The article contains an overview of the housing situation in Poland in three dimensions: the availability of housing, the capacity to buy or rent a dwelling and the quality of housing standards in the context of the national and local housing policies. It begins with an assessment of the scale and dynamics of residential investment in Poland over the last 30 years. In the next part, the author estimates the economic return on housing investments, stressing that expectations as to the growth of housing prices in Poland are the key determinant of investment decisions. As the analysis shows, the promotion of housing ownership has had negative social effects and, with temporarily cheap and available money, has fuelled the growth of housing prices.

The article provides an overview of the housing policy in Poznań. It begins with a discussion of the importance of dwellings in contemporary society. The second section focuses on the main assumptions of the housing policy in Poland and the tools that can be used on the level of local government units. Next, the authors present the current state of the housing market in Poznań. In order to provide deeper insight, the analysis is based on data spanning over a 6-year period using both quantitative and qualitative methods. In the final two sections, the implementation of the city’s housing policy is discussed. The authors argue that the overall effects of Poznań’s housing policy are positive, but serious challenges lie ahead.

In order to explain attitudes towards the Polish welfare system the author analyses the statistical data and in-depth interviews with foreigners living in Poland. The topics discussed included, inter alia, health care, education, invalidity and old-age pension, and safeguards against poverty. The article begins by presenting the methodology and the legal framework. The second section describes experience of Ukrainian labour migrants with the Polish welfare with particular attention given to the practices they apply and, as well as comparison between Polish and Ukrainian welfare systems. Next, the experience of citizens of western EU member states is described.

This paper investigates residential mobility in Poland. The main focus is placed on determining the level of housing mobility in Poland, as well as finding statistically significant differences between various socio-economic groups. The research was based on microdata from the 2017 wave of the Household Finance and Consumption Survey (HFCS). The findings indicate that residential mobility in Poland was relatively low in comparison to other European Union member states, and there were statistically significant differences in housing mobility based on age, tenure status, income, wealth, level of education and the household’s composition. The study concludes that improving housing affordability is crucial for enhancing housing mobility in Poland.

Automotive sector is one of the most important sectors in the Polish economy. The article investigates readiness and potential of Polish companies and research institutions in the automotive sector to produce parts and components for electric vehicles on each stage of its value chain. The first section begins with the description of economic importance of automotive sector for the Polish economy and the presentation of the value chain concept with its application to the assessment of the automotive sector. It confirmed the role of the Polish automotive industry as a subcontractor to foreign partners with relative low bargaining power and weak position within global value chains. The second section focuses on the SWOT analysis of the Polish R&D institutions. The authors claim that they can be important partners for electromobility industry but they require more concentrated investment and bigger demand for the R&D results

The article presents the author’s insights into the Polish housing policy in the context of the country’s current housing needs and challenges. Special attention is given to the role of housing policy and citizens’ right to adequate and affordable housing, which are the main determinants of the national housing policy development. The author first defines the housing policy, the principles of its effectiveness, and describes its instruments. Next, she overviews the beginning and the achievements to date of Polish housing strategies and programmes, comparing them with the newest National Housing Programme (NHP). In the final section, the author assesses current housing needs in Poland and identifies how the NHP responds to the challenges of contemporary housing policy. The article draws on national and international statistics and the relevant literature on the subject.

The article tackles the ever-present problem of housing affordability in Poland and tries to answer the question of how housing affordability in Poland changed in 2016–2022 in the context of the housing policy implemented by the state, and what instruments the public authorities can use to increase this affordability in the future. For this purpose, the current state of the indicators of housing affordability for ownership, for rent and in terms of the cost of living is presented. A review of housing policy programmes in Poland in 2016–2022 is followed by the dentification of the main housing policy goals that should be implemented at the central level. First and foremost, the focus is on the goals of the National Housing Programme, which are expected to be realised by the end of 2030, according to the assumptions. Finally, recommendations for Polish housing policy and ideas for counteracting the problem of housing affordability in Poland are indicated.

Although the constitutional right to health care itself has not been subject to legislative changes, the emergence of some other legal regulations and their impact on the current state of the healthcare system justifies additional examination. The authors of the article indicate, among others, areas where the most significant changes to the Polish healthcare system took place in the recent years, and wherever possible, they also assess the current situation. The analysis of the current legal basis of the right to health protection focuses particularly on such important values as: equality in access to health and solidarity, human dignity and patient rights, and professional ethics of person providing benefits.

The main purpose of the article is to answer the question as to what effect (if any) the increase in the reference rate of the National Bank of Poland in 2021–2022 had on the capital structure of Polish listed companies. The paper begins with a review of the literature, which refers to both the transmission mechanisms of monetary policy and the theory of capital structure. To provide deeper insight, the panel regression based on quarterly financial data of Polish listed companies was used. As the analysis showed, changes in the level of central bank interest rate affected the capital structure of companies. Depending on whether long- or short-term liabilities were analysed, together with the change in the interest rate, a decrease or an increase in the level of debt could be observed.

The article presents an assessment of industrial companies in Poland versus companies from selected European countries. It begins with the literature survey in which the authors highlight the specificity and main factors shaping the competitiveness of industry. Both traditional and contemporary determinants of competitiveness are discussed, particularly those associated with spatial integration, effects of concentration on selected growth sectors with a high added value, use of creative skills, quality of institutions and social capital. The authors also analyse the competitiveness of Polish companies with use of some complex measures such as Global Competitiveness Index and the Competitive Industrial Performance Index. The article concludes with indicating the key factors and barriers of competitiveness of Polish industrial companies.

This article focuses on clusters and the role they play in the innovation system in Poland. The first section examines theoretical background of the concept of clusters and cluster policy, which is emerging as an important element of governmental actions. Next, the author explores the role of clusters in innovativeness of the economy. From that perspective, cluster structures, understood as elements of innovation systems based on knowledge flows, create conditions that facilitate the development and transfer of technology, enabled by intense and constant co-operation between the creators and the beneficiaries of innovative solutions. Empirical part of the article examines the level of innovativeness of Polish clusters on the basis of data obtained from the surveys on innovation activity of industrial and service enterprises conducted by the Central Statistical Office.

The aim of this paper is to analyse the current housing policy in Poland in terms of its influence on spatial order. The article explores the subject of diversification of local tax policy and its fiscal consequences in Poland in 2007–2019. It focuses on various types of municipalities and tax governance tools they use (establishing tax rates, applying tax exemptions and non-statutory reliefs). The analysed taxes include immovable property taxes (property tax, agricultural tax) and movable property ones (tax on means of transport). Theoretical and empirical analyses confirmed the hypotheses. Polish municipalities utilize tax governance tools on a small scale and their taxation policies differ depending on the category of local tax and the type of municipality.

The article provides an overview of the residential private rental market in Poland taking into consideration the context in which it operates. The aim is to present prospects for its long-term development and to compare the regulations regarding investment demand on the residential real estate market to those existing in the European Union and the United Kingdom. The analysis confirmed that the role of the private rental market in Poland may become more significant, especially in big cities. This may create issues related to the financialisation of the rental market. Still, from a short-term perspective, there are no premises to limit the investment demand. A long-term solution to the potential negative effects that may occur (decreasing affordability of ownership and rental market, gentrification) is to increase the efficiency of the housing system as a whole.
