The work highlights the different approaches work with at-risk youth with behavioral disorders. Describe the socio-pathological phenomena in contemporary society, the family and family education, which result in socially and educationally deprived environment. We are approaching the process of socialization, behavioral and characterize their classification. We stress the importance and possibilities of prevention, particularly early detection of behavioral disorders. It highlights the importance of teamwork in the process of assessment and intervention provided clients with educational needs. The work is focused on professional activities in special-educational facility that provides help achieve positive change in clients with behavioral problems and when incorporated into the social environment. Part of the work is casuistic study of a particular client is a description of significant factors: family ties and relationships, pathological behaviors, educational approaches, the possibility of re-education, attitudes, values. The information obtained we used the recommendations and proposals for practice.

The object of social work are both the individuals and social groups (families or more extended communities). Depending on which groups of people require help, social work arouses various requirements which from the point of view of the social workers’ education create the need for specialisation. One can distinguish several specific groups of the clients of social work: children, the old age people (gerontological nursing), ill and disabled individuals and local communities. Special problems and challenges appear when a child is its object. It happens that because in the case of children separating interim help or long-term financial assistance from the pedagogic influence is impossible, and thus from responsibility for charges’ future. Social workers do not bear full responsibility for the state of child’s future, because they share this responsibility with different subjects, it does not mean, however, that they do not bear it at all. One can distinguish two extreme positions among the theoreticians of social work: according to one of them, represented among others by H. Radlińska, social welfare institutions totally take over the responsibility for the child’s future, what is connected with the limitation of freedom, and according to the latter, such a responsibility, in practice, is not possible.

The following article analyzes the relationship between social pedagogy, social policy and the system of care and social assistance. The term “system of care and social assistance” should be understood here as widely as possible. It is therefore not only of direct support and assistance in the form of social work, social care homes, etc., but with all the services provided by the state forms of support, ranging from different types of activation in areas of poverty and exclusion, by solving the problems of addiction, to the organization of assistance to the sick or old. Therefore it is not only to reduce this system to social assistance. Thus understood, the welfare system is an area of practical activity, intended to produce specific social change.

The intensity of the development of voluntary service will be in the future a road on which the main aims of social work will be realized by helping people in need. A series of tax reliefs and exemptions will be mainly the consequence of connecting this type of activity with business. A system created in this way will allow to help transfer a stream of money which will build an essential pillar for the social activity. Costs borne by voluntary service were lower and still will be lower than costs of strictly institutionalised organisations. Moreover, this primal idea, for which above mentioned voluntary service was set up, will be retained. One cannot also exclude such a situation when voluntary service makes up an alternative form of social activity for many people. Because for them the political activity which was discredited many times is not possible to accept. The more often a political scene will be the arena which will be losing credibility and confidence, the more often and wider will develop nongovernmental patterns of social activity including voluntary ones at every level of the organization of society. Social structures have not worked out any different alternative and it is necessary to suppose that they will never work it out. The lack of social activity, and at the same time a lack of development of voluntary service as an alternative for strongly formalised solutions is threatened with self-destruction of social structures, and in the consequence dismantling of democratic systems as a result of a decline in their efficiency.

Roma are an ethnic group whose ancestors came from India. They left their original homeland in several waves during 9-10. century. Characterized Roma as an ethnic group has tried several ethnographers. Horváthová characterizes Gypsies Roma read: „Gypsies are exterritorial, an ethnic group living in inoetnickom environment as an internally differentiated diaspora.” (1964, In: Koteková, Šimová, Gecková 1998, p. 46.) Dubayová this definition adds: „They are incomplete predtriednou ethnic formation. „(2001, p. 50.) in 1971, in London met Roma representatives from each country and founded the World Romani Union. They agreed on a uniform labeling of his ethnic group the Roma. They agreed on a unified grammar of the Roma language and approved the use of its own flag and anthem. Roma have become a nation, nationality. (Cangár, 2002) According to experts, lives in a world about 12 million Roma. Of the eight million living in Europe. In absolute terms, most of the Roma live in Romania (1.8 to 2.8 mil.). Calculated to the population of the country, however, have the largest Roma community in the world, along with Bulgaria, Slovakia and Macedonia (8-9%). (M. Vašečka, 2000).

Social service agencies are an important factor in a person’s life, which is based on changes in health status, insufficient to meet their needs or other difficult life circumstances is forced to use them. It turns caring for allowing a decent live his life. But not every recipient of social services to be able to accept this fact and often its adaptive capacity is not enough to ensure that the situation in the resettlement agency was tolerable for him. Then he was forced to accept the help and service professionals, including social workers, help perceivers social services using appropriate methods, techniques, methods to overcome this period without any negative consequences.

The problem of social misadaptation arouses big interest of the representatives of social sciences dealing with education and upbringing of children and teenagers in the present world. Maria Grzegorzewska – a forerunner in special needs education in Poland − introduced the notion of “social misadaptation” to Polish terminology. The following triple causes influence coming into existence of social misadaptation: - biological (internal) of an individual - including organic, e.g., the damages of the central nervous arrangement causing personality disorder; - psychical - conditioned, first of all, by the heredity factors encompassing the emotional and volitionary sphere- concerning the impulses what causes psychopathic changes; - environmental - a defective family structure, negligence of the upbringing environment, upbringing mistakes made by family and school, influence of the mass media on the formation of the social and moral attitudes of children and adolescents. That emotional rejection is an important factor influencing the rise of children’s social mis − adaptation. According to many pedagogues it appears when the child is unwanted, ignored and when parents do not dedicate appropriate amount of time to their child, disregard his school problems, do not take care of his health, education, clothes, but instead they use corporal punishments as a result of the lack of their upbringing skills. These disturbed interactions between the child and his parents, unsatisfied basic needs of the child, the lack of a sense of security at home can lead to behaviours unaccepted by the whole society in the future.

The aim of this article is to present the new model of social work introduced on a pilot basis at the Social Welfare Centre in Bielany district in Warsaw. What is innovative about this model is the way of conducting professional, in-depth social work by a social worker who is not troubled by preparation and payment of social assistance benefits. This solution meets the needs expressed for years, both in the concept of a new law on social assistance and in experts’ opinions, to separate tasks concerning the administrative procedures from the proper social work. In this article I would like to show how the proposed changes have been implemented in current state of law and how the division of tasks performed by social workers functions.

A family as the oldest and the most widespread form of the collective life in the world is close to every intelligent and acting pro-socially human being. It is the basis of existence of nations and societies. The family is one of the main socializing institutions in which children learn and internalize gradually basic values and behaviour rules preparing to fulfil important social roles. The family is the place of conveying cultural heritage, and its influence does not stop even after reaching maturity. That is why proper functioning of every family is so important. There are distinguished three following variants of socialization which favour pathologisation of attitudes and components of personality: -“disturbed socialisation”- it is a result of applying inappropriate educational methods, pedagogical negligence, emotional rejection of the child in his early developmental stages, -“demoralisation”- it consists in abandonment of traditional values and insufficiently strong assimilating new values or also rejection of all values, -“subcultural socialisation”- it takes place within the limits outlined by the narrow social group and having subcultural character (e.g. in the family of thieves). In the consequence socialization leads to a conflict of an individual with the wider social community because of the content of norms and patterns assimilated within the given subculture.

In the light of rules of labour law a social worker has the same status as every different worker employed. The law does not “favour” workers, and surely quite justly. Therefore, all workers are even in the light of the majesty of law. And this makes up the superb interpretation for deliberations being conducted here (even in the sense of law). However, except for clear formal and legal criteria, there are different criteria for the worker no less important than their clear legal aspects. The herewith article has just treated about them (it concerns personal character traits). So, what is this “social worker”? It is an exceptional worker due to the following reasons: - it is a people-oriented job, but in a different way than a teacher’s job, a doctor’s job, or a clergyman’s job. A social worker does not act as a healer, but fully as a carer, so in the sphere of the material and spiritual existence, - a social worker co-exists with a person he looks after. He is emotionally involved with that person, - a social worker is not a clerk. He does not work from … to …, but in accordance with the specific nature of the situations and problems, - a social worker must possess not only professional qualifications, but should be well-mannered and at a suitable ethical and moral level of development. These are really demanding criteria, - a social worker shares his fate with the fate of the aggrieved party. It makes this work exceptional and peculiar, - a social worker becomes in certain situations someone like a confessor for a person receiving help, - social work is something more than “public relations”, - social work is, first of all, dedication and devotion, and it makes up its exceptionality, - a social worker is a servant of a person waiting for help. He is also an adviser and a consoler. Not everyone can be a social worker, because apart from education and qualifications, he has to have a kind of “calling”, the inner need of the spirit.
