Council. In that time the question of relation between humanity and divinity in Christ was discussed. Apollinarius of Laodicea taught that in the person of Christ there were two elements: the Logos and the body. The Logos replaced the soul. He propagated the formula mia physis tou theou logou sesarkomene. Others theologians were not agree with his opinion. Generally, there were two theological schools which worked on this matter: school of Alexandria and of Antioch. In the first one, the Christ was seen especially as God who became man. In the second one, He was seen as the man who was God’s Son. With other words, in Alexandria the starting point of reflection was the Divinity of Christ. In Antioch the starting of reflection was His humanity. The author mentioned Eutyches whose ideas on Christology produced a lot of trouble. In such a context, the Council of Chalcedon was organized (451). It was the proposal of Emperor Marcjan. The Council, after having condemned Eutyches and Dioskur of Alexandria because of their position on theological matter, proclaimed a new definition of the catholic faith. The base of this definition was the Letter of Pope Leo the Great Ad Flavianum. The most important point of this definition was the statement that Divinity and humanity meet in Christ, and both form one person. Such a declaration seems to be clear, but it did not satisfy Greek theologians. They did not want to accept the formula two natures (duo physeis) in one person, because in their opinion it signifies a separation between the Divinity and the humanity of Christ. They preferred to speak about mia physis tou Theou Logou sesarkomene. Surely, by the term physis they did not understand nature, but a being. While saying mia physis they did not mean one nature, but one being. In their conception, Jesus Christ was a Being in which met Divinity and humanity. Many theologians were suspicious of the term person (prosopon); they supposed that it had a modalistic meaning. The main opinion of Modalists is: there is only One God who appears sometimes as Father, sometimes as Son, sometime as Holy Spirit. There were also other reasons of contesting the definition of Chalcedon. It was known that that this definition was imposed by the Greek emperor, influenced by the Bishop of Rome (Pope). Many theologians, especially in monastic milieu, did not want to accept the intervention of the civil authorities in religious matter. They did not have a very good opinion about Latin theology. In the fifth century there were some anti-Hellenic tendencies in the eastern part of the Empire. Many Oriental theologians rejected the definition of Chalcedon because it was „a formula of Rom and Constantinople”. In such circumstances, a lot of Christians separated themselves from the Catholic Church, forming Monophysite Churches. Those who remained in unity with Rome and Constantinople, keeping the definition of Chalcedon, were called Melchites. Another problem was the canon 28, which gave some privileges to the bishop see of Constantinople. Pope Leo the Great did not approve this canon. Anti-Hellenic tendencies were so strong that in the time of Islamic invasions the people of Palestine, Syria, and Egypt welcomed Arabic soldiers as liberators from Byzantine domination. It is to be said that Arabic authorities, after having taken power in a country, were friendly towards Monophysites and persecuted Melchites. So, the contestation of the definition of Chalcedon prepared the ground for the victory of Islam in the East. The article is ended by an observation of a French theologian Joseph Moingt: declaration that Divinity and humanity make union the person of Jesus Christ produced division not only in the Church, but also in the Roman Empire. This is one of great paradoxes in the history of Christianity.

Since 1970, the Catholic Church has not used the so-called imprecatory Psalms and verses in the Liturgy of the Hours (in total, 122 verses have been removed). This article aims to analyze the presence of controversial fragments of the Psalms in the liturgy. It consists of four parts. First, it presents the history of the process that began during the Second Vatican Council and led to the decision to remove such fragments from the liturgy. What follows, is an overview of the reception and opinions on the imprecatory Psalms over the past fifty years. The next part of this study collects arguments in favor of removing the questionable texts from the liturgy as well as an argument in favor of keeping them in it. The article concludes with an appendix of all the texts from the Book of Psalms that have been removed from the Liturgy of the Hours. The author is personally in favor of leaving the unwanted verses in the liturgy.

Modern studies are quite abundant focusing mainly from the New Testament, the early Church, and the Middle Ages. One era that has been marginalized is widows in sources from late antique Roman and Suevic-Visigothic Hispania. Early Christian writers are noted for background only, the focus here are the conciliar texts dating from the fourth through seventh centuries.

Wraz z wejściem w życie przepisów ustawy z dnia 11 stycznia 2018 r. o zmianie niektórych ustaw w celu zwiększenia udziału obywateli w procesie wybierania, funkcjonowania i kontrolowania niektórych organów publicznych, przewodniczący rady gminy otrzymał nowe kompetencje. Kompetencje przewodniczącego rady gminy do wydawania poleceń służbowych pracownikom urzędu gminy ograniczają się do jego zadań związanych z organizacją pracy rady gminy, nie obejmując aktywności przewodniczącego organu stanowiącego i kontrolnego jako radnego. Przewodniczący rady gminy jest uprawniony wydawać polecenia służbowe pracownikom urzędu gminy wykonującym zadania organizacyjne, prawne oraz inne zadania związane z funkcjonowaniem organu stanowiącego, komisji i radnych. Zawarte w gminnej ustawie samorządowej sformułowanie, że przewodniczący rady gminy wykonuje uprawnienia zwierzchnika służbowego w stosunku do pracownika urzędu gminy należy odczytać w sposób ścisły, uwzględniając regulację art. 21a u.s.g.
With the entry into force of the provisions of the Law of 11 January 2018 on amending certain laws to increase the participation of citizens in the process of election, operation and control of certain public bodies, the chairman of the municipal council received new powers. The competence of the chairman of the municipal council to give official instructions to the employees of the municipal office is limited to his tasks related to the organization of the work of the municipal council, not including the activity of the chairman of the establishing and controlling body as a councillor. The chairman of the municipal council is entitled to give official instructions to the employees of the municipal office performing organizational, legal and other tasks related to the functioning of the governing body, committees and councillors. The wording contained in the Municipal Self-Government Act that the chairman of the municipal council exercises the powers of an official superior in relation to the municipal office employee should be read strictly, taking into account the provisions of Article 21a of the Municipal Act.

Digitalisation of courts plays an increasingly important role in dispute resolution. It has the ability to improve access to justice by facilitating faster and less costly access to courts, thereby making dispute resolution more effective and efficient. However, wide use of digital courts also has the potential to restrict access to justice. Attention needs to be given to issues of authentication and identification of the parties, digital divide, cybersecurity and personal data protection. This paper concerns recent guidelines of the Council of Europe that aim to fully address these issues and assist member States in ensuring that implemented digital techniques in the courts do not undermine human dignity, human rights and fundamental freedoms. The author answers and critically evaluates the specific questions and doubts relating to the content of the guidelines. The author’s recommendations can be taken into consideration by the Council of Europe in future updates of the guidelines.

The overthrow of patriarch Dioscuros appertains to the breakthrough events, which influenced the doctrinal countenance of Late Antique Christianity. Despite the fact that the decision to deprive the patriarch of the throne remained solely political, the very depositional proceedings were commenced on the charge of wrongdoings committed by Dioscuros prior to and in the course of the second Ephesian Council. During the Chalcedonian Councii there were also four Alexandrians who maintained accusations against the patriarch, those being: two deacons (Theodoros and Ischyrionis), presbyter Athanasius and Sophronios, of whom we possess little knowledge. It was proved, however, that even the substantial charges did not destine Dioscuros to be overthrown as much as did his refusal to attend the council. The overthrown patriarch was exiled and therein died in 454. His relics were translated to Alexandria during the reign of Tymotheus Ailuros.

La situazione politico-ecclesiale in Alessandria negli anni 273-278 (circa) sembra essere quella descritta nelle lettere in questione ed unicaa mio parereche corrisponde al tono ed al contenuto di esse. Per questo motivo il loro contenuto non dovrebbe essere considerato una fonte valida per la conoscenza dei temi discussi al Concilio.

Information pollution in a digitally connected and increasingly polarized world, the spread of disinformation campaigns aimed at shaping public opinion, trends of foreign electoral interference and manipulation, as well as abusive behaviour and the intensification of hate speech on the internet and social media are the phenomenon which concern international public opinion. These all represent a challenge for democracy, and in particular for the electoral processes affecting the right to freedom of expression, including the right to receive information, and the right to free elections. It is a growing international effort to deal with these problems. Among international organizations engaged to seek solutions is the Council of Europe (CoE). The author analyses CoE’s instruments, legally binding (as European Convention on Human Rights), as well of the character of “soft law”, especially resolution of the CoE’s Parliamentary Assembly 2326 (2020) Democracy hacked? How to respond? She exposes the need for better cooperation of international organizations and states’ authorities in this matter.

The article is consecrated to Constantine’s conversion and to its consequences for the Church, for the Roman Empire and for Europe. There is a general opinion that, even if his attachment to Christianity was not very mature, he worked for the Christian religion during all his life. He has taken many decisions on behalf of the Church; he protected her against the Donatists in Africa. His position towards the Arian heresy was not very clear. He did not pay attention to the dogmatic formulas, but especially to those solutions which guaranteed peace among people. Surely, the emperor once introduced into the Church, remained there as her protector and head. The society was accustomed the emperor’s position as pontifex maximus. Bishops did not protested against his involving into ecclesiastic matters because he worked on their behalf. The effect of Constantine’s attitude was: the Christianization of the Roman Empire and the connection of the Church to the State. In later centuries such an alliance of the altar with the throne was boring for the Church. It is said that every privilege has to be paid. The Roman Empire was collapsed in the end of the fifth century, but its heritage remained in Europe. Charlemagne, cooperating with Pope Leon III, tried to restore the Roman Empire as a Christian State, but he failed to do it. Surely, by his support for schools and studies, he contributed to the European culture. The idea of the Sacrum Imperium Romanum appeared again in the times of Otto I, and especially of Otto III. Such an idea was not possible to be put into practice. The Roman Empire has never been restored, but many of its elements were assimilated by the Church and by medieval Europe. There are to be noticed in all European countries in our time.

Opis:
The author analyzes the problem of the implementation of judgments of the European Court of Human Rights (ECtHR). In light of the European Convention on Human Rights (ECHR), a special role in its control mechanism is played by the Committee of Ministers of the Council of Europe. Despite the measures taken, there have been delays in the execution of judgments or the lack of their implementation for years. The author analyzed this problem in light of the latest reports of the Committee of Ministers and the recommendations of the Parliamentary Assembly. He pointed to the need for greater activity in this process of other bodies of the Council of Europe, including: the Commissioner for Human Rights, the Venice Commission, the CPT, the ECRI as well as institutions of the civil society. In the last decade, the interest of the Parliamentary Assembly of the Council of Europe in this matter has clearly increased. The author postulates that parliamentarians sitting in this body should be more active in this regard in their countries. They have instruments of control on the executive power, which could be used to increase the effectiveness of the execution of the ECtHR’s judgements.
