W artykule omówiono zagadnienie teorii interesariuszy w projektach infrastrukturalnych podmiotów publicznych realizowanych w formule partnerstwa publiczno- -prywatnego. Przedstawiono koncepcję partnerstwa publiczno-prywatnego, potrzeby jego zastosowania w projektach realizowanych przez sektor publiczny. Zwrócono uwagę na koncepcję teorii interesariuszy oraz ich klasyfikację ze szczególnym uwzględnieniem projektów PPP. Dokonano identyfikacji interesariuszy oraz podkreślono ich rolę w procesie realizacji projektu PPP. Stwierdzono, że sukces inwestycji zależy także od właściwego zarządzania poszczególnymi interesariuszami w tego typu przedsięwzięciach.
The article discusses the issue of stakeholder theory in infrastructural projects of public entities implemented in the formula of public-private partnership. The concept of public-private partnership and the need to apply it in projects implemented by the public sector was presented. Attention is paid to the concept of stakeholder theory and their classification with particular emphasis on PPP projects. The stakeholders were identified and their role in the process of implementing the PPP project was emphasized. It was pointed out that the success of the investment also depends on proper management of individual stakeholders in this type of projects.

Ogólny zarys finansów publicznych w śląskich samorządach przedstawia trudną sytuację w tym regionie. Wydatki w ogólnej wysokości przewyższają uzyskiwane dochody. Ujemne wyniki finansowe oraz wysoki poziom zadłużenia wymuszają poszukiwanie nowych metod realizacji zadań publicznych. Duże zalety w tej dziedzinie ma metoda partnerstwa publiczno-prywatnego. Obecnie na Śląsku realizowanych jest najwięcej projektów w tej formule, jednakże nie we wszystkich jednostkach. Perspektywy rozwoju oraz ograniczenia tejże metody w województwie śląskim są oparte na wynikach badań ankietowych.
An overview of public finances in the Silesian local government shows the difficult situation in the region. Expenditure the total amount exceed the revenue generated. Negative financial results and a high level of debt to enforce searching for new method implementation of public tasks. Many of advantages in this field has a method of public-private partnerships. Currently in the most implemented projects in this formula, however, not in all units. Development prospects and limitations of that administrative methods are based on the results of the survey.

Prawo nakłada na podmioty sektora publicznego obowiązek wywiązywania się z wielu zadań własnych. Do głównych problemów z ich realizacją należy niewystarczający poziom środków budżetowych. W ostatnich dekadach w Europie i na świecie, jak również w Polsce, popularność zdobywa realizacja przedsięwzięć publicznych w formule partnerstwa publiczno-prywatnego. Jednak każdorazowo wybór tej formy realizacji zadań publicznych powinien być poprzedzony zbadaniem efektywności projektu. Celem artykułu jest wskazanie jednego z podstawowych sposobów pomiaru efektywności przedsięwzięć PPP – komparatorów finansowych. W artykule wykorzystano dorobek polskiej i zagranicznej literatury z zakresu partnerstwa publiczno-prywatnego uzupełniony własnymi rozważaniami i doświadczeniem w związku z doradztwem przy realizacji tego typu przedsięwzięć.
The law requires public sector entities obliged to fulfill a number of its own tasks. The major problems with their implementation should be an insufficient level of budgetary resources. In the last decades in Europe and in the world, as well as in Poland, gaining popularity implementation of public projects in the formula of public-private partnership. But in each case the choice of this form of public tasks should be preceded by examining the effectiveness of the project. The aim of this article is to indicate one of the basic ways of measuring the effectiveness of PPP projects – financial comparators. The article uses the achievements of Polish and foreign literature in the field of publicprivate partnership supplemented its own considerations and experience in relation to the advice in the implementation of such projects.

Partnerstwo publiczno-prywatne (PPP) jest to metoda współpracy sektora publicznego i jednostek prywatnych w celu realizacji zadań publicznych. PPP coraz częściej zaczyna być wykorzystywane przez podmioty w Polsce. Głównym argumentem przemawiającym za włączeniem sektora prywatnego w świadczenie usług publicznych jest podział ryzyka oraz możliwość uzyskania dodatkowych źródeł finansowania. Podstawową korzyścią dla jednostek publicznych jest szansa wykorzystywania umiejętności podmiotów prywatnych ograniczania kosztów i poprawy jakości świadczonych usług publicznych. Takie działania umożliwiają rozwój infrastruktury, co przekłada się na korzyści dla całego społeczeństwa. Na przedsięwzięciach w ramach PPP zyskuje również strona prywatna, która otwiera się na nowe rynki zbytu oraz posiada stałe źródła spłaty wcześniej zaangażowanego kapitału. Celem niniejszego artykułu była analiza partnerstwa publiczno-prywatnego jako nowoczesnej koncepcji realizacji zadań jednostek sektora publicznego. Wskazano także, że zarządzanie ryzykiem wpływa istotnie na realizację przedsięwzięć PPP. Podstawową metodą badawczą była analiza literatury przedmiotu i aktów prawnych. Część praktyczna została opracowana na przykładzie gminy Karczmiska, która realizuje zadania w ramach partnerstwa publiczno-prywatnego.
Public-private partnership (PPP) is a method based on cooperation between the public sector and private entities in order to implement public tasks. PPP is increasingly being used by entities in Poland. The main argument for including the private sector in the provision of public services is the division of risk and the possibility of using additional sources of financing. The main benefit for public entities is the ability to use the skills of private entities in terms of reducing costs or improving the quality of public services. Such activities allow the development of infrastructure, which translates into benefits for the whole society. PPP enterprises also gain private parties, open up to new markets as well as have a fixed source of repayment of previously involved capital. The purpose of this article is to show public-private partnership as a modern concept enabling the implementation of tasks belonging to the public sector and to present how risk management transplantem into the implementation of PPP ventures. The basic research method was the analysis of literature. The practical part has been developed on the example of the Karczmiska commune, which carries out tasks within the framework of public-private partnership.

Availability, quality and scope of public services represent one of the most important factors of life level shaping and growth, thus prosperity of the society. Importance of public services results from nature and vast range of public influence. They include the activity related to industry operating to a large scale, of corporate character as well as to services rendered at the local level by small economy entities and other organizations. Public services are related to power industry, telecommunication, postal services, waste management, water supplies, education, health care, sport and recreation, culture, social aid and assistance, as well as public safety. The paper presents ability of Public-Private Partnerships (PPP) to provide greater social benefits in relation to profit of traditional public procurements. The PPP was presented as an important economic tool and was indicated possible benefits created by the partnerships.

Opis:
Public-Private Partnership is one of possibilities for supporting investment process. Public partner has limited funds and cooperation with private partner give possibilities for realization of social needs and planning investment process. Limited possibilities obtaining support from the government and lack of capital, forcing municipalities to seek alternative methods of financing municipal investments. The opportunity to acquire the ownership of community housing units, in the absence of co-necessity to incur high investment, giving local-government public-private partnership. The experience of different countries show that public tasks can be successfully carried out in partnership with the private sector and can provide a specific pattern of implementation of private capital in the conduct and financing of investments and the provision of public services. The main aim of this article is to analyze public-private partnership as a form of financing public investment in municipal real estate construction example.

W artykule przedstawiono przyczyny zwiększania zakresu usług świadczonych przez sektor publiczny i na tym tle korzystanie z usług sektora prywatnego w tradycyjnych formułach zamówień publicznych oraz w formule partnerstwa publiczno-prywatnego. Zwraca się uwagę na dominację tradycyjnej i, jak się ocenia, mniej efektywnej dla sektora publicznego formuły zlecania dostaw dóbr, tj. zamówień publicznych, a marginalne korzystanie z formuły partnerstwa publiczno-prywatnego. To właśnie w formule partnerstwa publiczno- prywatnego znaczącą część ryzyka ponosi partner prywatny, w tym też ryzyko dochodów. Uzależnienie wielkości wynagrodzenia podmiotu prywatnego od dochodów pozyskiwanych ze świadczenia dóbr, jest istotnym czynnikiem weryfikacji opłacalności przedsięwzięć i tym samym wpływa na efektywność stosowanych rozwiązań.
The paper presents the reasons for increasing the range of services provided by public sector. On the background of this issue the paper presents also the use of private sector services in the traditional formulas of public procurement and in the formula of public-private partnership. The use of public-private partnership is marginal in comparison to less effective for public sector traditional formulas of public procurement, which dominate on the market. In the public-private partnership formula a significant part of the risk is borne by the private partner, including economic risk. Making private partner remuneration conditional on the profits generated by the joined project is an important factor in the verification of investment profitability and thus affects the efficiency of applied solutions.

Partnerstwo publiczno-prywatne w Europie i na świecie od lat wykorzystywane jest jako metoda realizacji zadań publicznych, przede wszystkim w zakresie rozwoju infrastruktury. Celem artykułu jest ocena wykorzystania formuły partnerstwa publiczno-prywatnego w Polsce w obszarze samorządowej infrastruktury drogowej. Polska nie może pochwalić się bogatym doświadczeniem w zakresie wykorzystania PPP. Rynek w Polsce ma charakter samorządowy, a w obszarze drogowym pojawiły się dopiero pierwsze pionierskie projekty. Na sukcesy w tym zakresie przyjdzie poczekać, aż zostaną wypracowane dobre praktyki i zrealizowane pionierskie projekty, które pilotuje Ministerstwo Rozwoju.
The public-private partnership in Europe and all over the world is used as a method of execution of public tasks for years, mainly in creating infrastructures. Restriction of budget and the recent economic crisis has contributed to the growth of your interest formula in the context of the return to the path of sustainable development through the launch of new projects especially with infrastructure. The aim of this article is to evaluate the use of formula of the public-private partnership in Poland in the area of road infrastructure. Poland cannot boast great experience in the using of PPP. The market in Poland is a local government, therefore, in the area of road appeared only the first pioneering projects. Receive a success in this area will have to wait until we have been developed good practices and implemented pioneering projects, which are under the supervision of the Ministry of Development.

Realizacja zadań statutowych przez podmioty sektora publicznego w ostatnich latach stanowi wiele wyzwań. Wśród najważniejszych jest niewystarczający poziom środków budżetowych i nieefektywne zarządzanie organizacją. Z tego powodu coraz większą popularnością cieszy się realizacja projektów publicznych w formule partnerstwa publiczno-prywatnego. Jest to długofalowa współpraca pomiędzy sektorem publicznym a prywatnym, która jest przykładem nowoczesnego zarządzania w organizacjach publicznych. Celem niniejszego artykułu jest wskazanie, że partnerstwo publiczno-prywatne jako forma współpracy między dwoma różnymi sektorami dostarcza m.in. narzędzi do efektywnego zarządzania organizacją. W artykule wykorzystano dorobek literatury polskiej i obcej w zakresie partnerstwa publiczno-prywatnego i nowoczesnych narzędzi zarządzania organizacjami publicznymi, uzupełniony przez refleksje i doświadczenia autorki w realizacji partnerstwa publiczno-prywatnego.
Implementation of statutory duties by public sector entities in recent years, is facing many challenges. Among the most important is the insufficient level of budgetary resources and ineffective management of the organization. For this reason, in the last few decades, gaining popularity implementation of public projects in the formula of public-private partnership. It is a long-term cooperation between the public and private sectors, which is an example of modern management of public organizations. The aim of this article is to point out that public-private partnerships as a form of cooperation between the two different sectors, poses for public organizations not only be able to make the best performing public functions, but provides the knowledge, skills and tools for effective management of the organization. The article uses the achievements of Polish and foreign literature in the field of public-private partnerships and modern management tools public organizations, supplemented by their own reflections and experience in the implementation of public-private partnership.

Regeneration is a complex process consisting of a series of integrated activities, among which, apart from investment in buildings and infrastructure, you can also indicate actions undertaken on economic and social areas. This process is aimed at permanent removal of economic, social and environmental problems in the presence of which the market mechanism fails. The main goal of this article is to present the role of private actors in the process of regeneration, identify the factors affecting their perception of the process and their involvement in it, as well as point out the solutions attracting private investment. Achieving the benefits of such a complex process, as regeneration, requires a commitment on the part of participants and strategic management of the local authorities, as a coordinator of the process. A key task facing local authorities is to attract private partners which deliver not only financial resources but also knowledge and other resources to regeneration process.

Opis:
The primary factor in determining the effective use of public-private partnerships in economic practice is the regulatory system. The article discusses the key pieces of legislation defining the conditions for use of PPP and analyzed the specific problems of their interpretation and application by local governments. Despite these difficulties can be noticed the development of PPP in different areas of the economy, which was, so far the traditional sphere of public activity. Local authorities make the investment in collaboration with the private partner, but in the area of regional transport infrastructure there are only few investments. At the same time, with the current debt and load of the public sector, there is a strong need for financial support from the private investor. Therefore, even after several years of various forms of PPP, we should seek to develop appropriate and effective mechanisms for the preparation and implementation of PPP projects, which will be economically and financially viable.

The article analyzes public-private partnership as a modern form of coordination of collective action public governance and assess the status and prospects of its development in Poland. PPP is an effective way to finance public services and the answer to the challenges of states - meet the growing social expectations regarding the volume and standard of public service with a strong limitation to public funds. Quantity, value and structure of PPP's in Poland reflects early stage of development of PPP market and numerous barriers, of which the largest is a high degree of ignorance of its principles and the lack of a conscious policy to use it
