This article presents selected cybersecurity threats, identifies them, and points out their evolving nature. Cyberspace is a realm without defined geographic or political boundaries and is highly interactive. This article indicates the important role of cybersecurity in the context of building the information society and presents the most important legal regulations, both international and national, along with the indication of the proposed directions of changes at the national level, which would help to increase cybersecurity. The article emphasizes the importance of legislative and organizational regulations in the field of the addressed issues.

The paper points to an important sphere of human safety, as it refers to cyberspace as an environment where information is exchanged via the net and computer systems. In addition to positive accents, cyberspace also creates various threats that lead to the dehumanization of life. The negative effects of being in cyberspace cause threats to mental, social and healthy lives. Very often they pose a danger not only to human health but also to human life. In addition to the introduction, the article includes characteristics of the loss of a sense of reality among people who use cyberspace excessively and the risks of medical hazards.

The article presents the complex issue of threats faced by NATO. Changes in the international security environment result in many dangers NATO cannot ignore, including conventional threats. In the globalized world, non-state organizations and structures pose a potential threat to transportation, energy supply networks and critical infrastructure. In this situation, one should not exclude the potential threat of conventional armed conflict. NATO continues to see growth in the proliferation of weapons and their means of delivery as asource of threat. Terrorism and cyberattacks pose the specific type of modern asymmetric threats to NATO. The development of new technologies and the use of space for military purposes is also very important for the security of NATO. Multi-faceted issue of threat is presented from the perspective of a number of examples illustrating the complexity of the problem.

Modern administration often uses ICT systems to deliver public services, which must be adequately secured. Public administration bodies must, therefore, also include cybersecurity in their policies. E-services should be the standard. Unfortunately, this standard does not always apply in administration. New technologies in a digital state and information society must be widely used, including by public bodies, so that the quality and accessibility of the services provided meet social needs. The public administration is responsible for continuously developing computerisation, making it possible to function normally in cyberspace where citizens have long been present.

The title of the article points to an important area of human security as it relates to cyberspace as an environment for information exchange through networks and computer systems. In addition to the positive aspects, cyberspace also gives rise to various threats, such as cyber crises and cyber conflicts, cyber violence, cyber protests, or cyber demonstrations, including the threat of triggering a cyberwar. Risk is inherent in a given organization’s cybersecurity. Therefore, one of the forms of counteracting this unfavorable phenomenon is periodic training among employees. In addition to an introduction, the article includes characteristics of cyberspace risk and suggestions for employee training in this area.

This paper focuses on an important element of human safety, as it describes cyberspace as an environment in which information is exchanged via the web and computer systems. In addition to its positive aspects, cyberspace also generates a variety of threats, such as cyber crises and cyber conflicts, cyberviolence, cyber protests, and cyber demonstrations, also including the risk of causing a cyber war – hence the counteracting of cyberviolence, through, inter alia, school education and public-awareness campaigns. This paper discusses the significance of educational capabilities in the sphere of counteracting cyberviolence, and the characteristics of selected campaigns addressing the issue of violence.

Zdolność do podejmowania optymalnych decyzji w warunkach kryzysowych jest szczególną umiejętnością, którą powinni posiadać funkcjonariusze i pracownicy służb, straży i agencji, realizujący zadania w konfrontacji z sytuacjami, stanowiącymi zagrożenie dla społeczeństwa. Rozwój cywilizacyjny społeczeństw, w tym także procesy globalizacji sprawiają, że sytuacji kryzysowych może pojawiać się coraz więcej. Zatem istotnym problemem jest odpowiednie przygotowanie określonych osób do podejmowania racjonalnych działań w sytuacjach kryzysu. Należy również podkreślić, że działanie w omawianych warunkach związane jest z presją czasu, zaskoczeniem czy ryzykiem, a to może przyczynić się do pojawiania się u ludzi negatywnych stanów emocjonalnych. Należy zatem pamiętać, że osoby odpowiedzialne za podejmowanie decyzji w takich warunkach muszą posiąść umiejętności zachowania odpowiedniego poziomu zaangażowania i motywacji w sytuacjach niebezpiecznych i wymagających maksymalnego wysiłku psychofizycznego oraz posiadać znaczną odporność psychiczną.

Wydarzenia polityczne i militarne mają coraz większy wpływ na bezpieczeństwo w sferze gospodarczej, w tym na system finansowy i rynek kapitałowy. Wpływa to na zmniejszenie się stabilności rozwoju sektora finansów publicznych oraz sektora instytucji finansowych, kursu walutowego, rynku wewnętrznych kredytów walutowych. Napięcia polityczno-militarne są przykładem rodzenia się zjawisk kryzysowych i prowadzą do wystąpienia pierwszego etapu budowy gospodarki zdolnejdo funkcjonowania w warunkach zagrożenia wojną i gospodarki wojennej, co może całkowicie zmienić rolę finansów i instytucje finansowych. W artykule przeanalizowane zostały wybrane mechanizmy i instytucje, które mogą zmniejszy negatywny wpływ napięć politycznych i zagrożeń militarnych na system finansowy. Państwo jest w stanie wzmocnić własne wewnętrzne instrumenty nadzoru rynku finansowego. Artykuł przedstawia także określone warunki wewnętrzne, które mogą zapewnić bezpieczeństwo finansowe gospodarstw domowych, przedsiębiorstw i państwa. Oprócz tego wskazano na odpływ kapitału w Polsce w ramach grup bankowych, co nieuchronnie prowadzi do ograniczania dostępności kredytów dla polskich przedsiębiorstw, zwiększenia wysokości deficytu budżetowego, zahamowania procesu narastania długu publicznego a tym samym obniża poziom bezpieczeństwa i zwiększa podatność na zjawiska kryzysowe.

Poczucie bezpieczeństwa osobistego u mieszkańców danej jednostki terytorialnej jest ważnym elementem wpływającym na jej konkurencyjność oraz rozwój społeczny i gospodarczy. Brak spełnienia potrzeby bezpieczeństwa przez odpowiednie instytucje życia publicznego przyczynia się do pogorszenia warunków życia i wywołać może exodus obywateli. Autor przedstawia wyniki badania ankietowego dotyczącego bezpieczeństwa w wymiarze lokalnym. Badanie przeprowadzone zostało w maju i czerwcu 2018 wśród studentów Wydziału Zamiejscowego Uniwersytetu Zielonogórskiego w Sulechowie. Głównym celem badań było określenie przyszłych kierunków lokalnych i regionalnych inicjatyw mających na celu kształtowanie bezpiecznej przestrzeni publicznej i przeciwdziałanie zagrożeniom. Zakres badania zawierał następujące kwestie: poczucie bezpieczeństwa osobistego, bezpieczeństwo lokalne, współczesne zagrożenia bezpieczeń- stwa kraju oraz przeszkody w kształtowaniu bezpieczeństwa kraju. Bada- nie pokazało, między innymi, które instytucje życia publicznego wzbudzają największe zaufanie wśród Polaków, oraz które stanowią największe prze- szkody w kształtowaniu bezpieczeństwa kraju. Co więcej, na podstawie wyników przeprowadzonego badania sformułowane zostały wnioski, które mogą okazać się użyteczne dla polepszenia bezpieczeństwa lokalnych społeczności w województwie lubuskim.

This paper shows the importance of broadly defined health security, illness prevention, and health education, in all possible stages of human life. The paper contains a description of the basic threats to human health security emanating from the coronavirus pandemic. In addition, the author deals extensively with the preventive qualities of educational activities in the development of a sense of human health security. The main idea of the paper demonstrates that health security during the coronavirus pandemic, together with a sense of calm and stagnation, have a fundamental impact on human well-being. All this is combined with the adoption of the appropriate attitudes, while at the same time determining the focus of the concentration of human activity, and therefore of human education, in the times of threats to health.

This paper demonstrates personal safety as a vital element in a human being’s life, as the number and types of threats are growing. People quite often experience enslavement in various aspects of their functioning. It is not always the result of external threats, but also of individual No.s. A human being has many options, and a multitude of possibilities and opportunities, while these in turn can create chaos. Contemporary enslavement is growing increasingly rapidly on the global scale, having spread across nearly all spheres of life. Enslavement has also become multidimensional, similarly to freedom. This paper encompasses the characteristics of an enslaved person, and the sense of personal freedom. The central concept of this paper shows that personal (individual, human) safety, together with the sense of peace, stability, and own development, are the most important values in the life of every human being.

The analysis of the political-military situation in South-east Asia shows that it is a hot spot area which, in the future, might be a place of nuclear conflict. Disputes over natural resources, the petroleum and natural gas of the South China Sea, may make it a global hot spot. The main contenders who want to play the dominant role in the Asia and the Pacific Ocean area are the United States and China. Territorial disputes can also start a future war. Kashmir, which remains the source of ceaseless tensions between India and Pakistan, can provide an example. Conflicts have already consumed thousands of victims and repeatedly put the feuding sides on the edge of the nuclear war.
