    This paper deals with fatal traffic accidents in the period 2017-2019, caused by drivers who have held driving licenses for less than five years. Specifically, it examines an interconnection between these accidents and the driving schools being completed by these drivers. Furthermore, it analyses whether the perpetrators of traffic accidents with short driving experience are graduates of the same driving schools, and thus, whether the occurrence of serious traffic accidents is directly related to the quality of training in specific driving schools.

    Opis:
    The article is a presentation of the authors‘ research work on determining the impact of countdown timers on traffic conditions, and - in this case - on the level of traffic safety at intersections. Therefore, the scientific aim of the article is to present the methodology used by the authors to carry out research in order to determine the influence of the function of the intersection with countdown timers within an urban transportation network on the level of safety at the intersection. To achieve the scientific objectives, measurements of traffic at three intersections with different functions in a transportation network have been performed.

    Opis:
    Skip resistance of asphalt is an important parameter that can influence the safety of drivers on roads. Although there is a linear relationship between slipping on road surfaces and accidents, the impacts of pollutants for decreasing friction of roads is clear to researchers. Moisture and temperature influence friction and safety. In this research in SMA samples, three different gradations with the maximum nominal sizes of 19, 12.5 and 9.5, based on international standards were used. For polluting the surface, five materials that are found on roads were used, including fine-grained soil, sand, oil, soot and rubber powder. To measure the skip resistance, the British pendulum tester was used and for analysing macro-texture, the sand patch method was used. The results of this research showed that by increasing the maximum nominal size of aggregates, the depth of macro-texture in surfaces are grown and this is due to the decrease of fine aggregates in larger gradations. Because of the higher flexibility of pure bitumen, the applied compression pressure on rigid aggregates can cause indentations in the substrate and result in declining the roughness height of aggregates in the mixed surface. This leads to declining the hysteresis part of friction by increasing temperature.

    Rozdział XI Kodeksu wykroczeń z dnia 20 maja 1971 roku [8], noszący tytuł „Wykroczenia przeciwko bezpieczeństwu i porządkowi w komunikacji”, dotyczy czynów zabronionych, mogących mieć miejsce w ruchu drogowym. Wśród nich można wyróżnić wykroczenia naruszające bezpieczeństwo w komunikacji. W artykule omówiono istotę prawną wykroczenia polegającego na niezastosowaniu się do znaku lub sygnału drogowego (artykuł 92 Kodeksu wykroczeń). Dodatkowo przedstawiono wyniki badań własnych, mających na celu sprawdzenie stosowalności tego przepisu w praktyce.
    Chapter 11 of petty offences’ code from 20 May 1971 [8] entitled “offences against safety and order in road traffic” concerns forbidden acts which may occur in road traffic. Among them the offences violating safety in communication can be distinguished. The article discusses the legal issue of petty offence which is disobedience to a road sign or road signal (article 92 of petty offences’ code) Additionally, the article presents own tests results which were to check the application of this regulation in practice.

    The article discusses the level of road safety in the case of the city of Sosnowiec. Traffic safety was compared over a 11-year period from 2006 to 2016. The data were obtained from the municipal police headquarters in Sosnowiec. The authors of this publication created a graphical presentation of traffic incidents with their participants and causes. Numerical data have been presented, and separated into road accidents and collisions as well as injured and fatalities. The age and sex characteristics of the perpetrators of road accidents were presented. The QGIS program was also used for the analysis, which allowed us to map the most dangerous intersections in Sosnowiec.

    This article discusses the results of an analysis of road traffic safetyrelated changes introduced in T. Kościuszki and Królowej Jadwigi Streets in Dąbrowa Górnicza between 2006 and 2015. These changes were caused by the redevelopment and traffic reorganization at two intersections on T. Kościuszki Street and one intersection on Królowej Jadwigi Street. Previously, the traffic flow through these intersections was controlled by means of road signs. Since then, traffic lights have been installed at two of them, while the third one has been converted into a single-lane roundabout.

    Niniejszy artykuł przedstawia wyniki pomiarów prędkości poruszania się pieszych w różnym przedziale wiekowym (10-75 lat), z uwzględnieniem płci i techniki poruszania się oraz z uwzględnieniem specjalnych warunków ruchu, takich jak: prowadzenie dziecka za rękę, niesienie dziecka na ręku, niesienie większych pakunków, prowadzenie wózka dziecinnego, ruch osób trzymających się za rękę, poruszanie się osób na wózkach inwalidzkich, o kulach oraz osób niewidomych lub niedowidzących. Niniejszy artykuł stanowi drugą z dwóch części.
    This article presents the measurement results of movement speed of pedestrians. It takes into account the pedestrians in aged between 10 and 75, with reference to the sex and movement technique of the person as well as the special movement conditions, such as: leading a child hand in hand, carrying a child in someone's arms, carrying bigger parcels, leading a pram, movement of people who hold hands, movement on a wheelchair, with crutches, movement of people who are blind or visually impaired. This article is the second out of two parts.

Nieuniknione jest, że ta sytuacja będzie wpływać na wzrost liczby wypadków. Bardzo częstą przyczyna wypadków i kolizji jest niejasna, niewłaściwa i niedostateczna infrastruktura drogowa. W artykule zostaną poruszone kwestie związane z podejmowanymi działaniami w sferze infrastruktury drogowej, które mają bezpośredni wpływ na poprawę bezpieczeństwa ruchu drogowego. Niniejszy artykuł stanowi drugą z dwóch części.
    In recent years the number of road users has grown rapidly and due to that fact the traffic congestion has also increased. The economic development of the country is in favour of those tendencies and in the nearest future we will observe further increase in number of road users. As a result, the increase in number of accidents is unavoidable. The cause of accidents and collisions on the roads is often the vague, improper and insufficient road infrastructure. The article refers to issues connected with undertaken actions in reference to road infrastructure which have direct influence on road safety. This article is the second out of two parts.

    We have to consider the fact that alcohol is a legal drug. The spread of alcohol consumption reflects also in the road traffic safety; nevertheless, alcohol is a significant factor in traffic accidence occurrence, especially in those with serious consequences. In the last few years traffic crashes with fatalities are just following one another and are mostly caused by drivers who consumed alcohol. Adolescents between ages 15 and 24 are one of the most endangered groups of people in traffic, especially drivers and passenger between ages 15 and 24. Adolescents tend to acquire drivers licence as soon as possible in order to enter into drivers’ world. Young drivers as participants in traffic represent a bigger danger as they consume alcohol and drive, than older experienced drivers with the same level of alcohol in blood. We have precisely examined the topic on traffic accidents, young drivers and alcohol intoxication in our country and abroad. We have also carried out a field investigation – conducted a survey in the district Nova Vas - Celje. We came to conclusions which we found very much disturbing as they based on the analysis of results and processed information.
    Musimy wziąć pod uwagę fakt, że alkohol jest legalnym narkotykiem. Rozprzestrzenianie konsumpcji alkoholu oddziałuje również na bezpieczeństwo ruchu drogowego. Alkohol jest istotnym czynnikiem wystąpienia wypadków, zwłaszcza tych o poważnych konsekwencjach. W ciągu ostatnich kilku lat wypadki z ofiarami śmiertelnymi następują jeden po drugim i są głównie spowodowane przez kierowców spożywających alkohol. Młodzież w wieku pomiędzy 15 i 24 rokiem życia jest jedną z najbardziej zagrożonych grup w ruchu, zwłaszcza kierowcy i pasażerowie w wieku 15 i 24 lat. Młodzież ma tendencję do zdobywania prawa jazdy jak to tylko możliwe, aby wejść do świata kierowców. Młodzi kierowcy, jako uczestnicy ruchu stanowią większe zagrożenie spożywający alkohol i prowadząc, niż kierowcy z większym doświadczeniem z taką samą zawartością alkoholu we krwi. Ten temat dokładnie zbadaliśmy na wypadkach drogowych, młodych kierowców w naszym kraju i za granicą. Przeprowadziliśmy również śledztwo terenowe – badanie w dzielnicy Nova Vas – Celje. Na podstawie analizy wyników i przetwarzanych informacji doszliśmy do konkluzji, które wydają się być bardzo niepojące.
