In a modern urban organization, mobility is an important issue for society. Traffic congestion of urban roads undermines mobility is a real problem in major cities This article shows the development and implementation of a centralized traffic control system in the city of Cali Valle (Colombia) applied to control traffic lights located to the east of the city (Simon Bolivar and Ciudad de Cali highways), allowing the central operators directly influence the traffic flow, know and display the status of the lights and generate statistics about the events of the online equipment. Particular real benefits of proposed new system of traffic lights are reflected in green times at each intersection allocated in accordance with the present traffic volumes on the road network at any time of day and in every sector of the city in particular, which of course increases the efficiency of each light installed at each intersection. As demonstrated in this article case study, the congestion scheme has been improved, and the project has opened up vast opportunities for innovative network management strategies for the optimization of network performance. Many of these strategies are developed to give a coordinated high-level control across different traffic control platforms based on real time traffic condition and performance on site.

Opis:
Identification of boundary values and features which describe a system operation safety is a crucial problem for assessment of the system operation safety. In this article, an attempt to match features necessary for a description of a given system operation safety and determine their boundary values, has been made. Determination of boundary values of safety features will allow to evaluate the system safety level. The following variables have been accepted as safety features: the number of accidents, the number of fatalities, and the number of people injured in those accidents. According to these values, probability values of the numbers of people who were killed and who were injured in those accidents have been established. Probability value equal to zero has been accepted as the intentional state, the interval between 0 and the mean value of a given feature determines the acceptable state, the interval between the mean value of a given feature probability and value 0.1 determines the boundary state, whereas all features assuming values higher than 0.1 refer to the system critical state. The presented research results are considered as directives for development of safety criteria for road transport systems and determination of their critical values. The proposed method of boundary values determination can be used for assessment of safety for different transport systems.

Transportation systems belong to the category of systems whose operation safety depends on many factors including: technical state of transport means, behavior of people involved in the system operation and maintenance and its environment, and finally the environmental factors. The system environment is referred to as all the elements, which, though not belonging to the system, are closely related to it. The environment, which is of interest for the authors of this paper, is the road infrastructure and atmospheric conditions. Construction solutions of the infrastructure, the road surface type and condition, temperature, visibility, precipitations, and time of day are referred to as external factors whose impact involves changes in safety of the transportation system operation. The impact of external factors can be in different forms and can affect the transport means as well as people involved in the system operation, especially the drivers. The literature provides a concept of excessive sense of a driver’s safety, which can be caused by good road conditions, dry and good road surface, etc. This is of particular importance in case of public transportation systems providing transport services on the territory of a town where the effects of external factors account for nearly 44% of adverse events causes. This study deals with identification of these factors and assessment of their influence on the analysed transportation system safety.

Each day more than 3,000 people are killed in the transport system worldwide, most of whom are victims of road accidents. Poland, just like the other EU countries, experiences a disproportion between the number of road accidents and other transport accidents. Each mode has a different safety management system with different databases, transport infrastructure authorities and accident investigation bodies, systems for tracking the movement of vehicles, trains and ships. Although significantly dissimilar, transport modes and their safety management systems can be improved through integration and the use of good national and international practice in the entire transport sector. This is in line with the European Union's policy, which in its 2001 White Paper encouraged member states to undertake work on a European methodology of independent transport safety investigation. ZEUS Project with its aim to build a structure of integrated transport safety system in Poland is an example of the work. International experience shows that an independent investigation agency working across all modes of transportation can most effectively improve safety. An intermodal agency provides economy of operation, transfer of safety lessons between different modes of transportation, the advancement of new and innovative investigation techniques and the ability to focus on key issues of concern in all modes. It is therefore suggested that serious consideration be given to a unified independent agency wherever it is feasible.

The current accident hazard caused by road transport of goods has been analysed, with the location (road categories) and time circumstances (specific days of the week) having been additionally taken into account. Calculations were done that made it possible to quantify this hazard, which is chiefly caused by the traffic of goods vehicles. The importance of this problem is increasing in the situation of persisting strong and steady upward trend in the traffic of goods vehicles. In a recent period of 10 years, the rate of growth of the traffic of goods vehicles was almost twice as high as that of the traffic of passenger cars. The hazard and fatality risk indicator values were estimated by analysing an isolated set of accident data. The period covered by the analysis of the events that occurred in the road transport of goods extended for the years from 2002 to 2011 and the numerical values have been specified in relation to repeatable week-long periods and to four road categories. The calculated hazard indicator values have been compared with the share of goods vehicles in the whole motor vehicle market, road traffic, and goods transport.

In the paper the role of human attention in road transport safety was considered. In the first part, various, known in psychology aspects of attention such as: selectiveness, scanning, divided attention, shifting and sustain attention were described. Further, research about drivers attention were characterized. From this perspective, especially significant are data associated with divided attention and selectiveness. It was proved that responding simultaneously to secondary task decreases concentration on driving. In this article, the meaning of individual differences in attentional functioning was emphasized. Empirical data suggests that high generał intelligence subjects have bigger capacity of attention than individuals with low general intelligence. Another factor that influences attention is age. Younger drivers (age 23 - 46) under demanding conditions, such as sohing multiple tasks, perform better than older drivers (age 58 - 76). In the last part the work focuses on circadian rhythms in human attention and their impact on transport safety. Many studies suggest that road accidents exhibit variations with circadian (peak at 03:00), weekly and seasonal period. Besides that, many researchers were interested in dynamics of attentional functioning during the day. Results indicate different patterns of responses with respect to different aspects of attention and chronotype.
W pracy przedstawiono znaczenie uwagi człowieka w bezpieczeństwie transportu drogowego. W pierwszej części zostały omówione różne, spotykane w psychologii, aspekty uwagi takie jak: umiejętność selekcji źródła informacji, zdolność do przeszukiwania pola percepcyjnego, podzielność uwagi, przerzutność oraz przedłużona koncentracja. Następnie zaprezentowane zostały badania nad uwagą u kierowców. W tym zakresie szczególnie istotne wydają się być dane dotyczące podzielności uwagi i selektywności. Wykazano, że wykonywanie dodatkowego zadania towarzyszącego jeździe samochodem obniża koncentrację na prowadzeniu. W artykule pokazano również znaczenie różnic indywidualnych w zakresie uwagi. Badania pokazują, że osoby o wysokiej inteligencji ogólnej mają większą pojemność uwagi, niż osoby o niskiej inteligencji. Innym czynnikiem, który wpływa na uwagę jest wiek. Młodsi kierowcy (w wieku 23 - 46) lepiej funkcjonują w warunkach podwójnego zadania, niż osoby starsze (58 — 76 lat). W ostatniej części pracy skupiono się na dobowych rytmach uwagi. Wiele studiów empirycznych pokazuje, że wypadki drogowe charakteryzują się zarówno dobową (szczyt o godz. 03:00 rano), tygodniową jak i roczną rytmiką. Oprócz tego wielu badaczy zajmowało się zmianami w koncentracji uwagi w ciągu dnia. Wyniki tych badań sugerują inny wzorzec reakcji w zależności od aspektu uwagi oraz chronotypu.

The aim of the paper was to compare the influence of the applied fill on the energy absorbed by the energy ubsorbing structural elements made of composite, steel and from composite with fill foam. The experimental tests were carried out on an INSTRON universal testing machine at the speed rate of the machine's traverse equal 10 mm/min md the numerical analysis has been performed using MSC. Dytran software based on the Finite Element Method. The elements were subjected to axial kinematic loads. The higher specific absorbed energy occurs in the case of energy absorbing elements made of composites and from composite with fill foam. These elements can be applied in structures designed for the protection of people or limitation of the whole structure failure, e.g. in the case of a helicopter or car crash etc. The failure progressing in a relatively uniform manner results in the fact that the work md for failure of an energy absorbing element causes a substantial reduction of the impact load results. Application of energy absorbing elements may be a system dissipating the energy of a car impact into a crash barrier. The results of numerical simulation of stiffness plate hitting to the road barrier are presented. Experimental tests and numerical simulations were also presented for a composite sleeve subjected to progressive failure, which allowed carrying out simulation and analysis of a crash into a road barrier protected by a system of two such sleeves.

Safety of transport is the main goal of transportation systems to achieve. This is of crucial importance for the road transportation as the number of used transport means is constantly increasing which involves a rise in the number of used vehicles and an increase in the intensity of traffic, especially in urban areas. Obviously, actions aiming at reducing the number of road collisions and protecting people involved in those events have been taken. These actions are taken both by vehicle designers both active and passive safety systems, as well as road traffic engineers who are responsible for actions aiming at increasing the safety level of transport infrastructure through implementation of Intelligent Transportation Systems. Although there are more and more modern engineering solutions in the fields of vehicle design and road traffic, it is still the human who is the weakest link of the socio-technical system, including the system of road transportation. For this reason, the authors of this work have made an attempt to analyze the undesirable impact of transport means on the safety of transport tasks. The experimental tests have been performed within a real system of municipal public transportation to illustrate a transportation system exposed to changing conditions of road traffic during twenty-four hours.

The article presents the realization of European Project EUCHIRES in years 2005-2007 in which Motor Transport Institute has participated. The project consisted in carrying out activities in Poland aiming at increasing the number of children properly transported in cars - according to Act on Road Traffic regulations - in restrains adequate for child's weight and height. All activities leading to executing the main goal of this project were realized with the support of and in cooperation with the Police, Ministry of National Education and Ministry of Transport. EUCHIRES was a project co-financed by the European Commission. Motor Transport Institute was responsible for all activities undertaken within the project and its realization in Poland. The project was realized simultaneously in fifteen EU countries. The activities encompassed media campaign adjusted to each country's specificity and addressed to children (4-12 years old) and their parents. The campaign was combined with the educational programme executed in schools and kindergartens and increased police controls. These activities were recognized in Poland as social campaigns in the field of road traffic safety realized under the banner of "Armadillo club always belt up". In 2005, at the beginning of the campaign the research showed that in Poland 52% of children were transported properly in cars while travelling. All research carried out annually after each edition of the campaign indicated gradual increase in the number of children transported properly according to valid regulations. Research conducted at the end of 2007 showed that more than 80% of children in Poland were transported properly during each car trip.

The safety of ships involved in the process of transport is one of the most important criteria in the maritime transport. Important factors making up the safety include the technical efficiency of the ship, the qualifications of the people in charge of the ship and the conditions under which the transport process takes a place. The paper focuses on the problems significant and characteristic to the ship traffic safety under uncertainty conditions. The ship safety at supervised traffic requires continuous identification of the navigational situation. Very often safety assessment of the traffic situation is made by examining the relative positions of vessel’s domains. A limitation is that under uncertainty conditions and more than two vessels we have to take into consideration dynamic domains according to the situations of conflicts, which is rather difficult to analyse. One way to assess the traffic safety approximation is analysis of the potentially conflicting situation. Safety in maritime transport can be analysed at the micro level (safety of the ship, the safety of navigation in specific situation mobility) and in terms of macro models (evaluation over time).In the article some problems of fuzzy description of traffic safety in maritime transport are presented. Basic definitions and a stochastic approach to concept of traffic safety in transport are given. The fuzzy approach to stochastic method of dimensioning traffic safety, useful in dynamic traffic control, is proposed.

Shock absorbers in modern cars have asymmetric damping characteristics corrected by overflow valves. Their indicator diagrams are far from being elliptical. Defective shock absorbers may lead to excessive amplitudes in vibration accelerations, excessive car body rolls, both lateral and longitudinal, excessive braking distance and destruction of the car components or road surface. The paper discusses methods of testing shock absorbers mounted or removed from the car. Advantages and disadvantages of the methods are used as bas is for the assessment. It is pointed out that the methods should not assume linear characteristics of springs and damping elements. Testing methods can be divided as follows: - those referring to shock absorbers removed from the car, - those referring to shock absorbers mounted in the car. Methods used for testing shock absorbers removed from the car are those performed on indicator test rigs provided with mechanical-electric or electrohydraulic extortion system. Such test rigs have measuring devices to enable recording of indicator diagrams relative to the absorber damping force in function of piston stroke with deflection and reflection. Among a variety of testing methods, those requiring no removal are by far preferred by Vehicle Control Stations or diagnostic lines. The methods can be divided asfollows: -free vibration type, -forced vibration type.

Safety is a priority criterion of the transport systems operation referred to as a total of means and activities connected with carrying of people and cargo. The main goal of systems of this typ e is safe carrying people in set quantities and over an assigned area, by means of transport means used in the system. Road transport is the most frequently used branch of transport. It is characterized by high speed and flexibility of transport tasks accomplishment resulting from a big number of roads which enable carrying passengers or cargo directly to the place of destination. Road transport can be distinguished from other transport branches by the following features: unlimited access to road transport means, high serviceability, high transport speed, providing services according to the schedule andpunctually. The system environment includes all components which belong to it in terms of the carried out analysis. External factors of the environment, due to a system approach to the analyzed system safety assessment include: weather conditions, road surface, inappropriately designed infrastructure, kinds of roads. The paper identifies the source of safety threats of transport systems caused by the influence of weather conditions on people and technical means of transport.

Prof. Jerzy Jazwinski is a creator of the Polish School of the Reliability and Safety which an idea was the joint treatment of these problems. Prof. Jerzy Jazwinski sat in on the organization of Winter-Schools of Reliability which determine the centre for the scientific promotion of many workers occupying with the reliability, diagnostics, and exploitation. As the worker of the AFIT, in the first term he was assigned to the Committee of Machine Construction of Polish Academy of Sciences. As the worker of the AFIT he sat in on works of the Scientific Boards of the Air Force Institute of Technology, Military Institute of Information Technology, Electromechanical Faculty of Military University of Technology, Military Institute of Armoured and Automotive Technology. Since establishment of the quarterly of the Problem of the Exploitation of Machines of Polish Academy of Sciences (ZEM), he is a Sub-Editor of the Reliability. Professor worked out the novel model stepped system of the safety, connected with period of the terrorism and natural disasters. Other problem is worked out by him the model of the system with assumptive structure redundant, ensuing from turbulent development of mechatronics, artificial intelligences, and the utilization of processors in transport control particularly in aeronautics. Prof. Jerzy Jazwinski is an author of several hundred scientific publications and analyses which were inculcated to the practice. He is laureate of numerous prizes for scientific achievements. Prof. Jerzy Jazwinski actively participates in domestic and international symposia, conferences and Congresses not only as an author and chairman, but also as a discussion participant Polish Academy of Sciences, as well as an attraction explorer of the culture and art of remote countries. Prof. Jerzy Jazwinski has a great scientific authority, he is a member of many organizations and Scientific Societies Superlative is an election of Prof. Jerzy Jazwinski to the State Committee for Scientific Research as a Member (2 times). The scientific activity of Prof. Jerzy Jazwinski mainly concentrates in Polish Academy of Sciences, and Air Force Institute of Technology. The prof. Jerzy Jazwinski has also successes as the author of the lyrical poetry.

The road transport systems are sociotechnical systems of a Human - Technical Object - Environment less than H - TO -E more than type. The primary operation goal of these systems is safe realization of the transport services. Safety is dependent on interaction of the following forcing factors: - working - depending on TO operation, - external - describing impact of the environment on people and technical means of transport, - antropotechnical - affecting a TO due to intentional and unintentional actions of a man. From the data regarding the reasons for road accidents in road transport systems provided by the Police results that 97% of the analysed reasons are antropotechnical factors. While 78% refers to improper drivers' actions that was why it was attempted herein to identify the sources of the threats resulting from the intended and unintended actions of the vehicle operators in a public road transport system. In order to increase safety of the bus passengers and people who are in the system environment, it is needed to undertake actions aimed at elimination or reduction of improper drivers' behaviours. Information of the paper may be an initial point for making decisions aimed at increased safety of the transport system operation.

Authors of the School are among other Prof. Krystyna Ważyńska-Fiok, Prof. Jerzy Jazwiński, Prof. Jan Borgoń, Prof. Zbigniew Smalko, Prof. Józef Żurek, Dr. Tadeusz Salamonowicz, Prof. Tadeusz Szopa, Prof. Alfred Brandowski, Dr. Krzysztof Kolowrocki. Among scientific institutions having greatest contributions in development of the Polish School of Safety and the Reliability are Committee of Transport and Committee of Machines Construction of Polish Academy of Sciences, Air Force Institute of Technology, Faculty of Transport of Warsaw University of Technology, Polish Cybernetic Society, Polish Society of Safety and Reliability. Conferences "Problems of the Reliability in the Transport" and "Safety of Systems" "International Conference of Safety and Reliability KONBIN" determine leading in the country and recognized in the world meeting points scientist occupying with these scientific problems. The reliability and the safety are with themselves related. The elements the three-stage, renewable three-stage element, the fourth state of security threat, the fifth state of feeling security threat are an object of the paper. Markov processes and the theory tracing systems of the safety are presented in paper. The three-stage object non-renewable, the model of the object of damages, the diagram presenting time of flight, the elementary model system, "the system protected - the system switching on - the system protecting", the object of the structure ranker complex of three-stage elements the model of the three-stage renewable object with reversible state of efficiency deceptive, the reduced model, the three-stage renewable object are discussed in the paper.
