    Bardzo ważną rolę w rozwoju społeczeństwa informacyjnego odgrywa komunikacja pomiędzy organizacjami oferującymi dobra materialne lub niematerialne a odbiorcami. W chwili obecnej, gdy coraz częściej mówi się i obserwuje organizacje oznaczane jako 4.0, proces komunikacji nabiera szczególnego znaczenia. Organizacje o charakterze biznesowym każdy sygnał pochodzący od odbiorcy starają się uwzględniać w swojej ofercie skierowanej dla konsumenta. W przypadku instytucji publicznych takie podejście jest niemożliwe do realizacji ze względu na uwarunkowania funkcjonowania tych instytucji. W artykule zostaną przedstawione możliwości technologii Web 2.0 w prowadzeniu innowacji w instytucjach publicznych, które mogą zwiększać ich atrakcyjność i wpływać pozytywnie na odbiorców.
    communication between organizations offering tangible or intangible goods and recipients plays a very important role in the development of the information society. At the moment, when organizations indicated as 4.0 are being talked about more and more often, the communication process becomes particularly important. Organizations with a business type every signal coming from the recipient try to include in its offer targeted at the consumer. In the case of public institutions, such an approach is impossible to implement due to the conditions of functioning of these institutions. The article presents the possibilities of Web 2.0 technology in innovation in public institutions, which may increase their attractiveness and positively influence the recipients.

    Chmura obliczeniowa stała się powszechnym rozwiązaniem stosowanym w środowisku biznesowym. W instytucjach publicznych interesariusze zewnętrzni i wewnętrzni mają ograniczone możliwości korzystania z zasobów informacyjnych ze względu na zaniedbania we wdrażaniu nowych rozwiązań. Na cel artykułu składają się opracowanie i weryfikacja koncepcji modelu chmury obliczeniowej w procesie zarządzania instytucjami publicznymi. Bezpośrednia analiza dostępnych rozwiązań dokonana przez autora za pomocą wywiadu wskazuje na to, że w instytucjach publicznych brakuje kompleksowych rozwiązań informatycznych w obszarach dziedzinowych. Dodatkowo informacje z bieżących raportów opublikowanych na stronach WWW w zakresie stosowania technologii ICT w instytucjach publicznych potwierdzają brak spójnej koncepcji informatyzacji dla tego obszaru. Model został opracowany na podstawie przeprowadzonych badań własnych, które wykorzystywały studia literaturowe, analizę case studies raportów, publikowane przez niezależne organizacje zajmujące się stanem ICT w instytucjach publicznych, wywiady i analizę rozwiązań stosowanych w instytucjach publicznych oraz doświadczenia własne autora we wdrażaniu rozwiązań chmury obliczeniowej.
    Cloud computing has become a common solution used in the business environment. Consumers of services and products offered by business have been accustomed to using IT tools. The management of IT resources significantly simplified the process of meeting the needs of a stakeholder as a consumer. In the management of public institutions, significant negligence can be observed in the implementation of new solutions. The article will discuss the cloud computing model in the process of managing public institutions. The model was developed based on our own research.

    The article presents the effects of the implementation of management sciences in the entities acting in the public sphere. Contribution to verify the usefulness of management tools in an organization of this kind was the use of process mapping methods in Municipal company - MZGM TBS Ltd. Mapping of process was to improve the public procurement procedure. Particular emphasis was placed on the consequences of impacts of normative order and its relationship to the effectiveness of municipal company.

    Opis:
    The subject of this article is identification of the structure of key issues related to the assessment of effectiveness of public procurement. These issues are generally discussed in two dimensions: (1) as a narrower question of the appropriate choice of evaluation criteria in individual orders, and (2) as a broader problem of assessing the effectiveness of the entire public procurement institutional systems. When it comes to evaluation criteria in individual orders, the subject of discussions are primarily two issues: (1.1) selection and proper definition of economic effectiveness criteria, and (1.2) the admissibility of non-economic criteria. The effectiveness of procurement systems as a whole may be assessed: (2.1) in a comparative manner, as one of alternative ways of delivery of public services, and (2.2) separately, for each individual system, related to its internal goals, functional and structural criteria.

    Opis:
    The article proposes an ambidextrous organization adaptation in public universities. The essence of the proposal is to change the organization of HEI of "90 °", i.e. one in which the faculties create an organization axis and research teams the coordination axis to which the roles are reversed. In ambidextrous university faculties are mainly engaged in mass education on the first level and research teams educate elites of students at the level II and III, conducted R&D activities simultaneously. According to the author, this proposal creates conditions for more effective use of human resources in HEIs.

    The purpose of this article is to learn ways of measuring the inter-organizational collaboration efficacy and adapting them in public safety management. This paper presents the essence of inter-organizational collaboration in public management, guidelines for control of its performance and its determinants in shaping safety. The proposed method of measuring collaboration efficacy is both, quantitative and qualitative. However, this method is open and indicators can be shaped according to individual needs.

    The paper aims at presenting the status of informal institutions in Poland as well as indicating to what degree informal components of an institutional system are a good ground for the development of market economy. In Polish society, institutions associated with self-expression values prevail over those associated with survival values, which contributes to actuating the economic activity. However, the rationalism level is low and results from much stronger connections with tradition than in the case of citizens of many highly developed countries. Low level of trust in people is an indication of relatively poor efficiency of institutions, while great inclinations for non-observance of law reflect the inconsistence of informal vs. formal institutions.

    Zarządzający instytucjami kultury coraz częściej wykorzystują media społecznościowe do promocji swoich działań i budowania swojego wizerunku. W niniejszym artykule zaprezentowano wyniki badań przeprowadzonych w latach 2015-2017 (w ramach projektu MNiSW). Głównym celem badań było określenie poziomu wykorzystania mediów społecznościowych przez teatry publiczne. Osiągnięcie celu głównego wymagało odpowiedzi na pytania: 1) w jakim stopniu teatry wykorzystują media społecznościowe? 2) które rodzaje mediów społecznościowych są najczęściej wykorzystywane i w jakim celu? 3) kto odpowiada za zamieszczanie i przygotowanie treści? 4) kto analizuje/monitoruje obecność teatrów w mediach społecznościowych?
    More and more often, the managers of culture institutions use social media to promote their institutions’ activities and build their image. The paper presents the results of the research study conducted in the years 2015-2017 (within the project financed by the Ministry of Science and Higher Education). The main objective of the study was to determine the level of the use of social media by the public theatres. The answers to the following questions were sought: 1) to what degree do public theatres use social media? 2) which types of social media are used most frequently and for what purpose? 3) who is responsible for creating and posting the social media content? 4) who analyzes/ monitors the presence of the theatres in the social media?

    Observing recent events in Cyprus and the resulting financial turmoil, appeared considerable doubts as to whether troubled banks and their subsequent insolvency will not cause a complete collapse and bankruptcy of national economies. In addition, difficulties in recovering complex deposits or take financial resources in bank branches undermine the authority of the banks. Therefore, based on the experience of the United States and Europe in the article tries to answer the following questions: if the credibility and confidence in the banking has been actually violated and whether banks can be still treated as institutions of public trust? Relying on numerous examples can be concluded that although the banks on the basis of the theory are treated as institutions of public trust, nowadays are no longer 100% reliable and do not enjoy so much confidence as before.

    Opis:
    Demographic pressures across Central Europe strongly impact the public service sector in regions and municipalities. Setting the evidence-based systems that would support policy making in this context are of a great importance for all levels of governance, from the EU institutions to local governments. The paper presents a methodological approach to comparative studies concerning economics of public service (social care, healthcare, housing, public transport, roads, water and sewage treatment) in Central Europe. Several known approaches to this kind of studies fail due to different contextual and statistical systems. Alternative approach, based upon microeconomic data is proposed.

    W artykule dokonano identyfikacji i syntezy podejść badawczych, wykorzystujących, pojęcie kontraktu w teorii ekonomii, jako narzędzia wyjaśniania oraz rozumienia wyborów społeczno-ekonomicznych. W szczególności omówiono trzy zasadnicze podejścia badawcze wypracowane przez: nową ekonomię instytucjonalną, ekonomiczną analizę prawa i teorię gier. Przyjęto, że uznanie kontraktu za obiekt obserwacji naukowej w ekonomii jest heurystycznie płodne, zaś interpretacja kontraktu w kontekście analizy ponoszonych kosztów transakcyjnych może stanowić uniwersalną miarą oceny efektywności instytucji.
    In the hereby article the identification and synthesis of research approaches that use the “contract” concept in the economic theory has been done. The contract concept has also been used as a tool for clarifying and understanding the socio-economic choices. The three essential research approaches have been discussed in particular: the neo-institutional, economic analysis of law and game theory one. It has been assumed that identifying the contract as a scientific observation object is heuristically fertile, and interpretation of the contract in the transaction cost analysis context can be a universal measure for institution effectiveness.
