Present economic situation in the EU after the crisis of 2008–2010, escalating protectionism among EU Member States, voices in favour of reindustrialization of the EU economy in a traditional style of the 1970s and the 1980s, and the British leadership in services and new business models are the most important challenges for the future development of the EU Internal Market, as well as for the EU economy, as a whole. Therefore, the aim of the paper is to evaluate changes in the structure of the EU economy and intra EU trade in the context of Brexit. To this end, we will analyse changes in values and shares of selected sectors directly linked to the EU Internal Market in value added and intra EU trade in 2010–2014. Moreover, in order to grasp potential consequences of Brexit, we will compare data for the EU-28 and the EU-27 (without the UK). Our research allows us to conclude that Brexit may result in reduced supply of innovative and business services with the highest added value in favour of higher shares of regular manufacturing sectors within the internal market of the EU (both in value added and intra EU-27 trade). Therefore, after the UK leaves, the EU-27 will lose its competitiveness and a strong position in intra EU trade vis-à-vis third countries.

The present study concerns the issue of financing the budget of the European Union. The article presents selected factors in the evolution of EU finances and delineates the attempts at replacing the sources of financing taken up in 2011 and pertaining to the financial perspective of 2014–2020. Scenarios for EU development have been indicated, with particular emphasis on their implications for the future shape of the EU budget. The article also presents the main priorities and assumptions of EU financing after 2020 in the context of accepted multiannual financial framework.

The purpose of this article is to analyse the main characteristics of the EU’s foreign and security policy that can affect its functioning at present and in the future. Being part of the broader category which is the EU’s external policy, the EU’s foreign and security policy is plagued with numerous flaws. Reducing their impact would greatly strengthen this policy, but at the same time this depends on the resolution of the main axiological dilemma. It concerns the future shape of the whole European Union, which means that the EU needs to clearly formulate its finalité politique. The resolution of this dilemma will determine not only the future of the EU, but also the present and future shape of its foreign and security policy.

After the limbo caused by the COVID-19 pandemic, Chinese investments have picked up in the first quarter of 2023. Investments through China’s Belt and Road Initiative are carried out by approaching potential participants individually, or via dedicated platforms outside the EU’s legal and institutional framework. Thus, the EU Framework for the Screening of Foreign Direct Investment – which is likely to get its so-called “baptism of fire” after its COVID-induced hibernation – can be seen as an implicit response to said Chinese initiative. This framework should be considered a message directed simultaneously towards foreign actors, discouraging them from attempting to carry out investments in the EU with the intention of bypassing the relevant European rules, and also towards Member States, cautioning them against facilitating such operations. The author will argue that the regulatory model has too many in-built unknowns that could prevent the framework from achieving its objectives.

The aim of the cohesion policy is to accelerate the socio-economic development of Member States and their regions. Poland as well as its closest neighbour, the Czech Republic, have benefi ted from structural funds and the Cohesion Fund. The effects of provided aid have already become apparent but they differ given the scale of problems, including regional issues existing in these countries, and the amount of funds allocated. The aim of the article is to present the directions and the effects of the implementation of the cohesion policy in Poland and the Czech Republic with particular focus on the financial perspective of 2007–2013. The results of the evaluation of programmes for the years 2007–2013 show that EU funds are mostly spent on transport infrastructure. However, the support of entrepreneurship and innovation and human capital should be an important objective in the current programming perspective in order to transform and modernise the structure of economies.

The aim of the study is to present the correction mechanisms specifics in the own resources of the EU budget, particularly the British rebate, and an attempt to answer the question about their future. First part of the work focuses on the essence, the genesis and evolution of correction mechanisms, with particular emphasis on the British rebate. Further, the amount of funding of the British rebate by the EU Member States in 2014, the amount of payments by the UK to the EU budget and the impact of the UK correction on its amount have been presented. The conclusions include an attempt to assess the validity of the budgetary adjustments and proposals of possible reforms.

The aim of the article is to analyze the European programs of the main political parties in the Weimar Triangle countries. The analysis will focus on the political vision and possible institutional changes. In addition, the position on euro area reforms and (in Polish case) prospects for membership of the EMU will be examined. Another issue is the response to the migration crisis, and views on the future of the internal market, deepening cooperation in defense policy and a vision of the future of EU foreign policy. Finally, brexit issues will be examined. The article will compare the European doctrine of particular countries, then the views of the government (and its party base) and the opposition parties.

The main aim of this paper is to reconstruct all new legal components of the legal term „financial stability” and to underline its multilevel understanding and possible meanings of that term, which should framed the new Financial Stability Safety Net in the new supervisory architecture of the EU, where the financial stability is considered as a prerequisite of creation and market law application. The main thesis of this paper is assertion that the financial stability is multielement, multilevel and multifunctional term, which could and should be refered to both, the EU and domestic level as a whole, to financial institutions and supervisors and also to the clients of the financial market. This shows the opinion, that the legal term „financial stability” is to fulfil as a result of the balance, compromise andaccomplishment of the financial market participants legal interests.

Migrations have accompanied mankind for hundreds of years. Wandering for livelihood has been and is inscribed in historical and social processes taking place on a regional and global scale. Decisions on change of residence usually are on economic grounds, but they can also be political, religious, social or related to the climate. They are taken by adults, but their range and effects also affect children. This happens when they take them with them, for the sake of wanting to improve their life situation, or when they leave them in the country of origin, for the same reasons.The challenge for these children is related to the problems of being able to adapt to the new situation, including education and their values,when they leave with their relatives, while when they stay they may experience loneliness, the lack of family warmth and a reduced sense of security. The following text is devoted to the situation of children of immigrants.

In this article, the author conducts an analysis of China’s means of influence in the Western Balkans region, and places special emphasis on the state’s economic investment in infrastructure and energy, studying its connection with Beijing’s foreign policy and that of the Balkans themselves. The main objective is to study China’s influence on the development of the region, and to ask ourselves about the role of the Balkans in the BRI, and to analyse how this investment has materialised as well as the challenges it entails for the EU. This will primarily be done through a review of data obtained both from specialised literature and from open institutions’ databases. The author concludes by pointing out that Chinese investment has not played a particularly key role in the development of the region, but that it entails risks for the EU as regards China’s cultural and political influence when presenting itself as an alternative model to the West, and that the EU faces the challenge of counteracting this influence with inclusive and attractive policies for the Balkan countries.

This article examines whether calls for European ‘strategic autonomy’ in response to Trump’s rhetoric are qualitatively different from earlier disagreements in US-EU relations. By doing so, it re-assesses Geir Lundestad’s concept of “Empire by Invitation” to illustrate constraints for the development of such an autonomy especially in defence affairs. We argue that the US’s involvement in European defence affairs was never an invitation to ‘empire’, as the invitational aspect was based on consent. A process has been accelerated by the Trump presidency whereby this consent has shifted towards strategic estrangement. However, the article argues that the reactive and intergovernmental nature of EU foreign and security policy continues to hamper more autonomous policy planning in CSDP matters – different readings about cyclical disruptions in EU-US relations notwithstanding. The article finally discusses how the introduction of new CSDP mechanisms impacts on this debate.

It goes without saying that protection of the national heritage is a significant objective and task of modern states and all the international community, for it constitutes the nations’ identity and is a universal value which cannot be overestimated. In the integrated Europe it can become a premise restricting the freedom of goods flow in the European Union internal market because of its special signifi cance and value. The hereby paper aims at analysing the problems of restricting the freedom of merchandise in relation to the cultural goods and national treasures both on the level of the EU law and based on the judicature of the Court of Justice of the EU, as well as in the plane of the limits introduced by the national law following from the idea of special protection of the state’s interest and the constitutional values on the example of Poland. The subject of the paper in particular comprises some reflections concerning the definition of the concept of cultural goods, presenting the EU approach to the problems of the cultural heritage preserving, the analysis of the EU primary and secondary law normalizing the matter under the discussion, as well as the judicature of the CJEU. Moreover, it concentrates on the analysis of the provisions of the Constitution of the Republic of Poland of 1997 and the legislature, as well as the judgements of the Constitutional Tribunal in this scope.

The aim of the article is to assess the impact of the euro adoption on the inflation level in the countries of Central and Eastern Europe, i.e. Slovenia, Slovakia, Estonia, Latvia and Lithuania. The hypothesis was adopted that the average price level increase - within the framework of the inflation targeting – is a fixed element of the monetary policy of all central banks, including the European Central Bank. If, after the introduction of a single currency, the rate of inflation is close to the inflation target, then the common monetary policy brings positive effects, and the excessive price increase is only an illusion. As a result of the review of the literature, as well as the analysis of statistical data, it was found that in some of the surveyed countries (Estonia and Slovenia), in the first years after the adoption of the single currency, the price rose above the ECB inflation target, however, this result cannot be attributed solely to the introduction of the single currency (euro). The occurring level of inflation, which is contained in the inflation target of the central bank is acceptable, because its impact on the conomy is positive. The discrepancy between perceived infl ation and its actual level in the new euro area member states may also result from the experience of countries in which – as a result of the price rounding effects – there was an increase in the prices of some consumer goods.

The UK’s exit from the European Union has had seriously negative consequences for the British economy and society. These consequences can be taken as a serious warning to other EU countries that may wish to follow Britain’s chosen path. The warning is particularly important as regards Poland, where the far right has long been openly calling for a so-called “Polexit”. The aim of this article is to analyse and assess both the current and expected effects of Brexit, as well as the conclusions that Poland can draw from them. After presenting the background of Brexit, this analysis focuses primarily on the effects that Great Britain has experienced in the areas of trade with the EU, along with Brexit’s effects on investment, inflation, immigration, and deregulation. Public opinion survey results are also shown, indicating a negative assessment of Brexit by the majority of British society, which is increasingly demanding the restoration of the country’s ties with the EU. Next, the threats to Poland’s further participation in the EU that have arisen since 2015 are shown. Based on Britain’s experience, it can be predicted that a possible Polexit may hit the Polish economy particularly hard, primarily due to the loss of free access to the EU’s single market and a possible collapse with regard to Polish exports, as well as the predicted massive outflow of capital abroad and decline in the inflow of foreign investments. A Polexit would also mean a loss of EU funding. All this would drastically limit Poland’s development possibilities and would trigger a civilisational degradation of the country.

The 2014 European Parliament election began an unprecedented increase of societal support for Eurosceptic parties. They topped the polls in some EU member states and often gained parliamentary representation for the fi rst time. For that reason, it is necessary to deepen knowledge about the Eurosceptic identity. This paper is focused on the Eurosceptic attitude towards the EU’s external actions. A Constructivist approach is used to achieve that goal, in particular the concept of discursive nodal points (DNP) created by Thomas Diez. Opening with an analysis of notions of Euroscepticism and the DNP, the paper shows DNPs in Eurosceptic discourses about TTIP, the conflict in Eastern Ukraine, and the EU’s environmental policy. As a result of that analysis, DNPs in the Eurosceptic discourse about the EU’s external actions as a whole are teased out. These DNPs are used to define a meta-narrative in the Eurosceptic discourse about the EU’s external actions. In conclusion, the Author claims that an assentation for EU’s activity in some external areas from Eurosceptic politicians could mean that they have moved from Euroscepticism to Eurorealism, which means that the appearance of Eurosceptic parties in national and European legislatures could signal a shift away from Eurosceptic orthodoxy, and therefore away from its original identity.
