    Celem artykułu jest przedstawienie możliwości wsparcia kształtowania kompetencji kluczowych oraz umiejętności niezbędnych do poruszania się na rynku pracy już na poziomie szkoły podstawowej oraz gimnazjalnej, ze szczególnym uwzględnieniem środków z Regionalnych Programów Operacyjnych w perspektywie 2014-2020. Tłem artykułu są wyniki badań przeprowadzonych wśród nauczycieli oraz rodziców uczniów w szkołach podstawowych i gimnazjach na terenie Gminy Gryfice w województwie zachodniopomorskim, dotyczących kompetencji kluczowych posiadanych przez uczniów oraz nauczycieli.
    The article is aimed at presenting the necessity and possibility of supporting the development of key competences and skills essential for being successful on the labour market as soon as at primary and lower secondary education levels. Special attention is paid to funds from Regional Operational Programmes for the period 2014-2020. Against that general background, the author presents the results of survey on key competences developed by students and teachers, and conducted among teachers and parents of students attending primary and lower secondary schools in the Municipality of Gryfice located in West Pomeranian voivodeship.

    Education stops being an autotelic value, growing from natural cognitive needs, from natural cognitive needs, from a desire to understand oneself, as well as the surrounding word better; instead, it becomes a certificate giving definite rights. In search of specific requirements we lose the ability at things; we lose the ability of e.g. independent thinking, intellectual openness. The process of introducing parameters to education also leads to various consequences contradictory to the idea of increasing its quality; this is connected with the general conviction about the low intellectual level of people starting university education, and in consequence, receiving university diplomas.

    The main goal of the paper is to introduce the tool which may be useful in the multicriterial decision making process of selecting the best software for integrating the core business operations in the institutions of higher education. The article was divided into three parts. The first one includes an overview of the integrated software systems. It also contains a description of the main university processes which have to be operationalized and rationalized within integrated application. In the second part, the analytic hierarchy decision making method has been proposed as a solution in questioned decision making problem. It is justified why the AHP method is worth applying when considering the optimal solution. The last part of the article presents practical use of the AHP method, which can be easily adjusted to the specific university environment.

    The recently amended Higher Education Act of 27th July 2005 introduced as to the principle of carrying out the recruitment for vacant posts of university teachers via a competition, however, it did not solve all problems connected with it. It, however, does not normalize detailed recruitment procedures for vacant posts in public higher education institutions in the range of carrying out the qualification procedures for university teachers in the form of a competition. This act also does not contain the premise of the spotless opinion or a similar premise in the catalogue of statutory requirements defined in art. 109 passage 1. Difficulties in the application of this premise in practice should not, however, induce the legislator to liquidate this premise, which should exist in the act next to the premise concerning the lack of being sentenced for the intentional offence, because these premises complement each other. At present only the statutes of the public higher education institution may contain this kind of premise. Limitations in the access to the posts of university teachers in public higher education institutions are manifested in the construction by the legislator of the detailed employee duties not infrequently formulated as prohibitions in order to counteract corruption and other pathological phenomena. The new regulation art. 118 passage 7 of the Higher Education Act states that in the public higher education institution a relation of the direct official subordination between the university teacher and his/her spouse, relative or kinsman up to the second degree or the person remaining in the adrogation, care or guardianship relation, employed in the same public university cannot occur. It is, however, difficult to explicitly infer from the legal regulations what effects are triggered off by the violation of the prohibition defined in art. 50 of the amended Higher Education Act and in practice the compliance with this prohibition can look different in respective organizational structures. The amended Higher Education Act in art. 129 passage 7 quite accidently also predicts the catalogue of limitations in commencing extra work by a university teacher. Besides, it should be possible for university teachers to commence extra work under the condition that they properly fulfill their duties in the basic workplace and that it does not pose hazard to important business of the basic employers, what is still not taken into consideration by the amended Higher Education Act.

    Opis:
    Demographic transformations caused by economic and social changes results in negative changes in the demographic structure of the Polish society. The number of children has been decreasing. According to the demographic forecasts, this tendency is going to continue. The current situation requires adjustment of the education system to the changing number of the pupils' (students') population. Initially these changes concern kindergartens and primary schools. In the future, they are also going to be observed in schools at higher than the lowest one levels of education. As the consequence of demographic transformations, the population at the working age is also going to face some serious problems. Therefore, the education system reaction to all these changes should be not only limited organizational changes in the kindergartens and schools, but it should also include adjustments of school programmes.

    Formal and legal, as well as market and demographic conditions cause, that many of Polish universities faces the necessity of modernization of established management model. The article presents the approach to this change chosen at the University of Economics in Katowice. In the article authors describe taken actions, achieved benefits and experiences gained during the process of implementation of university management system.

    Rozwój systemów informatycznych, a w szczególności ich warstwy sprzętowej powoduje, iż często posiadane przez firmę zasoby techniczne przerastają wymagania narzucane przez dostawców oprogramowania. W przypadku zastosowania rozwiązań informatycznych niewykorzystane moce obliczeniowe serwerów mogą być optymalizowane przez zastosowanie odpowiedniego oprogramowania pozwalającego na instalację wielu systemów operacyjnych na jednej maszynie oraz współdzielenie jej zasobów w obrębie wielu rozwiązań programowych. Powoduje to obniżenie kosztów serwisowania, sprzętu, prądu oraz ułatwia procesy zarządzania całym środowiskiem. Celem niniejszego opracowania jest ukazanie koncepcji wirtualizacji, jej rozwoju, typologii oraz zaprezentowanie doświadczeń dotyczących kilkuletniego zastosowania oprogramowania wspomagającego wirtualizację dla celów dydaktycznych, stosowanego Katedrze Informatyki Uniwersytetu Ekonomicznego w Katowicach. Ostatnia część ukazuje przykład oprogramowania wspomagającego zarządzanie infrastrukturą informatyczną, opracowanego na potrzeby wspomagania dynamicznej alokacji zasobów serwera.

    Przedmiotem referatu jest szerzenie oświaty demograficznej, a w konsekwencji – tworzenie rynku na usługi demograficzne w samorządach terytorialnych. Dziś prognozy ludnościowe, nawet alarmistyczne, nie pomagają w podejmowaniu decyzji, bo nie są zaadresowane. Burmistrz, starosta czy marszałek nie wie, jak on, samorządowiec, może spożytkować sygnały demograficzne, które codziennie poprzez media doń docierają. Potrzebna jest metoda, a pierwszym wymaganiem, stawianym ofercie demografów dla samorządu, musi być adres; drugim… prostota. Żadnych trudnych wyrazów ani obliczeń. To ma działać samo. Autor – jako ówczesny wiceprezydent Gliwic, odpowiedzialny za sprawy edukacyjne i społeczne – opracował taką metodę w 1998 r. Co roku publikował lokalne raporty demograficzne, a obecnie przedstawia podsumowanie 15 lat stosowania metody z nadzieją, że wyniki, jakie dzięki tej metodzie osiągnęły Gliwice, zachęcą również inne samorządy. Te wyniki to decyzje, podejmowane na podstawie dokładnego prognozowania społecznych skutków zmiany struktury wieku. Np. głęboka restrukturyzacja szkolnictwa odbywała się w warunkach spokoju społecznego, bo nawet drastyczne zmiany (likwidacja wielu szkół) były wcześniej zapowiadane i zrozumiale uzasadniane. Dobrą kondycję finansową Gliwice zawdzięczają m.in. temu, że w mieście nie kumulowały się problemy i koszty utrzymywania zbędnych obiektów. Błędem z kolei było mniemanie, że na zjawiska demograficzne samorząd ma wpływ taki jak na meteorologiczne, co stymulowało działania raczej reaktywne niż proaktywne.
    The subject of this paper is to spread demographic education and, consequently, creation of a market for demographic services among local governments. Nowadays the population projections, even if alarming, do not help to make a decision because they are not directed to anyone. A member of the local government, the mayor, the governor or the marshal does not know how he may utilize demographic signals that everyday reach him by mass-media. What is needed is a method, and the first requirement fom the local governments for demographers’ offer must be the direct address; second would be the simplicity. No harsh words or calculations. It is to act itself. While taking responsibility as the Vice President of Gliwice especially in educational and social issues, the author has developed such a method in 1998. He used to publish local demographic reports every year and currently he presents a summary of 15 years of the method application hoping that the results that we have achieved through this method in Gliwice would encourage other local governments. These results are the effects of decisions taken on the basis of accurate projecting social effects of changes in the age structure. For example, a deep restructuring of the education has been accompanied by social acceptance, because even drastic changes (elimination of many schools) were previously publicly announced and clearly justified. Good financial condition in Gliwice is, among other, the result of the fact that the city is not accumulating problems and the costs of maintaining unnecessary objects. On the other side, the mistake was the conviction that the government’s influence on demography is such as on the weather, which stimulated the passive attitude rather than active.
