The novel coronavirus pandemic has triggered an economic slowdown worldwide, aggravating those steadily accumulated inequalities in income and wealth redistribution. Western-type capitalism, international cooperation, and European integration have found themselves at risk. This article points out the resemblances and dissimilarities in policies combating the recessions of 2008 and 2020 on both sides of the Atlantic, focusing specifically on the EU and Canada. It assesses the rising popularity of the welfarestate concept applied both to individuals and entire businesses deemed essential for democracy, notably in the EU, for which the protection of citizens' well-being and solidarity values are at the core of bloc integration. Conceptually conflicting solutions for those crises reflect a profound shift in policy making, reinforcing state interventions vs the neoliberal approach and intensifying discussions on a universal basic income as a tool in redressing socio-economic inequalities. This paper highlights the need for a trans-disciplinary approach to benefit policy making.

The aim of the paper is to present issues related to the approach to the integration of immigrants in Poland in the last three decades. The article is seeking an answer to the question of how the approach to immigrant integration has evolved? Does the evolving approach reflect the rising tide of change taking place in Europe? First, the article discusses the issues of migration to Poland. It is essential to consider cultural conditions related to the national identity and migration history of a given country in an attempt to explain the evolution of the integration policy. The subsequent parts analyze the Polish integration policy until 2015 and the integration policy after 2015. The results of the research show that in Poland, the approach to the integration of immigrants has evolved in a short time: from the “strategy of abandonment” to “integration” understood as a two-way process of adaptation to the concept of assimilation.

In the era of migration, cities play an important role in integrating immigrants and promoting social cohesion. Sometimes they create and implement integration policies different from these at a national level. The state-run civic integration programs question the thesis of the growing role of cities as these programs have resulted in centralizing integration policies and reducing their role. In recent years, large European cities have been implementing a cultural diversity management model referred to as “intercultural integration”. They have also adopted mainstream policies targeted at the entire population. In terms of immigrant integration policy Polish large cities have recently been following a pattern set by their Western European counterparts. This results from the availability of European funds and trends towards cultural diversity rather than challenges.

This article aims to explain the phenomena of incredibly broad consensus among the Scottish political elites around European integration. All relevant political forces (present in the 2016–2021 term in the Scottish Parliament) have une quivocally supported further membership. European integration and the EU are specifically defi ned in public debate to carry out certain functions from the perspective of the Scottish political elite. These interpretations in this text are divided into three categories, serving three basic functions: facilitation of the process of increasing the competences of Scottish institutions (through independence or decentralisation), support for social development based on left-wing values and strengthening the distinctiveness of Scotland’s national identity. They were distinguished through in-depth analysis of scientifi c literature, documents of public institutions and political parties and statements of Scottish politicians. Author concludes that the distinction between the three basic functions of European integration from the perspective of the Scottish political elite is justified, although it is not always possible to draw a precise line between them. It is also easy to see that there are interrelationships between the different elements of these functions.

The Euro zone has undergone profound institutional changes since the occurrence of its 2010 crisis. The EU countries which, due to different reasons, have not entered to the EMU, must rethink their calculus. Standard economic analysis should be now supplemented with political-institutional dimension. Under these circumstances the article sketches three possible scenarios for Poland, which should be taken into account by decision-makers: (a) fast accession to the euro zone. (b) laggard ‘fence sitting’, and (c) ‘shutting the door’. Each of them raises important economic and politicoinstitutional consequences. The text argues that in overall assessment, the longer the accession to the euro area is delayed, the stronger the risk of Poland’s peripherization in the EU. Therefore the comprehensive analysis of costs and benefi ts under new circumstances should be done fast.

The purpose of this paper is to examine and analyse the appropriate modalities for the process of the Europeanisation of the countries from the Balkans, interalia, for the need to avoid the Balkanisation of Europe, bearing in mind all the aspects. Visegrad Group (V4) containing Czechia, Hungary, Poland and Slovakia, is one of the examples of regional cooperation within the European Union(EU). Recently V4 has shown some coherence in case of migrant wave to the EU, as well as presented unified position vis-à-vis climate change or leaders election in the EU. The Author has taken into consideration major political parties – both ruling and in the opposition – and their programs in all V4 countries and comes to following conclusions: 1. There is no coherence of V4, as Czech Republic and Slovakia are not ready to follow the footsteps of Hungary and Poland in creation of so called illiberal democracies. 2. All V4 countries are domestically highly polarized, with the exception of Hungary dominated by its charismatic leader Viktor Orbán. 3. Internal instability cannot bring a cohesive and unifi ed voice of V4 in the EU in more coordinated way. 4. If V4 countries will constantly undermine the core system of values, or Copenhagen criteria, of the EU, as Hungary and Poland is doing, combined with more and more problems with corruption, as all of them have, then un-famous East – West division line can reemerge in the EU and on the European continent leading to weakening of it on the global scene.

Migrations have accompanied mankind for hundreds of years. Wandering for livelihood has been and is inscribed in historical and social processes taking place on a regional and global scale. Decisions on change of residence usually are on economic grounds, but they can also be political, religious, social or related to the climate. They are taken by adults, but their range and effects also affect children. This happens when they take them with them, for the sake of wanting to improve their life situation, or when they leave them in the country of origin, for the same reasons.The challenge for these children is related to the problems of being able to adapt to the new situation, including education and their values,when they leave with their relatives, while when they stay they may experience loneliness, the lack of family warmth and a reduced sense of security. The following text is devoted to the situation of children of immigrants.

This article shows Serbia’s road to the European Union, mainly Serbian’s problems. First problem was a cooperation with International Criminal Tribunal for the former Yugoslavia with was solved in 2011 and Serbia meantime could ratify the Stabilisation and Association Agreement and put forward an official proposal of membership in the European Union. Second and the biggest problem is now relations with Kosovo. In 2011 mostly under European Union’s infl uence Serbia had started negotiations with Kosovo but meantime did not agree with its indpendence. However the progress in cooperation with Kosovo made possible to start negotiations with the European Union and ratification of Agreement and now open two negotiation’s chapters. Currently government with a strong Serbian society support wants cooperate with the European Union because in this they see correct way of Serbia’s transformation. Serbian prime minister Aleksandar Vučić is planning to fi nish all negotiations by end of 2018 and become a member in 2020.

This article analyses the Brexit problem in the light of main concepts of differentiated integration. Great Britain, enjoying the status of preferential membership in the European union, benefi ted from the positive discrimination in many sectoral policies. After 23 June 2016 Brexit referendum, David Cameron’s and Theresa May’s governments work towards the status of preferential non-membership, opening a new chapter in the debate about differentiated forms of integration in Europe.

Nowadays, the significance of women in the international movement of migrants is important both from a quantitative and qualitative point of view. Many migrant women move to other countries either on their own or to join their husbands or other family members. The number of migrant women is also increasing in Europe. For this reason, focusing on the phenomenon of gender-based migration has become an important research element and affects many areas. The mass migration of women from highly diverse cultural backgrounds to European countries draws particular attention to the problems of integrating these women in host countries. However, most European countries lack integration policies that take into account the real needs of migrant women. Given that women account for almost half of all migrants, data on migration should be gender-sensitive and state policies must take into account how gender actually shapes the different needs of migrants. Also, since migrant women/ refugees who come to European countries constitute a heterogeneous group in many respects, this heterogeneity should be taken into account in integration processes. In this article, two issues have been taken into account as research questions: 1, are immigrant/refugee women treated the same as immigrant/refugee men? and 2, is gender taken into account in the integration policies of European countries? To study the issues presented in the article, a review of the available literature was used, as well as data available on the websites of the OECD and the European Commission.

This article presents considerations for the exchange rate regime choice from the point of view of the Polish zloty participation in the European Exchange Rate Mechanism II (ERM II). The first part defines the conditions for an exchange rate mechanism conducive to nominal convergence and macroeconomic stability of the Polish economy before and after the euro adoption. The assessment indicates that the above objective can be achieved with a broad (+/-15%) fluctuation band. The second part contains arguments for greater flexibility of the European Commission (EC) and the European Central Bank (ECB) in assessing the fulfilment of the exchange rate criterion as a necessary condition for taking advantage of a broad +/-15% fl uctuation band. Furthermore, an emphasis is put on the need for the ECB support in intervening within this band when justified. These measures should reduce the risks of ERM II participation and make the mechanism more useful in supporting nominal and real convergence in catching up economies.

The aim of this study was to identify the circumstances in which the Common Agricultural Policy, once the most centralised policy in the EU, changed, after 2013, into one which is the most decentralised and diversified. The following hypothesis was put forward that the introduction of significant flexibility in the CAP reflects the search by Member States for the most effective ways to identify and implement their own preferences on the EU forum. The research was conducted from the perspective of the liberal intergovernmentalism theory based on a critical analysis of the respective literature and the applicable strategic documents and regulations. In the study, a large heterogeneity of agricultural sectors in the EU has been shown, resulting from several enlargements of the EU. Consequently, it has led to an increasing diversification of national preferences, significantly affecting the shape of the CAP reforms proposed on the EU forum. Other important drivers influencing the changes in the CAP were the introduction of a co-decision procedure in the area of agriculture, along with the increasing impact of Member States on the decision-making process since the economic crisis of 2008–2009. As a consequence, EU budget negotiations have been dominated by narrowly-defined sectoral and national interests. The concentration of Member States on an acceptable net position contributes to maintaining the status quo in terms of the expenditure part of the EU budget or its reduction. Thus, there is a risk that the deficit of European integration in areas assuming the distribution of costs and benefits between Member States may have a negative impact on the future of the EU.

This article focuses on analysing the consequences of Brexit for the European Union and its Member States, with particular emphasis on the Visegrad Group (V4) countries. Through the prism of neorealism theory, the changes in the balance of power and international dynamics resulting from Great Britain’s exit from the EU are analysed. The aim is not only to identify specific Brexit outcomes but also to understand the mechanisms influencing relations among European states, especially in the future. In this context, neorealist analysis becomes a particularly valuable tool, allowing us to view Brexit not only as a one-time incident but also as a manifestation of broader trends in global international relations which may adopt disintegrative stances in the future.

The Republic of Moldova which is situated between the geopolitical west and east is still searching for its identity and faces a variety of economic and demographic problems. It has been looking for a model, vision and the direction of its development and transformation. After twenty five years of its independence the Republic of Moldova does not have an effective political and legal system or even a coherent idea of statehood. In the perspective of a changing role of a state in the international order the task of finding its place in the system of multidimensional global and European order seems to be even more complicated.
