The paper presents the state and conditions of oak natural regeneration in the „Białowieża Primeval Forest” Promotional Forest Complex. It has been stated that under natural conditions oak appears in all forest types but it infrequently grows into a stand. With the recent expansion of hornbeam, it is difficult for oak effectively to regenerate. It has been confirmed in this study that the shelterwood cutting system (leaving some trees to dye naturally) is the most efficient method of natural regeneration of oak in the Białowieża stands.

Opis:
Białowieża Forest (BF) is widely known for its outstanding natural values. The debate about the management/protection model, able to maintain all relevant values of BF on a sustainable basis, has a very long history. Currently, the main role in this debate is played by groups and organizations claiming that the major threat for the biological richness of BF is related to local forest management. In this paper, an attempt is made to verify this thesis. The extensive literature research reveals that vascular plants are one of the most threatened (and best documented) groups of organisms occurring in BF. It was found, for example, that in case of Serratulo−Pinetum (one of the most important woodland community type occurring in BF) the floristic diversity declines at the rate 0.6 species per year. However, similar situation concerns many other groups of species (e.g. lichens) as well. The recession of many species does not take place in the managed part of the BF only. This problem concerns also the areas which, since a long time already, have been subjected to the strict protection, like the ‘Strict Reserve' of the Białowieża National Park (comprising ca. 7% of the BF, under strict protection since ca. 100 years). Several factors and agents responsible for the general deterioration of natural values of BF were identified. Among other things, many authors underline the negative impacts of natural, successional processes taking part in areas which were ‘liberated' from the direct human impacts. Such processes are a direct cause of loss among many herbaceous species, particularly helio− and termophilous plants. Another important reasons for decreasing trends in many important elements of the local biodiversity are: strong reduction of open and semi−open areas (disappearance of the so called ‘cultural landscapes'), climate change, air pollution, deer overabundance, compositional impoverishment of many tree stands, invasive species of plants and animals. In conclusion, there are many factors responsible for decreasing diversity of BF and most of them have nothing to do with the local forest management. To preserve possibly high levels of the natural values of BF for future generations, a wise and complex conservation strategy is needed. As many other similar examples from different places over the world clearly show, the core element of such a strategy should be the principle of active management approach and not the out of action principle of ‘doing nothing'.

Opis:
The European spruce bark beetle (Ips typographus) outbreak observed in the ‘Puszcza Białowieska’ Promotional Forest Complex since 2012 resulted in a total volume of 1.4 million m3 of dead trees in multiple spruce stands. The study aimed to assess the species composition of fungi occurring in spruce trunks at early stages of European spruce bark beetle attack. All the samples used in laboratory analyses were collected in 2016 and 2017 in Białowieża, Browsk, and Hajnówka forest districts. A total of 60 dying spruces selected at random were sampled providing 120 samples. Surface−sterilised samples were used in fungal isolations using malt extract agar medium. The resulting colonies were identified morphologically, additional molecular identification was carried out for representatives of morphotypes using ITS rDNA fragment. In addition to these analyses, the frequently occurring basidiomycete fungi on recently died spruce trees were identified based on the morphology of fruiting bodies. One of the most common symptoms observed on trunks of spruces at the early stages of dieback was the occurrence of sapstains starting from bark beetle galleries. In some trunks the stained wood sections were separated by rusty−red stripes. A total of 51 fungal species including 40 ascomycetes and 11 basidiomycetes were isolated from dying spruce trunks. The number of ascomycete species included 16 ophiostomatoid fungi (members of Ophiostomatales and Microascales). The frequently occurring species in this group were: Endoconidiophora polonica (=Ceratocystis polonica) (17.5%), Grosmannia penicillata (20.8%), Ophiostoma brunneolum (9.2%), O. piceae (5.8%) and O. abieticola (4.2%). Among other ascomycetes only three species were frequently isolated: Neonectria fuckeliana (15.0%), Clonostachys rosea (13.3%) and Cosmospora viridescens (9.2%). The rusty−red coloured areas harboured primarily Amylostereum areolatum and Stereum sanguinolentum. The most frequently detected basidiomycete fungus on trunks at the initial stages of dieback was Cylindrobasidium sp. (=Gloeocystidium ipidophilum), whereas Fomitopsis pinicola was the most frequent species on spruce trunks dead for some years, either standing or wind−snapped. We emphasise the potential role of the detected fungi in forest ecosystems of the Białowieża Forest, both as potential tree pathogens and decomposers of spruce debris remaining in the stand.

The aim of this study is to assess the economic efficiency of forest management based on the revenues and costs of selected activities and the financial result of the forest districts within the ‘Puszcza Białowieska’ Forest Promotional Complex (FPC), i.e. Białowieża, Browsk and Hajnówka forest districts. The assessment of the economic efficiency of the forest management in ‘Puszcza Białowieska’ FPC forest districts was analyzed in relation to the average values for comparative units (28 other forest districts) included in the Regional Directorate of State Forests (RDSF) in Białystok. In this study the profit and loss account and the basic reporting document on financial and economic activity (LPIR1) for the years 2011−2017 were used. Data were collected from the State Forests Information System. A detailed analysis of revenues and costs (from the sale of products, goods and materials), including administrative, basic, side, additional and social−living activities, as well as general administrative costs was made. The financial result of the FPC forest districts was also analyzed and then modified by increasing the net result by the value of the write−off for the forest fund and the maintenance costs of the superior units and reduced by the additional payment from the forestry fund. The amount of financial results of ‘Puszcza Białowieska’ FPC forest districts is mainly determined by revenues from the sale of woody raw material. Other types of activities do not have a significant impact on improving the financial result of these entities. The actual financial situation of ‘Puszcza Białowieska’ FPC forest districts reflects the modified net financial result, including for funds from the forest fund. Implementation of tasks in the field of nature protection and restrictions resulting from the acquisition of timber in ‘Puszcza Białowieska’ FPC forest districts significantly worsen their financial result. Implementation of additional tasks in the field of nature conservation causes a deterioration in the economic effi− ciency of forest management, which suggests extending the analyzes of other forest districts of the State Forests.

The aim of this study is to assess the economic efficiency of the forest management with particular emphasis on economic and financial indicators of the forest districts (namely Białowieża, Browsk and Hajnówka) constituting the ‘Puszcza Białowieska’ Forest Promotional Complex (FPC). The work involved analysis of indicators reflecting the financial condition of the forest districts with reference to average values for comparison units i.e. 28 other entities from the Regional Directorate of the State Forests in Bialystok. The analysis consisted in the determination of typical values from comparative units in individual years (mean ±standard deviation). The balance sheet, profit and loss account and basic reporting document on financial and economic activities (LPIR1) for the years 2011−2017. Data were collected from the State Forests Information System. Financial liquidity, profitability and management efficiency were analyzed in detail. The net financial result of the forest districts was used for the analyzes, after an additional adjustment, consisting in increasing the net result by the value of the write−off for the forest fund and maintenance costs of the superior units and reduced by the additional payment from the forest fund. The analyzes were based on data collected from the State Forests Information System. On the basis of the research, it was found that the rules of financial management in the State Forests do not pose a risk of deterioration or loss of financial liquidity of the FPC forest districts. However, the inability to obtain the additional payment from a forest fund by individual of FPC forest districts would result in the loss of their ability to function independently. The management efficiency clearly affects the actual financial situation of the FPC forest districts. The deteriorating profitability of the FPC forest districts is caused by negative (loss) net financial results reflects the modified net financial result, including for funds from the forest fund. Restrictions on harvesting, resulting from the implementation of tasks in the field of nature conservation, worsen the economic efficiency of the FPC forest districts.
