    Celem opracowania jest rozpoznanie stanu i poziomu ekoinnowacji w Polsce oraz porównanie otrzymanych wyników z krajami Unii Europejskiej. Pozwoli to na wskazanie ograniczeń i możliwości wsparcia rozwoju ekoinnowacji w Polsce. Opracowanie składa się z trzech części. Pierwsza część przedstawia istotę i definicje ekoinnowacji. W drugiej części dokonano przeglądu dostępnych metodologii pomiaru ekoinnowacji oraz przeprowadzono analizę porównawczą danych z zakresu ekoinnowacji dla Polski i pozostałych państw Unii Europejskiej. W trzeciej części zidentyfikowano cechy ekoinnowacji w Polsce i wskazano kierunki niezbędnych działań.
    The article is an attempt to identify the present situation and level of eco-innovations in Poland and comparing that with the situation in the other EU member countries. This would demonstrate both the constraints against and the opportunities for supporting the development of eco-innovation in Poland. The discussion is divided into three parts. The initial one presents the nature and definitions of eco-innovation. The second part presents the available methods for eco-innovation level measurement and off ers a comparative analysis of ecoinnovation data for Poland and the other EU member states. The article concludes with identification of the barriers to eco-innovation development in Poland as well as the proposed measures to alleviate them. The analysis shows that Poland definitely lags behind Europe as far as eco-innovation is concerned. The performed decomposition of the Eco-Innovation Scoreboard has clearly demonstrated the dire need for corrective action, especially regarding the capital expenditure on eco-innovation.

    Opis:
    The development of eco-innovation is driven by globalisation processes, technological progress and climate change. It is also directly related to the pursuit of sustainable development, as well as to the reduction of negative impacts on the environment and the efficient use of natural resources. Monitoring progress towards sustainable development requires the systematic measurement of eco-innovation. An important theoretical and practical challenge is to develop methods and indicators to measure eco-innovation. Currently, there are different systems for measuring eco-innovation, which makes international comparative analysis difficult. This article aims to conduct a compar-ative analysis of the development of eco-innovation in selected European and Asian countries. The study uses a critical literature review as well as a comparative analysis and synthesis method based on the ASEM Eco-Innovation Index. The study provides evidence that there are a number of differences in eco-innovation between European and Asian countries. Measuring eco-innovation is particularly important in planning and implementing instruments to stimulate environmental innovation across countries.
    Na rozwój ekoinnowacji mają wpływ między innymi procesy globalizacyjne, postęp technologiczny i zmiany klimatyczne. Jest on również bezpośrednio związany z dążeniem do zrównoważonego rozwoju, a także z ograniczeniem negatywnego wpływu na środowisko i efektywnym wykorzystaniem zasobów naturalnych. Monitorowanie postępu w kierunku zrównoważonego rozwoju wymaga systematycznego pomiaru ekoinnowacji. Ważnym wyzwaniem teoretycznym i praktycznym jest opracowanie metod i wskaźników do pomiaru ekoinnowacji. Obecnie istnieją różne systemy pomiaru ekoinnowacji, co utrudnia międzynarodową analizę porównawczą. Celem artykułu jest analiza porównawcza rozwoju ekoinnowacji w wybranych krajach europejskich i azjatyckich. W opracowaniu wykorzystano krytyczny przegląd literatury oraz metodę analizy porównawczej i syntezy opartej na indeksie ekoinnowacji ASEM. Badanie dostarcza dowodów na istnienie szeregu różnic pod względem poziomu ekoinnowacyjności w krajach europejskich i azjatyckich. Pomiar ekoinnowacji jest szczególnie ważny przy planowaniu i wdrażaniu instrumentów stymulujących innowacje środowiskowe w poszczególnych krajach.

    Constantly advancing processes of globalization, changing customer expectations and increasing competition are forcing business entities and national economies to continue the activity of innovation. Innovation is designed to ensure economic development in which economic activity and the level of production are increasing or the unemployment level is decreasing, etc. Unfortunately, along with economic development there is observed environmental degradation, depletion of natural resources and increasingly stronger impact of the global climate changes. For this reason, there is inevitable demand for ecological innovations, also known as eco-innovations. In general, they are intended to weaken or reduce the destructive human impacts by means of supporting economic growth.
    Procesy globalizacyjne, zmieniające się oczekiwania klientów, nasilająca się konkurencja wymuszają na podmiotach gospodarczych i krajowych gospodarkach ciągłą aktywność innowacyjną. Obok wzrostu gospodarczego, wprowadzania różnego rodzaju unowocześnień w sferze gospodarczej i społecznej XX wiek charakteryzują również bezrobocie, bieda, klęski humanitarne, nierównomierny rozwój gospodarczy czy znaczna różnica w poziomie rozwoju między krajami wysoko rozwiniętymi i nisko rozwiniętymi. W ostatnim czasie odnotowuje się wzrost znaczenia i oddziaływania działalności innowacyjnej na kondycję podmiotów gospodarczych, jak również całych gospodarek. Innowacyjność skutkuje między innymi możliwością wprowadzenia na rynki nowych produktów i usług, rozbudowy bądź otwarcia nowej firmy, obniżenia kosztów produkcji czy uruchomienia nowej linii produkcyjnej. Większość z innowacyjnych opracowań ma na celu sprostanie oczekiwaniom konsumentów i unowocześnienie otaczającego ich środowiska. Niestety, wraz ze wzrostem gospodarczym degradacji ulega środowisko naturalne, wyczerpują się zasoby naturalne i następuje coraz silnej odczuwalne oddziaływanie zmian globalnego klimatu. Z tego względu nieuniknione jest zapotrzebowanie na innowacje ekologiczne, zwane również ekoinnowacjami, które mają na celu osłabienie bądź redukcję destrukcyjnych oddziaływań ludzkich. W artykule przedstawiono istotę innowacji ekologicznych, podejście Unii Europejskiej do wspomnianych problemów oraz zaprezentowano istotne innowacje ekologiczne, które – można śmiało stwierdzić – w pewnym stopniu przyczyniają się do niwelowania efektów degradowania środowiska naturalnego.

    Koncepcja rozwoju zrównoważonego odnosi się do wszystkich form obszarów przyrodniczo cennych oprócz rezerwatów przyrody i parków narodowych (ochrona ścisła), w stosunku do których zastosowanie znajduje koncepcja ekorozwoju. Jest to związane z tym, że dla rezerwatów przyrody i parków narodowych zachwiana jest harmonia ładów (ekologicznego, ekonomicznego, społecznego, instytucjonalnego i przestrzennego), dominującym tu ładem jest ład środowiskowy (ekologiczny).
    National parks, nature reserves, landscape parks, areas of protected landscape, Natura 2000 areas, monuments of nature, documentation sites, ecological arable lands, landscape-nature protected complexes, flora, fauna and fungi protection forms, botanical gardens, strolling and recreational park, greenstone, urban park, cultural park, historical garden-park, eco-ton, river valley, geo-park, small nature enclave, ecological corridors. Sustainable development concept refers to all forms of ecologically valuable areas, except from nature reserves and national parks (strict protection), to the ones where eco-development concept is applied. The set of sustainable development and eco-development indicators will constitute an information source about the accomplishment level of this concept within natural valuable areas. The aim of this article is to introduce an original proposition of sustainable development and eco-development indicators system.

    In any business activity, trade, economic or in services, a man plays the most important role. The human impact on the environment and development of eco-agrotourism is particularly important, as it impacts directly or indirectly on the natural environment, ie. flora and fauna. The issue of human pressure of ecoagrotourism took on special significance after the Polish accession to the European Union. This is very important due to the fact that the members of the European Union attach considerable importance to the issues of ecology, tourism, eco-agrotourism, leisure and recreation. This also applies to Polish society. Therefore, tourism and eco-agrotourism in Poland is facing intense international competition. Therefore, it is desirable to show the positive and negative effects of anthropogenic pressure and show the importance of the human factor. While running eco-agrotouristic business each potential service provider should give careful consideration to the desirability and possibility of development in the coming years, taking into account its sustainability. The same issue should be a reference to any visitor of eco-agrotouristic farm.

    The aim of the study is to indicate the essence and increasing importance of the ecologization of innovative development in the glocalization of economic processes as well as the potential benefits of eco-innovation for long-term objectives of regions development. The study systematize the knowledge on this topic, and indicate the necessity of their continuous development. The applied methodology is based on an analysis of scientific literature European countries. The research methodology is systematization of approaches to the direction of innovation processes for the development, creation and implementation of innovations in the form of new products, technology, method, form of production organization, etc., which directly or indirectly contributes to reducing the environmentally destructive effects of production and consumption on the environment and solving environmental problems. The authors hypothesis is that the glocalization on the basis of the implementation of environmental innovations will contribute to the sustainable development of the economy of the regions. This is a new way of looking at the region development, i.e. that looks at how ecologization of innovative development should be used for strategic advantage of region and how processes of ecologization of innovative development of the region can be a catalyst for the processes of market glocalization and promote sustainable development of the regional economy.

    International transfers of the environmental protection technologies are increasingly important in the international trade and economic development. The article’s aim is to discuss the subject and the level of international transfers in the environmental protection sector in connection with the development of the R&D sector in the chosen European countries. In the framework of selected European Union countries there were analyzed the relationships between the international transfer of eco-technologies and the research and development sector, which turned out to be positive. The methodology was based on the presenting, comparing and measuring the strength of the connection between the international transfers in environmental protection technologies and the R&D sector characteristics. The limitation of the research turned out to be the lack of the data after 2013 year and lack of the data for each European country. The practical implication of the analysis is that the support for the R&D sector can cause better environmental protection technologies exchange between countries and from the social point of view – better natural environment for the society in general.

    The aim of this study was to determine the feasibility and extent of the impact of local government on shaping pro-ecological culture in the offices of the communes located in environmentally valuable areas of the Lublin voivodeship. This area has shown a low level of sophistication and lack of comprehensiveness and coherence of the actions of local authorities at all levels of management.

    Celem artykułu jest przedstawienie możliwości ograniczania zmian klimatu przy użyciu technologii ekologicznych przez sektor gospodarstw domowych. W artykule została przedstawiona zasada Pareto, jako narzędzie pozwalające na wyłonienie kluczowych czynników wpływających na emisję gazów cieplarnianych, a następnie wybór działań możliwych do podjęcia przez obywateli, które przyniosą największy skutek przy użyciu ograniczonych zasobów. Wybór czynników najbardziej zanieczyszczających atmosferę, w tym tych, na które ma wpływ sektor gospodarstw domowych, został dokonany na podstawie przeglądu literatury oraz źródeł internetowych.
    This article investigates potential of limiting climate change by household sector in Poland. Pareto analysis is presented as a tool for the selection of the key factors affecting the emission of greenhouse gases and in particular the factors which can be in control of citizens and their households. Ecological activities based on factors selected in such way should cause the largest effect out of resources engaged. Conducted three-level Pareto analysis is applied to complex groups of factors that affect the state of a large system (which is the Earth’s atmosphere). The analysis has shown that heating of buildings and hot water is one of a few largest areas of CO2 emissions influencing climate change – it constitutes 26% of total anthropogenic emissions. Within household sector heating is the single largest air polluting source. While share in total current CO2 emissions is important to determine most effective ecological activities – even more important is a potential of emissions’ reduction within various sectors of energy consumption in Poland. Literature review has shown that buildings (most of which are household buildings) constitute as high as 67% share in total potential of energy saving in Poland – which implies also the largest potential in CO2 reduction by households.

    Sustainability is currently one of the major priorities of tourism all over the world. This paper deals with applying elements of green management in accommodation facilities in the city of Sofia, Bulgaria. It analyses the implementation of green management elements and the principles of sustainable development in accommodation services. It focuses on accommodation facilities and their use, and environmental measures. The primary survey was conducted from May until June 2018 and we used a questionnaire survey to obtain primary data. We used the methods of scientific work; and, i.e., the analysis method, a generalization method, mathematical, and statistical methods. A total of 96 accommodation facilities participated in this research and they reached the best results with sorting containers, dual flush toilets, compact fluorescent lamps, and LED lamps. We state that the surveyed accommodation facilities should invest more funds in green initiatives and acquaint employees and guests with this philosophy.

    The subject of the analysis is the selection of a biomass boiler for a small private hotel located in Bukowina Tatrzańska. This is a typical modern mountain hotel with an area of 500 m2, consisting of 20 rooms, a common area and catering facilities. According to calculations, the demand for thermal power for heating purposes is 50 kW and for the preparation of hot water (accumulated in hot water tanks) 20 kW. The seasonal heat demand for heating and hot water purposes is respectively: 350 GJ and 99 GJ. According to the hotel manager, the process of heat production should not put much pressure on the environment because of use of biomass. The manager wants to expose this fact as an advertising element.
    W artykule zaprezentowano wielokryterialną ocenę kotłów na biomasę dla pensjonatu położonego w miejscowości podgórskiej. Oceny dokonano zmodyfikowaną metodą Procesu Analizy Hierarchicznej (z ang. Analytic Hierarchy Process, AHP). Problem budowy hierarchii kryteriów rozwiązano w oparciu o zasadę trwałego rozwoju oraz o międzynarodowe kryteria, wypracowane w programie ekoetykiet. Wszystkie przyjęte do obliczeń dane dotyczą rzeczywistych kotłów i paliw.

    Opis:
    Celem artykułu jest włączenie się w niezakończony jeszcze proces porządkowania terminologii z zakresu ekorozwoju oraz rozwoju trwałego i zrównoważonego, jak również przedstawienie praktycznego znaczenia omawianej koncepcji i stopnia jej wdrożenia w warunkach gospodarki w Polsce i Unii Europejskiej. Ponadto sygnalizuje się możliwość ściślejszego powiązania tej koncepcji z istotą i programem społecznej gospodarki rynkowej, aby w efekcie uzyskać nowe rozwiązanie systemowe w postaci bardziej realnej odmiany, tak zwanej trzeciej drogi.
    The paper presents the concept of Sustainable Development in an attempt to clarify the term, beginning from eco-development and valuating the translation of sustainable development into Polish. Further on, the Author proceeds with an analysis of the economic foundation of Sustainable Development, highlighting the emergence of a new system of values, application of economic tools and the search for „the third way” in market economy conditions. The paper also describes implementation of the Sustainable Development concept on the macro-, mezo- and micro scale in Poland, supporting his argument with figures. In conclusion, the paper discusses chosen problems of sustainable development in the European Union and in Poland.
