Opis:: There many decision problems where numerous partial achievement functions are considered impartially which makes the distribution of achievements more important than the assignment of several achievements to the specific criteria. Such models are generally related to the evaluation and optimization of various systems which serve many users where quality of service for every individual user defines the criteria. This applies to various technical systems, like to telecommunication ones among others, as well as to social systems. An example arises in location theory, where the clients of a system are entitled to equal treatment according to some community regulations. This paper presents an implementation of decision support framework for such problems. This platform is designed for multiple criteria problems analyzed with the reference distribution approach. Reference distribution approach is an extension of the reference point method.

Opis:: Web caching is the subject of intense research and development since it seems to be very promising area. Web caching means storing copies of frequently used objects (documents) geographically close to users requesting them to reduce network load, servers load and user response times. Cache can be situated in different locations between user and servers with original content. It seems that the most significant improvement can be achieved by using the proxy server - a dedicated web server. Various parameters affect web cache performance: cache size, limitations on document sizes or documents removal policy. Several metrics are used to evaluate this performance: hit rate for example is the ratio of documents obtained by using the cache mechanism comparing to the total number of documents requested. Choosing adequate parameters for interesting traffic patterns to improve cache performance is not a trivial cache management problem. Prototype tool based on multicriteria model analysis and supporting such web cache management is presented. Simple case was examined where small number of sets of cache parameters (variants), miniature traffic representation and only two performance measures are considered.

Opis:: In the last decades, clinical evidence and expert consensus have been encoded into advanced Decision Support Systems (DSSs) in order to promote a better integration into the clinical workflow and facilitate the automatic provision of patient specific advice at the time and place where decisions are made. However, clinical knowledge, typically expressed as unstructured and free text guidelines, requires to be encoded into a computer interpretable form suitable for being interpreted and processed by DSSs. For this reason, this paper proposes an ontological framework, which enables the encoding of clinical guidelines from text to a formal representation, in order to allow querying, advanced reasoning and management in a well defined and rigorous way. In particular, it jointly manages declarative and procedural aspects of a standards based verifiable guideline model, named GLM-CDS (GuideLine Model for Clinical Decision Support), and expresses reasoning tasks that exploit such a represented knowledge in order to formalize integrity constraints, business rules and complex inference rules.

Opis:: The learning vector quantization (LVQ) network was used to classify the ECG ST segment into different morphological categories. Due to the lack of data in the ST elevation categories, the classifier was only trained to identify different types of ST depressions (horizontal, upsloping and downsloping). The accuracies were 91%, 85% and 65% respectively for the training, validation and testing data respectively. Despite the low accuracy for the testing data, most of the mis-classifications were downsloping ST depression being classified as horizontal ST depression. We concluded that more data and more training are needed in order to train the LVQ to recognize other morphological types of ST deviation and to improve the accuracy.

Opis:: The problem of evaluation outcomes under several scenarios to form overall objective functions is of considerable importance in decision support under uncertainty. The fuzzy operator defined as the so-called weighted OWA (WOWA) aggregation offers a well-suited approach to this problem. The WOWA aggregation, similar to the classical ordered weighted averaging (OWA), uses the preferential weights assigned to the ordered values (i.e., to the worst value, the second worst and so on) rather than to the specific criteria. This allows one to model various preferences with respect to the risk. Simultaneously, importance weighting of scenarios can be introduced. In this paper we analyze solution procedures for optimization problems with the WOWA objective functions related to decisions under risk. Linear programming formulations are introduced for optimization of theWOWA objective representing risk averse preferences. Their computational efficiency is demonstrated.

Opis:: In this paper we try to extract consumers' uneasy factors on foods such as carcinogenic substance, bovine spongiform encephalopathy (BSE) problem, genetic recombination, etc., and try to construct structural models among these uneasy factors using stochastic DEMATEL. Stochastic DEMATEL is developed as a revised DEMATEL (Decision Making Trial and Evaluation Laboratory) to extract structural models of a complex problematique composed of many factors under uncertainty. For structural modeling of uneasy factors on foods we look at the binary relation such that "How much would it help to dissolve uneasy factor j by dissolving uneasy factor i?" Finally, we try to find the priority of dissolving each factor among all the uneasy factors based on the information of stochastic composite importance. This would contribute for decision support to dissolve uneasy feeling and to get sense of security on foods.

Opis:: This paper describes an intelligent communication and decision support system for providing wireless services in an airport environment. A novel agent-based business model is proposed and the value chain is analysed for wireless applications. This system is studied and developed within the scope of the IST ADAMANT project, where the Athens International Airport (AIA) is used as the trial environment. First of all, a set of advanced, realistic decision support application scenarios enhancing the airport facilities both for the passengers and for the airport staff is identified. Most of the applications can be summarised as location-based personalised services. They refer both to airport internal users and to passenger users. In order to provide these services, location-sensitive service level agreements (SLAs) and radio resource management (RRM) are introduced. The design of such a system is envisaged based on a generic, multi-agent architecture, which is also presented in this paper.

Opis:: Multiple criteria evolutionary algorithms, being essentially parallel in their character, are a natural instrument of finding a representation of entire Pareto set (set of solutions and outcomes non-dominated in criteria space) for vector optimisation problems. However, it is well known that Pareto sets for problems with more than two criteria might become complicated and their representation very time-consuming. Thus, the application of such algorithms is essentially limited to bi-criteria problems or to vector optimisation problems with more criteria but of simple structure. Even in such cases, there are problems related to various important aspects of vector optimisation, such as the uniformity of representation of Pareto set, stopping tests or the accuracy of representing Pareto set, that are not fully covered by the broad literature on evolutionary algorithms in vector optimisation. These problems and related computational tests and experience are discussed in the paper. In order to apply evolutionary algorithms for decision support, it would be helpful to use them in an interactive mode. However, evolutionary algorithms are in their essence global and of batch type. Nevertheless, it is possible to introduce interactive aspects to evolutionary algorithms by focusing them on a part of Pareto set. The results of experimental tests of such modifications of evolutionary algorithms for vector optimisation are presented in the paper. Another issue related to vector optimisation problems with more than two criteria is the computational difficulty of estimating nadir points of Pareto set. The paper describes the use of diverse variants of evolutionary algorithms to the estimation of nadir points, together with experimental evidence.

Opis:: Dokonano przeglądu zastosowań systemów wspomagania decyzji w sektorze telekomunikacyjnym. Przedstawiono najbardziej reprezentatywne przykłady wykorzystania narzędzi komputerowych do wspomagania procesów decyzyjnych: hurtownie danych, analizę finansową i modelowanie matematyczne. Wskazano też perspektywy wspomagania decyzji w zarządzaniu strategicznym na przykładzie negocjacji umów, dotyczących połączeń międzyoperatorskich.
The paper outlines three types of using decision support in telecommunications. The first type relates to application of data warehousing based decision support systems. In the second part, application of various analytical modeling and analysis techniques for decision support is discussed. Conventional network planning techniques are based on single criteria optimization algorithms. However, single criteria optimization has its limitations. An overview of multicriteria analysis in designing telecommunication networks is therefore discussed as well as an application of the ISAAP module for this purpose. The paper outlines also, in the third part, some possibilities of using multicriteria analysis for supporting strategic decision related to negotiating interconnection agreements in telecommunications.

Opis:: Trust and reputation management is gaining nowadays more attention then ever as online commodity exchange and other open virtual societies became a widespread reality. Most widely used computational models use reputation metrics as global property assigned to each party. More sophisticated models try to use reputation as subjective property. While introducing subjective reputation there arise a need to model preferences of agents. In this paper we propose to use weighted ordered weighted average (WOWA) operator to support the decision maker in assessing available evidence about other's party behavior. The WOWA aggregation is defined by two weighting vectors: the preferential weights assigned to the ordered quantities and the importance weights assigned to several attributes. It allows one to express both the preference regarding sources of information by the corresponding importance weights and the compensation between attribute values aggregated by the preferential weights.

Opis:: During the previous two decades liner carriers within maritime shipping have broken the barriers from being pure transportation providers towards being logistics service providers. Most of the top 20 liner carriers worldwide hale set up spin-offs providing services from local booking up to 3rd party logistics services, combining the business advantages of tight linkages with liners together with the negotiation freedom with demanding customers by providing an extension of service coverage. Economical evaluations of transocean routes and global networks are of interest for decision makers responsible for business strategies as well as for operations. It is crucial to achieve appropriate judgements about which liner routes are profitable and how to build better service networks so that the companies' brand could be attractive to, e.g., ship- pers, including exporters, importers and forwarding agents. In this paper we discuss the corresponding trade-offs as well as related decision support systems of relevant service providers and companies.

Opis:: The basis of the article is mathematical discrete problem connected with local military battle. The problem consists of two dependent problems. One of them shows how to find our troops allocation to enemy's troops. The battle damage assessment function for the problem is proposed. The second problem is connected with finding global strategy of attack. Local battle is described by modified Lanchester model. Two level logistic model is built for describing materials and munitions resupply management processes. This idea was used in computer simulator SimCombCalculator. The paper shows how to use this simulator for finding attack strategy from the platoon to brigade level.

Opis:: Development of networks, specially access networks, is very important and urgent task nowadays. However, it turns out that this segment of telecommunication networks is the most expensive and complicated part of this undertaking. Therefore, the thorough analyses are carried out to determine the best solution under specific circumstances before any decisions are made. This paper presents techno-economic model, which was implemented and used to carry out analyses for one of the biggest city in Poland. To take uncertainty into consideration the stochastic approach was applied providing more robust solution, therefore, improving the safety of investment. Analyses concern FTTH (fibre to the home) technology, type of generic FTTx network architecture. It uses optical fibre in local telecommunication loop, what is becoming more and more popular. Presented results show the usefulness of techno-economic surveys in planning access networks development. The appropriate choice of network parameters, such as the aggregation ratio, is essential and could significantly influence the investment profitability.
