On 24 April 2011 entered into force the directive of the European Parliament and of the Council No 2011/24/UE of 9 march 2011 on the application of patients' rights in cross-border healthcare. The article analyses the duty of Member States connected with cross-border medical care, types and limits of using cross-border medical care and problems evoked by refund of medical expenses. The subject of this study is also evaluation of the preamble and the normative text of the directive No 2011/24/UE against the regulation of the European Parliament and Council (EC) No 883/2004 of 29 April 2004 on the coordination of social security systems. The new directive provides clarity about the rights of patients who seek healthcare in another Member States and supplements the rights that patients already have at European Union level through the legislation on the coordination of social security systems.

A foster family is a family which temporarily or permanently is looking after and is raising children which parents have limited or hung parental responsibility. It is also happening, that children of which parents were deprived are staying in a foster family of parental responsibility. Foster families are taking the special place in the care system compensating. It is one of the oldest and most popular forms of the family foster care of children. To remember also it is necessary, that the full child development can take place only in the relation of the attachment to parents or persons serving parental role. In the article presented legal new solutions since 1 January 2012.

Healthcare is very important in everyone's life. In Poland the healthcare system is hotly debated, both in public and private discussions. Many are very critical of its present state and performance. The purpose of this study was to develop a model of evaluation of the patients' satisfaction from the quality and accessibility of medical services performed by family doctors in the Lublin and Sub-Carpathian Voivodeships in the context of alleviating disparities in the quality of delivered services. The study was carried out with the use of originally developed research tool, a dedicated questionnaire form.

Wedle danych w starzejącym się społeczeństwie zmniejszać się będą zasoby nieformalnej opieki nad osobami starszymi, zarówno materialnej, jak i niematerialnej, realizowanej dotychczas głównie w rodzinie. Będzie to miało wpływ na produktywność i wzrost gospodarczy, rynek pracy, system zabezpieczenia społecznego oraz finanse publiczne. W konsekwencji wymaga to budowy nowego modelu opieki, w którym należy uwzględnić wzrost popytu na różnego rodzaju usługi i towary, zwłaszcza opiekuńcze, i zmianę struktury usług zdrowotnych, w tym teleopieki.
According to the data in an aging society will reduce the resources of informal care for the elderly, which both material and immaterial, realized so far mainly in the family. This will have an impact on productivity and economic growth, labor market, social security system and public finances. As a result, it requires the construction of a new model of care, which should take into account the increase in demand for various goods and services in particular care and changing the structure of health services in the telecare.

W artykule przedstawiono koncepcję zarządzania informacją o pacjencie w polskim systemie opieki zdrowotnej na podstawie badań literaturowych oraz własnych badań ankietowych. Efektem przeprowadzonych badań były wnioski dotyczące wykorzystania systemów informatycznych w polskim systemie opieki zdrowotnej przez potencjalnych pacjentów. Autorka przedstawiła założenia strategii wdrażania systemów IT w sektorze ochrony zdrowia w Polsce. Opisała system elektronicznego raportu medycznego z uwzględnieniem planów rządowych dotyczących wdrażania systemów Health Insurance Card (HIC) i pl.ID, a także systemu e-WUŚ (Elektroniczna Weryfikacja Uprawnień Świadczeniobiorców) i ZIP (Zintegrowany Informator Pacjenta), które są realizowane przez polski rząd i Narodowy Fundusz Zdrowia. Projekt systemu e-WUŚ jest częścią polskiego systemu opieki zdrowotnej. Projekt ZIP jest rozwijany przez NFZ w celu zarządzania danymi o usługach zdrowotnych realizowanych przez jednostki ochrony zdrowia na rzecz pacjentów. W pracy przedstawiono przykład systemu EKUZ (Elektroniczna Karta Ubezpieczenia Zdrowotnego) do zarządzania informacją dla pacjenta w polskim systemie ochrony zdrowia wspieranym przez e-WUŚ.

Efficiency is one of key notions in the theory and practice of system and organization management and is also relevant to health care. There are many economic theories to explain appropriate distribution of health care in the society. Controversies about efficiency in health care refer to the extent to which market mechanisms can an should be modified by new instruments of health policy. Efficiency in health care consists of expected effects of action on several interlinked levels: a. system as a whole, b. Organization of health care and c. processes (primarily basic therapeutic processes). In view of the complexity of the problem, the work presents outlines of different health care efficiency concepts and measurement methods, points out to connections and relations in systems, organization and processes which result on the one hand - from the development in medicine and new technologies, and on the other - from management decisions whose importance grows in the times of systemic transformations .

The article is only an outline of using Analytical systems, especially Business Intelligence, for supporting decision making process in healthcare organizations. The paper discusses the essence of Healthcare Intelligence solutions and its potential applications. Also challenges of implementation, limitations and benefits were presented in the paper. In order to diagnose the problem, the bibliographic query, analysis, synthesis and case study methods were used.

After the reform of health care system the patient was granted a right to choose where and by whom he wants to be treated, especially as far as a General Practitioner (GP) is concerned. All of the above mentioned factors caused that subjects providing medical services started using marketing tools in order to promote these institutions on the market and to create their positive image. Special concern was attached to the way patients were served, which directly influences satisfaction of the patients with the institution they are treated in. The purpose of this dissertation was to indicate the elements crucial for patients which influence which institution they choose, especially a behavior of a doctor of primary health care. The research took place in 2010 and it included a group of 140 patients in Silesia voivodeship. The stage concerned evaluation of the factors which influenced a decision to be treated by a particular General Practitioner (GP).

Elderly care and support in their daily lives is one of the most significant challenges of an ageing population. The increasing demand for various types of support (both in the community and in institutions) should be considered in the context of existing socioeconomic- cultural-demographic characteristics. This article presents models of care for dependent elderly people and the analysis how various models fit the situation of dependency care in Poland. Five models describing the dependencies and coupling between informal help provided within the family network and community support networks and formal help are: hierarchical compensatory model, substitutional model, specificity model, supplementation model, complementarity model. The organization of care for the elderly in Poland introduced by the authority can be established that is consistent with the hierarchical compensatory model. This model is most effective, but in Poland is still not completely implemented, and the fragmentation makes that seniors do not receive optimal support.

In Poland entities not being entrepreneurs are among healing entities determined with name of self-contained public healthcare centres (SPZOZ). In the article the special regulations included in the act on healing activity were presented referring to the SPZOZ financial management and influencing the accounting of such subjects. Additionally an influence of, so outside, as well as internal factors which they are exerting was stressed he influences the politics of SPZOZ accounting and are creating the specificity of solutions applied by such entities. Simultaneously they paid attention to meaning of the SPZOZ financial result to further functioning and the need of taking concrete actions by the entity creating in case of the loss.

The aim of the paper is to investigate the structure of health care financing systems in OECD countries. In the theoretical part the following areas of health care financing are discussed: fund collection, fund pooling and provider reimbursement. The empirical part analyses trends in health care expenditures and institutional arrangements in health care financing in OECD countries. Health care financing systems in these countries vary in terms of financing sources, fund and risk pooling mechanisms as well as reimbursement systems. Though, reforming processes in the last decades leads to convergence of health care financing arrangements.

The article draws attention to growing the importance of cooperation between public administration and non - government organizations in commissioning tasks in the filed of social assistance. The author examines organizational and legal aspects of running nursing homes. Furthermore, she includes the example of the city of Poznan which delegated management of those institutions to religious congregations. The author points to the existing legal mechanisms which allow assigning the social assistance tasks to private entities and she shows benefits of the partnership in the area of social services. The demographic forecasts are basis for conclusions on prospect development of both institutional and non - institutional support directed at the elderly.
